I first heard the word or term “glocal” during

the launching of BlueGre’s ambitious expansion program

last Monday (January 9)at their branch in SM City Davao.

“Global local” or glocal seems to be the thrust of Davao City’s home-grown coffee shop which began in 1998 by the husband and wife tandem of Gatchi and Larcy Gatchalian who migrated to Davao in the early 90s. The Gatchalians had made their name as a clothing retailer with origi-nal brands such as Gre and Durian Re-public which was popular among Da-bawenyo shoppers in the 1990s. The coffee sold in the boutique would later be expanded into a coffee shop which would Davao’s answer to Starbucks. The Durian Republic would later inspire them to create Blugre coffee shop, which specialized in durian cof-fee. It would later become a popular coffee concoction that would differen-tiate Blugre from the rest of the mush-rooming number of coffee shop in an increasingly cosmopolitan City. Aside from their durian coffee Blugre also offers a variety of coffee

flavors like espresso, cafe latte, mo-cha, cappuccino. Blugre also serves milk shakes for non-coffee lovers. They also serve specialty breads like Banana Cream Pie, Choco Dome, Oat-meal Fudge Bar, Choco Torte and light meals like pastas and sandwiches. According to Gatchi, Blugre sourc-es Philippine coffee, beans sourced from all over the country particularly in Mountain Province. However decaf coffee which is a small percentage of their beans is sourced from outside, he says that some of the coffee blends are sourced here in Mindanao. The company has three shops in Davao- Landco Corporate Center, Mat-ina Town Square and SM City Davao. In 2009 celebrated boxing superstar Manny Pacquiao and his wife Jinkee started franchising Blugre and opened two coffee shops in General Santos City. And just early this month Gatchi


Gatchalian announced an ambitious ex-pansion program for local coffee brand this time with the help of strategic part-ners led by Benjie and Gloria Cuaresma, Russ Juson, May and Rudolph Cruz, Joanne and Jun Siy and Chicoy Esti-ñoso. With the partnership the coffee brand is setting its sights in being the first Glocal coffee. In the set-up, the Gatchalians sold majority of their shares in the company, Gatchi still retains a 10% share while taking on the role of a consultant and a mentor to his new partners. The objective of the expansion is to serve Davao coffee to the world he says. In 2011, they are opening 20 new coffee shops in Luzon, Visayas and in Mindanao. Soon to be opened shops will include Blu Gre in SM City North Davao, in Gaisano Mall of Davao and

in Gaisano Mall in Tagum. It will also venture in the highly competitive market in Manila with branches in Bonifacio Global City and in Ortigas. Part of the global plan is to open 500 branches in four years all over the world. Under the vision there would be coffee shops and commissaries located in Singapore, Bangkok, Kuala Lumpur, Jakarta,


Toronto, Adelaide (Australia), Las Ve-gas and Paris. A team would be created to main-tain the quality and consistency of the coffee shops. Also in the new venture, the owners would have to invest in a marketing fund which would help push the brand. Gatchi also said that part of the plan is to introduce durian coffee in the durian eating countries of Singapore, Malaysia, Indonesia and Thailand. “We are going to capitalize on durian coffee, spin over similar products like durian coffee candy,” Gatchi says. The coffee shop which is now offered to franchising has a franchise package that ranges from P4.5 million to P8-million; there is a franchise fee of P600, 000. The franchise package

includes Trade Name and Proprietary Marks, Site Approval, Training for Fran-chisee, Supervisor, Barista and Service Crew, Procurement Program, Market-ing Assistance, Opening Assistance, Operations Manual, Research and De-velopment. As to the global location, Benjie Cuaresma said that the location has been pre-determined, the Cuaresmas have an office in Las Vegas and said that Blugre would want to establish in an areas where many Filipinos are lo-cated. According to Cuaresma there are 500,000 Filipinos in the Vegas area. With the coming expansion Gatchi hopes that in the coming years BluGre can be the next best coffee among worldwide coffee giants.


