With this, the Pag-Ibig Fund will be sponsoring a free mass wedding come February 12 for its members who will be tying the knot. This is their fifth annual free mass wedding, dubbed as “I do, I do! Araw ng Pag-Ibig.”

This year, Pag-Ibig Fund will accommodate 100 couples from its members, either new couples or live-in partners of five years who are at least 25 years old.

Participating couples will be provided a free reception that includes meals, venue, music and entertainment; symbolic gifts or wedding rings; giveaways; and raffle items for a chance to win one unit house and lot, Kabuhayan packages, and household items.

Mr. Generoso Balacuit, Pag-IBIG Area Head for Western Mindanao said the house and lot unit shall be sourced from the acquired assets inventory.

“The winning couple shall select from a list of acquired assets to be offered by the Fund from four various locations namely Luzon, National Capital Region (NCR), Visayas and Mindanao,” he explained.

According to Balacuit, the activity will raise awareness and information on the value of being a Pag-Ibig Fund member.

Moreover, he said this will develop a sense of loyalty amongst its members through provision of other incentives and “feel good” activities such as partial sponsorship of weddings.

Interested participants may register at the Marketing and Sales Division of Pag-Ibig Fund, Zamboanga City branch. New couples need to submit seminar certificates from the local civil registrar, birth certificate and certificate of no marriage

(Cenomar), among others. Marriage application fee, marriage license fee and advice or consent fee is worth P50 pesos.

For male or female aged 18 to 20 years old, a parental consent is required with the father’s signature, which if in any case is deceased, can be substituted with the mother’s signature.

For those who are 21 to 24 years old, a parental advice is required with signatures from both father and mother.

For live-in partners, they need to present a birth record of children; either birth certificate, baptismal certificate, immunization card, crib card or school record.

“They should bring all the necessary requirements so we can assist them in the preparation of marriage documents,” said Balacuit.

The deadline for submission of documents is not later than January 22.

Those interested may call telephone numbers 992-0822 or 09369077829 and look for Mary Joy Nolla or Melanie Donguines. (ALT/EDT/PIA9-Zamboanga City)

MANILA -- A Palace official on Sunday underscored the importance of the total gun ban during the election period for the May 2016 national and local polls.

Palace emphasizes importance of total gun ban on election period

The Commission on Elections (COMELEC) set the election period from January 10 to June 8, 2016. Communications Secretary Sonny Coloma Jr. said prohibiting

the carrying of firearms and other deadly weapons during the election period is one of the most effective ways to ensure the safety of the public as well as the orderly conduct of the election.

Coloma said the Philippine

National Police (PNP) and the Armed Forces of the Philippines would ensure the strict implementation of the gun ban.

“Kaya masinsing ipatutupad ito ng ating mga kagawad ng PNP at Sandatahang Lakas na deputized ng COMELEC para sa layuning ito ng pagtitiyak sa kaayusan ng halalan sa ating bansa,” the Palace official added. COMELEC checkpoints that will be manned by the PNP or AFP personnel would be placed at strategic areas all over the country to observe the gun ban. (PCOO/PND)

MANILA -- Labor and Employment Secretary Rosalinda Dimapilis-Baldoz on Sunday urged officials and employees of the National Conciliation and Mediation Board (NCMB) to continue facilitating the conciliation-mediation in resolving labor disputes and sustaining industrial peace in the country.

DOLE reiterates effectiveness of SEnA in resolving labor disputes

“The conciliation-mediation through the Single Entry Approach (SEnA) as dispute settlement mechanism has helped in maintaining harmony

at workplaces, thus it should be sustained to ensure better industrial relations” she added.

Speaking at the 28th

Page 15: One Mindanao - January 12, 2016

15January 12, 2016 One Mindanao

founding anniversary of the NCMB in Quezon City, Secretary Baldoz then highlighted the notable accomplishments of the Board in fostering and maintaining the country’s peaceful industrial climate.

She noted that aside from its steadfast commitment to promptly and efficiently settle labor disputes using the Single Entry Approach (SEnA) that paved the way for the decrease in strikes to a single digit level, the NCMB has also begun facilitating the convergence of DOLE programs through its regional offices. This approach, Baldoz added, has enhanced labor-management cooperation (LMC) efforts and subsequently minimized labor-

management disputes. “These programs are continuing, which means, if we want to sustain the gains and pursue further action to move towards the vision of having a relatively peaceful industrial climate conducive for investment and long term

inclusive growth, then we need to continuously strive harder and affirm with the government’s drive of Daang Matuwid,” Baldoz said.

