Addressing over 500 farmers during the recent farmers’ field day at the South Cotabato Research and Demonstration Farm in nearby Banga town, President Teresita Cambel of the Sultan Kudarat State University, urged farmers to be updated with innovations and news technologies for better harvest and return of investment. Cambel said, “the national government relies largely on the agriculture sector to address the problems of poverty and hunger by attaining food self-sufficiency” which she added, “requires farmers to change outlook, attitude and

practices.” Citing several challenges affecting the agriculture sector such as climate change, rising cost of inputs, spiraling prices of commodities, she pointed out, “farmers are still required to produce more to help in attaining government objectives against poverty and insufficient staple.” Thus, she said, farmers should keep themselves updated with technologies through participation in gatherings where technologies are shared and by asking assistance from government agencies and

Cambel cited the Cotabato Agriculture Resources Research and Development Consortium (CARRDEC) as one such source of free technologies. CARRDEC is an association of 18 research and development (R&D) institutions in Region 12. Menbers include state universities and colleges, government agencies, private academic institutions, and private R&D organizations. CARRDEC’s base is at the government-run University of Southern Mindanao in Kabacan, North Cotabato. Dr. Elizabeth Malacad, head of CARRDEC, said, the consortium has already established Farmers Information and Technology Services (FITS) centers in 56 municipalities across Soccsksargen Region. S o c c s k s a r g e n Region includes the provinces of South

Cotabato, North Cotabato, Sarangani and Sultan Kudarat and the cities of Cotabato, Kidapawan, Tacurong, Koronadal and General Santos City. “This FITS centers are ready to provide you with technology guides and answer your requests for updates as well as your needs for information,” Dr. Malacad said. “If needed information and technologies are not available in the nearest FITS center,” she added, “these FITS centers could get the information for you from the other members of the CARRDEC where the particular technology is available.”


CARRDEC also conducts skills training and assist in the deve lopment and marketing of products. The four-star Admiral Locklear is on his first visit to the country since taking command of the USPACOM in March. As the senior military authority

in the Pacific Command area of responsibility, Locklear overseas an area that encompasses about half of the earth’s surface, including 36 nations that is home to more that 50 percent of the world’s population, several of the world’s largest militaries and two of the three largest economies.

The USPACOM is committed to enhancing stability in the Asia-Pacific region by promoting security cooperation with allies and partners, encouraging peaceful development, responding to contingencies and deterring aggression.

Admiral Locklear is a graduate of the United States Naval Academy in 1977. His career as surface warfare officer includes assignments aboard USS William V. Pratt (DDG44), USS Carl Vinson (CVN 70), USS Callaghan (DDG 994) and USS Truxtun (CG 35), among others.

He is a graduate of the Industrial College of the Armed Forces and holds a master’s degree in Public Administration from the George Washington University. (JCL)


US vows continuing support for developing defense capability of the country

The United States renewed its commitment for the Philippines to develop its “minimum credible defense posture” with the recent visit of the chief the US Pacific Command in the country.

President Benigno S. Aquino III received US Pacific Command (USPACOM) Commander Admiral Samuel J. Locklear and his party to discuss defense cooperation.

In a press briefing in Malacanang, Secretary Ramon Carandang of the Presidential Communications Development and Strategic Planning Office (PCDSPO) said that one of the issues discussed by President Aquino and Locklear was the commitment of

both countries to their military tie-up.

“There was also a reiteration of the assistance that they’re willing to provide us so that we can build a ‘minimum credible defensive posture’ for the country,” Carandang added.

“So those were the broad strokes of what were discussed. The details of those broad strokes will be discussed further in a meeting this afternoon between (Foreign Affairs) Secretary


Del Rosario and Admiral Locklear.”

Pressed on the minimum credible defense issue, Carandang said the defense strategy has been adopted by the Aquino administration even before the tension in the West Philippine Sea had developed.

“Since we came into office, before we had any issues with China, the President has always said that we need to develop a minimum credible defense posture. I think that’s been consistent whether or not we had had issues with China. That was a need that we had recognized from day one of this administration,” he said.

Mindanao NGO gets P5-M USDA fund to train farmers on cacao growing

A non-government organization (NGO) in Mindanao received P5 million funding to train farmers on cacao growing.

Val Tutur, executive director of the Cacao Industry Development Association of Mindanao, Inc. (CIDAMI), said they were able to source out funds from the United States Department of Agriculture (USDA) to train farmers in the island on the new technology of growing cacao.