President Benigno S. Aquino III has instructed the Department of Justice (DOJ) to study ‘frivolous lawsuits’ filed by disqualified bidders against Interior and Local Government Secretary Jesse Robredo after failing to seal a

deal with the government in the rebidding conducted by the latter’s office for its acquisition of new fire trucks to augment

basic public services in the country.

In a speech delivered at the inauguration of D’Luxe Bags Philippines, Inc. in Concepcion, Tar-lac on Monday, Presi-dent Aquino explained that the rebidding was ordered by Robredo, “just to maximize and ensure that government funds are spent wisely,” in an effort to double the number of fire trucks in the country.

President Aquino not-ed that the last bidding for the new set of fire trucks was done about three years ago prior to his administration and the average price at the time was nine million

(pesos) per unit. The government managed to settle at the price of five million (pesos) per unit after the rebidding in 2011.

“Therefore, with the available budget, we can double that which we will be able to acquire. And I guess everybody will agree, having done such an achievement, Secre-tary Robredo should be entitled to a round of applause, isn’t he?” the President said.

Ironically, however, President Aquino said the DILG chief instead got sued based on un-founded allegations of

wrongdoings, leading to “a situation where peo-ple who have the temer-ity and the gall to start suing someone who is doing what is right were conspiring to defraud the country and its people of what is due them.”

“So I guess the ap-propriate response to them—and I’ve instruct-ed the DOJ already to study the matter—is, once that suit is settled, for us to sue these peo-ple who are used [to] wasting the time of gov-ernment by entertaining frivolous lawsuits,” the President said. (HDC)

Shanghai Banking Corporation study saying the Southeast Asian Nation would gain much more prominence in the

coming decades to become the world’s 16th largest economy by 2050.


In a speech keynoting the 3rd Recognition Cer-emony for government institutions that have attained ISO (Interna-tional Organization for Standardization) 9001 certification in Malaca-ñang on Tuesday, the President said the coun-try could handily achieve this feat because the skill, perseverance and dedication of the Filipi-no to his work is world-class.

Gov’t institutions with new ISO 9001 Quality Management System Certification honored in Malacañang

Sixty government institutions that have recently attained ISO 9001 Quality Management System Certifications were honored by President Benigno S. Aquino III in Malacañang on Tuesday.


In his speech, the Pres-ident thanked the national line agencies, government owned and controlled cor-porations, government fi-nancial institutions and local government units for displaying their utmost skill, perseverance and dedication in performing their duties as servants of the people in order to achieve this feat.

“Kahusayan, sipag at dedikasyon. Ito ang mga katangiang namamayani at pinatitingkad pa natin ngayon sa ating bayan. Sagisag nga po ang pagti-tipon natin ngayon na marami tayong kasangga sa ating agenda ng mab-uting pamamahala at nag-

tatagumpay na tayo sa tuwid na daan,”

the President said. “Lubos tayong nagpa-

pasalamat sa iba’t ibang organisasyon ng gobyer-no na nakakamit ng ISO 9001 Certification; patu-nay ito sa ipinapamalas ninyong dedikasyon at propesyunalismo sa in-yong tungkulin,” he add-ed.

He challenged the awardees, who are now part of the 134 ISO 9001 QMS certified government institutions, to continue working, honing and im-proving their work.

All Government agen-cies are mandated to im-plement and attain ISO (International Organiza-tion for Standardization) 9001 QMS Certification as ordered in Executive Or-der No. 605 s. 2007.

The EO entitled “Insti-tutionalizing the Struc-ture, Mechanisms and Standards to Implement the Government Quality Management Program, Amending for the Purpose Administrative Order No. 161 s. 2006” aims to ef-fect actual improvements in public governance in recognition of ISO 9000 series which ensures con-sistency of products and services through quality processes in all govern-ment agencies.