She also lauded the NCMB’s continuing efforts in conciliation-mediation, citing that in 2015, the number of work stoppages has been maintained within manageable level and no conciliation-mediation cases were assumed jurisdiction by the Secretary of Labor and Employment.

“The Single Entry Approach (SEnA) must be pushed to its maximum to cover more institutions, such as the micro,

Page 16: One Mindanao - January 12, 2016

small and medium enterprises (MSMEs) and benefit them and their workers from the program in terms of addressing labor disputes at the workplace,” she added. Baldoz noted that in the same year, the NCMB has strengthened its labor-management cooperation (LMC) efforts by organizing the Outstanding LMC for Industrial Peace Award. This biennial event gathers more than 1,000 LMC experts, advocates and practitioners, and has recognized companies with best workplace cooperation and practices that helped in attaining industrial peace.

“You have remained committed in sustaining inclusive labor-management cooperation through various promotional and technical assistance activities to ensure that labor-management dispute settlement will be maximized accordingly,” she said.

She further noted that in 28 September 2015, the Board was granted the ISO-9001-2008 Accreditation by the Anglo-Japanese American Registrar for its existing programs and projects.

“This certification formed part of the 33 DOLE’s regional offices, services, bureaus and attached agencies who have underwent stringent evaluation thus, conforming to ISO-9001:2008 quality management system standards,” she added.

Joining Secretary Baldoz during the event were former DOLE Secretary Bienvenido Laguesma, NCMB OIC-Executive Director Shirley Pascual, Bureau of Labor Relations Director Benjo Santos Benavidez, Federation of Free Workers President Atty. Sonny Matula, and volunteer labor arbiter Allan Montaño. The NCMB’s founding anniversary theme is, “28 Years of Dedicated Service”. (DOLE)

PNoy: BBL most likely to be passed

STA. CRUZ, Davao del Sur -- President Benigno S. Aquino III said on Friday that it is highly probable that the Bangsamoro Basic Law (BBL) will be passed by Congress as lawmakers work towards voting on the legislation that aims to bring lasting peace to Mindanao. “May meeting kami, if I’m not mistaken, next week with

the House of Representatives, precisely to push for the passage

of the BBL. Si Congressman Rufus Rodriguez tells me na patapos na sila doon sa tinatawag na stage ‘turno en contra’ at pagkatapos ‘noon pagbobotohan na. So, maganda pa rin ang pag-asa na maipasa ‘yung BBL,” the President told reporters during a media interview held following the inauguration of Aboitiz Power Corporation’s base load power plant here.

On how the administration would sustain peace with the

Moro Islamic Liberation Front

(MILF) despite the non-passage of the BBL, the President said his government has been carrying out initiatives that open up economic opportunities for MILF combatants.

Even before both sides began drafting the BBL, the government has been implementing the Sajahatra program, which provides skills training to former MILF combatants so they would become fruitful economic players, he explained.

“Meron na rin ‘yung governance courses na pinasukan ng mga ilang miyembro ng MILF para by the time that they are given a mandate, they have the skill,” he added.

When asked to comment on the reopening of the Senate investigation on the Mamasapano incident, President Aquino said the move is obviously highly politicized.

“Alam naman nating malapit na ‘yung campaign period. Sa ating mga katunggali, nakita nila na ito ‘yung parang pinakamabigat na dagok sa akin simula nang ako’y namahala. Siguro sinusubukan nilang samantalahin na naman ‘yung pagkakataon,” he said, adding however that he will not be emotional in responding to the issue.

He noted that the report on the Mamasapano incident, while it has been signed by several senators, is not yet a formal Senate report because it has not reached the plenary.

“So, kung tutuusin,

hindi pa siya actually Senate report. Magandang pagkakataon ito para makumpleto natin ‘yung picture, ‘yung nangyari sa Mamasapano, mailagay na tama ‘yung record,” he said.

The President further said that recommitting the committee report hammered by Senator Grace Poe is an insult to her, as returning the report to her committee makes it appear that it is flawed.

