Dipl. Mechanical and Electrical Engineer of the NTUA (1960) is
expert in the development of the renewable energy sources and
sustainable power systems. Worked for the Public Power
Corporation (1962-1990) in the department of power generation,
he was director of power plants, and project manager in large
power plants. From the mid-1970s John was in charge of the
development of wind and solar energy projects for power generation with the
successful Windpark of Kythnos, the first in Europe (1982) and the biggest hybrid by
wind and solar PV. Since 1990, he is consultant engineer in energy, especially in
the renewable energy sources, energy efficiency and sustainable development. For
many years he served as an expert in evaluating research proposals and programs,
coordinator and technical assistant of large research projects for RES integration
into the networks within the European Commission research programs.
John has been a scientific committee member in a number of European and
international conferences, invited lecturer in international events and conferences
where he presented over 80 papers. H e is founding Member of the European Wind
Energy Association (EWEA, 1982), member of national and EU missions for
international cooperation in scientific research and technology, founding Member
and Secretary General of IENE, National Representative in the Mirror Group of the
European PV Technology Platform, Member of the Scientific Committee of the
Hellenic Association of Mechanical and Electrical Engineers, Major in Reserve of the
Hellenic Army in the Technical Corp.
John is the recipient of the “Prize Aeolus” Award, for his contribution in wind energy development, by the Hellenic Wind Energy Association-member of EWEA (2009), as well as of the “2010 PES Chapter Outstanding Engineer” Award, for his contribution in renewable energy research and development by the ΙΕΕΕ Power & Energy Society, PES Greece Chapter.

Born in 1962 in Athens. He is married and he has two sons. He
graduated from the Economics Department of the University of
Piraeus.
Professional Experience
He worked in the private sector from 1986 to 2011. More specifically, he was in
charge of human resources, logistics, finance and general management in
companies operating in various fields.
Political Activities
From his school years, he joined the Greek Communist Youth Rigas Feraios, of
which he was a member of the office of its Central Council; furthermore he
actively participated in the Student Movement.
He has been a member of the SYNASPISMOS (Coalition of the Left and Progress)
since 1990 and subsequently of the SYRIZA (Coalition of the Radical Left).
He has been the Spokesman for Syriza from October 2009 to January 2015.

Konstantinos Skrekas hails fromMegarhi, Trikala. He is
married to EiriniKaragouni andfather of two daughters,
Alexandra and Sophia.
He holds a Diploma in Civil Engineering from the Civil Engineering Department,
Faculty of Technology, of the Aristotle University of Thessaloniki and anMSc in
Construction Management from the University of Birmingham, UK.
He speaks English and French.
After completing his studies, he worked in the FMCG sector (Fast Moving Consumer
Goods) in managerial positions. Co-founder of a company operating in the FMCG
sector andCEO for 15 years.
In 6 May 2012 he was elected Member of the Greek Parliament (MP) for the
Constituency of Trikala with the New Democracy Party. He was re-elected in the
parliamentary elections of 17 June of the same year.On 25th of January 2015re-
elected receiving the largest number of electoralvotes among candidates from all
parties.He was re-elected in the parliamentary elections of 20 September 2015.
During his incumbency in the Hellenic Parliament he has been member of the
Standing Committee on Economic Affairs, the Standing Committee on Production
and Trade, the Special Permanent Committee on Research and Technology and the
Special Permanent Committee on Environmental Protection.
He was appointed Minister of Development and Competitiveness.
Today he is the responsible MP for the Environment, Energy and Climate Change
Sector for the New Democracy Party.

Dr. Eng. Yannis Maniatis is a Rural and Surveying Engineer (National Technical University of Athens). He has been an Assoc. Professor at Aristotle University of Thessaloniki since 1995, an Assoc. Professor at University of Piraeus since 2002
and a Visiting Professor at the Institute of Economic Geography of University of Bonn (1995).
Political and Social activity Dr. Maniatis was elected as a Member of the Greek Parliament for the prefecture of Argolida for the Panhellenic Socialist Movement (PASOK) for the first time in the 2004 elections and re-elected in 2007, 2009, May 2012 and June 2012 elections.