Certification to ISO 9001 QMS standards of government management processes and systems provides opportunities for public sector entities to consistently fulfill its man-date, address citizen’s needs and expectations, and enhance citizen’s sat-isfaction. (RCK)


GenSan to host 7th BIMP-EAGA Friendship Games by CT Apelacio

GENERAL SANTOS CITY –- The city of General Santos and the province of Sarangani will jointly host this year’s 7th Brunei-Indonesia-Malaysia-Philippines ASEAN Growth Area or BIMP-EAGA Friendship Games, according to the Philippine Sports Commission (PSC).

The Ministers Sports Council of the BIMP has met here Thursday (Jan 12) to discuss the prepa-rations for the joint venture.

General Santos City was chosen, however, as the main venue of the games.

Philippine Sports C o m m i s s i o n e r Joaquin Loyzaga said the event will be a good prospect for the tourism in the two ar-eas to be given a boost and become popular to other countries as well.

He said it is also a good opportunity for other people outside Region -12 “to see and experience also the development” General Santos City

and Sarangani enjoy.Loyzaga said Zam-

boanga, Davao, Gen-San, Sarangani and North Cotabato are active participants to the BIMP-EAGA.


The chosen ath-letes from the four countries will be vy-ing for seats in lawn tennis, table tennis, badminton, swim-ming, athletics, and sepak takraw.

Penyuki Matta, Malaysian Youth and Sports Ministry Deputy Permanent Secretary said the BIMP-EAGA Friend-ship Games aims to strengthen the rela-tionship of member countries within the sub-region.

He also said the event will serve as opportunity for mem-

ber countries or focus areas “to showcase our cultures” thru the staging of sports games.

The BIMP-EAGA is an economic coop-eration composed of Brunei Darussalam, Indonesia, Malay-sia and the Philip-pines which was or-ganized in 1994 to boost the flow of investments, trade and tourism within the sub-region.

Initially set on December 8-11 this year, the friendship games will be open to athletes with ages

21 year-old below.The PSC, along

with Mindanao De-velopment Authority (MinDA), among oth-ers are the lead orga-nizers of the event. PSC said screening of qualified athletes will start as early as January, this month.

Meanwhile, MinDA staff Gerardo Reynal-do said the event will have a techni-cal working group to oversee the prepa-rations and make sure the event itself will go as smooth as possible.

COTABATO CITY - A preliminary consultation between government law enforcement agencies and the regional autonomous government was held last week at the Office of the Regional Governor in the Autonomous Region in Muslim Mindanao (ARMM) here.

ARMM OIC G Mu-jiv Hataman said, the activity was in preparation for the reorganization of the Regional Peace and Order Council (ARMM-RPOC) slated anytime this month.

Hataman said, he invited AFP officials from the Eastern Mindanao Command (EastMinCom) based in Davao and West-ern Mindanao Com-mand (WestMinCom) in Zamboanga City as well as heads of the Philippine Na-tional Police (PNP) in the area to enhance and strengthen ties and coordination in the convergence of peace and security

efforts.In the preliminary

consultation, military and police officials presented reports on the status of the peace and order sit-uation and updates on the implemen-tation of measures and mechanisms ad-vocating unity and support to institu-tionalize reforms in the ARMM citing the need to stop wanton illegal logging activi-ties, Hataman said.

“This is in prepara-tion for the RPOC re-organizational meet-ing this month to lay down the need for support and coop-eration in institut-ing reforms toward

good governance and right now there is urgency to resolve the problem on ille-gal logging and dis-cuss how to be able to help in the green-ing program of the government,” Hata-man said.