“Palagay ko sa lahat ng mga pangyayari, nakikita natin na malaking bagay ang pulitika. Huwag nating kalimutan ‘yung pasimuno nito, siguro maiintindihan natin na malamang may sama ng loob sa aking administrasyon,” he added. (PCOO/PND)

Foundation Anniversary and 3rd Kuyamis Festival at the Capitol Grounds. Peñalosa said that the province has two hot springs, two white islands and 70 waterfalls. She added that Governor Yevgeny Vicnente “Bambi” Emano discovered that Misamis Oriental has potential tourism spots that will definitely make it boom in tourism. She said that once the tourism industry be developed and become stable, even with local officials replaced, the industry will continue and make progress for the province and everybody. Two of those Misamis Oriental aspiring tourism spots are the Agutayan White Island and Sagpulon Falls which is currently being developed. Agutayan White Island which is located in Jasaan has its Watch tower

where Giant Clamps can be seen. With the help of STEAG State Power Inc., a power producing company in the province, the Watch Tower adds more attraction to tourists. Another is the Sagpulon falls which is also located in Jasaan. It is already in its 82% completion with its function rooms and cottages for the visitors. Misamis Oriental received a National award, where it sits fifth among the top 10 coconut producing industry in the Philippines. Also, in year 2017 Kuyamis Festival will be accredited as National Festival not only here in Misamis Oriental but also internationally. Kuyamis Festival with Ordinance Number 133-14 is the official Festival of Misamis Oriental every first week of January.

DOT Senior Tourism Operation Officer Josephine H. Roque said that in order to be accredited, the establishment should pass the qualification standard and requirements of Department of Tourism. DOT accreditation is a certificate issued by the department recognizing the holder as having complied with its minimum standards in the operation of the establishment concerned which shall ensure the safety, comfort and convenience of the tourist. Accrediting an establishment is mandatory based on Republic Act (RA) 9593 or Tourism Act of 2009. Applying for accreditation right now is electronic. Roque said that owners of tourism establishments such as hotel, accommodation and restaurants must create an account at http://accreditationonline.tourism.gov.ph and follow procedures, pay fees, provide information for DOT evaluation. A DOT inspection team will visit the establishment once all documents are submitted online. The qualification standard and requirements include signage that can be seen in distance, clean and presentable environment, and good security services. They also must have full air conditioned areas from front desk to rooms and should also follow the standard air condition temperature. Further, hotels and restaurants should pass the guest requirements needed from bedrooms to bathroom

and Persons with Disabilities (PWD) accommodations. DOT follows guidelines used in Asia. Thus, every region in the country uses the same in accrediting establishments. Meanwhile, establishments that are DOT accredited are endorsed in their publications in www.tourism.gov.ph. These accredited establishments also enjoy perks such as automatic membership to Tourism Promotions Board and inclusion in its Marketing and Promotional Programs; endorsement to COMELEC for exemption from Liquor ban during election-related events (accommodation establishments and restaurants only), prioritiy slots to DOT training programs; issuance of DOT ID Card to Bonafide employees. Meanwhile, for accredited Tourist Land Transport Vehicles, they will have endorsement to the Land Transportation and Franchise Regulatory Board (LTFRB) for issuance of Tourist Transport Franchise. These establishments will also be included in DOT regional collaterals and promotion materials and in the bi-annual publication of all accredited tourism establishments and frontliners in region 10. Roque said that DOT also accredits Tourist Land Transport Vehicles and Tour Guides.

DTI opens Negosyo Center in Koronadal City

KORONADAL CITY, South Cotabato Jan 12 – The new Negosyo Center at Koronadal City almost completed the target of the trade and industry agency to establish a business hub in every city and province in SOCCSKSARGEN, an official of the Department of Trade and Industry said.

Provincial Director Flora P. Gabunales of the DTI-South Co-tabato said the launching of the Negosyo Center here last month brings to eight the DTI-run Ne-gosyo Center in the region.

The other centers are found in the cities of Tacurong, General Santos, Kidapawan and Cotaba-to and in the provinces of South Cotabato (Surallah), Sultan Kudarat (Isulan) and Sarangani (Alabel).

Launched last December 21, 2015, the Koronadal City Nego-syo Center is jointly supervised by the DTI and the Notre Dame of Marbel University (NDMU). It is located at the Kobe Building along Alunan Avenue.

The center is supported by the South Cotabato provincial government, South Cotabato Chamber of Commerce and In-dustry and the South Cotabato Small and Medium Enterprise

Development Council.Gabunales said, these centers

are now responsible in promot-ing ease in doing business as well as in facilitating access to services for micro, small, and medium enterprises (MSMEs) in almost all urban areas in the region.

She explained that the es-tablishment of the Negosyo Center is mandated under the “Go Negosyo Act” or Repub-lic Act 10614. Said act aims to strengthen micro, small and medium enterprises (MSMEs) to create more job opportunities.