He said the farmers need to adopt new techniques of growing

cacao trees otherwise they would not be able to get a good yield.

Tutur said embracing good agricultural practices and apply pest management, the yield per hectare could reach 3 metric tons (MT) annually.

“Usually farmers who are still in the old practice get very low yield of less than a ton per hectare,” he said.


The training, Tutur said will cover about 3,000 small cacao farmers from July to December this year. About 6,000 farmers were already trained last year.

“The farmers need to know pruning, watering, pest management, weeding, mulching and run a businesslike farm,” he said.

Meanwhile, Tutur said they need to plant 50 million trees in the next five years to have a sufficient supply of cacao because the domestic market alone is huge.

Domestically, the Philippines needs at least 55,000 MT annually and 70 percent of this demand is provided by the Davao Region.

The Philippines, he said is the only cacao drinking country in Asia that’s why the demand locally is also substantial aside from the processed products that would need cacao as raw material.

The campaign for planting more cacao is done with the help of Agricultural Cooperative Development International/Volunteers in Overseas Cooperative Assistance (ACDI-VOCA).

The ACDI-VOCA partners with Mars Chocolate and this resulted to the putting up of a demo farm within the Puentespina Farm in

Malagos, Calinan, Davao City.Mars Chocolates, which

produces the famous chocolate brands like M & M’s, Snickers and others, need about 100,000 tons of cacao beans.

“The demand is there, but we need to plant more trees in order to meet the volume,” Tutur said.

Right now in Mindanao, there are only 20,000 hectares of cacao farms and of this figure 5,000 hectares are in Davao Region with 2,000 in Davao City; 1,500 in Davao del Norte and the rest of the areas are shared by the provinces of Compostela Valley Province, Davao del Sur and Davao Oriental.

He also pointed out that many of the existing cacao trees need to be rehabilitated, but they would rather advise the farmers to “grafting technique” rather than cut the old trees and plant new ones.

Tutur said they recommend high yielding varieties like BR 25 and UF 18, that could bear fruits in one and a half years unlike other cacao variety, which bears fruit only after three years.

He noted they could go full blast with the setting up of the Cacao Information and Development Center as this will also serve as a training center for interested cacao farm growers.

Elections (COMELEC) Commissioner Armando

Velasco in a press conference held on Monday, July 9, in

Marawi City.

He said a number of the parties were not satisfied with the present location of the registration centers. The reasons are mostly attributable to “rido” (family feud) and political rivalry, Velasco said. According to Velasco, some claims that before they could go to

designated registration centers they had to pass through the territory of political rivals while others could not go to the centers because of family feud. The commissioner, however, assured that they are trying their best to lessen the questions on clustering,


emphasizing that aside from the convenience of registrants, they also consider its security aspect. As per Comelec report, there are 253 registration centers and 309 voters registration machines in the province. The other problem encountered were glitches in the voters registration machines in some areas but these had already been addressed by the Comelec.

Velasco also said that the four regional directors of the Comelec assigned here moved around the province conducting ocular inspections and observing the conduct of the registration. For his part, Col. Daniel Lucero, commanding officer of the 103rd Infantry Brigade, said security forces are now deployed in their respective areas of assignment. “There is also a high possibility of violence in the municipalities of Tugaya and Kapai, however, appropriate actions have been taken to prevent or avert such incidences there and that CCTV cameras were installed in the areas,” he further said. Lucero added that forces designated to secure Butig arrived in the municipality at around 8:30 a.m. and no violent incident was reported in the area. No other registration-related violence was also reported in other areas as of press time.


200,000 voters register with Comelec in Lanao Sur by Apipa P. Bagumbaran

MARAWI CITY, Lanao del Sur - A total of 214,218 individuals have filed their application for registration with the Commission on Elections (Comelec) as of July 13, after five days of conduct of the general voters’ registration in the province.

Velasco said the biggest turnout was recorded in Binidayan town with 65 percent, from the previous figure of 8,345 to 5,461 registrants as of Friday, July 13. This was followed by Calanogas town with 60 percent turnout or about 3,770 registrants. Marawi City, on the other hand, posted a turnout rate of 39 percent with 26,419 registrants compared to the previous record of 66,988 voters. Velasco said although they encountered some problems, the conduct of the registration, as a whole, went on smoothly. He said some registration centers failed to function in the earlier days of the registration due to unexpected

incidents, but as of press

time, all the registration centers are now functioning. Meanwhile, Lanao del Sur provincial Police Dir. Romeo Magsalos reported that the conduct of registration in the entire province was relatively peaceful as compared to registrations in previous years. We have noted some shooting incidents and other registration-related violence but we are still on top of the situation, he assured. He said they have enhanced their strategies and are now more vigilant in doing their mandate in terms of securing the election officers and the voters registration machines.