Aware of the daunting difficulties, Hataman reiterated his call to all sectors for support in pursu-ing the directives to him by President Be-nigno S. Aquino III of ensuring proper implementation of reforms laying down the grounds on good governance, peace and security and so-cio-economic devel-opment in the area.

downpour did not stop the devotees of the holy child Santo Niño from going to Libertad Shrine to celebrate and attend mass. “I would like to congratulate the orga-

nizers headed by Bishop Zacharias Jimenez and Barangay Captain Vin-cent Rizal Rosario for the successful conduct of Kahimunan Festival 2012 and I would also like to commend all the men and women behind the success of this ac-tivity,” Amante said. The official said this is a challenge to his ad-ministration considering the city of Butuan will be celebrating the month-long Balangay Festival on May. He stressed with his experience in Kahimunan Festival 2012, this will serve as an inspiration to all the officials and stake-holders in making Balan-gay Festival as success-ful as that of Kahimunan Festival. Meanwhile, Amante is also grateful for the peaceful conduct of the whole day activity, and vowed that he will contin-ue to give his full support to Kahimunan Festival in the years to come. “I will continue to support the organizers and parishioners of Se-nior Santo Niño especially in the conduct of Kahimu-nan Festival next year,” Amante said.

According to report by Asst. District Engi-neer Poncio Vencilao of DPWH 2nd District, seven areas under their jurisdiction were affect-ed. These include Ba-rangay Sta. Maria, Tren-to, Agusan del Sur where a bridge approach that connects Davao prov-inces, Agusan del Sur and Bislig City was dam-aged. This has affected travel time of commut-ers to and from the Davao provinces, Agu-san del Sur and Surigao del Sur and Bislig City. According to Engr.

Vencilao, some P10 mil-lion is needed to repair the said infrastructure. A portion of the concrete national road in Langkilaan, Tren-to was also damaged when it was submerged in floodwater up to five meters deep, accord-ing to District Engineer Reinerio Zerda of DPWH Dist. II. Aside from those two major infra that were damaged, there are also major roads and bridges in Loreto and La Paz towns that were damaged due to floodwaters. “But we

are glad there is no ca-sualty that was record-ed,” Engr. Zerda said. The agency is working for the release of funds for repair of the damages. It had con-ducted talks with 2nd District Representative Evelyn “Bebs” Mellana regarding damages to infrastructure. “As of the moment, the damaged portions are already passable,” Engr. Zerda said. He warned, however, that more damages may be incurred if these were not immediately re-paired.

ARMM gov cites role of security forces in reform by Rene V. Carbayas

Autonomous Region in Muslim Mindanao (ARMM) caretaker Mujiv Hataman cited the role of government security forces in its

quest to institute reforms in the region.


This information was contained in the Weekly Monitoring Report submitted by the City Agriculturist Office to the Office of Dipolog City Mayor Evelyn T. Uy. Among the commodities whose prices remained unchanged are rice, oil, pork, beef, broiler dress chicken, sugar and poultry and hog feeds. However, the City Agricultur-ist Office has noted an increase in price of native dressed chicken and eggs during the second week of January. The price of native dressed

chicken increased by Php30.00 from Php220.00 to Php250.00 while price of eggs increased by Php0.50. The current price of eggs are as follows: large-Php5.50; medium-Php5.25; and small-Php5.00. In another development, due to the recent oil price hike, the City Government also expects another round of increase in the price of basic commodities in the near fu-ture. To lessen its impact, Mayor Uy urged the public to adopt measures to lessen the impact of oil price hike on the day-to-day lives.

The Bureau of Public Information said Hataman met recently with top military and police officials in charge of security forces within the region to discuss peace and security mat-ters in ARMM and make way for the reorganization of the Regional Peace and Order Council (RPOC) slated this month. Hataman, who has been placed in charge of the region by President Benigno Aquino III to institute reform, told police and military commanders that his drive to rid the ARMM of some of its perennial problems will not be successful without the help of securi-ty forces operating within the region.

Hataman lamented that security issues in ARMM are somehow attrib-uted to widespread corruption and bad governance. The appointed ARMM chief pre-sented his reform agenda before of-ficials of the military and police force after receiving security briefings on the different areas of ARMM. Agricultural waste from pineapple and banana can be alternative materials for apparel, home textiles, upholsteries, non-woven and industrial fabrics.