He was born in Dublin, in Ireland. He holds a Bachelors

Dr Nikolaou has 39 years of experience in the Exploration and
Production (E&P) business. As Technical Director of Hellenic
Petroleum SA and technical advisor of Energean Oil & Gas, he
managed and supervised exploration and production activities
in Greece, Libya, Egypt, Albania, Ukraine, Russia, the Middle
East, SE Europe and East Mediterranean. He was supervisor and
coordinator in the evaluation of more than 100 business
opportunities in more than 30 countries and in more than 80 different petroleum
systems, in North Africa, the Middle East, SE Europe, CIS and East Mediterranean.
Dr Nikolaou has held special advisor positions in the Greek Ministry of
Development, Hellenic Petroleum SA, Public Petroleum Corporation E&P of
Hydrocarbons SA and the Ministry of Industry, Energy and Technology. From 1991 to
1993 he was the Secretary of the National Energy Committee of Greece.
In 2009 he founded, and thereupon directs, his own consulting company, Kanergy

Energean Oil & Gas, the only operator and producer of Oil & Gas in Greece, for
Prinos oil field enhanced production, for the conversion of South Kavala gas field to

Dr. Savvas G. Seimanidis Chairman, EREF, Representative of the Hellenic RES Association
Dr. Seimanides has been active in the design, development, management and promotion of various national and international programmes and studies in the field of energy for over 25 years. He is particularly knowledgeable and experienced in renewable energy and rational use of energy matters, with emphasis in the
design, development, licensing and financing of wind parks, small hydropower plants, biomass to energy stations, photovoltaic and co-generation projects. Dr. Athina Tellidou Qualified Expert, Regulatory Authority for Energy (RAE)
Dr. Athina Tellidou works in the Markets Monitoring and Competition Department of
the Regulatory Authority for Energyand has more than 10 years of knowledge and
experience in CompetitiveElectricity Markets. She holds a Diploma and a PhD in
Electrical and Computer Engineering from Aristotle University of Thessaloniki (PhD
Thesis on “Market Power Analysis of Electricity Markets using Intelligent Agents”).
She worked for 4 years as a Teaching Assistant and as a Researcher in the field of
Power Systems Analysis and Economics. For 4 years she worked for a private
PowerCompany (ALPIQ S.A.) in Switzerland in two different positions: as
Application Responsible for ETRM System and as Risk Manager in Market
Development and Modelling Department. For the last 4 years she has been working
as a Scientific Staff specialized in Wholesale Power Markets for theRegulatory
Authority for Energy in the fields of market regulation, development and
restructuring, as well as monitoring and analysis. She is participating in various
European Regulators‟ working groups for the development and implementation of
the market network codes for the establishment of the internal energy market

Plamen Mladenovski obtained his Master's degree in Finance Management in 2005. Prior to joining EWRC in 2013, he worked as a consultant, actively involved in many RES projects.
His current position is Director of Electricity and Thermal Power Sectors Division and he is in charge of price regulation and licenses - electrical networks, trade and markets; power generation, high efficient cogeneration and heat energy. Electricity sector complaints handling is also one of his responsibilities in the Commission.

Vice-Chairman & Executive Director, IENE Born in Cardiff, Wales in 1949 of Greek parents, he was brought
up in Greece where he graduated from the Athens College. He
studied Physics at the University of London and Architecture at
NE London Polytechnic (NELP). He holds a BSc in Architecture
and a Graduate Diploma in Architecture (AA Dip. Grad) from the
Architectural Association in London and a professional practice license as an
architect engineer from the Technical Chamber of Greece (TEE).
He has carried out several projects on Renewable Energy Sources in developing
countries specializing on solar energy applications for buildings (1977-1982). He
worked as an advisor for large multinational companies and international
organisations including Shell Transport (UK) Dow Corning, UNESCO, UNICEF, World
Bank, the European Commission, ITDG and UK‟s Ministry of Overseas Development.
He has consulted widely on solar building applications in Greece both for private
and institutional clients (1977 – 1997). He has lectured widely on energy related
issues in Greek, UK and USA universities and institutes and SE European energy
fora.
He has worked as a consultant for various international construction and
engineering firms on the introduction of natural gas to Greece (1984-1993). He has
also pursued a career as a specialized technical writer, where for many years was
Financial Time‟s energy correspondent for the East Mediterranean(1982-2000) . He
has edited several books, conference proceedings and has published numerous
studies and specialized papers on energy policy, solar energy, RES and energy
markets. “The Greek Energy Directory” (1984) and “The Greek Energy Market”
(2001), published in association with Greece‟s leading business information
company ICAP in June 2001 are considered two basic references on the subject.

