Online Convention on Regional Mobility beyond TEN-T May, 26th 2020
Regional mobility beyond TEN-T – “Smart public transport solutions integrating urban networks with peripheral and rural areas”
¢ Marco Mazzarino, Università IUAV di Venezia and Venice International University
TAKING COOPERATION FORWARD 2
• EU wide status quo analysis (good practices) ⇒ regional analysis ⇒ action plan (list of thematic priorities) ⇒pilot test solution
• Selected priority of regional policies – pilot action: • SMARTBUS: on-demand public transport service operating in the
peripheral and rural areas around Trieste cross-bordering with Slovenia
Overall approach and pilot action
TAKING COOPERATION FORWARD 3
The pilot area
TAKING COOPERATION FORWARD 4
• IT platform supporting smart solutions • specific requirements (map based support, monitoring system,
reservation channels, user-friendly driver interface)
• Two traditional buses (10,5 m long) deployed (TT fleet) (rebranded with PA colours and logo)
• Each driver went through a one-day training programme to get used to the operating system and overall smart solution operations, including driver’s behaviour towards users.
Equipment, asset and resources
TAKING COOPERATION FORWARD 5
TAKING COOPERATION FORWARD 6
• According to the Regional Public Transport Plan, every additional service must be authorized by the Regione Friuli-Venezia Giulia
• SMARTBUS consisting of the first-time ever regional experience of «flexible» public transport service
• SMARTBUS eventually approved as «third-level» public transport service, according to the regional plan – innovative solution based on flexible routing and timetable (from «waiting for the bus» to «calling the bus» paradigm)
Authorization paths
TAKING COOPERATION FORWARD 7
• Public procedures selecting the IT platform («innovation ecosystem»)
• companies invited to present a demo and technical-economical offer
• 4 invited companies, 3 participating, 1 (PluService) selected
Tenders
TAKING COOPERATION FORWARD 8
• Following authorizations and tender procedures, SMARTBUS was tested from July, 1st 2019 to November, 11th 2019 – no delays
• SMARTBUS still operational
Time frame
TAKING COOPERATION FORWARD 9
• Based on the IT platform – can be accessed either through the TT website or a dedicated call center
• Booking can be made by users up to 2 hours prior departure • Confirmation is received 10 minutes after the request, displaying stop and
departure time • Some additional booking choices about departure time are provided • The booking system delivers routing and scheduling programmes according to
requests
Booking system
TAKING COOPERATION FORWARD 10
• Two interconnected sub-areas to run the service, covering the Western (“ADD West”) and Eastern (“ADD East) sections of the Karst plateau
• A major interchange hub located in the village of Prosecco • SMARTBUS routing and network design including 68 stops in the Eastern
areas and 199 stops in the Western ones • The service uses the existing stops and routes, but it is operational only
upon requests by users • SMARTBUS is operational daily, 7 days/week, from 9.00 a.m. to 9 p.m.
Network design, routing and timetable
TAKING COOPERATION FORWARD 11
TAKING COOPERATION FORWARD 12
• SMARTBUS provided for free until September, 15th 2019 to all users
• Afterwards, a ticket of 2 €/run was introduced (the service remains free for annual subscribers)
• Users can access the service by buying tickets or prepaid cards (coupons of 2-6 €) or they can use the SMARTBUS mobile app (smart ticketing system)
Ticketing and pricing policy
TAKING COOPERATION FORWARD 13
• Major targets and expectations were met, including: • Political and technical will by relevant stakeholders to gain experience
and build expertise on innovative solutions in the field of public transport
• Introducing innovative solutions at regional level for the first time so as to be able to extend them in other regional/cross-border areas
• Building a «digital innovation ecosystem» for public transport • PA as an opportunity to drive a radical change towards innovation of public
transport at regional level • Knowldege increase, operational expertise, better planning and management of
innovation, changing users’attitude
Performance assessment and achievements
TAKING COOPERATION FORWARD 14
• High users’ satisfaction reported • Quantitative indicators assessing users’ responses (from the IT
platform): • Number of passengers using the service: 1.761; • Number of requests: 2.234; • Number of requests from the Eastern Area: 60%; • Number of requests from the Western Area: 40%; • % fulfilled requests (trips): 78%; • % partially fulfilled requests (trips): none. All the requests were totally fulfilled; • % not fulfilled trips: 22%; • Number of additional users: estimates show that some 75% of users are subscribers, thus, some 25%
could be considered as additional users, meaning some 440 over the period; • Number of fulfilled requests from disabled users: 3;
TAKING COOPERATION FORWARD 15
• Ouptut assessment indicators: • 14.739 km travelled; • 750 runs; • 19.65 km/run; • 2.35 passengers/run; • 0.12 passengers-km; • Number of vehicles employed: 2
• Stakeholders meetings
TAKING COOPERATION FORWARD 16
• Need to further improvement additional «flexibility» features of the service, including:
• Routing and timetable: • operational synchronization at interchange hubs (SMARTBUS being a feeder service
connecting peripheral/rural areas with urban ones) • network design revisions (complementary vs substituting role of on-demand services in
peripheral and rural areas)
• Fleet: a variety of options of deployed vehicles should be considered to optimise overall system performance, including mini-buses, minivans and electric vehicles
• Communication: further communication efforts to change users’ attitude towards public transport (some inertia is still in place)
Lessons learnt and policy recommendations
TAKING COOPERATION FORWARD 17
• Recommending extensions, replicability and scalability of smart solutions at regional and cross-border level
• Revising current regulation to allow additional stakeholders to support smart solutions in peripheral and rural areas, thus, ensuring financial viability
• Revising current regulation to allow for an integration of additional mobility operators (e.g., taxies, car-rental-with-driver companies) in the provision of smart services, thus, promoting a pro-active public role in the field of smart mobility
• Revising international regulation to enhance cross-border operations • Developing and implementing best-in-class «IT innovation ecosystem»
for public transport
Overall policy recommendations
