Qualified Person’s Statements and CertificationsAs the qualified person, I certify that:
A phase one environmental site assessment of the RSC property, which includes the evaluation of the information gathered from a records review, site reconnaissance, interviews, a report and any updates required, has been conducted in accordance with the regulation by or under the supervision of a qualified person as required by the regulation.
As of 2014/02/25, no phase two environmental site assessment is required by the regulation for the RSC property and based on the phase one environmental site assessment for the RSC property, in my opinion, it is not necessary for any other reason to conduct a phase two environmental site assessment for the RSC property.
As of 2014/02/25, in my opinion, based on the phase one environmental site assessment, there is no evidence of any contaminants in the soil, ground water or sediment on, in or under the RSC property that, if the RSC property were put to any of the types of property uses listed in subsection 1 (2) of the regulation, are likely to interfere with any of those types of property uses.
I am a qualified person and have the qualifications required by section 5 of the regulation.
I have in place an insurance policy that satisfies the requirements of section 7 of the regulation.
I acknowledge that the RSC will be submitted for filing in the Environmental Site Registry, that records of site condition that are filed in the Registry are available for examination by the public and that the Registry contains a notice advising users of the Registry who have dealings with any property to consider conducting their own due diligence with respect to the environmental condition of the property, in addition to reviewing information in the Registry.
The opinions expressed in this RSC are engineering or scientific opinions made in accordance with generally accepted principles and practices as recognized by members of the environmental engineering or science profession or discipline practising at the same time and in the same or similar location.

Phase One Conceptual Site Model
This section presents the Phase One Conceptual Site Model (CSM) developed during preparation of the Phase One Environmental Site Assessment (exp, February 2014). The presentation of this Phase One CSM makes reference to the following drawings, attached:

Introduction
The Phase One Property, referred to as the ‘Site’, is situated on the east side of Highway No. 404, approximately 600 metres north of 16th Avenue in the City of Markham, Ontario. The legal description of the Site is PCL 16-3 SEC MA3, being Part of Lots 17 and 18, Concession 3, designated as Parts 6 and 7, Plan 65R-15028, City of Markham, Regional Municipality of York, being all of PIN 03047-0013 (LT).
Site Overview and Background
The Phase One Property covers an area of approximately 4.3 hectares (~10.6 acres) in size. The Site was historically vacant and undeveloped. No structures were currently or historically identified on Site. No evidence suggesting the presence of imported fill material was identified on Site.
Based on the information provided on the physiographic, geologic and topographic maps, the overburden soils are predominantly composed of glaciolacustrine deposits: silt and clay, minor sand; basin and quiet water deposits; overlying upper Ordovician shale of the Georgian Bay Formation. The Rouge River is located north and east adjacent to the Site. The inferred groundwater flow direction is expected to be east towards the Rouge River.
There are no water bodies on the Site. The nearest surface water body to the Site is the Rouge River, which is located adjacent to the Site. The Site is not located in close proximity to an Area of Natural Significance, according to the Ministry of Natural Resources Natural Heritage website. The nearest Area of Natural Significance to the Site is Jefferson Forest, which is located approximately 5.9 kilometres northwest of the Site.
No existing water wells were identified on the Phase One Property. The surrounding land use within the Phase One Study Area generally includes residential, commercial, industrial, community, agricultural or other uses, as shown in Figure No. 2.
No Potentially Contaminating Activities (PCAs) were identified on Site. Two (2) PCAs were identified within the Phase One Study Area. However, the two (2) off-site PCAs identified were not considered to present an APEC to the Site, based on the distance and location of these PCAs relative to the Site. No APECs were identified on Site based on the findings of the Phase One ESA.

Phase One Conceptual Site Model
As per Table 1 from Schedule D, Part VI of the Regulation, the Phase One CSM is further presented below: Provide one or more figures of the Phase One Study Area that:
i) Show any existing buildings and structures
There are currently no existing buildings or structures on the Phase One Property
ii) Identify and locate water bodies located in whole or in part on the Phase One Study Area
No water bodies are located on the Phase One Property. The Rouge River is located north and east to the Site, as shown in Figure 3.
iii) Identify and locate any areas of natural significance located in whole or in part on the Phase One Study Area
No areas of natural significance were identified in whole or in part on the Phase One Study Area
iv) Locate any drinking water wells at the Phase One Property
No existing drinking water wells were identified within the Phase One Property.
v) Show roads, including names, within the Phase One Study Area
Markland Street, Cachet Woods Court, Hillmount Road, Highway No. 404, as shown in Figure 3
vi) Show uses of properties adjacent to the Phase One Property
Refer to Figure 3 and further summarized below: North: Vacant land, followed by commercial/industrial
use East: Vacant land, followed by commercial/industrial use South: Vacant land West: Highway No. 404, followed by vacant land
vii) Identify and locate areas where potentially contaminating activity has occurred, and show tanks in such areas
PCA 1 – Potential pesticide use at a former golf course east of the Site, down-gradient in terms of inferred groundwater flow direction. PCA 2 – Potential ink storage at a publishing company located at a significant distance away from the Site (175 m north of the Site).
viii) Identify and locate any areas of potential environmental concern
No areas of potential environmental concerns were identified
Provide a description and assessment of:
i) Any areas where potentially contaminating activity on or potentially affecting the Phase One Property has occurred
Two (2) PCAs were identified, as shown in Figure 3. The PCAS were not considered to present an APEC to the Site.
ii) Any contaminants of potential concern
The contaminants of potential concern associated with the PCAs include organochlorine pesticides, heavy metals and volatile organic compounds (VOCs)

iii) The potential for underground utilities, if any present, to affect contaminant distribution and transport
The Phase One Property is not currently improved with any underground utilities
iv) Available regional or site specific geological and hydrogeological information