Dr. Dionysios Papchristos Electrical Engineer NTUA, Scientific Expert Head of Press & Public Relations Office, Regulatory Authority for Energy Dr. Dionysis Papachristou originates from Voutsara, a
village located in Ioannina. He received his Diplοma in
Electrical & Computer Engineering in 1995, and his Ph.D. in
Electrical Engineering in 2000, both from the National
Technical University of Athens (NTUA), Greece. He has been working atthe
Regulatory Authority for Energy (RAE) of Greece asa Scientific Expert, since
2001.Until December 2004 he has been the coordinator in the Licensing procedure
(Supply Licenses, Production Licenses for conventional and RES stations), then in
the Consumer & Environment Protection Unit, and later in the Unit of Non
Interconnected Islands with many responsibilities in various fields of the electricity
energy sector. Currently, he is the Head of Directorate for Press & Public Relations,

DDrr.. SSoottiirriiss KKaappeellllooss Chairman, Hellenic Association of Photovoltaic Companies Dr S.Kapellos is a graduate of the chemical department of the University of Athens, Greece (1986). In 1991 he received his PhD on the field of Physical Chemistry from the same institution. In 1993 he was hired by BP Hellas SA as chemist in the Perama Lubricants and Fuels Quality Control chemical laboratory. Since
then he had the opportunity to be positioned at various posts within the BP Hellas organization: Quality, Health, Safety and Environment Manager (1995), Human Resources adviser (1998). In 2000 he moved to the Fuels Retail Business as Customer Services, Pricing and Credit Manager and in 2004 to Northern Greece as Retail Fuels District Manager North. In 2007 when BP Solar is established as a new business within BP Hellas, Dr. S.Kapellos was appointed as the leader (CEO) of the new organization, in order to setup the new business. The new solar business of BP in Greece acquired 12% market share in 2008. As a result of the acquisition of BP Hellas (December 2009) by Hellenic Petroleum (ELPE) Group, he moved to ELPE Renewables (100% owned by ELPE Group), contributing to the development of the Renewables Sector of ELPE, as Development Director. Τhe current RES portfolio of ELPE Renewables is 150 MW of photovoltaic projects and 25 MW Biomass, of which 1.4 MW PV in operation. A 6.8 MW wind park was acquired in 2013. He started his professional career in the family business involved in exports of garments to European markets. He worked for five years as an executive in Marketing and Sales in a multinational and later a Greek industrial company producing fast moving consumer goods (FMCG) and food products. As a businessman he was also involved in the rapidly expanding sector of organized food retail.
In 2006 he entered the field of power generation through photovoltaic (PV) technology. He pioneered in Greece developing centralized PV plants. His company‟s first centralized PV plant was one of the first of its kind in the country. He also enjoys extensive consulting experience in the wholesale electricity market and RES.
Mr. Stelios Loumakis is the President of the Hellenic Association of Photovoltaic Energy Producers (www.spef.gr). SPEF is the official business and scientific association that represents in Greece power generating organizations from PVs.