AGUSAN DEL SUR -- The provincial government of Agusan del Sur signed a memorandum of understanding (MOU) with the International Organization for Migration (IOM) and the Philippine Overseas Employment Administration (POEA) that would curb illegal recruitment and trafficking in person in Agusan del Sur. In welcome remarks during the training on anti-illegal recruitment and anti- trafficking in person on July 12 at Patin-ay, Prosperidad, Vice Gov. Santiago Cane Jr. said he was once an overseas Filipino worker (OFW) in Saudi Arabia, but he was lucky enough to have a good employer, unlike many other OFWs who became victims of illegal recruiters. “While I was in Saudi Arabia, I personally witnessed many of our fellow Filipinos displaced because the work they were doing was not in accordance to the contract they signed. I am therefore very glad that

this training seminar for the Philippine National Police, the prosecutors, and other involved agencies with the local government units (LGUs) so that no one will become victims of the illegal recruiters,” Cane said. POEA deputy administrator Jaime Jimenez said although they started the campaign on the prevention of illegal recruitment and trafficking in person some 30 years ago, it is sad to note that many are still victims of trafficking. In his message, Gov. Adolph Edward Plaza said he is glad that a training was conducted in Agusan

Plaza said, many OFWs come back in tears because instead of getting the money they were expecting, they got far less but they did not report this to proper government agencies because of lack of knowledge and confidence. illegal recruiters so that filing of cases and prosecution will be successful. “I am also asking the POEA, the DOLE, and other government agencies to encourage legal and stable recruitment agencies to conduct recruitment in Agusan del Sur because the provincial government has funds to help the applicants to work abroad, if they pass the requirements,” Plaza said. BUTUAN CITY-- The Commission on Population (POPCOM) joined the whole world in celebrating World Population Day, Tuesday, July 11 with the theme “Universal access to reproductive health services.”

The celebration is timely as POPCOM, together with the Department of Health (DOH), is pushing for the reduction of unmet need on family planning by 50 percent in December 2012, pursuant to the directive of DOH Secretary Enrique T. Ona.

POPCOM lamented on results of several studies showing that there is an increase of 221 maternal deaths in 2011 from 162 in 2009. Family planning is among the 10 elements of reproductive health sustainably carried out


by the government and private sectors through the years. Experts reveal that death of a woman due to giving birth can be prevented through access of family planning services to avoid unplanned, mistimed and unwanted pregnancies that will likely lead to complications. The result of the 2008 National Demographic and Health Survey mentioned that unmet need for family planning is the highest among the poor (28 percent) and less educated (29 percent) compared to country’s average (22 percent). The poor exhibited the lowest contraceptive use (26 percent). Unmet need for family planning is technically considered as the number of women of reproductive age who wants to space or limit births but are not using any family planning methods. In a related development, the barangay service point officers (BSPO) were capacitated to help address the reduction of unmet need of family planning. Two trainings were conducted simultaneously in Surigao City and

Surigao del Sur for 80 BSPOs. During the said training, regional director Camilo S. Pangan of POPCOM-Caraga urged the population volunteers to address unmet need through massive advocacy/IEC campaign inculcating the values of responsible parenting and informed choice of the different family methods. Providing couples with the correct information on family planning methods and where to access them will help create the demand on contraceptives, thus reducing unmet need on family planning,” Pangan said.

In her message, Mayor Sulit expressed her great appreciation for the various financial assistance extended by DOLE to her town under the “Project Kurambos” citing among others the P100-thousand grant for the Cassava Kropeck and P350-thousand provision for the common service facility on water kayaking and river rafting project. “Indeed, Kurambos has chartered them toward doors of opportunities for livelihood and employment,” said the lady mayor. It can be recalled that said initiative has been recognized by