The South Cotabato provin-cial director also hope to es-tablish more Negosyo Centers in the province’s 10 towns this 2016, saying that these center will help expedite processing of business permits and other re-quirements of MSMEs. (ACAgad-PIA 12)

AgSur farmers attend Climate Change OrientationBy Cyrene Tajonera

AGUSAN DEL SUR– The Department of Agrarian Reform (DAR) to-gether with the Agricultural Training Institute (ATI) had recently conducted the orientation on Climate Change with the local farm-ers held at Farmers Training Center, Municipal Agricultural Office, Esperanza, this province.

Page 28: One Mindanao - January 12, 2016

28 One Mindanao January 12, 2016

The increased risks in farming due to global warming had already been embedded in the agricultural industry of Agusan del Sur. The DAR thru the Program Beneficiaries Development Division (PBDD) also oriented the farmers of Esperanza and other municipalities about climate change. The main objectives of the climate change orientation were to give awareness to the farmers and share to them proper

mitigation on climate change which the province is now facing. It was learned that farmers from Agusan del Sur are greatly affected by climate change. Low variations of rainfall can easily cause floods in other barangay sections of the province thus to give insights to farmers. DAR is constantly giving them this kind of orientation to have strategic response to one of the biggest challenges of this time.

11 former rebels set to get P65K cash aid as CLIP beneficiaries in SurSur

TANDAG CITY, Surigao del Sur– A third batch of former rebels (FRs), being beneficiaries un-der the Comprehensive Local Integration Program (CLIP), is set to receive P65,000 each come the First Quarter Provin-cial Peace and Order Council (PPOC) meeting at the Capt. Delfin C. Rellera Hall, 36th IB, Dayoan, Tago, this province, on January 15, 2015.

By Greg Tataro Jr

Ma. Lourdes Martinez, DILG program manager here, bared 11 FRs certified by the Provincial Social Welfare and Development Office (PSWDO) “are eligible to avail of Livelihood Assistance” based on the certification issued by PSWDO chief May Navidad Salinas. Salinas named Albert P. Acevedo, Samuel I. Meniano, Edward M. Managbanag, Arnel A. Azarcon, Tortino O. Maca, Julio A. Managbanag, Jack S. Quillano, Michael Q. Agustin, Julieto M. Iligan, Giovanne G. Tagonsolod, and Jomar T. Penig, also citing the certification of the Joint AFP-PNP Intelligence Committee (JAPIC) as basis that the beneficiaries “are former rebels operating in the Province of Surigao del Sur.”

The PSWDO chief also provided the respective addresses of the said beneficiaries. P5,000 each had already been given in advance as immediate cash assistance to the same CLIP beneficiaries courtesy of the provincial government under Governor Johnny Pimentel, Martinez pointed out. The DILG program manager broke down the P65,000 as P50,000 for livelihood and P15,000 for cash assistance. Citing the first and second batches at 10 and 42, respectively, some 52 CLIP beneficiaries were already able to receive financial assistance here last year, according to Martinez.

PAGADIAN CITY – To encourage public participation and support to the National School Deworming Day (NSDD) on Jan. 27, 2016, the Department of Health (DOH)-9 is slated to hold a media forum at Mardale Hotel here come Jan. 14 at 9 a.m.

Healthy Athletes screening and Family Forum slated in Dipolog

By Mary May A. Abellon

Radio, print and TV media practitioners based in the city and the province of Zamboanga del Sur are invited to attend the said forum to apprise them of the importance and benefits the NSDD gives the schoolchildren. The DOH has tapped the support of the local press to drum up public awareness on the NSDD, which aims to deworm the students enrolled in public schools from Grades 1 to 7. It could be recalled that DOH-9 had missed to realize its deworming target of more than 70 percent in the July 2015 NSDD, as many of the schoolchildren were rushed to the health centers and hospitals due to dizziness and abdominal pain after taking the deworming tablets. Abdominal pain, vomiting and dizziness are said to be normal symptoms associated with deworming. To avoid a repeat of last year’s hullaballoo about the

deworming activity, this time the DOH is intensifying its information campaign with partner-agencies, media and other stakeholders. Intestinal parasites such as roundworm (Ascaris lumbricoides), whipworm (Trichuris trichiura) and hookworms (Necator americanus and Ancylostoma duodenale) are soil-transmitted and they can cause poor physical growth, poor intellectual development in children and can result in anemia and malnutrition not only among children but also among women of childbearing age. Health Secretary Janette P. Loreto-Garin, on the other hand, has acknowledged that the success of the NSDD relies on the support and actions of the partner-agencies, non-government organizations (NGOs), development partners and local government units (LGUs).
