Most people are familiar with the words “milestone,” but they used it in a slightly different manner. Milestones for the Romans helped traveller to know how far they had come on their journey. Our modern use of this expression does the same thing.

The Tandag City Division as a newly created division of the Department of Education (DepEd) in the province of Surigao del Sur, has also its milestones. As it started its journey in 2013, it is guided with its milestones which mark significant events in the lives of the Tandaganons.

MANILA -- Malacañang welcomed the results of the latest Social Weather Stations (SWS) survey on self-rated poverty and self-rated food poverty which showed a decrease in the number of poor Filipino families, saying the government anti-poverty program is gaining ground.

and 33 percent, respectively,” said Communications Secretary Herminio Coloma Jr. Wednesday. “We note that the rating for self-rated hunger is the lowest since 2011 while the rating for self-rated food poverty is two percentage points lower than the 35 percent recorded in September last year.”

According to Secretary Coloma, the latest SWS survey validates the efficacy of the government’s purposive and targeted social protection and poverty alleviation programs, anchored on the expanded Pantawid Pamilyang Pilipino Program (4Ps), which has benefitted close to 4.4 million households nationwide.

The government, he said, is committed to sustaining the momentum of its social protection and social welfare programs through the delivery of basic education, skills training and universal health care in the remaining months of the Aquino

administration.

These government initiatives seek to bring about the inclusion of all marginalized citizens in the mainstream of social opportunity, he added.

In a separate statement, Presidential Spokesperson Edwin Lacierda said the latest SWS survey encourages the administration to further maximize the country’s resources toward greater inclusivity.

The 2016 budget attests to this government commitment, he said, noting that the Department of Education was again given the largest share of the budget, as well as the Conditional Cash Transfer (CCT) program.

“In the coming months, our agencies will remain hard at work promoting countrywide development and implementing programs that will truly benefit the people,” Secretary Lacierda

said. “Clearly, the Philippines is already on the path to progress. Heading into the next elections, we trust that the Filipino people will vote with the long-term future in mind and choose to remain on Daang Matuwid.”

The SWS released on Wednesday the results of its fourth quarter 2015 survey on self-rated poverty and self-rated food poverty, indicating that 50 percent of Filipino families consider themselves poor, bringing the yearly average to 50 percent.

This is four points below the 2014 average of 54 percent and is also the lowest annual average for self-rated poverty since 2011. The survey, which was conducted from December 5 to 8 among 1,200 adult respondents nationwide, also revealed that 33 percent of families consider themselves food-poor—a two-point drop compared to the 35 percent last September as well as the lowest quarterly rate since March 2010. MAKATI CITY- Registered companies, prospective investors, and industry players are generally satisfied with the performance of the Philippine Board of Investments (BOI), according to the Stakeholders’ Engagement Survey conducted by Novo Trends PH, an independent social research survey company based in the Philippines.

Conducted in the first half of 2015, respondents to the survey include BOI-registered companies; prospective and would-be investors who previously made investment inquiries with the agency; and industry groups, associations and chambers. The stakeholders’

engagement survey measured the satisfaction of stakeholders in the delivery by BOI of its services. Specifically, the survey looked into the stakeholders’ level of awareness on the services and facilities available at BOI; and the stakeholders’ level of satisfaction upon their availment of various BOI services.

The BOI received an Excellent Net Satisfaction Rating, representing about 78 percent (or a ratio of eight out of every 10 stakeholders) of the total number of respondents. “The high level of satisfaction was attributed to the agency’s staff complement wherein three out of four respondents said were knowledgeable, helpful, and courteous,” the Novo Trend PH’s survey results showed. “Majority of the stakeholders surveyed were also aware of BOI’s functions, including investments registration, grant of incentives, and investments supervision and monitoring,” the survey report stated. “One out of three respondents however said they were not aware of the agency’s investment activities such as business matching and outbound/inbound missions,” the survey’s report further said.

The survey report recommended the need to strengthen the agency’s information dissemination activities in a clear, timely and accurate manner to further increase the stakeholders’ awareness of BOI’s services. The BOI, the industry development and investments promotion arm of the Department of Trade & Industry, commissioned the services of Novo Trends PH in December 2014 to conduct the survey with the objective of providing the agency an accurate feedback from its stakeholders on the quality of its functions and services. Information gathered from the survey will form as valuable inputs in the agency’s continuing efforts to be a globally-recognized investments promotion agency by 2020. (BOI)

DA to launch agri program to transform MILF camps into peaceful communities

SULTAN KUDARAT, Maguindanao-- Current and former agriculture secretaries will turn over initial agricultural equipment and materials to the farmers of six previously acknowledged Moro Islamic Liberation Front (MILF) camps in Maguindanao and Lanao provinces today.

