ICT has changed

our way of doing things our organisational behaviourour way of thinking about public services

The public sector is experimenting continuous changes


Public Sector needs to be as fast as the real world

We have to include in our everyday job practice

some new ideas and visions

These cannot be found only inside the PS

Same pattern of “Open Innovation paradigm”


We are actors of this scenario


Data is the keyData is what we manage and move from People - to our office - and back to people

But why do we have to Open our PSI richness ?

Nowaday PS is no longer just the place of control But a mine of knowledge and opportunity

We create data and information for making policies but it can be used for other good purposes

Data + Data +…. + «Knowledge» becomes «Knowledge society»

A new identity/role for the PS workers

save, collect and open the richness that is hidden in OGD


But what happens in a real organization ?

Change is difficult because you don’t know what is going on, what you have in front of you

Change needs knowledge that you don’t have, new competences

Try and understand the change “open at least 1 dataset” understand it in practice

We are into a world of knowledge - look for knowledge outside your office – think and act Open Innovation inside the PS sector – re-use knowledge


So what if the organization is worried about losing control ?

The caseOpen Coesione (www.opencoesione.gov.it/) “our data” in a platform create/ruled by another organization

We could loose control if we don’t partecipate ! The process already started and is ongoing, you cannot stop it!


So what if the organization is earning value (money, time, improvements) from public data ?

The caseIn Catasto, they have found an alternative way to face data: ask little money if you need update data with legal value - but every 6 months that data can be open to everyone for other purposes

Never enter into conflict but think of alternative scenarios

The caseWhen we asked an organization to open their data we realized that an industrial big player had already asked for their data, one year before

Public sector is already in a big market. There is the risk to be unaware of this

Public data has to be considerd as a common good and public sector has to have the governance and make real choices

The Trentino as a laboratory means: PS questions are answered by the Research and Innovation (R + I) partner and are becoming services thanks to the SMEs involvement (triple helix model)
