The training was intended to enhance, at the same time improve the capacities of Local Government Units (LGUs) in the stages of planning, implementation, operation and fund management for the construction / expansion / upgrading of their

water supply facilities in their areas under the SALINTUBIG Program in a sustainable manner. The participants to the training were the Municipal Engineers (MEs), Municipal Planning and Development Coordinators (MPDCs), Municipal Accountants and

the DILG Municipal Local Government Operations Officers (MLGOOs). In Caraga, there are nine (9) recipients of the SALINTUBIG program, of which, six (6) were identified as waterless municipalities and three (3) were identified as waterless barangays. The municipalities of Esperanza, Bunawan, Talacogon, Trento and Veruela of the Province of Agusan del Sur and the municipality of Magallanes of the Province of Agusan del Norte were identified as waterless municipalities. For waterless barangays, Brgy. Esperanza was identified for the municipality of Loreto, Dinagat Islands; Brgys. Bugsukan and Buntalon for the municipality of Cantilan, Surigao del Sur; and Brgys. San Roque, Roxas and Sta. Cruz for the municipality of Tubajon, Dinagat Islands.

A total of PhP 29.5 M is allotted for the SALINTUBIG recipients in Caraga which will be facilitated by the DILG Regional Office. The release of funds will be provided to the LGUs IN two (2) tranches. The first tranche, which will compose of the first fifty percent (50%) of the total amount of the project will be released to the recipient LGUs upon compliance of the requirements such as: approved project proposal, confirmed water source, signed Memorandum of

Agreement (MOA) between DILG Regional Director and LGU Municipality, Executive Order for the creation of WATSAN Councils, a newly-opened Trust Account and the LGU must be a recipient of the Seal of Good Housekeeping (SGH). The remaining fifty-percent (50%) of the total project cost for the second tranche

will be released upon completion of the following: approved Detailed Engineering Design (DED), signed contract with the Contractor, completion

of water source development certified by the Municipal Engineer and validated by the Regional Office, Audit Inspection Report of the Technical Services Division of the Commission on Audit (COA) and a Liquidation Report of the first tranche. During the training-workshop, Ms. Marivic D. Nocum, the Assistant Project Officer of the Office of Project Development Services – Water Supply and Sanitation Unit (OPDS-WSSU) discussed the process flow of SALINTUBIG Program and the status of sub-projects in Caraga. On the other hand, Atty. Anthony P. Vitor of DILG provided inputs on the procurement process with a workshop on eligibility checking, shortlisting of consultants and bid evaluation. The financial management, accounting entries and COA requirements were presented by financial specialists - Ms. Marites Delfin with Ms. Estela R. Basañes. Finally, the guidelines on construction

supervision for water source development and pipeline installation were presented by Engr. Renato J.

ACROSS THE NATIONPresident Aquino amenable to P40-billion sin tax revenue

President Benigno S. Aquino III said on Monday that he is

amenable to the lowering of the revenues to be generated by the Sin Tax measure at P40-billion but would be “happier” if it remained at the proposed P60-billion mark.

The President said that although the proposed original amount had been downsized, his government could still use the new amount to manage the deficit and fund healthcare programs.

“Mabuti sana kung 60 magagamit ng healthcare programs. For 40, I think, is also a good number,” the President said.

“At 40, we’re happy. At 60, we’ll be happier. For 40 is already, I think, sufficient to meet the objectives both in terms of gaining more resources, managing the deficit but most

importantly addressing the health issues. Most of the funds that will be generated are earmarked for supporting our health program,” he added.

The money to be collected from sin taxes will be spent in building more health facilities, rural health units, district hospitals, and other facilities and will also be used for premiums for the expanded coverage of PhilHealth, the State’s healthcare insurance program. PND (rck)

Philippines and Japan vow to remain steadfast partners of development

The Philippines and Japan have vowed to remain steadfast partners of development in a move seen to further strengthen relations between the two countries.

President Benigno S. Aquino III held a bilateral meeting on Monday with Japanese Prime Minister Yoshihiko Noda at the sidelines of the 9th Asia Europe Meeting here.

Prime Minister Noda pledged to continue working with the Philippines on development projects while

President Aquino cited Japan as a “longtime, valuable and strategic partner of the Philippines” through its official development assistance program.