He joined the Greek gas industry in 1989 as a Process and Design
Engineer, for the scope of designing of the gas distribution
network and since then he has worked in several positions (as

His main studies and activities are related with energy geopolitics, development of
regional energy markets, energy interconnections, transcontinental energy
corridors, design of climate policy instruments, exploration of interactions between
climate policy tools, development and assessment of mitigation/adaptation policy
mixtures.
He has represented his country in various international organizations (OECD, BSEC,
and EU) and was appointed as member of the Advisory Groups on Energy (AGE) of
E.C. for FP6 and FP7.
He is the chief editor of the “Energy View of the BSEC countries”, the “Euro-Asian
Journal of Sustainable Energy Development Policy”, the worldwide disseminated
“PROMITHEAS newsletter” and chairman of the annual international scientific
conference on “Energy and Climate Change”.
He currently promotes regional cooperation on Climate Change Policy issues among
academic institutions, governmental authorities and market stakeholders from the
countries of the Black Sea Economic Cooperation Organization (BSEC).

Alexandros Lagakos Chairman, Greek Energy Forum Alex is an Energy & Freight Market Analyst in Thenamaris Ships Management and the Founding Chairman of the Greek Energy Forum, an international energy think tank focusing on SE Europe and featuring today 6 global branches. In his current professional role in Thenamaris, he is responsible for the analysis of the oil market and global energy commodities‟ markets in
support of the chartering strategy for a tanker fleet of 51 vessels. Ahead of his current post, Alex has held the position of the Senior Gas Analyst in Shell Energy Europe in London. In Shell, he was leading the team for the analysis of gas markets' fundamentals and was the focal point for European gas trading analytics for senior management within the Group. His duties included providing

traders with personal price forecasts, trade recommendations and optimisation advice on trading strategies. In the past, he has been a member of the Business Development Team of Shell Energy Europe, focusing on the origination and negotiation of complex energy deals with major international companies. Before joining Shell, Alex worked for Gazprom as a Risk Analyst, involved in risk-due diligence on new market entries and innovative commercial products/structured deals on gas, electricity, carbon permits and biomass. He also possesses consulting experience, having worked in Mott MacDonald within the energy economics and finance team in the UK and having liaised with prestigious customers such as the World Bank and the Department of Energy and Climate Change (DECC), as well as an external consultant of PwC in Greece. Alex has addressed a number of international conferences as a guest speaker and has participated in market consultation exercises as a company representative. Since April-16 he is a member of the United Nations Group of Gas Experts (UN Economic Commission Europe) as a representative of the Greek Energy Forum. He is also a member of the Advisory Board of the sea entrepreneurship competition “Blue Growth”. He holds an MEng in Electrical Engineering from the Aristotle University of Thessaloniki and an MSc on Sustainable Energy Futures from Imperial College in London. Nikolaos Sofianos Research Co-ordinator & Member of the BoD, ΙΕΝΕ Nicholas Sofianos (Mphil Development Studies, University of
Glasgow, Scotland) has been working for IENE since
December 2007 where he is currently Research Projects
Coordinator. He has carried out research on several energy
sectors such as electricity, natural gas and RES market. He
was IENE‟s coordinator in the EU funded GEOFAR project. He has also strong
interest in energy policy issues. He is Assistant Editor of "Energy Matters" (Monthly
Newsletter of IENE) and of the "South East Europe Energy Brief" (a series of monthly
IENE Newsletters). He is also the author of several articles, papers and studies on
energy and he has participated as a speaker in several conferences, seminars and

Athanasios Ntokos General Manager, Hellenic Foundation for European & Foreign Policy
Thanos P. Dokos received his Ph.D. in International Relations
from Cambridge University and has held research posts at the
Hessische Stiftung Friedens und Konfliktforschung (1989-90)
and the Center for Science and International Affairs (CSIA) at
Harvard University (1990-91). He served as the Director for
Research, Strategic Studies Division, Hellenic Ministry of
National Defence (1996-98) and as an Advisor on NATO issues to the Ministry of Foreign
Affairs (1998-1999). He was a NATO research fellow for 1996-98. He is currently the
Director-General of ELIAMEP. He has taught at the Universities of Athens and Piraeus, the
Hellenic National Defense College, the Diplomatic Academy and the Hellenic National
Security School. He has also been a visiting scholar at Bilgi University, Istanbul (2008). His
research interests include global trends, international security, Greek-Turkish relations,
Turkish foreign and security policy & Mediterranean security.