Agriculture Secretary Proceso Alcala will lead the service presentation ceremony of the farmers’ assistance program with former DA Secretary and Philippine government (GPH) peace panel member Senen Bacani at the Bangsamoro Leadership Management Institute in Simuay, Sultan Kudarat, Maguindanao. The program is an initial confidence-building measure under the Bangsamoro peace process with the end in view of transforming these areas into peaceful and productive communities.

The initiative was organized by the Task Force Camps Transformation (TFCT), in partnership with the DA-Farmer’s Assistance Program, and is part of the normalization process stipulated under the Comprehensive Agreement on the Bangsamoro (CAB) signed between the MILF and the Philippine government.

Among the equipment and materials that will be turned over to farmers in the MILF-acknowledged communities are six (6) units of heavy-duty 90HP farm tractor with complete

accessories; six (6) units of cassava grater; three (3) units of hand tractor; 1200 bags of palay seeds and fertilizer; and 1200 bags of OPV corn seeds and fertilizer. Also part of the assistance are planting materials such as 300 pieces of assorted rambutan, lanzones, jackfruit seedlings; and 300 pieces coffee, achuete, and guyabano seedlings. Eighteen carabaos will also be turned over for distribution to local farmers in conflict-affected areas.

In addition, certificates of commitment from the DA will be given during the event for the upcoming delivery of 16 units of non-motorized bancas; 160 units of fish traps or “baliyat”; 12 modules of goats (one module is composed of 4 female goats and one male goat); 18 heads of cattle; 6 units of corn sheller; and 6 units of corn mill. Said equipment and farm animals will be turned over to local beneficiaries in a span of two to three months.

These areas are in the vicinity of former MILF Camp Abubakar as-Siddique, Camp Badre, and Camp Omar ibn al-

Khattab in Maguindanao; Camp Rajamuda in North Cotabato and Maguindanao; Camp Bilal in Lanao del Norte and Lanao del Sur; and Camp Busrah Somiorang in Lanao del Sur.

Prominent individuals such as Autonomous Region in Muslim Mindanao (ARMM) Governor Mujiv Sabbihi Hataman, ARMM Executive Secretary Atty. Laisa Alamia, Bangsamoro Development Agency Executive Director Mohammad Suib Yacob, Maguindanao 1st District Representative Bai Sanda Sema, and Maguindanao 2nd

District Representative Zajid Mangundadatu were also invited to attend the event.

The event is expected to be joined by more or less 1,000 participants, including members of the Bangsamoro Islamic Armed Forces (BIAF) and the farmer-beneficiaries.

The implementation of such confidence-building measures is undertaken through the Joint Task Forces mandated to help transform the MILF camps into peaceful and productive communities. (OPAPP)

In a meeting held Tuesday with the committee members, Culve disclosed that the five main events include pump boat race for 9hp below and for 10hp and above, triathlon, “scubasurero,” and ball collection at sea. It was also learned that participants from the neighboring cities of Dipolog, Iligan and Cagayan de Oro are coming for the invitational pump boat race for 10hp and above with prizes of P50 thousand and a pump boat engine for the champion, P40 thousand for the second placer, P30 thousand for the third placer and P1,000 consolation prize for each of the non-winners. For the pump boat race 9hp below category, the cash prizes are P10 thousand for the

first placer, P8 thousand for the second placer, P6 thousand for the third placer and a consolation prize of P500 for each of the non-winners. Triathlon winners will receive P5 thousand for first prize, P3 thousand for second prize, P2 thousand for third prize and a consolation prize of P500 for each of the non-winners. For “scubasurero,” the winners will take home P5 thousand for first prize, P3,750 for second prize and P2,500 for third prize. A total prize of P5 thousand has also been allocated for ball collection at sea competition. The Regatta is an annual event held in the city as part of the feast of Sto. Niño celebration.

PAGADIAN CITY– The City Health Office (CHO) has recorded only four firecracker and two gun-related incidents during Christmas and New Year festivities.

