The partnership intends to determine the necessity of, and the possible plans for dredging and de-silting of the Carangan Creek which involves interventions, such as planting of bamboo and other plant species along the creek banks, rip-rapping and

regular clean-up. Thus, the Ecological Strengthening Through Environment Rehabilitation and Orientation (ESTERO) project has been organized to develop a comprehensive program that involves all the stakeholders in the community.

Villanueva said two (2) researches have been conducted for the Carangan Creek baseline data: Water quality assessment done by MU Natural Science Department and DENR-Environment Management Bureau (EMB) and Awareness on Solid Waste Management and Functions of Creeks on the residents living along the creek. Findings of the said researches were presented to the stakeholders during a Carangan Creek Research Forum, after which rehabilitation activities and field/ocular inspection of the whole length of Carangan Creek was done by MUCEP. She said NSTP students, DOLE-SPES grantees and MUCEP staff conducted regular clean-up and prepared an Environmental Action

Kits (EAK) for the identified Carangan Creek rehabilitation activities. MU President Dr. Karen Belina F. De Leon has allocated P156,135.50 from the MUNSTP Fund for the ESTERO, while a resource mobilization among the stakeholders raised the amount of P29,200 and in kind, from the following donors:

Development Bank of the Philippines (DBP), P10,000 for wall murals, Shell Lam-an Gas Station, P4,000 for ECM flip tarps, MetroBank Burgos, P7,000 for ECM kits and Lourdes Pharmacy, P1,000, and ACE Marketing, P200, for for putting up of bill boards. President Benigno S. Aquino III signed into law the Enhanced Basic Education Act of 2012 or the K to 12 Basic Education Program in ceremonies held in Malacanang on Wednesday.

The K to 12 Program covers Kindergarten and 12 years of basic education (six years of primary education, four years of Junior High School and two years of Senior High School) to provide sufficient time for students mastery of concept and skills, develop lifelong learners, and prepare graduates for tertiary education, middle-level skills development, employment and entrepreneurship.

In his speech, the President said it

was the duty of the State to provide for the needs and ensure fair and equal opportunities for all Filipinos, especially the poor and thus the implementation of this education program will strengthen the basic education requirements of students which in turn, will bring them closer to the fulfillment of their dreams and ambitions.

In a press conference in Malacanang on Tuesday, Presidential Spokesman Edwin Lacierda said 37 workers from Saudi Arabia were brought home by the Philippine government last Friday from Saudi Arabia.

“We are in the process of helping them complete their documents in order for them to be brought home,” Lacierda told reporters.

“We are committed to helping our Philippine nationals in Saudi Arabia, whether you are in Riyadh or in Saudi—whether they are in Riyadh or in Jeddah, we are making all the efforts to

do that. We are tracking them down.”The Philippine government is

completing the requirement processes and it is in touch with the Saudi Arabia government to ensure that it can bring home the stranded Filipinos who would like to come home.

Recent reports said some 10,000 Filipino workers in Saudi Arabia may avail of the recent concessions by the Kingdom’s government for them to go home.

The Saudi Ministry of Labor instructed all labor offices to work double time to handle the applications of those availing of the concessions. PND (as)

Any violation of the above provisions shall constitute an election offense and shall be punishable by imprisonment of not less than one (1) year but not more than six (6) years, among other penalties provided by law.

LPRAT was created functionally as work force for the formulation and monitoring of the Local Poverty Reduction Action Plan (LPRAP) which contains programs and projects collectively drawn through a participatory process by the LGUs, CSOs and other stakeholders in order to directly address needs of poor communities and marginalized sectors in the municipality. As identified by BUB, the total project cost allocated for the Municipality of Maramag was pegged at P25,605,000, where 85% or P22 million comes from the national government and the remaining 15% or P3,605,000 will be LGUs counterpart. These bottoms-up budgeting are in support to the Millennium Development Goal (MDG) and attain the Philippine Development Plans of poverty reduction and inclusive growth.

DIPOLOG CITY — Dipolognons have finally spoken who among the candidates running for local posts in the city to entrust the reins of the city government.


