With the theme: “Pasko sa Gensan: Kalingawan, Kasadya, Hudyaka” residents of the city including local and foreign tourists can expect a festive and spirited holiday season with the Department of Education (DepEd) taking the reign of running the celebration. “We want to have a little variation from last year’s festivity. This year we are inspired by the carnival concept, combining some elements of a circus and a public party for a great entertainment,” said Mario Bermudez, Program Supervisor of DepEd. The celebration of Pasko sa Gensan is one of the most anticipated revelries in the city where spectators are surprised

every year by the unique and creative preparations made by the organizers. Last year, the city government adopted the theme “Kampeon ang Pasko sa Gensan” which showcased personalities, products, and services that made General Santos City known here and abroad. In 2010, an “anime’-inspired” celebration also enthused residents and visitors of the city especially the teenagers and children who witnessed their favorite animated characters dressed in Christmas costumes. “We have maximized our efforts in delivering the Pasko sa Gensan 2012 quite

Bermudez said each barangay is given Php10, 000 seed money which they could use to defray the initial expenses in beautifying their respective booths. Government agencies assure President Aquino of sufficient supply of potable water in calamity areas

In a briefing by the National Disaster Risk Reduction Management Council (NDRRMC) held at the Davao International Airport, Executive Director Benito Ramos said the Metropolitan Manila Development Authority (MMDA) has already sent potable water in New Bataan, Compostela Valley.

Potable water supply from Manila Water is also arriving tomorrow. Albay is also giving water to the typhoon victims.

The Department of Social Welfare and Development (DSWD) will coordinate where to locate the water supplies for easy access of the people, Secretary Dinky Soliman told the President during the briefing.

However, while the people are waiting for the supply of clean water, the Department of Health has already distributed chlorine tablets, Health Secretary Enrique Ona said.

The DOH is also distributing medicines to affected areas, although Ona admitted there are some problems in distributing medicines because many devastated

areas are still inaccessible at this time. He made an assurance however that the supply of medicines is more than adequate.

The President said he expects government agencies to report to him the deployment of water purifiers in the affected areas to ensure that residents are given clean supply of water.

Ramos said the Department of Trade and Industry (DTI) is also doing price monitoring in coordination with the Philippine National Police to prevent traders from jacking up their prices.

At the same time, the government is also spearheading a “Diskuwento Caravan” on Saturday to provide the people with affordable basic necessities. The caravan is scheduled to go to New Bataan tomorrow and on December 11 it will service the municipality of Boston in Davao Oriental.

The government has tied up with manufacturers that vowed to assist affected communities by selling at discounted prices. PND (as)

The Chief Executive visited the Compostela Valley and other disaster-affected areas to oversee the search and rescue, relief and rehabilitation efforts there. He was accompanied by Interior and Local Government Secretary Manuel Roxas, Transportation and Communications Secretary Joseph Emilio Abaya, Social Welfare and Development Secretary Corazon Soliman and National Disaster Risk Reduction and Management Council (NDRRMC) executive director Benito Ramos

Pero siyempre ho kailangang maasikaso lahat ng nabubuhay, kaya nandito kami ngayong araw na ito. Masigurado ring ang gobyerno ay talagang naglilingkod sa inyong lahat,” he said.

monitoring the government’s response for the rehabilitation and reconstruction efforts to immediately bring back to normal the lives of the residents who were greatly affected by the devastation.

“Nandito ako para makinig (at) gusto kong malaman lahat ang sagot doon sa mga katanungang pumapalibot sa aking isipan. Gusto ko lang iwan sa inyo na hindi titigil ang pamahalaan niyo na manigurado na pagandahin ang buhay niyo at iwasan ang ganitong klaseng sakuna,” he said.

The government agencies concerned with disaster response were already mobilized to assist the affected communities as part of the efforts to mitigate the impact of the typhoon, the President noted.

“Hindi ho ako

kuntento, kailangan talaga habulin natin na walang masasalanta tuwing may sasapit na ganitong pagkakataon,” he said.

The President also called on the people to cooperate with the government in rebuilding the lives of the typhoon victims.