In an injury registry released by City Health Officer Dr. Noel E. Ceniza, victims of firecrackers were identified as Mark Vincent Traya, 12 years old, of Barangay Danlugan who sustained injury in his right middle finger; Mark Anthony Taras, 7, of Barangay Bomba sustained injury in his right hand, Michael Angelo Caraca, 7, from Lower Mecolong, Dumalinao suffered injury in his eye and abrasions, and Alex Ancheta, 41, of Tawagan Norte, Labangan, Zamboanga del Sur. Enecito Caño, 45, of Bulatoc, Pagadian City and Alfren Sayson, 2, from Limbayan in Pitogo town were victims of stray bullets. Dr. Ceniza said that this year’s stray bullet incidents posted only 2 cases compared to 2014 with 6 cases, while firecracker-related incidents recorded 4 cases compared to 2014 with 6 cases. Ceniza was grateful for the significant decrease in injuries

related to firecrackers and stray bullets saying that this is a positive result of the “Iwas Paputok” campaign implemented by the Department of Health (DOH) during the holidays with the theme, “Sa Ingay Walang Sablay, Sa Paputok Goodbye Kamay.” The campaign was supported by national line agencies such as the Department of the Interior and Local Government, Department of Trade and Industry, Department of Education, Philippine National Police, and Bureau of Fire Protection.

The Kuyamis Festival has been launched three years ago which served as a venue in promoting various products made from Kuyamis. This celebration also a way to boost Tourism Industry that includes the showcasing of handicraft items and Filipino specialty prepared by the different municipalities of Misamis Oriental. Kuyamis is a type of coconut which believed to where Misamis derived its name. It also contributed to the livelihood of the province hence, making the province ranked as 5 over the top 10 major coconut producers nationwide. Governor Yevgeny Vincent B. Emano led the ribbon cutting together with some local officials and guests which signaled the beginning of the Kuyamis Festival celebration. Prior to the opening was a Holy Mass. Activities for the weeklong event were lined up comprising of kuyamis coconut tree planting, meat and livestock show, food fair, visual arts, and cultural shows which will be presented by the different municipalities in Misamis Oriental and a 2-day conduct of Department of Trade and Industry (DTI) Negosyo services which aim to create

more job opportunities. Further, the introduction of the 12 aspiring candidates of Miss Earth Philippines – Misamis Oriental also took place in the opening. The crowned Miss Kuyamis Festival 2016 will have the chance to represent the province in the annual search of Miss Earth in the national competition. The coronation night will be on January 9 at Provincial Capitol grounds. Different booths by the eight municipalities including Manticao, Medina, Naawan, Initao, Jasaan, Talisayan, Balingoan and Laguindingan and other participants were set at Capitol Grounds bearing each owned goods that highlights Kuyamis products. A tableau/festival dance competition was also done during the opening ceremony which was participated by three municipalities. Talisayan gained the victory being the champion followed by Medina as 2nd placer and Laguindingan got the 3rd place.

NorMin cops unseal gun muzzleCAMP ALAGAR – Police Regional Office (RPO) 10 undertakes inspection and removal of sealed gun muzzles during Monday flag raising, January 4.

Police Senior Superintendent Gerardo M Rosales, regional chief directorial staff, who led the unsealing, said PRO 10 have successfully implemented the security measures on Yuletide Season with no serious or significant incidents transpired within the area of responsibility. He attributed the successful implementation to the vigilance and cooperation of the public. PRO 10 conducted on December 14, 2015 simultaneous taping on muzzles of personnel service firearms to symbolize the commitment and intensified campaign of the Philippine National Police (PNP) against

illegal discharge of firearms and indiscriminate firing in the observance of the season. However, despite of the information campaign and security measures implemented by the police, one incident of illegal discharge of firearm was

reported on January 1, 2016 in Purok 4, barangay Sinanguyan, Don Carlos, Bukidnon; and a stray bullet incident at Purok 7, Brgy. Proper Langcangan, Oroquieta City wherein a 42 year old woman sustained bullet wound on her right thigh. Police Chief Superintendent Lyndel A Desquitado, regional director, commends PRO 10 for the job well done for the peaceful celebration and effective law enforcement during the season. PNoy to visit Davao City for opening of power plantDAVAO CITY- The 300 megawatt Therma South Incorporated power plant will be inaugurat-ed tomorrow (January 8) with President Benigno Aquino III slated to grace the ceremonies. The coal-fired power plant lo-cated in Davao City and the town of Santa Cruz in Davao del Sur is expected to provide additional energy to the Mindanao Grid, the 150 MW first unit started com-mercial operations in September of last year. It currently supplies to more than 20 electric cooper-atives and distribution utilities all over Mindanao. Built by TSI, a wholly owned subsidiary of Aboitiz Power, the P25-billion power plant utilizes Circulating Fluidized Bed (CFB) technology to meet strict envi-ronmental standards. One of the main landmarks of the power plant is the coal dome, the first of its kind in the country and is used to store the plant’s coal sup-

ply. Aside from the President, top government officials from the national government and lo-cal government units along with executives from Aboitiz compa-nies will be present in the event. The TSI power plant is among the new power investments in the region which is expected to ad-dress the power supply problems of the Mindanao Grid. Accord-ing to the Department of Energy about 550 megawatts of energy from four new power plants in Mindanao will augment the grid by the first half of 2016. Among these is the 2nd unit of the TSI power plant with a 150 megawatt capacity, the San Miguel Consolidated Power in Malita Davao del Sur with a 300 megawatt capacity and the 100 megawatt coal-fired power plant by Sarangani Energy Corporation (SEC) in Maasim, Saragani Prov-ince. DavOr Job Order employees get new homes

