Message Cover StoryWhat is so important in a new year? It is just the changing of a number. From 2011, it is now 2012.

The coming of a new year is celebrated in all cultures and religions. It is the coming of a new age.It is also a reason to hope.

Our countrymen, by overwhelming number look at 2012 with hope for a better life and a better Philippines, and rightly they expect so much from our leaders especially our President. 2010 and 2011 were the foundations of this great expectation. From a campaign promise of daang matuwid, the one year and a half of the Aquino Presidency has laid out the plans and programs of good governance. We saw the development and articulation of the Philippine Development Plan. We saw the systematic prosecution and bringing to justice of those who have violated the law. We saw the start of rebuilding and strengthening of the foundations of democracy and our institutions.

We saw that public money was prudently spent and policies were cleverly crafted.

We saw that this government is truthworthy and its President can be trusted. People saw that and they believe that they can deliver on the change that he promised.

These are the reasons for the high hopes and expectations for 2012.

As they say, new year is an opportunity for renewal. As we meet 2012 and embrace its promise of a new and better life for all Filipinos, let us look at 2011 and the years before that as foundations into the future. Let us take a stock of the good and trail-blazing projects that we had undertaken. Let us continue to innovate and improve on them and with hard work and with the grace of God Almighty, we will be able to do more.

To all the officials and personnel of PIA and our partners, thank you for a fruitful 2011. Your work in improving and saving the lives of others through timely, accurate information has affected the lives of countless Filipinos.

To those to whom much was given, much is expected. God has been so kind to us. Let us do more. We pray for wisdom. We pray for strength. We pray for guidance and protection as we perform our daily task with honor, dedication and joy.

God bless our country and its people. God bless PIA and the Philippines.

The fun run was orga-nized by the Philippine Red Cross Agusan del Sur Chap-ter. Christyll Basan, PRC Agusan del Sur administra-tor, said that Red Cross only expected 200 volunteers, but Agusan del Sur PRC chapter have registered 461 adult volunteers and another more or less 60 children vol-unteers, including the spon-sors. “In order to cope up with the participation require-ment, our Board of Directors headed by Rev. Solomon Bi-laoen conducted personal solicitations to our friends here in Agusan del Sur for three consecutive Sun-

days,” Basan said. Among the groups tapped were the business sector, local gov-ernment units and individu-als. “For the sponsors alone, we have listed 53 business establishment, people’s or-ganizations, private and government offices and

generous individuals. All the municipal governments that our BOD visited have also given their share,” Basan said. The fun run showed that people in Agusan del Sur are united in times of calamity and disaster, said provincial administrator

Jesusimo Roquillo. It also gave the message that “we are willing to give…to oth-ers without hesitation so that in times of calamity, everyone are equal, and can rely on his fellowmen for help.” The short program at the finish venue ended up with the drawing of the raf-fle. The Philippine Red Cross is known for its sev-en fundamental principles for humanity, impartiality, neutrality, independence, voluntary service, unity and universality.

Malacanang cites drop of firecracker-related injuries to government’s aggressive campaign against use of dangerous fireworks

Malacañang welcomed initial reports by health authorities that this year’s New Year celebration was “generally peaceful” with firecracker-related injuries dropping to 13 percent from last year’s record.

Malacanang cites drop of firecracker-related injuries to government’s aggressive campaign against use of dangerous fireworks

Communications Secretary Herminio “Sonny” Coloma, Jr. and Deputy Presiden-tial Spokesperson Abi-gail Valte attributed this outcome to the government’s aggres-sive campaign against the use of dangerous firecrackers and other paraphernalia in wel-coming the New Year. “Tila nagbunga ang pagsisikap ng ating pamahalaan na ilayo sa mga paputok ang ating mga ka-babayan upang mai-wasan ang panganib. Sana’y mapalitan na ang kaisipan natin ng isang higit na maka-buluhang paraan ng pagdiriwang na ligtas at mas hindi nagdudu-lot ng pinsala at pagsi-sisi,” Coloma said in a text message sent on Sunday to Malacañang reporters.