President Aquino joined the other heads of state and government of the Asian and European countries attending the 9th Asia Europe Meeting (ASEM) during its formal opening ceremonies held at the National Convention Centre here.

In the formal opening ceremonies, President Aquino and the other heads of delegations were welcomed by Lao People’s Democratic Republic Prime Minister Thongsing Thammavong and then by Lao President Choummaly Sayasone. Thereafter, the heads of ASEM delegations posed for a group photo session.

After the group photo session, President Aquino also participated in the

ASEM Enlargement Ceremony where the Lao President personally congratulated the Republic of Bangladesh, the Kingdom of Norway and the Swiss Confederation on their admission as new partners of ASEM.

Earlier, President Aquino held three separate bilateral meetings with the heads of Norway, Switzerland and European Union. It was President Aquino’s first time to attend the ASEM Summit since his assumption into office in June 2010. PND (co/rck)

Aquino says ASEM nations support dev’t of Mindanao

Member countries of the Asia-Europe Meeting (ASEM) have pledged to support the development

of Mindanao following the signing of the Framework Agreement for peace last month, President Beningo S. Aquino III said Tuesday.

The President arrived at the Ninoy Aquino International Airport Terminal 2 Tuesday evening from a two-day attendance to the 9th ASEM in Vientiane.

In his arrival statement, the

President said leaders of ASEM have praised the Philippines for forging the Framework Agreement for Mindanao peace with the Moro Islamic Liberation Front.

Aside from the peace deal with the Muslim separatists, the ASEM member countries expressed their admiration for the Philippines, particularly in its reform initiatives, saying they want to take part in the transformation of the country, he added.

In his meeting with Japanese Prime Minister Yoshihiko Noda, the President said the discussion centered on the clear rules in the West Philippine Sea as well as the peace in Mindanao.

“Nagpasalamat din tayo sa bansang Hapon sa kanilang ambag upang masimulan ang kasunduang pangkapayapaan sa Bangsamoro,” he said noting

the importance of Japan’s contribution in the peace process, particularly his Narita meeting with MILF top leaders in August 2011.

Japan, Britain, Turkey and Saudi Arabia comprise the International Contact Group, established in December 2009 to pursue lasting peace in Mindanao.

Aside from Japan’s participation in the Mindanao peace effort, it is also a major partner of the Philippines in defense cooperation and anti-poverty campaign, he said.

The Philippine government and the MILF signed Oct 15 the Framework Agreement, which lays down the groundwork for the final and enduring peace in Mindanao.

TAGUM CITY- An unidentified male, 5’6” in height and estimated to be between 40 to 50 years old was found dead at the JS Mercado & Sons Agricultural Enterprises at Purok 5, bgy. New Katipunan, Sto. Tomas, Davao del Norte at 7 p.m. last November 3. SPO1 Randy Lou M. Taktakin of the Davao del Norte Provincial Police Office (DNPPO) said the incident was reported by SPO3 Samuel Lacoba

of the Sto. Tomas Police Station. Taktakin said that upon receipt of the information about the incident, the team led by Police Inspector Zosimo F. Jose, deputy chief of police together with the duty investigator proceeded to the Farm to investigate. He said the victim was found specifically at the Crocodile Breeding Pen of the Mercado Farm.

“The victim was found naked, floating in water with his head partially ripped, with both hands and his right legs amputated,” Taktakin said. He added that the victim was believed to have been eaten by a crocodile. The SOCO also conducted an investigation and reported that the body was in the process of decomposition when found. He was brought to the Copreros Funeral Parlor in bgy. Tibal-og, Sto Tomas.(LAC)

Familiarizing Davao del Norte Liboganon River

TAGUM CITY – Seldom can we now hear reports about Davao del Norte flooding that reaches the national highway, the way it happened way back in 1980s or in 1990s. Despite such relief, the Provincial Disaster Risk Reduction Management Office (PDRRMCO) is still keeping its guards up against flood occurrences. Last week of October, the Reduce the Risk (RDR) Rescue Teams of PDRRMO rolled their sleeves up as they took some members of the Davao del Norte media to a familiarization tour (fam-tour) of Liboganon River