“Makipagtulungan po tayo sa ating gobyerno at ilalagay namin kayo sa mas maayos na kalagayan sa lalong madaling panahon,” he said. PND (js)

(DILG), the Department of Justice (DOJ) and the Department of Environment and Natural Resources (DENR) to investigate the devastation caused by Typhoon Pablo to prevent further loss of lives in the future.

The President said during media interview at Davao International Airport that his aim is to minimize if not eliminate the large number casualties during calamities.

Typhoons, arriving in the country is a yearly occurrence and the government must have an effective disaster plan to limit the effects of typhoons to the general population, he said.

“I’d like to get to the point na sigurado ang mga Pilipino na mabibigyan siya ng timely information, meron siyang malilikasan na lugar para mailayo sa panganib, at mabawasan, kung hindi tuluyang mawala, ang mga nawawalang Pilipino kada merong natural disaster,” the President said.

In New Bataan, Compostela Valley, for instance, the President said he observed during that the town has absorbed so much water. Although there was an evacuation supposedly to safer grounds, he said the residents were relocated to low-lying ground in the foot of mountains, making them vulnerable to flashfloods.

The local government could have a better evacuation location and should chose an area on higher grounds, he said.

“We could have probably designed it na hindi ganoon ang evacuation center. But I want a concrete basis of what had happened and I want less and less dangers for the Filipinos,” he said.

In Boston, Davao Oriental, the President likened the town to an area that suffered from a nuclear attack because of the absence of remaining structures.

He proposed rebuilding the town, not exactly along the coast. Boston must be rebuilt behind the hills that will provide a natural barrier for any strong winds that might come in the future, he said.

Part of the DILG-DOJ-DENR study is geo-hazard mapping to assess which locations are vulnerable to flashfloods and landslides, the chief executive said.

There must be scientific basis in assessing future natural disturbances particularly the amount of rain falling in a particular locality, he said.

The President wants to know whether there are lapses in planning that resulted to large number of casualties in those areas. He also asked government agencies to improve the process of disseminating understandable information to the public.PND (as)

Typhoon Pablo death toll in Agusan del Sur rises to 16by David M. Suyao

AGUSAN DEL SUR -- The Provincial Disaster Risk Reduction and Management Office said the death toll in the Agusan del Sur has increased to 16, while injuries rose to three (3) as reports from the municipalities of Sta. Josefa and Veruela trickled in.

As of 10 p.m. of December 5, Sibagat reported one casualty and Trento three totaling to four casualy while Rosario reported three injured. The following evening, report from Veruela revealed that typhoon Pablo claimed seven lives, another three in Sta. Josefa and an additional two in Trento, with a total death toll of 16. All the victims died either hit by fallen trees, or inside their housed that collapsed after being hit by fallen trees. The damages assessment and needs analysis (DANA) team here said there were 19,906,568 totally and partially damaged houses in the municipalities of Rosario, Bunawan, Trento, Sta. Josefa and Veruela. As of yesterday, reports said the number of barangays affected increased from 95 to 121 barangays or 22,450 persons. The number evacuees who have now returned to their respective areas also register higher number where 8,831 families or 43,645 persons actually

evacuated to evacuation centers or their relatives compared to 6,346 families or 30,305 as presented during the previous report. In Bunawan, a total of 56 kilometers barangay roads were damaged with an estimated cost of P16 million while two timber bridges were partially damaged amounting to P5 million. Five municipalities namely Sibagat, Prosperidad, Bunawan, Trento and Talacogon also reported a total of P7,660,300 damages of agriculture products. Local government units are now all out distributing relief goods to affected areas. Having declared in state of calamity thru Sangguniang Panlalawigan Resolution No. 461 series of 2012, Gov. Adolph Edward Plaza has ordered the Provincial Social Welfare and Development Office to shell out calamity funds of the provincial government in order that the government could deliver the needs of the typhoon victims and for them to recover to normal life.