Valte expressed a similar message add-ing that despite this positive news, there will be no letup in the government’s drive against the use of fire-crackers. “While the New Year celebration was generally peaceful, we will continue the ag-gressive campaign for the reduction of fire-works-related injuries. Better to celebrate the New Year with hope than spending it in the hospital,” she said. No less than Pres-ident Benigno S. Aqui-no III has actively sup-ported the Department of Health’s (DOH) an-nual campaign against firecrackers which is the leading cause of injuries and deaths among the citizens especially on children

who are being exposed to these materials. “Huwag na po ninyong tangkilikin ang mga paputok na ito; ipag-alaman din sa kinauukulan ang mga makitang nagtit-inda o may tangan ng mga ito,” the President said in his reminder to the Filipinos days be-fore the New Year’s Eve, emphasizing that there are other ways to celebrate the occa-sion safe. The DOH this year ran its APIR or Aksyon: Paputok In-jury Reduction cam-paign with the help of the Philippine National Police and other agen-cies in an effort to decrease the number of firecracker-related injuries and deaths while celebrating the New Year. This, after the DA committed to properly train these farmers in order to generate additional income for themselves, while at the same time, help boost food production in their areas. “They’ll be trained and organized into service provider groups,” Secre-tary Proceso Alcala empha-sized. Alcala said that after the training, among the labor-intensive work the groups can contractinclude the building of paddy dikes, repairing of irrigation canal, desilting, plowing, replanting and harvesting.

DA is already jump-starting the scheme’s im-plementation. “We started work on the service provider scheme for coconut replanting and fertilization as well as for repair and desilting of irri-gation canals,” Alcala said. The replanting and fertilization work is among Philippine Coco-nut Authority’s interven-tions to boost the coun-try’s coconut industry. Alcala is optimis-tic that DA assistance will help the groups bag farm-based work con-tracts backed by guar-antee in terms of quality

and competitive pricing.“Management and mar-keting will be important add-on components of the groups to enable these to solicit enough jobs,” he said. DA earlier tapped landless farmers to build in Northern Samar prov-ince paddy dikes about 650 meters long.Eight workers’ batches, each composed of 50 farmers, undertook the work using tools DA pro-vided for this purpose. The farmers re-ceived DA training on paddy diking before commencing their work.

With another low pressure area (LPA)

threatening Central Mindanao Region, Philippine Information Agency (PIA) personnel in Caraga and Northern Mindanao Regions are directed to be on alert.

In a text message sent to PIA person-nel in the two regions, Northern and North-

eastern Mindanao In-formation cluster head Abner Caga directed the personnel to be

“on-call” as the LPA is again threatening Min-danao. Caga emphasized

the need for the PIA to provide communica-tion support not only to stakeholders but more importantly, to the public. The official under-scored the importance of “Text Blast or SMS” strategy for which PIA has been conducting as one of its informa-tion and communi-cation dissemination strategies, making the agency more signifi-cant to the society. “It is through SMS or Text Blast that we could be able to provide communication and in-formation support to

the public especially in times of calamities and disasters,” Caga said. RD Caga added the power of Text Blast has been proven for many times. He said that during the recent calamities in the coun-try, lives and properties were saved because of this information dis-semination strategy. “Thus, we need to embrace this commu-nication technology to be of service to other people,” Caga added. DPWH-BCDEO to prioritize asphalt-overlaying of Butuan roads

