State Capitol, Oklahoma City- Governor Frank Keating issued anofficial proclamation designating March, 2000 as Flood Insurance Month.

Each year in Oklahoma, thousands of citizens who experienceflood damages lack the protection afforded through readily availableflood insurance. To enhance awareness of the availability of federal floodinsurance, as well as inform Oklahomans about intelligent floodplainmanagement and development procedures, Governor Keating hasdesignated March as “Flood Insurance Month” in Oklahoma.

“All too often, property owners and renters become aware offlood insurance and other protection measures only after a flood hasfinancially devastated them or their community,” said Duane Smith,Executive Director of the Oklahoma Water Resources Board (OWRB).“The Governor’s proclamation provides the OWRB, insurance companiesand emergency management organizations with a valuable opportunity

to spread the word on the availability of relativelyinexpensive flood insurance."

Timing is good for Proclamation-Smith added that thetiming of the Flood Insurance Month designation isappropriate because Oklahoma’s spring flooding season isjust around the corner. “Flood insurance policies generallyrequire a 30-day waiting period,” he pointed out. “Becausewe experience so many damagingflooding events in April and May,now is the time for those citizenswho reside in designatedfloodplains but do not currentlypossess a flood insurance policyto discuss the need for protectionwith their insurance agent.” Smithadded that a flood insurancepolicy may be purchased fromany licensed property insurance agent or broker in goodstanding.

Most Disasters Involve Flooding-Of the 38 presidentiallydeclared disasters in Oklahoma since 1955, 28 haveinvolved flooding. In an effort to mitigate suchemergencies, the OWRB was named the state coordinatingagency for the National Flood Insurance Program (NFIP)by Governor Dewey Bartlett in 1969. The NFIP assistsOklahomans by making flood insurance available ataffordable rates and helping communities make wisedecisions concerning use of the floodplains.

Eligibility-To be eligible for flood insurance, participatingcommunities and counties must establish a floodplainboard, recognize floodplain boundaries and restrictdevelopment in those areas. Such strategies typicallyresult in reduced federal outlays to mitigate flooddamages. For example, the City of Tulsa, identified in a1975 FEMA study as one of the nation’s most disaster-

prone communities, has no record of flooding of anystructure that has been built in accordance with NFIPregulations. The Oklahoma Water Resources Board is thestate agency designated to coordinate the NFIP inOklahoma in a cooperative partnership with the OklahomaInsurance Commission, Oklahoma Department of CivilEmergency Management and the Oklahoma FloodplainManagers Association.

Few Floodplain Buildings are Insured-Only 20 percentof all homes or structures in thestate that lie within the 100-yearfloodplain are covered by floodinsurance, according to Ken Morris,OWRB state floodplainmanagement coordinator. “It isdisheartening that relatively fewpeople have taken advantage of thebenefits afforded through thepurchase of flood insurance,

especially since it is so inexpensive and offers suchcomprehensive protection against one of our mostcommon natural disasters,” Morris said.

Flood Insurance Required- Flood insurance coverage ismandatory for all buildings financed by federally insuredmortgage and lending institutions.

Flood Damages Occur Outside of Floodplains- Over 50percent of flood damages occur outside of FEMA’smapped floodplains. Some communities, such as Tulsa,regulate larger floodplains than FEMA’s minimumnational standard. Tulsa also notifies floodplain residentsof their floodplain location and the availability of floodinsurance annually. Tulsa’s flood insurance participationand coverage is twice the state and national average.

March 8, 2000 Moore-Norman Technology Center- Morethan 110 Floodplain Managersattended OFMA’s Spring 2000Technical Training, held at thebeautiful facilities of the Moore-Norman Technology Center inNorman, Oklahoma. This wasOFMA’s most ambitious andsuccessful conference ever. Thetraining consisted of three separatetracks: Floodplain Management, GIS-Geographic Information Systems, andFlood Hazard Mitigation.

Opening Welcome Address-Former Tulsa Mayor Terry Youngkicked off the day’s training with aninspirational keynote speech. Youngwas mayor of Tulsa during thedisastrous 1984 flood, which left 14

dead and over $180 million in flooddamages.

Luncheon Keynote Speech-Albert Ashwood, Director of theOklahoma Department of Civil

Emergency Management, and a past-chairman of OFMA, gave theluncheon keynote speech. Mr.Ashwood emphasized how importantFloodplain Managers and OFMA areto the state’s efforts to reduce loss oflife and property due to flooding.

Floodplain Management-The basic 6 hour class on floodplainmanagement and the NFIP was taughtby Ken Morris and Hank Elling,OWRB, Lonnie Ward, FEMA, andDorothy Martinez, NFIP.

GIS- GeographicInformation Systems- Anintroductory overview class on theemerging computer mapping andinformation systems was requested bymany OFMA members and floodplainmanagers.

The class was taught andfacilitated by Tulsa CommunityCollege instructor Merredith Reeder,Meshek and Associates. Other GISexperts making presentations were Dr.David Brown, University of

Oklahoma, Terry Felkerson, USGS,Anna Lee, Woodward, OK, JackieD’Amico, Midwest City, OK, JimLeach and Russ Wyckoff, US Corpsof Engineers. Jack Quarles, updatedthe conference on the status ofFEMA’s map modernization program.

Flood Hazard Mitigation-The Flood Hazard Mitigation coursewas taught by State Hazard MitigationOfficer Fred Liebe. Dorothy Martinez,and FEMA’s Lonnie Ward and JamesOrwat assisted Mr. Liebe. Eric Wilespresented a case study on Skiatook,OK’s mitigation program.

The Floodplain ManagerCertification Exam was given to fivepre-qualified floodplain managers,and was proctored by Linda Reed,CFM, Grand Gateway.

Everyone who wasinterviewed stated that they loved thefacilities, and benefited greatly fromthe technical sessions.

Executive Director of the Oklahoma Floodplain ManagersAssociation, Chair of the OFMA Professional Develop-ment and Certification Committee (PDCC), and the Stateof Oklahoma National Flood Insurance Program (NFIP)Coordinator with the Oklahoma Water Resources Board(OWRB).

Ken Morris was born in Lindsay, OK, in 1949, andhas been with the OWRB since 1977. He brings a strongenvironmental background to Oklahoma'’ floodplainmanagement program, having received his BachelorsDegree in Biology from Central State University inEdmond, and completing his Masters in EnvironmentalSciences from the University of Oklahoma.

Ken is the recipient of numerous professionalawards. He received the OFMA 1994 Flood-plainManager of the Year award, and was presented withFEMA’s Outstanding Public Service award for recognitionof the OWRB’s distinguished floodplain managementprograms and promoting the NFIP goals and objectives. Heserved two terms as Treasurer of the national Associationof State Floodplain Managers (ASFPM), and served on itsProfessional Development and Certification Committee forCertification of Floodplain Administrators. Ken receivedthe prestigious Charles Don Ellison Memorial Award forlong-term leadership in OFMA. He is an OFMA andNational Certified Floodplain Manager.

Mr. Morris resides in Norman with his wifeDonna, and their two sons, Jeff, 20 and Matthew, 16.Donna has worked for the Metropolitan Library System for30 years, where she is Director of Personnel Services.