In a recent communication, the Department of the Interior and Local Government (DILG), the lead agency for the annual assessment, said the scheduled evaluation for the remaining cities and municipalities has been re-scheduled on the 2nd week of January 2013. The LGUs will be given enough time

for clearing and damage assessment being conducted in the whole province due to typhoon “Pablo”. The GPK program is annual program adopted by the provincial government from the “Gawad Pangulo sa Kapaligiran” or Clean and Green during the time of former President Estrada.

As of this posting, Pablo was located 370 km West of Coron, Palawan. The Province of Surigao del Sur in Caraga region, however, has been declared under the “State of Calamity.” In an interview, Surigao del Sur Provincial Governor Johnny Pimentel said some of the evacuees are now returning to their homes. Regional Risk Reduction and Management Council (RDRRMC) Caraga reported that the Typhoon had affected

37 provinces, 4 cities, 163 barangays, 18,099 fFamilies and 15,645 family evacuees. Three houses were also reported as badly damaged and some 332 house were partly damaged. With this, the local government units (LGUs), concerned agencies, Philippine National Police (PNP), and the Armed Force of the Philippine (AFP) are united to help the Region back to its normal life.

BUTUAN CITY -- Life is back to normal in Butuan as Typhoon “Pablo” leaves the Philippine area of Responsibility. Air and land travel have been restored in the region.

DENR-LGUs ink MOA on “Adopt-a-Mojon” project

PAGADIAN CITY – The Department of Environment and Natural Resources (DENR) Region 9 in partnership with the local government units (LGUs) inked anew a Memorandum of Agreement (MOA) on the Philippine Reference System (PRS92) “Adopt-a-Mojon” project on Wednesday, December 06, 2012 at Anastacia Pension House, this city.

DENR-LGUs ink MOA on “Adopt-a-Mojon” project

Provincial Environment and Natural Resources Officer Dr. Adelaida Borja in her opening message during the MOA signing said, PRS92 aims to modernize the countries surveying methods thru the use of homogeneous national network of geodetic control points (GCPs) which marked by survey monuments or mojons that have been established using the Global Positioning System (GPS). “Technology has gain significant support from our LGUs who have barely manifested their intentions to support and participate in the project. Hence, our partnership in the implementation, supervision and most of all ensure safeguard and protection of these survey monuments or mojons,” she said. “Today, as we formalize our partnership through the signing of the MOA, we pray and hope that it will be the beginning of our lasting partnership that will ensure the safety and protection of our mojons for the betterment of our service to the general public,” Borja added. The MOA signing was entered into between DENR-9 Regional Executive Director (RED) Arleigh J. Adorable and San Pablo Mayor Belma B.Mantos represented by Vice Mayor Danilo Taucan and Lapuyan Mayor Daylinda P. Sulong. Unfortunately Mayor Sulong was not able to make it during the formal signing. RED Adorable in his message advised the chief executives saying “mojons in your municipality are very important landmark. These mojons

will be the official reference points of all survey that will be conducted in your respective municipalities.” Adorable also urged the chief executives to enact an ordinance that will somehow mandate the barangay officials and its constituents to help safeguard and protect the mojons. Meanwhile, the municipalities of Siayan, Godod and La Libertad in the province of Zamboanga del Norte will also sign the same agreement on Friday, December 7, 2012. It can be recalled last June 22, 2012 five LGUs also signified their intentions to support this project. They were the municipalities of Kumalarang, Lakewood and Dumalinao all of Zamboanga del Sur, Alicia and Payao of Zamboanga Sibugay.

Brgys Talisayan, Labuan get over P8M projects

ZAMBOANGA CITY - Far off barangays Labuan and Talisayan get “development upgrade” as city government headed by Mayor Celso Lobregat recently turned over and inaugurated over P8 million worth of infrastructure projects in these areas. “The city recently inaugurated and turned over four infrastructure projects worth P8.1 million—three of which are located in barangay Labuan and one in Talisayan,“ informed Sheila Covarrubias, City Information Officer (IO) in a press statement. “Barangay Talisayan got a newly rehabilitated day care center worth P627,243.55 while Labuan now boasts of a government complex where barangay folks can transact business and avail of the services from the government,” Covarrubias said. “The government complex is an area acquired by the City Government for the construction of the 3 important infrastructures—the 2-storey barangay hall worth P4.2 million; the center for elderly worth P1.27 million and the fire station