According to Engr. Rey Canlas, BCDEO Proj-ect Engineer, DPWH will conduct asphalting of major road networks in the city, particularly the main highway going to Cagayan de Oro City by 2012. He said DPWH Re-gional Office was tasked to conduct such project as the said highway is a

national road. He said Butuanons should be thankful since the DPWH is developing infrastructure projects giving convenience to the riding public. Engr. Canlas added that aside from the na-tional road, DPWH also plans to develop other major roads in the city through road repairs and

asphalt-overlaying. Infrastructure de-velopment forms part of the Caraga Regional De-velopment Plan crafted by Regional Development Council (RDC) headed by Chair Dr. Sol F. Matugas who is also the Governor of the province of Su-rigao del Norte. (Robert E. Roperos)

Agusan del Sur Vice Governor Santiago Cane, in a recent phone-patch in-terview with a local broad-caster here, said the LPA brought continuous rains for five days resulting in caus-ing floods in the said areas. Cane said residents of the Rosario town were badly hit by the flashflood and were now housed in an evacuation center in the said municipality. Cane, who led the team from the provincial government, was able to distribute some packs of re-

lief goods to the said baran-gays who were severely af-fected with the flashfloods. He added the area is not accessible already as flood waters have submerged houses of the residents. “There is one baran-gay in the area where only the board of the basketball ring is only visible as it is already submerged in flood water,” Cane said. To date, the provincial government of Agusan del Sur were able to distribute relief packs to some 2,826 family-victims of the flood.

Each pack contains five kilos of rice, one liter mineral wa-ter, five cans sardines, five noodles, five sachets 3-in-1 coffee, five MILO sachets, two pcs. Odong, one pack powdered milk, and some medicines, it was learned. During the crisis situ-ation, Governor Eddiebong Plaza immediately directed the authorities and con-cerned government agen-cies to conduct rescue and relief operations to the said affected barangays, said Cane.

BUTUAN CITY – Ten out of 11 barangays in Rosario, Agusan del Sur were engulfed with flood waters as flashflood occurred during the low pressure area (LPA) which struck 30 km west northwest of this city on Dec. 25, 2011.

Dubbed as the “Prime Movers’ Fo-rum: Advocating and Mobilizing Informa-tion Officers Towards Food Sufficiency, the activity aimed to update participants with the Agri-Pinoy Programs on Rice, Corn, High Value Crops Development Program (HVCDP), Livestock and Spe-cial Projects; discuss the roles of informa-tion officers; Discuss various communi-cation approaches, challenges, and har-monization of ef-forts in promoting agricultural plans, programs and proj-ects; Enhance advo-cates’ knowledge on social mobilization process which starts with advocacy along with IEC; Refresh advocates’ knowl-edge in formulating operational plans; and Organize a net-work of agricultural information officers who are passionate in the pursuit of food sufficiency. To speed-up the dissemination of DA’s programs, a networking of pro-vincial and munici-pal information of-

ficers is needed to ensure that agri-cultural plans, pro-grams and projects of the national gov-ernment harmonize with their efforts in agricultural informa-tion. Capability build-ing followed after establishing a net-work with the LGUs. Topics discussed were: Updates on Advocacy and IEC Process and Strate-gies; The Role of In-formation Officers, Issues & Concerns and Networking; Social Mobilization and Communication Convergence; Pro-duction and Design of Advocacy and IEC Materials and Plan-ning and Designing

ISABELA CITY – Autonomous Region in Muslim Mindanao (ARMM) Governor Mujiv Hataman promised reform and a new brand of leadership in the autonomous regional government as he highlighted his plan to launch a crackdown on corruption and introduce real transparency in the region.