PROVINCE OF DAVAO ORIENTAL – About 69 job order employees of the Provincial Capitol togeth-er with their families are now enjoying the comforts of their new very own homes at Baran-gay Dahican in the City of Mati, courtesy of a socialized housing project. Aptly named Samahang Pabahay Project, the provision of these new houses was real-ized through the collaboration of the Provincial Government that provided the resettlement site as well as the land development, the Banco de Oro (BDO) Founda-tion that shelled out funds for the construction, and the Couples for Christ Ancop that facilitated the operation and social preparation of the beneficiaries. Designed as a typhoon-re-silient community, the one-hect-

KIDAPAWAN CITY, North Cotabato, Jan. 7- The Kidapawan City Hall is open on Saturdays, Sundays and holidays for the processing of the applications and renewals of business permits and licenses.

City Mayor Joseph Evange-lista assured business operators that they will be served by the local government during the ex-tended days of the application and renewal period that started Monday, January 4.

City Hall is open at 8 in the morning until 5 in the evening on weekends and holidays and at 8 in the morning up until 7 in the evening during regular working days.

Business owners are advised to secure first their Community Tax Certificate or Cedula at the Business One Stop Shop - BOSS posted inside the City Gymna-sium.

The Cedula serves as the pri-mary requirement in obtaining pertinent clearances during the application and renewal of busi-ness permits and licenses.

Other clearances such as fire,

zoning, building, health and sanitation as well as tricycle franchises are also available at the BOSS.

Once required clearances are acquired, business owners should pay their obligations at the City Treasurer’s Office.

Signatures of the City Mayor or City Administrator will then be affixed at the Business Per-mit and License after payments are completed.

Meanwhile, business opera-tors will now find it easier to pay their dues at the CTO as a new queuing machine has already been installed at the facility for an easier and orderly assess-ment and payment of fees and charges.

This after they passed the Scholastic Aptitude Test (SAT) of the Philippine Science High School (PSHS) National Com-petitive Examination (NCE) held last October 3, 2015

They will be joining PSHS (also popularly called “Pisay”)-SRC as Grade 7 students under the K to 12 System of the De-partment of Education.

PSHS-SRC is located in Ba-rangay Paraiso, Koronadal City, adjacent to the Philippine Na-tional Halal Laboratory and Sci-ence Center of DOST-12.

Dr. Zenaida P. Laidan, DOST 12 regional director confirmed that of the number of qualifiers in the PSHS-SRC, 95 are from the SOCCSKSARGEN Region; 1 is from Davao Region.

Specifically, 34 are from Gen-eral Santos City, 19 from South Cotabato, 16 from Koronadal City, 9 from North Cotabato, 7 from Sultan Kudarat, 7 from Tacurong City, 2 from Cotabato City, 1 from Sarangani and 1 from Davao City.

PSHS system annually offers the scholarship to interested top 10 percent of the graduating elementary grade pupils from schools duly recognized by the DepEd to apply for the scholar-ship.

The NCE is a scholastic apti-tude test designed to measure Scientific Ability, Quantitative Ability, Abstract Reasoning and Verbal Aptitude of the pupil ad-ministered only once for the ex-aminees to qualify for the schol-arship.

The PSHS, which operates as an attached agency of the DOST, is a specialized public high school system that focuses on high quality science-based education and training, that continuously contribute to na-tion-building by creating a criti-cal mass of scientists and engi-neers.

All students enrolled at PSHS are government scholars who will likely take science-based courses after completing sec-ondary school.

Otero, and SIPACAGROMUPCO chairperson Edgardo Macias. The DAR Central Office donated the fund for selected typhoon Pablo victims in affected

agrarian reform communities (ARCs). The said amount will be used for construction of vermiculture bed quilting, acquisition of plant tools and equipments and other assets and raw materials for the project. “We are so grateful for the assistance from DAR. This will help us recover from typhoon Pablo which badly damaged our crops,” Edgardo Macias of SIPACAGROMUPCO happily expressed.
