Online Training

Due to social distancing guidelines, we are

unable to train all Election Officials (poll workers)

in person at the Virginia Beach Convention

Center, so we have set up this hybrid training

plan. You have been designated to train online.

Online training will have 3 STEPS. Please read all

information fully so that you can be prepared to

assist voters on Election Day!

Welcome & Thank You

This has been an incredible election season already. Virginia

Beach has 312,000 registered voters and 100 election day

polling locations.

Our office began early voting on September 18th with an

average of 950 voters each day.

We need YOU to do your part on Election Day. Be sure to

contact your Chief Election Official to discuss precinct

amenities, computer experience level and the pre-election

meeting. Look on your assignment letter email for the Chief’s

phone number and email address.

Do Absentee/Early Votes Count

Virginia Election Code

All absentee ballots, those sent by mail and those cast in-person, are counted in

Virginia, as if the ballots were cast in a polling place.

Ballots must be postmarked by election day or dropped off at the Office of

Elections no later than 7:00 p.m. on election day.

Election Officials are staffed at the Central Absentee Voter Precinct (#101) to

ascertain and record the total votes given by all absentee/early voted ballots.

§ 24.2-712. Central absentee voter precincts; counting ballots.

Absentee Voting is now Early Voting (no excuse - passed 2020)

Be Prepared for Election Day

DO:

o Be on time at 5:00am

o Business casual attire

o Work as a team

o Follow instructions given by Chief and Assistant Chief

o Adhere to Virginia Election Law

DON’T:

o Be a NO SHOW on Election Day

o Be late

o Wear heavy perfumes or scents

What Is My Job

Election Officials have TWO primary jobs

On Election Day

1. Assist citizens in the voting process

2. Make sure all votes are properly

processed and counted

Election Day Oath

▪ Chief gives the oath to ALL EOs no earlier

than 5:00 a.m. and no later than 6:00

a.m.

▪ ALL EOs must take and sign the oath

▪ Follow the dual rule (two election

officials) when opening and closing

pollbooks and DS200

▪ Each precinct must have equal

representation (Dem & Rep) when dual

rules apply

▪ Chief and Assistant Chief in charge

▪ NO off beat comments

▪ NO second chances

Voter ID

Virginia law requires all voters to provide an acceptable form of identification at the polls. Voters arriving at the polls without an acceptable form of ID will be required to either sign an ID Confirmation Statement or vote a provisional ballot. If a voter votes a provisional ballot, they will have until noon on the Friday following the election to deliver a copy of identification to their locality’s electoral board.

Voters With Disabilities

➢ Disabilities are not always evident, and some are reluctant to

ask for help.

➢ Provide assistance if requested – have chairs available for those

who cannot stand

➢ Speak directly to voter, not to companion

➢ Ask before you help

➢ Be sensitive about personal contact and contact with assistive

devices – chairs, walkers, canes, guide dogs

➢ Always identify yourself as an Officer of Election

Voter AssistanceAssistance for certain voters;

by reason of physical disability or inability to read

or write may, if he so requests, be assisted in

▪ Voter Privacy is a PRIORITY

▪ DO NOT look at or touch a voter’s voted ballot

▪ Stand at least 6’ away at the voting booth/DS200

▪ Most instructions can be given at a distance

▪ If needed, ask, “may I read the screen”?

▪ Ask voter to read the DS200 screen to you

▪ Never advise on ballot content (candidate,

After The Election – Canvass of Results

The Canvass of Results begins the day after the election

and is overseen by Virginia Beach’s Electoral Board. This is

the process to account for every ballot cast and ensure that

every valid vote cast is included in the election totals.