Hataman ad-dressed for the first time the employees at ARMM’s regional seat in Cotabato City on Mon-day as he set down the tone of leadership he vowed to introduce. The Bureau of Pub-lic Information reveals that Hataman promised to lead as a public ser-vant with the region’s constituents as his boss, follow-on to President Aquino’s catch phrase. He guaranteed that there will be changes on how official transac-tions are handled in the regional government to ensure transparency and accountability. Hataman was dauntless and said his administration will go after erring public offi-cials in the region. “Wa-lang palakasan, walang

pakiusapan,” (No influ-ence peddling, no fa-vors), he said in a short speech that was over-whelmingly applauded. He directed ordi-nary employees not to aid anyone especially their superiors in anom-alous actions. “Huwag kayo pagamit,” (Don’t allow yourself to be used.), he told the em-ployees, assuring them of his backing. To underscore his call, the OIC gover-nor gave out his cel-lular phone number so that every employee will have a direct line to him. He urged them to report all forms of wrongdoings as well as suggested means to enhance governance in the ARMM. The present ARMM

chief appealed to the region’s employees and bureaucrats to support the reform he wished introduced. “Hindi mag-tatagumpay ang re-porma kung wala kayo,” (The reform that we want will not materialize without your involvement.), he said. The former Anak Mindanao partylist congressman was ap-pointed by President Benigno Aquino III (PNoy) as the officer-in-charge (OIC) gov-ernor of the ARMM along with Bainon Karon as the OIC vice-governor and officially assumed of-fice on December 22. The city garnered the award after passing the standards of good governance set by the DILG such as compliance with the Full disclosure Policy (FDP), no adverse findings by the Commis-sion on Audit (COA), and the strategies adopted by the city officials in running the local government in terms of the implementa-tion of various programs and projects. Other areas which were looked into include local legislation, develop-ment planning, revenue generation, resource allo-cation and utilization, cus-

tomer service-civil appli-cations, human resource management and devel-opment, participation, transparency and financial accountability of the Local Government Performance Management System (LGPMS). Active participation of civil society organiza-tions in the city’s gover-nance has also contributed to winning the award. The award is said to be a requirement for ac-cessing to the Performance Challenge Fund (PCF) from the Office of the President (OP), which is a P1 million grant to finance develop-

ment projects of the local governments. This means that the city will receive more assistance from the national government agencies (NGAs). It can be recalled that the city of Dipolog was also recognized by the DILG during the third quarter of this year as one of the top ten outstand-ing cities throughout the country for its good per-formance governance, sound fiscal manage-ment, participatory gov-ernance, and transparent financial accountability. AFP partners with DSWD in helping ‘Sendong’ survivors by Charmaine P. Tadlas

A Memorandum of Agreement was signed Thursday, December 29, between the 52nd Engineering Brigade of the Armed Forces of the Philippines (AFP) and the Department of Social

Welfare and Development (DSWD) formalizing the partnership of the two institutions in helping out families affected by Typhoon “Sendong.”

The AFP also turned over a check worth P7.3 Million as the institution’s donation for the survivors of Typhoon “Sendong.” Both parties have agreed to

join efforts in addressing the needs of the affected population by way of implementing early recovery and rehabilitation projects and programs such as construction of bunkhouses,

latrines and shelters among others. Since the DSWD sees the 52nd Engineering Brigades’ capability to undertake development projects, the agency has agreed to formulate a work and financial plan (WFP) with the armed forces and to release them funds based on the plan and in accordance with the “Commission on Audit Circular (COA) Number 94-013 dated 13 December 1994.” The AFP has also agreed likewise to submit physical and audited reports of disbursements and report checks issued in accordance to COA rules as well. The DSWD, with its consistent priority direction to maximize and sustain the impact of its poverty

reduction programs, continuously implement shelter assistance projects for areas affected by natural disasters such as the recent typhoon that hit the cities of Cagayan de Oro and Iligan. On the other hand, the 52nd Engineering Brigade of the AFP, which is organized under the Department of National Defense, is also mandated to undertake development projects to include development infrastructure works in support to local and national government agencies. Meanwhile, the DSWD is currently putting up the tent city in Barangay Calaanan in Cagayan de Oro City for the internally displaced families. (DSWD)

DOH-CHD system donates various forms of assistance to ‘Sendong’ victims in NorMinby Rutchie Cabahug-Aguhob

OZAMIZ CITY, Misamis Occidental – Various forms of assistance have been extended by the Department of Health-Center for Health Development (DOH-CHD) system to the Typhoon Sendong victims in Northern Mindanao. One such form was the turn-over of some Php2,026,923.08 worth of drugs, medicines and medical supplies to DOH-CHD, region 10, by Health Secretary Enrique Ona, when he visited the evacuation centers (EC’s) of Cagayan de Oro (CDO) and Iligan City, recently. The said amount has brought to Php4.02 million the assistance that have been extended by DOH-CHD 10 to the ‘Sendong’ victims in the region.