Incumbent city mayor, Evelyn Tang-Uy of the Liberal Party (LP) got fresh mandate from her constituents after garnering 36,617 votes over her rival, former Piñan town mayor Cecilia Jalosjos-Carreon who got only 22,487 votes in the recently concluded midterm elections. A 12-0 victory for LP candidates has for the third time happened in the city since the first term of Mayor Uy in 2007. The lady mayor is now on its third term. Sitting councilor, Dr. Horacio Velasco won overwhelmingly the vice mayoral post, garnering 34,634 votes against incumbent Zamboanga del Norte Vice Governor Francis H. Olvis who got 21,518 votes only. All ten candidates for councilor under LP also won, beating their opponents from the Alliance for Peace and Progress (APP), a local political party affiliated with the

United Nationalist Alliance (UNA). Atty. Jasmin Pinsoy, daughterof sitting councilor Marvelita Pinsoy, emerged as number one with 32, 328 votes. Topping the race for city councilor amazed the voters here as she is a neophyte in the political arena. Other elected councilors are Dante Bagarinao receiving with 32, 299 votes, Atty. Peter Co - 31, 466 votes, Atty. Raul Barbaso - 30, 446 votes, Atty. James Verduguez - 30, 163 votes, Atty. 2013 Brigada Eskwela set May 20-24By Franklin P. Gumapon

DIPOLOG CITY – All is set for this year’s “Brigada Eskwela” in Zamboanga del Norte.

This was declared by Assistant Schools Division Superintendent Lourma Poculan of the Zamboanga del Norte schools division in an interview yesterday. Poculan said the weeklong Brigada Eskwela (school preparation activity) will be capped by a search for outstanding Brigada Eskwela implementers among public elementary and secondary schools. Education Supervisor Arcelita Zamoras, on the other hand, told the Philippine Information Agency (PIA) that two elementary schools and a secondary school in the province have been declared “Brigada Eskwela Hall of Fame” awardees after winning the said search for three consecutive years in the national level. These schools are Nabilid Elementary School in Roxas town, Tampilisan Central School in Tampilisan municipality and Gutalac National High School of Gutalac town. Zamoras also said the division’s entry schools for this year’s search are Piñan Central School of Piñan town, Bacong Central School of Salug town, Tabon Elementary School of Jose Dalman municipality, Situbo Elementary School of Tampilisan town, Polanco National High School

of Polanco municipality, Bacungan National High School of Leon Postigo town, Manukan National High School of Manukan municipality and Ubay National High School of Labason town. Brigada Eskwela, which started in 2003, is a nationwide voluntary effort among teachers, parents, students, community members and other organizations to do minor repairs and cleanups on their schools in preparation for the opening of classes. The provincial schools division was able to generate in last year’s Brigada Eskwela more than P4.2 million from voluntary contributions in the form materials, labor and other services rendered during the weeklong activity.

MARAWI CITY, Lanao del Sur - Mindanao State University (MSU) continues to serve as an effective instrument in capacitating Muslim communities to catch up with more developed communities in the country.

This was emphasized by MSU President Macapado Muslim during the groundbreaking rites of the College of Information Technology building in MSU main campus recently. Muslim said one noticeable trend in the university today is the increasing number of top performing Muslim students and graduates. He cited as an example a Muslim graduate of Bachelor of Science in Biology, who led the 1,837 graduates of MSU Marawi last April 4, 2013. “Aiman Cairoden is the first Muslim summa cum laude graduate in the 51-year history of MSU,” he

proudly cited. Muslim also noted the commendable performance of MSU graduates in board and bar examinations saying that a good number of these achievers were Muslims. “In the last five years, from 2008 to 2012, the MSU system has produced a total of132 topnotchers and top 10 placers, 69 of whom are from MSU Marawi, 28 from MSU Iligan, 24 from MSU General Santos, four from MSU Tawi-Tawi, three from MSU Naawan, and two from MSU Maguindanao,” he said.


He further noted that this positive trend show that Muslim students are now catching up with their Christian brothers and sisters. The MSU President also pointed-out that the university has been playing a very significant pre-emptive peace building function. “MSU campuses are essentially education and peace building camps competing with the camps of the Abu Sayyaf, MNLF, MILF and CPP-NPA in attracting our young Muslim brothers and sisters,” he added. According to him, the Mindanao conflict would have been more precarious today

without the presence of MSU campuses in many of the conflict-affected areas in Mindanao.

MARAWI CITY, Lanao del Sur - Officers of the newly-organized Lanao del Sur Provincial Police Office (LDSPPO) Lady Officers Club took their oath of office in a simple ceremony held at the LDSPPO Conference Room recently.