the International Labor Organization (ILO) with its P420 thousand funding intervention for the enrollment of about 360 constituents in the actual training-cum maintenance of the provincial road going to this interior municipality. It is for the protection of the innovators that the Intellectual Property Rights (IPR) was created. To make sure that all their hard-thought ideas and inventions will be secured from imitators. For a start up business, it’s very important to be unique. Thus, a businessman tries to add value to his or her product. Take for example mango. Mango sells for about P50 a kilo. To increase their sales, some would think of coming up with other products derived from mango, so they make candies or puree’ out of it. These are just example of value adding through innovation. Ms. Rosa M. Fernandez, Field Operations Area Manager for Mindanao of the Intellectual Property Office of the Philippines (IPOPHIL), an umbrella agency of the Department of Trade and Industry (DTI), during the 2012 Enhanced Regional Small and Medium Enterprise Caravan last July 2-7, simply puts it: “Intellectual Property Rights adds value to your products”. Intellectual property, according to Ms. Fernandez’s presentation, is

the creation or product of the human mind, describing ideas, inventions, technologies, artworks, music and literature that are intangible when first created but become in tangible form as products. Ms. Fernandez stressed that because of the IPR, one’s innovation is protected by law making sure that he will reap the fruits of his innovation. “I refuse to use the word, but it’s a form of monopoly but you have to apply for it. You create something, and apply for the protection of that temporary monopoly. If you don’t apply, then others may apply for it or copy it, and you don’t have a way to stop them from using or copying your work. You created it, then you have to protect it”, Ms. Fernandez expounded. Intellectual Property Rights covers patent, utility model or industrial design, lay-out design, trade or service mark, geographical indication, plant variety protection, protection of undisclosed information, copyright, and other related rights. Fernandez said there is really a


need to protect Intellectual Property to prevent competitors from copying technology or product, avoid wasteful investment in research and development and marketing, create and enhance corporate identity and increase the company’s market value, facilitate negotiation of licensing, franchising or other IP-based agreements, enhancer access to finance, open access to new markets, avoid unnecessary litigation, and to safeguard its teaching and research profiles, with the latter applicable to universities or learning institutions. Patent is a temporary monopoly granted by the government in exchange for disclosing of an invention. The inventor is granted 20 years of protection from the date

of filing to make, use, and sell or import the invention, provided that annual fee is being paid, and patent is not cancelled. The terms and length of protection depends on the kind of intellectual property applied. For original and derivative works, the protection is during the lifetime of the author, plus another 50 years from his death, while some like registrable utility model protection last for seven years from the date of filing. PAGADIAN CITY – The nation commemorates the 34th National Disability and Prevention Week on July 17-23, 2012.


The celebration aims to stimulate public awareness on issues and problems of disability, encouraging every citizen of the country to take active role in the upliftment of the economic and social conditions of persons with disabilities (PWDs). To highlight this year’s NDPR Week celebration, the theme “Mainstreaming Persons with Disabilities in Economic Development” is adopted. The theme was conceptualized to contribute and promote the full employment of persons with disabilities and to tackle barriers and gaps, facilitate stakeholder’s cooperation, develop innovative approaches and support human rights-based initiatives for economic development of persons with disabilities. For this year’s celebration, the Department of Labor and Employment (DOLE) chairs the National Working Committee (NWC), created and organized by the National Council on Disability Affairs (NCDA), supported by various stakeholders in both the government and private sectors including civil society organizations and the sector of persons with disabilities itself. To show its full support to the observance, the Department of Environment and Natural Resources (DENR-IX) headed by Regional Executive Dir. T--he symbolic Traveling Net Campaign or “Biyaheng Ku-

lambo,” of the Department of Health (DOH) has arrived in the province last July 9, 2012. It is a DOH new advocacy campaign which is a public health intervention against Malaria aiming to heighten public awareness in preventing and eliminating such disease. Using the Long Lasting Insecticide Treated Net (LLIN) as the symbol of the campaign, it started to travel in all provinces in the country starting from the malaria-endemic areas until it reaches the malaria-free provinces.

It was launched on April 25, 2012 at Banaue, Ifugao during the CAR Region 2 Malaria Summit and will culminate on November 2012. A ceremonial transfer and acceptance of the traveling LLIN was done at the Capitol Lobby as a manifestation of the province’s support and participation to the national campaign. There was an unveiling of the scroll containing the manifesto of support and the pinning of the provincial logo to the symbolic LLIN. The campaign is supported by the Global Fund Malaria Component through Pilipinas Shell Foundation, Inc. ComVal is the 30th province visited out of 40 global funded areas. According to Cynthia Mecarandayo, Provincial Malaria Coordinator that the 1998 until 2011 Annual Malaria Cases Reports showed that the province had significant reduction of malaria incidence. “From thousands of cases down to hundreds and even to ones, it has reached a zero case as of June 2012,” she said. TAGUM CITY- With 73 recorded surrenders in the first half of 2012, Davao del Norte is leading other provinces in the region, according to the report of the 10th Infantry Division of the AFP. At the meeting of the Regional Peace and Order Council XI (RPOC XI) last July 11, 2012 in Davao City, Brig. Gen Ariel Bernardo of the 10th Infantry Division Philippine Army congratulated Gov. Rodolfo P. del Rosario for the noticeable increase of surrenderees in the province, from having the lowest turn-out in 2011 next only to Davao City.