The assistance from Secretary Ona was actually for augmentation of the Php1,152,235 that DOH Northern Mindanao has spent for the victims, immediately after the tragedy. Initial expenditure of DOH-CHD 10 was for the purchase of medicines, cadaver bags, water containers, water tankers and the conduct of coordination meetings with other government and non-government organizations (GO/NGO) to address the health problems of the victims in the evacuation centers.

Aside from DOH Central Office, the other DOH-CHD Regional Offices also sent donations for the needed augmentation for medicines and food supplies in the following amounts: CHD-Metro Manila, Php190,255, CHD-4B, Php103,541.63, CHD-8, Eastern Visayas, Php72,715.60, CHD-9, Zamboanga, Php37,000 and CHD-13, Caraga, Php436,000. Meanwhile, Dr. Dave Mendoza, Chief of the Regional Epidemiology, Surveillance and Disaster Response Unit (RESDRU) of DOH-CHD-10 said donations by the other CHD’s also took the following forms: Water, Sanitation and Health (WASH) from CHD-5, Bicol Region, Surveillance in Post Extreme

Emergencies in Disaster (SPEED) Teams from CHD- 11, Davao and Management of the Dead and Missing (MDM)Team from CHD- 7, Central Visayas. Augmentation of cadaver bags and of Psychological and Medical Teams from CHD-9, Zamboanga, three (3) drums of Salycilic Acid ointment and nine (9) boxes of relief goods by CHD 6, Ilo-ilo, and augmentation of SPEED teams, also by CHD-13, Caraga. Coordination with international organizations and local government units (LGU) such as, Pangantucan, Baungon and Libona, Bukidnon was also done relative to the augmentation of medicines, water containers, cadaver bags and medical mission and relief operation, Mendoza added.

Water distribution in evacuation centers will continue, as need arises – RDRRMCOZAMIZ CITY, Misamis Occidental – Water distribution in evacuation centers (EC’s) for Typhoon Sendong victims in Cagayan de Oro (CDO) will continue, as the need arises.

This assurance came from Ana Caňeda, Chairperson of the Regional Disaster Risk Reduction and Management Council (RDRRMC) region 10, after water connections by the Cagayan de Oro Water District (COWD) had been restored in some parts of the city, although with lesser pressure, as of yesterday, Dec. 30. Areas, already with water connection include Barangays Lapasan

to Bugo and those of Canitoan, Calaanan, Carmen, Kauswagan, Bayabas and Bonbon, most parts of Nazareth, some parts of Macasandig, Biasong, Tibasak and Camaman-an. Meanwhile, a total of 113 bladder water tanks have been installed in at least 12 EC’s for the ‘Sendong’ victims in CDO, as of the period. These EC’s include the City Central School, West City Central