worth P2.06 million,” Covarrubias was quoted as saying. The lady IO said the infra projects were turned over to Labuan barangay council headed by Chairman Roland Maravillas. Covarrubias also enumerated other projects being undertaken in Labuan such as the rehabilitation/ improvement of 2-storey 4 classroom building at the Ramon Enriquez High School, construction of 2-storey 8 classroom builidng at the Ramon Enriquez High School and the rehabilitation/ improvement of the HE building at the Labuan Central School. “Up for bidding are two projects pertaining to the rehabilitation/ improvement of covered court at Labuan and the construction of river wall at Purok 2,” she ended.

Of the 26 percent of young mothers, nineteen percent of the births delivered have multiple medical risks due to a combination of the mother’s age, birth interval and birth order, the NDHS further revealed. A related survey conducted in 2011 by the Food and Nutrition Research Institute of the Department of Science and Technology (FNRI-DOST) among 1,650 Filipino pregnant women showed that about 40 percent of pregnant teenagers below 15 years old and 36 percent of pregnant teenagers 15-19 years old are nutritionally-at-risk due to their gestational age. The percentage of nutritionally-at-risk pregnant women was twice higher among those who are less than 20 years old at 36.0 percent than among the 20 years old and up at 23.0 percent, the survey added. Underutrition among pregnant teens is a significant problem because 43.4 percent of them had low weight gain during pregnancy and more likely to have babies with low birthweight and experience short lactation, the FNRI survey also disclosed. According to the World Health Organization (WHO), stillbirths and death in the first week of life are 50.0 percent higher among babies born to mothers younger than 20 years old than among babies born to mothers 20–29 years old. In addition, rates of premature birth, low birth weight and asphyxia or difficulty of breathing are higher among babies of adolescents, all of which increase the chance of early

death and future health problems, the WHO also noted. The Population Commission (POPCOM) likewise documented in 2001 that poor nutrition aggravated by multiple pregnancies and closely-spaced births make younger moms more susceptible to infectious diseases as well as health complications that may result to maternal or infant deaths and low birth weight babies. Maternal depletion or deficiency has adverse effects on the nutrient composition of breastmilk, particularly on vitamin A, iodine, and B complex, thereby increasing the risk of early undernutrition among infants, the POPCOM underscored. ISABELA CITY, Basilan – Basilan actively supported and participated in the recently concluded “Mindanao Week of Peace 2012’ celebrated Nov. 29 to Dec.5 with this year’s theme “Love of God, Love of Neighbor, Together for Sustainable Peace: A Challenge for Mindanao.” A motorcade highlighted the opening day participated in by hundreds of people from the various sector of society. Activities conducted during the celebration included : Lantawan Youth Peace Camp on Nov. 30-Dec. 2, Anti-Drug Abuse symposium in Maluso town on Dec 3, Poster-making competition among students and pupils from the different school districts in Basilan and Isabela City on Dec 4, and an Inter-Faith Dialogue

on Dec. 5. A peace conference and forum on the Framework Agreement on Bangsamoro (FAB) was also conducted on December 6 . Nagdilaab Foundation Incorporated (NFI), the lead organization in the celebration- Executive Director Miriam Suacito thanked all stakeholders for being supportive to the activities toward greater awareness of peace-building in the province.

Basilan celebrates Mindanao Week of Peace DENR-12, state university put up center for biodiversity rescue, researchBy Dani DoguilesKORONADAL CITY, South Cotabato -- Soccksargen Region’s Department of Environment and Natural Resources (DENR-12) and government-run University of Southern Mindanao (USM) in North Cotabato have agreed to establish a center that would push for the protection of the region’s biodiversity.

DENR 12 regional executive director Datu Tungko Saikol and USM President Jesus Antonio Derije signed a memorandum agreement for the establishment of the facility, which shall be called the Biodiversity Rescue and Research Center inside USM’s main campus in Kabacan town.