considered as one of the river basins in Mindanao. It was not the usual sight-seeing, leisure tour. It became a true-to-life experience of river-watching as the tour fell on the day when tropical storm Ofel was expected to affect the eastern side of the country. There was moderate to heavy rainfall the night before the tour. Fortunately, flooding did not occur but Liboganon River turned out murky the next morning. Sanchez briefed us about the fam-tour. Rescuers tugged along three rubber boats, each with a carrying capacity of 10 and one fiber boat with a capacity of seven. Donned with lifejacket, we got into the rescue boats along the river bank in Barangay San Miguel in Tagum City. Driven with 40 horsepower engine, the rubber boats swiftly maneuvered through the murky waters of Liboganon River while the 25 horse-powered fiber boat came along. On board the boards were 20 participants including the RDR rescuers and Sanchez, their chief. Liboganon River is long and wide. PDRRMO says that it follows a winding course estimated to stretch about 300 kilometers from Sitio Patil in far-flung Barangay Gupitan, Kapalong and empties into the Davao Gulf. Its width is more than 100 meters. When it overflows, its water rises more than 10 meters high from its normal level. No wonder it created a real havoc when its waters overflowed late December 2011. Some said last year’s flooding was a little less lighter than the flooding occurrences way back in the 90s and 80s during which Liboganon River used to unleash and spawn floodwaters to the national highway, barring traffic flow, causing vehicles to get stuck. Senior broadcast journalist Aurora Lozada, station manager of DXDN Radyo Ukay Tagum recalled how she waded through the flooded highway along Bincungan, Tagum City to monitor the situation and

gather news reports. At its normal state, Liboganon displays its fertile river banks which offer rich soil for fruit trees and bananas. Birds fly along the course of the river and feed along the vegetation of reeds that abundantly grow at its banks. Only few were seen fishing at the Liboganon River during that fam-tour but children found thrill and excitement as they spent time boating and swimming at it. Participants to the fam-tour also eventually found and encountered the most thrilling and exciting part of the activity at the river-mouth where the sea met the river. Rains poured, wind blew harder than usual, and waves surged high. They got wet. Still, they seemed relaxed with the presence of RDR rescuers. Women participants, however, couldn’t hold their shrilling yell as they screamed in a mixture of excitement and a bit of fear when rubber boats crossed surging waves. At the command of Sanchez, the rubber boats and the fiber boat were led towards a river in Carmen (adjacent to Tagum City), to escape from the harsh sea. They got off along La Barangay La Paz to take their lunch. They laughed at their mixed reactions of the experience which became an eye-opener to the urgent need for public support and cooperation to keep a close watch on the Liboganon River.

this province awarded to them as Agrarian Reform Beneficiaries

Provincial agrarian officer II Felix Frias said among these ARBs, 2,256 are indigenous peoples of the T’boli tribe.

These CLOAs pertained to 13 land parcels with a total land area of 6,793 hectares at Barangay Tasiman of said town, Frias added.

Frias explained the lands subject to distribution is covered under Proclamation No. 2262, or those classified under the Kilusang Kabuhayan at Kaunlaran Land R e s o u r c e Management Program.

T h e s e agr icu l tura l areas have also been classified as alienable and disposable.

Lake Sebu’s M u n i c i p a l A g r a r i a n R e f o r m O f f i c e r (MARO) Celso T. Caro led the d is t r ibut ion of the

CLOAs, together with the Community Development Officer III of the National Commission on Indigenous Peoples (NCIP) of Lake Sebu, Peter Carado.

At the ceremony, Caro addressed the new owners in native tongue, urging them to take care of their lands and to make it productive.

His message was reinforced by Carado, and 1Lt. Christopher Cuenca of the 27th IB, who both reminded the ARBs to protect the

land of their domain.As in other such

gatherings, the event also an opportunity for the office to explain to the ARBs and residents in the area RA 9700 or the Comprehensive Agrarian Reform Program Extension with Reforms (CARPER).

S. Cotabato holds 13th Prov’l Tribal CongressBy Shahana Joy DuermeKORONADAL CITY, South Cotabato--The provincial government of South Cotabato spearheaded the 13th Provincial Tribal Congress held recently in South Cotabato Gymnasium and Cultural Center in Koronadal City.

More than 800 tribal leaders from different towns of South Cotabato gathered during the event which was conducted in coordination with the Provincial Social Welfare and Development Office (PSWDO) and the provincial office of the National Commission on Indigenous People (NCIP).