The oath taking was officiated in by LDSPPO Officer-In-Charge PSSupt Nickson Muksan. It was witnessed in by representatives of the Philippine Muslim Women Council (PMWC), Regional Legislative Assembly, and fellow police women assigned in the province. Sworn into office were PO2 Esnairah Lucman as president, PO3 Dycylyn Albellera as vice-president, PO3 Joy Marzonia as secretary, PO1 Laarni Palma as treasurer, PO3 Hamida Ibrahim as auditor, and PO3 Maria Fe Mortera as PIO.

Muksan, in his message, underscored the crucial role of police women not only in their respective homes but also in the community. This was reiterated by Assembly woman Samira Gutoc-Tomawis who stressed that police women officers remind the public of the rule of law through community presence and conversations. On the other hand, PMWC President Padoman Paporo lauded the LDSPPO for empowering police women and organizing the lady officers club. She said the PMWC will work closely with the club to address anything that involves the protection of children and women. Club President Lucman meanwhile pledged that officers of the newly-formed club will do their best in performing their duties and obligations. She said they will collaboratively work, with passion and commitment, to safeguard the welfare of the people in the province.

responsibilities of the PSC and unit leaders in the ICS organization, namely, the resource unit, situation unit, documentation unit and demobilization unit.

The speakers during the five-day training were Col. Mario-Verner Monsanto, consultant of the Office of the Vice Mayor in Davao City; Randy Pabon, deputy administrator of Amity Public Safety Academy; Fire Senior Insp. Noel Nelson Ababon, acting fire marshall of the Bureau of Fire Protection in Cebu City and Ryan Castañeda, special operations officer II of the Metropolitan Manila Development Authority.

Castañeda said in the ICS organization, the general staff under the incident commander are composed of the operations section, planning section, logistics section and finance/administrative section.

“The planning section chief has a big role as he directs the activities of all subordinate personnel to lead the creation of alternate strategies for addressing the emergency and to advise the IC regarding these strategies. The planning section chief will provide the IC with diagrams, maps and information about campus buildings and resources relevant to the emergency incident,” said

Castañeda. The main responsibilities

of the PSC are maintaining resource and situation status; preparing incident action plan (IAP); providing documentation; preparing demobilization plan; providing technical specialists; information gathering; strategy identification and planning; conducting meetings and briefings; IAP/Contingency plan development; interactions and management and to be knowledgeable about the forms, documents and supplies at the pre-incident, on-scene and post-incident levels.

Monsanto said the resource unit leader will be responsible in establishing all incident check-in activities and maintain a master check-in list of incident resources.

“The resource unit leader also prepare[s] and process[es] the resource status change information, as well as present displays, charts, lists reflecting current status and location of resources, transportation and support vehicles,” Monsanto added.

Ababon said the situation unit leader will be responsible in collecting and organizing incident status and situation information;


evaluating, analyzing, and displaying the incident status summary, maps, and weather for use by the ICS personnel and agency dispatchers.

“The five primary maps prepared by the situation unit leader [are the] Situation Unit Map; Incident Action Plan Map; Operations Briefing Map; External Traffic Plan Map and Facilities (Internal Traffic Plan) Map,” said Ababon.

Meanwhile, Pabon said the demobilization unit leader will take responsibility of the demobilization unit to ensure an orderly, safe and cost-effective release of personnel and equipment. The demobilization unit gathers the information and writes the demobilization plan and implements it.

Pabon said the demobilization unit leader is also responsible in duplicating the IAP operational period briefing and assisting other incident functional areas with photocopying needs; maintaining incident documentation in easily accessible files during the incident operations; establishing the incident history file and turning over the completed documentation files to the PSC, hosting agency or another documentation leader.

To come up with the IAP, there are 23 ICS forms to be filled out by the respective ICS personnel, however, not all of the forms are used on every incident.

The forms needed in ICS are: 201 (Incident Briefing); 202 (Incident Objectives); 203 (Organizational Assignment List); 204 (Division Assignment List); 205 (Incident Radio Communication Plan); 206 (Medical Plan); 209 (Incident Status Summary); 211 (Check-in Information); 213 (General Message); 214 (Unit Log); 215 (Planning Worksheet); 215-A (Incident Action Plan Safety and Risk Analysis); 216 (Radio Requirements Worksheet); 217 (Radio Frequency Assignment Worksheet); 218 (Support Vehicle Inventory); 220 (Air Operations Summary) and 221 (Demobilization Check-out).

Mazo said after the participants have done all the exercises in the modules and passed the speakers’ assessment/evaluation, they are now equipped with the knowledge and tools necessary to perform the duties and responsibilities of the PSC and its unit leaders.

“There will be more training on ICS for the RDRRMC member-agencies to look forward to,” she said.