The general attributed the favorable spike in the massive community immersion activities of the Provincial Government of Davao del Norte known as Convergence for Peace and Development, where the AFP and PNP are its partners. Of the 477 immersions, 136 were conducted in Davao del Norte, 124 in Davao del Sur, 101 in Davao Oriental, 65 in Davao City, and 21 in ComVal Province. In 2012, the AFP admitted a total 190 rebel returnees. Next to Davao del Norte is ComVal Province with 35, Davao del Sur with 28, and Davao Oriental and Davao City, both with 27 guerilla members.(DavNor PIO)

Mayor leads consultations with IPsBy Aida Agad

KORONADAL CITY -- The mayor of Makilala in North Cotabato has started visiting indigenous people’s (IPs) communities under his turf, declaring that, “Improvement in the lives of indigenous peoples is our indicator for governance effectiveness.”

Through consultation that started July 3 at Barangay Kisante, Makilala Mayor Rudy Caoagdan said that he will lead the weekly consultations as he wanted to carry out his commitment and priorities in his state of the municipality address.

The local chief executive expects to cover all 30 of the 38 barangays of Makilala with IP communities before the year ends.

The IP consultations focused on the

development needs of the nearly 20 percent of the town’s 73,498 populace based on the Community- Based Monitoring System (CBMS) in 2009.

At the consultation, prominent issues raised by IPs that needs local governments attention included livelihood support, improvement of access roads, electricity, and social services like health, potable water system, and latrines.

“Making the IPs the benchmark of governance springs

from these people’s less access to government support due to their less assertive attitude, and their rate of poverty is relatively higher than those of other residents in Makilala,” the mayor said.

Data from CBMS 2009 indicate that the households below poverty level in Makilala comprise 47.1 percent of the total, and households below the food threshold reached 30.4 percent. (aca-PIA12)

TACURONG CITY, Sultan Kudarat -- Tacurong City Police Station (CPS) was recently named as one of the three finalists of the Philippine National Police’s (PNP) search for Best Component City Police Stations in 2011.


Tacurong CPS is now competing for the title against the CPSs of San Fernando in La Union and Sta. Rosa in Laguna.

PSupt Gilberto Tuzon, chief of Tacurong CPS, has also been identified as one of the five finalists – and only one in Mindanao -- to the search for the Best Chiefs of Police (COP) in the country.

PNP Field Evaluation and Validation Team headed by Police Director Ager P. Ontog assessed TCPS on July 12, 2012.

During the assessment, Supt. Tuzon presented their station’s best practices that contributed to the decrease of the city’s crime rate in 2011.

Among its laudable practices were Oplan RePazo, Oplan Bitag Sasakyan, rewards system for best performing personnel, regular zoning operations, establishment of radio network, regular conduct of stakeholder dialogue, and regular meeting with

intelligence units.Evaluators were also

impressed with the police station’s involvement in environmental and social development efforts of the city government and other entities.

“The LGU provided us handheld radios so each of us now have one. Communication and response is better every day and during emergency situations,” said Tuzon told the evaluators at one point. He also told them the city LGU gave them other necessary equipment and rewarded them for their hard work.

“We have already visited several cities but you have shown that a unique kind of unity and cooperation with the local government unit. You are now of the strongest contenders,” Director Ontog responded.

Tacurong CPS’s success in mitigating crimes and threats to peace and order is also attributed to the support of Philippine Army and civilian volunteers.

TCPS also conducted K-9 drills and simulated a hostage taking crisis which included


negotiations, bomb dispersal, rescue, and investigation. Units of the City Crisis Management Council and Mayor Lina O. Montilla participated during the said simulation.

During the activity, Mayor Montilla said: “I know that we will be able to affect positive changes in our society by

motivating and inspiring others to emulate our actions as all of these are geared towards the good of our people.”

In 2010, TCPS was recognized as among the contry’s top 3 Best Component City Police Stations.

Mayor Lina was also distinguished by the Region XII headquarters

as the Most Supportive Local Chief Executive.