Lawyer Reuben Dasay A. Lingating, chairman of the Mindanao Indigenous People’s Conference for Peace and Development (MIPCD) who graced the event as guest speaker gave emphasis on the importance of the Republic Act No. 8371 or the Indigenous Peoples Rights Act (IPRA).

“IPRA is very significant to the lives of the tribal people because this will remind them of their rights.

With this, everyone should read and know IPRA,” Lingating stated.

IPRA is an act recognizing, protecting and promoting the rights of indigenous cultural communities and indigenous people.

Highlight of the occasion was the presentation of the latest accomplishment reports of tribal leaders from the youth and women sector as well as from the tribal council as a whole.

Some of their attainments are the organization of the cultural dance troupe, the conduct of the first tribal youth summit, settling of land conflicts as well as organizing tribal marriages.

Meanwhile, Engr. Protacio Pasahe, provincial officer of the NCIP in South Cotabato assured that their

office will continue to help and support the endeavors of the tribal people in the said province.

The congress also featured the talents and skills of tribesmen through a cultural dance contest showcasing the rich heritage and culture of the indigenous people.

On the other hand, Datu Eduardo Sulan, provincial tribal chieftain extended his gratefulness for his fellow tribal leaders in strengthening and supporting the tribal congress.

11 gov’t agencies implement TISP in ARMM provinces By Dave G. Malcampo

Belinda C. Adil of the Department of Social Welfare and Development (DSWD)- TISP focal person, said there are 4 component programs of DSWD being implemented in Tawi-tawi. These include: feeding program for 30,000 children; sustainable livelihood; cash for work; and the construction of some 163 day care centers in pre-identified areas – some of which are in the island municipalities. Moses I. Dalagan, of the Technical Education and Skill’s Dev’t Authority (TESDA), and TISP focal person in TESDA’s Training for Work Scholarship Program for Ulamas and Youth groups, said that three local institutions in Bongao are set to conduct (this month) their technical

s k i l l s training in basic computer,

vulcanizing, electrical installation, and a related course in hotel and restaurant management. Dalagan explained that the long process of selection and admission of trainees were already conducted and that TESDA has inspected the facilities of these schools. Part of the 11 agencies involved in the TISP implementation include: the Departments of Agriculture; Environment and Natural Resources; Interior and Local Government; Energy; Health, Science and Technology; Public Works & Highways; Trade and Industry; and the Technical Education and Skills Development Authority.

Hoqueriza said that these nine LED units are just part of the initial

batch and a second group of LED units are set to arrive before the year ends. These will be installed in the other busy streets here. This recent improvement in the traffic structure is basically undertaken to remind drivers and pedestrians of the waiting time through counting down numbers and to effectively reduce the rate of traffic accidents in high-risk areas. The whole package costs P405,000; each unit costing P45,000 said Mayor Ferdinand M. Amante Jr. in his recent State of the City Address.

Philhealth launches MOVES in Dipolog

DIPOLOG CITY - In line with the Universal Health Care Program of the Aquino Administration, the Philippine Health Insurance Corporation recently launched the Philhealth MOVES in Dipolog City.

Mobile Orientation, Validation and Enrollment Scheme or MOVES aims to inform, guide and empowers Philhealth members, particularly the Sponsored Program members identified through National Household Targeting System of the Department of Social Welfare and Development (DSWD). The launching of the Program

was held at the Dipolog Coliseum in Oligan, Dipolog with Dipolog City Mayor Evelyn Uy as its guest speaker. In her message, the City Chief Executive reiterated her commitment of support to the program as she cited various programs implemented by the City Government to uplift the quality of life of the Dipolognons.

GSIS grants emergency loans to qualified members in RT Lim and Tungawan, Zamboanga Sibugay

Leoncito S. Manuel, newly-installed branch manager of GSIS-Pagadian, said government agencies in the above-mentioned calamity areas have already been informed of the approval of the granting of emergency loans. Availment period is from October 31, 2012 to November 29, 2012. Expected to avail of the emergency loan are 1,008 GSIS members, 487 from the municipality of RT Lim and 521 from Tungawan. Each member is entitled to P20,000

EL assistance. Both towns have been declared calamity areas after typhoon “Lawin” devastated farms, fishponds, livestock as well as infrastructure on September 21-26, this year. Qualified members are advised to visit the nearest GSIS office for the application of their loans through the GSIS kiosks which are already enabled. For temporary e-card holders, they may submit EL application forms to the nearest GSIS office at their convenience.