The MOA signing was held at the USM Agricultural Research Center (USMARC) auditorium on November 28 and was witnessed by the state university’s faculty, staff and students and DENR officials and employees.

Through the MOA, both parties vowed

to work together for the establishment and operation of the biodiversity center.

USM, being a premier state university involved in four-fold function of instruction, research, extension and production, shall provide the physical facility equipped with laboratory and wildlife holding areas.

DENR, on the other hand, shall provide the center’s office equipment and technical personnel, among others.

Dr. Evangeline Tangonan, dean of USM’s College of Arts and Sciences (CAS), told PIA 12 that the establishment of the biodiversity center is an offshoot of several

conservation studies recently conducted by the faculty members of the college’s Department of Biological Sciences.

These studies included R&D activities on crocodile, birds and algae in Mt. Apo, and bats in Kabacan town’s Pisan Caves, to name a few.

She said the facility will be manned by the faculty members of the Department of Biological Sciences.

In his message, Director Saikol underscored the importance of the agreement in conserving the biological diversity of Liguasan Marsh.

of the Liguasan Marsh Biodiversity Conservation (LMBC) Project, a five-year initiative implemented by the DENR in 11 municipalities, seven of which are in Maguindanao while four are in North Cotabato,” Director Saikol said.

At the same occasion, Saikol turned over some P2 million-worth of equipment to the University President for use in the biodiversity center.

Meanwhile, Dr. Derije, in his acceptance speech, thanked the DENR for the donation while expressing the readiness of the university in

doing wildlife rescue and research in terms of human resource and facilities.

Derije who is a veterinarian by profession, boasted that the university has a pool of experts in animal science, veterinary medicine, and biology backed up with research and animal care facilities.

This 60-year old university also boast of an animal hospital and diagnostic facility.

The Liguasan Marsh is one of the priority sites under the National Program Support – Environment and Natural Resources Project

(NPS-ENRMP) which is funded by an almost US1 million grant from the World Bank – Global Environment Facility .

It is among the largest wetlands in the country with an area of about 220,000 hectares. Composed of three marshes, namely: Liguasan proper, Libungan, and Ebpanan marshes, it comprises about 10 percent of the Mindanao River Basin.

PNP 12 honors three policemen for gallantry

PRO 12 Public Information Officer (PIO), PSInsp. Benjamin Mauricio, Jr. said that awards, recommendations, and honors for gallantry were given to PO1 Mark Anthony Santillan, PO2 Peter Quinzon, and a SWAT member of the General Santos City Police Office (GSCPO) whose identity is withheld for security reason.

Mauricio said PRO 12 Director PCSupt Alex Paul Monteagudo personally conferred the “Medalya ng Kasanayan” and “Medalya ng Sugatang Magiting” to the these brave policemen who brought not only pride and honor to the police forces in the region, but also uplifted their morale in the midst of grief over the loss of two police officers last week.

These police officers, he said,

were killed separately on the same day by “riding in tandem” criminals who were using motorcycles with “no plate.”

Mauricio narrated that the said SWAT member killed one of the suspects on the act of committing the crime, and wounding another who is now at the custody of the PNP for tactical interrogation.

In a press conference Thursday, Police Community Relations Officer, PCInsp. Reynaldo Denila Jr. revealed that the GSCPO has intensified its crackdown against “no plate, no travel” violators to avert carnapping incidences and address the proliferation of motorcycles riding in tandem criminals.

Denila advised owners to register their single motorcycles to avoid being used for criminal activities.

“We should not only own motorcycles for comfort, but we should also be responsible owners,” he emphasized.

Denila also disclosed that the local PNP is strengthening its forces by tapping the help of the community, the local intelligence units, and other force multipliers to deter criminal acts.

“Our police forces are still in high morale. We will continue with our efforts in protecting the civilians even if it means risking our own lives,” he said in Filipino.

M e a n w h i l e , Monteagudo urged his fellow police officers “to continue enhancing their skills particularly in combat shooting” adding “this will be their essential tool in providing an effective and efficient police service to the community and the land.”
