The Groningen approach of open data

presentatienaam 10

200.000 Inhabitants

40.000 students

3500 people working for the city

And a lot of data

The city of Groningen

The Groningen approach of open data

• Learning by doing

• Learning from others (research!)

• Start small

Two pilots• Bottom-up: building a data portal

• Top-down: opening financial data

Simple website with static content

• Show that we are opening up

• Get insight in need for data

• Learn what it takes to open data

presentatienaam 13

Pilot 1: data.groningen.nl

What did we learn?

• Easy to open datasets that describe general topics

• Difficult to get data that is the core of somebody’s work

• Look for internal hub or data-intensive process

presentatienaam 15

What did we learn more?

• People are not dying for our data, but it can be of value

• Maintenance is a serious issue

• Scale is important – team up!

presentatienaam 16

Pilot 2: Open Finance

• Political interest (liberal democrats D66): more transparency for council and citizens

• Publish the annual budget / financial statements as OD and visualize!

• If possible: connect with national initiative

presentatienaam 19

What did we learn?

Process should be (more or less) clear before you start.

presentatienaam 20

What did we learn?

Demand / support of top level management is key

presentatienaam 21

What’s next in Groningen?

• Embedding ‘open data’ way of thinking in our policies and information architecture

• Open spending follow up: more detailed info straight from the financial system

presentatienaam 22

Questions to you

• What is the most important driver for your organisation to work with open data?

presentatienaam 23

Questions to you

• Would it be useful to start with experimenting (and how) or are there other ways of agenda-setting?