School, Consolacion, Macasandig and Tibasak Covered Courts, Kauswagan Barangay Hall, Bulao, Puntod and Macanhan Elementary Schools, Iponan Old Church, United Church of Christ in the Philippines (UCCP) and Upper Balulang. Caňeda, who is the Regional Director of the Office of Civil Defense (OCD), also noted the services rendered by various government and non-government organizations to help solve the scarcity of water in the flood-affected areas. She also noted the following GO/NGO’s who helped in the water sanitation and hygiene (WASH) problems of the evacuation centers:Bureau of Fire Protection (BFP), through their fire trucks and COWD delivered water to the EC’s, funeral parlors, hospitals and affected barangays by indentifying point sources and water hydrants. COWD provided the EC’s with waterine and water containers, while some NGO’s distributed hygiene kits, water containers and water disinfectant. Department of Health-Center of Health Development (DOH-CHD) Region 11, FICCO-Davao and MalaybalayCity fire trucks with stainless tank delivered water to EC’s and augmented the water tankers for refilling of tanks at the EC’s. DOH-CHD-V, Bicol installed and stationed the water filtration unit at Waling-Waling St, Ilaya, Carmen, CDO, near the West City Central School. Manila Waterworks Services System (MWSS), Maynilad and the Local Waterworks Utility System

(LWUA) installed a water portable treatment plant for water sourced out from deep wells at Rodelza Circle, Marcos Bridge and Kauswagan-Puntod Bridge. HOLCIM Cement company installed water purifier with 30 gpm capacity at Tomas-Saco-16th St., Barangay Nazareth, under the supervision of the Mines and Geosciences Bureau of the Department of Environment and Natural Resources (MGB-DENR). Philippine Red Cross provided a portable chlorinator at the City Central and Kauswagan Elem Schools and the Swiss Government conducted water testing at different points within the COWD Service areas. Department of Science and Technology (DOST) Water Laboratory conducted random sampling of water at the EC of Macasandig, Tibasak and City Central Elementary Schools for testing of ecoli, the result of which show that water from faucets of COWD was free of ecoli, while water from the fire trucks indicated and/or was detected of coliforms. Kunsumateng Kagay-anon, Inc., through its President, Rene Michael Baňos, who sent out advisories that Aquavida and Rainsoft were giving out free drinking water in some points of the city and for people to just bring their water containers. A consumer group, Kunsumanteng Kagay-anon also included in their advisory, the location of the BFP and COWD hydrants which were opened for people to get their non-drinking water.(Rutchie Cabahug-Auhob)

A Mindanaoan business leader is confident of rosy prospects

for Philippine exports in 2012. Vicente Lao, president of the Mindanao Business Council says that Philippine export products are considered as the commodities of the future. Among these products are metals, corn and bananas, goods which first world countries are interested in. Lao said that many export commodities of the country are en-joying good buying prices he hopes the country’s economy could build upon its benefits. Another factor for rosy export performance Lao said is the coun-

try’s nearness to growth export markets of China, India and Ja-pan. “Our nearness to them will play a big role in the benefits we would be getting.” Lao said citing the advantages of geography. Lao said that many of the high-growth export commodities are found in Davao particularly ba-nanas.A worldwide slump has affected the country’s exports which are down 27.4 percent in the period of September 2011 as compared to figures in the previous year. This is brought about by slowdown of electronics exports. But despite the slump, exports in the Davao region have reached the $1-billion after three quarters in 2011. Added fourth quarter fig-ures would breach the $1-billion export mark registered in 2010 this according to figures from the Department of Trade and Indus-try. SP authorizes gov to sign MOA with mining firmby Dani Doguiles

KORONADAL CITY -- South Cotabato Gov. Arthur Y. Pingoy Jr. could formal-ize agreement with a mining firm regarding the latter’s donation to the pro-vincial government’s hospital project.

This week, the pro-vincial board granted Pingoy authority to en-ter into an agreement with the Daguma Agro Minerals, Inc. (DAMI).

DAMI, a mining firm owned by San Miguel Corporation, has agreed to donate P25 million for the construction of the Upper Valley Com-munity Hospital (UVCH) in Surallah town.

“Governor Pingoy can already sign a memo-randum of agreement with officials of DAMI in January,” board mem-ber Dr. Ervin Luntao said.

The donation shall form part of the P53-million initial funding for the construction of the community hospital.

The other P28 mil-lion will come from the

Department of Health (DOH) through the agency’s Health Facili-ties Enhancement Pro-gram.