Nora Mangalindan, researcher for Philippine Textile Research Industry (PTRI) of the Department of Science and Technology (DOST), shared in a recent forum that aside from being environment-friendly, the materials are also abundant in the country. PTRI aims to support the Philippine textile and allied industries achieve global competitiveness through utilization of indigenous resources and development of technical competence in textile production and quality

assurance. According to research, Mangalindan said that the country has almost 59,000 hectares of pineapple plantations mostly found in Davao region, Northern Mindanao, Western Visayas, Davao Del Norte and Eastern Visayas. On the other hand, there are almost 447,000 hectares of banana plantations mostly found in North Cotabato, South Cotabato, Northern Mindanao, Bukidnon and the Bicol

region. Such yield can provide 55, 483 metric tons and 307,000 metric tons of fiber respectively. Using fibers also has technological advantages Mangalindan said. “It is biodegradable and sustainable, ecologically sound and has better performance in terms of fiber and fabric properties,” she said.Pineapple fiber comes from wastes of pineapple which is rich in lignin and

cellulose. Normally, these are already considered organic waste until recent experiments produced silk-like textiles if combined with polyester or silk. The fiber is very soft, lightweight, easy to maintain and wash, blends with other fabrics very well and appears elegant. Meanwhile, fiber from banana is similar with that from the bamboo and ramie, but its fineness is better than the two. It is very strong but lightweight, with high moisture absorption and more importantly, is also biodegradable. In the past, pineapple and banana fibers had very limited application and were primarily used to make mats, ropes and some other composite materials. But with the growing importance of eco-friendly fabrics, the use of pineapple and banana fibers has increased even in the other fields such as apparel and home furnishings. “This is a niche market because eco-fabrics, which are sustainable, are in demand in the global market,” Mangalindan said. CAGAYAN DE ORO CITY – The Regional Disaster Risk Reduction and Management Council (RDRRMC), Northern Mindanao, has called on all the local DRRMC’s to undertake precautionary measures in their areas of responsibility (AOR) against the likely occurrence of floods and rain-induced landslides in hazard prone areas.


This, after the National DRRMC, has issued La Niña Advisory No. 3, on January 16, 2011, to inform and warn communities to take proactive actions to aim for zero casualties and avoid loss of lives and properties that may result from this phenomenon. The La Niña advisory issued talks about proactive actions which may take the form of evacuation rather than rescue or mitigation and prevention rather than response and rehabilitation, said Regional Director Ana C. Cañeda of the Office on Civil Defense (OCD), region 10. The ongoing oceanic and atmosphere patterns in the equatorial Pacific reflect the continuation of a weak to moderate La Niña. The latest observations, combined with model forecasts, suggest that La Niña will be weaken and expected to dissipate between March and May. Its peak is likely this January. Meanwhile, the weather systems that influenced the country’s climate during December were Northeast (NE) monsoon, ridge of High Pressure Area (LPA), tail end of the cold front, wind convergence, Low Pressure Area (LPA) and one tropical cyclone, said Cañeda. Tropical Storm ‘Sendong’, on Dec. 15-18, ranked first for the top ten (10) 2011 Philippine destructive tropical cyclones with the most number of deaths totaling to 1,275 as reported of which cities of Cagayan de Oro and Iligan in region 10 suffer the most. Climate pattern during the month was influenced by the on-going La Niña event enhancing rainfall distribution

in most areas in the country. By this January, slightly warmer than normal surface air temperatures are expected to affect the country. However, cold surge is expected over extreme northern Luzon. Predicted ranges of temperature for January will be 17oC to 33oC over the lowlands of Luzon, 11oC to 24oC over the mountainous areas of Luzon, 20oC to 31oC for Visayas, 22oC to 34oC over the lowlands of Mindanao and 17oC to 24oC over the mountainous areas of Mindanao. Weather systems that will likely affect the country in January are NE monsoon, tail end of the cold front, LPA and ridge of HPA. One tropical cyclone is likely to develop or enter the Philippine area of responsibility (PAR) during the month. Rainfall distribution in most areas of northern and central Luzon will likely above normal including the western section of Mindanao. Flooding, flashfloods and landslides are likely to happen in some affected areas, particularly over Visayas and Mindanao. The rest of the country is expected to have near normal rainfall condition.

