Second Regular Meeting for FY 2015 The Oklahoma Board of Nursing held its second regular meeting of FY 2015 on September 23, 24

& 25, 2014. Notice of the meeting was filed with the Secretary of State’s Office and notice/agenda

Board Member C. Loomis requested information regarding the appointing bodies for the two D.O.

members serving on the Formulary Advisory Council as listed in the meeting minutes presented

under agenda item 1.5.4 (b). It was moved (C. Loomis) and seconded to accept and approve the consent agenda items, to include

acceptance of the Follow-up Reports presented under agenda items 1.5.8 (a) and (b).

[K. Glazier provided additional information on 09/24/14 related to agenda item 1.5.4 (b) to clarify

that one of the D.O. members serving on the Formulary Advisory Council was appointed by the

Oklahoma Osteopathic Association, and the other D.O. member serving was appointed by the

Oklahoma State Medical Association. The scrivenor’s error will be corrected on the minutes

presented under agenda item 1.5.4 (b) to reflect the Oklahoma Osteopathic Association

appointment.]

The Attorney General’s Open Meeting Open Records Seminar series will be held in a number of

locations across the state. Information on the meeting dates and locations was distributed and Board

Members were advised that registration is not required to attend the seminars.

The first day of the three-day November 2014 Board Meeting will begin at 4:00 PM for an

education session to be presented on changes to the statutes and rules for the Oklahoma Ethics

Commission.

Permanent Rule books were distributed to Board Members with an effective date of September 12th,

10 days following the September 2, 2014, publication date in the OK Register. The agency’s

emergency Rules (effective July 31, 2014) have been included in the Rule books with plans to

permanently incorporate the emergency changes in the future through the permanent rulemaking

process.

Hydrocodone will be classified as a Schedule II drug per Federal Rule effective October 6th. An

email notification to all Oklahoma-licensed APRNs, including those without prescriptive authority

recognition, has been distributed by the agency.

The Dashboard tool for quality indicators and outcomes for the 4th quarter of FY 2015 (attachment

#9) was distributed in onsite packets and reviewed with the Board. The percentage of individuals

with positive criminal background results not reporting the information on their application is 37%.

This lack of reporting has impacted some outcome indicators in areas for Regulatory Services and

the Investigative Division, as was discussed.

Representative Charles Ortega has requested that the agency present information for Interim Study

H14-73 to be conducted on September 30th.

for Academic Affairs, were present from ITT Technical Institute, Breckenridge School of Nursing,

Associate Degree Nursing Program, Oklahoma City, to address questions of the Board.

W. Hubbard presented to the Board the survey visit report for ITT Technical Institute, Breckenridge

School of Nursing, Associate Degree Nursing Program, Oklahoma City, for consideration of

acceptance of the report and a decision on approval status of the program.

It was moved (L. Korvick) and seconded for the Board to accept the survey visit report for ITT

Technical Institute, Breckenridge School of Nursing, Associate Degree Nursing Program, Oklahoma

City, and to place the program on Conditional Approval status for a period of one (1) year (October

1, 2014 through September 30, 2015) due to the program’s failure to achieve an acceptable NCLEX-

RN program pass rate for calendar years 2011, 2012, and the year to date NCLEX-RN program pass

rate in 2014, pursuant to: OAC §485:10-5-5 (a)(9) “Admission, readmission, progression, retention,

dismissal and graduation requirements shall be: appropriate to ensure that the program is able to

maintain an acceptable completion rate and licensing examination pass rate.”

OAC §485:10-3-1. (b)(3)(B) and (C) states: “Conditional Approval is granted to approved programs

subsequently failing to meet or maintain minimum standards. A program placed on Conditional

Approval may request Board action to remove the conditional status when it can provide evidence

that the deficiencies have been corrected at any time prior to the time limit established by the Board.

A program shall not admit new students while on Conditional Approval without authorization from

the Board.”