One of the activities was the ceremonial distribution of the Philhealth Indentification Cards to Sponsored Program members. Mr. Florencio Luyao, Jr., said Philhealth Zamboanga del Norte Provincial office personnel will be going around the different municipalities of the province during the whole month of November

to conduct similar Philhealth MOVES information dissemination campaign. Luyao said, as per record, “Zamboanga del Norte has more or less 91,327 Sponsored Program enrollees making the province rank one (among the provinces) to have the most number of Sponsored Program enrollees.”

PAGADIAN CITY - The Government Service Insurance System (GSIS) has earmarked P20.16 million for the granting of emergency loan (EL) to qualified members residing and/or working in the municipalities of Roseller T. Lim and Tungawan, Zamboanga Sibugay.

US Embassy hosts election watch program in Cagayan de Oroby Jorie C. Valcorza

CAGAYAN DE ORO CITY- The US Embassy led the 2012 US Election Watch Program in the city today.

The program feature da live feed of CNN election coverage on a giant TV screen, performances by selected university students during commercial breaks, and talks and trivia contests about US elections led by Embassy officials. Yoly de Guzman of the US Embassy Public Affairs Office said guests had the opportunity to participate in a mock US election by casting their ballots at polling booths. The event was in partnership with Xavier University- Ateneo de Cagayan, which played host during the event.

TANGUB CITY, Misamis Occidental - The 2012 National Road Safety Poster-Making Contest will end during the celebration of the World Remembrance Day for Road Traffic Victims on Nov. 18, 2012.

This, as the Department of Education (DepEd) has enjoined all public and private elementary pupils and secondary students, nationwide, to participate in the contest, which is focused on the theme: “Road Safety As A Way of Life.” The contest aims to intensify the awareness and pave the way to increase the level of involvement among pupils/students and teachers in road safety-related activities in the school and in the community. Also aimed to ensure a wide coverage of DepEd’s road safety advocacy, the contest is held in coordination with the Department of Transportation and Communication (DOTC) and the National Coalition for Commuter

Safety and Protection, Inc. (NSCCSPI). Meanwhile, pursuant to DepEd Memorandum No. 116, s. of 2012, the contest starts from the school-based competition up to the national level and culminates during the World Remembrance Day for Road Traffic Victims on Nov. 18, this year. On the other hand, Misamis Occidental Schools Division (MOSD) Superintendent Jonathan Dela Peňa said the contest is open to public and private elementary pupils and high school students of School Year 2012-2013. NFA opens new buying stations in Bukidnonby Ruby Leonora R. Balistoy

MALAYBALAY CITY, Bukidnon - The National Food Authority (NFA) has opened two new palay buying stations in two towns of the province to take advantage of the harvest season and accommodate more farmers who want their produce sold to the grains agency.

“If the community can’t come to us, we will bring it to them,” said Victoria R. Duray, provincial manager, NFA Bukidnon. The newly installed palay (unhusked rice grains) buying stations are located in Barangay Namnam in San Fernando town and Townsite, Cabanglasan. This is in addition to six procurement centers in the province run by NFA. Duray said the Namnam station in San Fernando operates with a six-ton capacity mechanical dryer as part of the agency’s post-harvest facility assistance program. She said the new buying stations were opened late this year to address

the peak procurement of palay in the two towns, which are also identified as rice-producing zones. She, however, clarified that the two new stations are only satellite stations, which intend to accommodate all palay deliveries during peak harvest seasons. Maria Socorro Mellomida, NFA Bukidnon public information officer, said that the six permanent palay buying stations are located in Aglayan, Malaybalay City; Valencia City, Musuan; Maramag, Bukidnon; Maramag town proper; Kalilangan and Wao, Lanao del Sur. Mellomida also cited that these permanent procurement centers have an aggregate capacity of 1.2 million bags, with a total of eight mechanical dryers capable to dry 120 bags. NFA’s procurement program aims to even up the grains supply and prices. “As a government entity, NFA will continue to be at the forefront of the country’s rice marketing to ensure stability in the supply and prices of its staple cereals, which is in full support to President Benigno Aquino III’s rice self-sufficiency goals through the AgriPinoy Program,” Mellomida said.