This, after the Philippine Atmospheric, Geophysical and Astronomic Services (PAGASA) has issued on Jan. 16, General Flood Advisory No. 4 for Northern Mindanao, stating that there will be moderate rains in Mindanao in the next 24 hrs. brought about by the wind convergence affecting the island. The waterways likely affected by this weather condition are the streams and tributaries of all the rivers and streams of the region’s five (5) provinces, particularly: Oroquieta River in Misamis Occidental, and Odiongan River, Tagoloan River, Cagayan de Oro River, Manduloy River, Cabulig River and the other nearby rivers in the province of Misamis Oriental. Agus River, Liangan River, Maranding River, Mandulog River, Dapao River and Mataling River in Lanao del Norte. Meanwhile, in its Public Weather Forecast issued at 5:00 a.m., today, Jan. 17, PAGASA said Mindanao and Eastern Visayas will have

mostly cloudy skies with scattered rain showers and thunderstorms. Moderate to strong winds blowing from the East into Northeast over Mindanao and the coastal waters throughout the Philippine Archipelago will be moderate to rough. The Office of Civil Defense (OCD) XI identified the casualties as Bernardino Elle, 17 years old, of Purok 7, San Miguel, Tagum City and Angel Mae Gallarde, 2 years old of Sitio Pulla, Brgy. Marayag, Lupon, Davao Oriental. Tagum City Disaster Risk Re-duction Management Council action officer Albert Angco said Elle got drowned Sunday when he was swept

by the strong current of floodwa-ters rampaging through Liboganon River. Elle was with two other friends when he went to the river dike in Purok 8 of Brgy. San Miguel to gath-er coconuts in floodwaters. Elle who reportedly had not know how to swim, slipped into the river and eventually got drowned. Citing the incident as isolated, Angco said the DRMMC of Tagum City made the necessary disaster preparation before the floodwaters from the upstream rivers rushed through their waterways in Tagum City. “ We did pre-emptive evacua-tion. In fact we evacuated residents of puroks 8, 9, 10. There was no one there already,” he said referring to flood-prone areas in Brgy. San Miguel. With the loss of a life in the re-cent flooding incident , Angco asked residents especially in identified hazard-prone areas to seriously

PDRRMC released warning and advisory Saturday morning to all action officers whom it asked to keep watch on the rise of water levels in rivers, to evacuate resi-dents in flood-prone areas and to discourage people from crossing rivers. But at 2:00 p.m., Saturday the mother of Gallarde went her own way and crossed Sumlog Riv-er where she lost her child to the strong current of floodwaters “We hope people would really take heed of the advise,” Oliveros

said. Davao Oriental reported no other flood-related incident except that one casualty. However, in Davao del Norte and Compostela Valley, floodwa-ters swept some portions in 44 barangays of nine towns and one city, particularly Tagum City, af-fecting 7,850 families. A total 950 families in 13 ba-rangays of Compostela, Nabun-turan, Montevista and Monkayo (Compostela Valley) experienced flooding over the weekend. In Davao del Norte, Asuncion town was hardly hit with homes of 2,130 families in 10 barangays got soaked in floodwaters. The flood caused by the over-flowing of Saug and Liboganon riv-ers affected 4,770 other families in 21 barangays Kapalong, Sto. Tomas, Carmen and New Corella towns and in Tagum City (Davao del Norte). OCD XI, however, noted that affected families, brought either to public schools, covered courts and public gymnasium which served as evacuation center, went home when floodwaters subsided yes-terday (Monday). Davao City - 10th Infantry Division’s Peace and Development Team thwarted an attack perpetrated by the lawless armed group New People’s Army on Monday afternoon in Brgy.
