Pakistanisanetimporterofoilseedsandedibleoils.Domesticproductionofedibleoilsissufficienttomeetonlyabout25percentoftotaldemand.Domesticoilseedproductionincludescottonseed,sunflowerseedandrapeseed.
MY2011/12oilseedproductionisforecastat5.8MMT,24percenthigherthantheestimated4.7MMTharvestedin2010.Cottonseedregularlyaccountsforabout82percentofPakistanstotaloilseedsproduction.Importsofoilseedsareforecastat1.3MMT(92percentofwhicharerapeseed/canola).TotalsupplyofoilseedavailableforcrushinginMY2011/12isforecastedat6.13MMT,10percenthigherthanthepreviousyear.
MY2011/12domesticmealproductionisforecastat2.97MMT,up10percentfromlastyearslevelmainlyduetotheexpectedincreaseincottonseedproduction.MY2011/12importsofsoybeanmealareforecastatarecord400,000tons,14
percenthigherthanlastyearsimports.VirtuallyallofPakistanssoymealimportsaresourcedfromIndia.
MY2011/12oilproductionisforecastat1.5milliontons,17percenthigherthanthepreviousyear.Vegetableoilimportsareforecastatarecord2.16MMT,anincreaseof5percentrelativetoMY2010/11.Palmoilaccountsfor81percentofthetotalimports.

TotaldomesticoilseedproductionduringMY2011/12(Oct-Sep)isforecastat5.8MMT,up24percentoverthe2010/11productionestimateduetoananticipatedincreaseincottonseedproduction.Productionofcottonseedisforecastat4.8MMT,25percenthigherthanlastyearsfloodreducedproductionlevel.Sunflowerseedproductionisforecastat750,000tons,up14percentfromlastyearandrapeseedproductionisforecastat280,000tons,27percenthigherthanthepreviousyear.
PostsestimateofPakistanstotaloilseedproductionin2010/11wasreviseddownward(9percent)andisestimatedat4.7MMT,mainlyduetodecreaseincottonproduction.Thedeclineincottonproductionisattributedtolastyearshistoricflooding,whichresultedintheabandonmentof330,000hectaresofcottonplantedarea.
Cottonseed:
CottonseedisthemajoroilseedcropgrowninPakistan,accountingforabout80percentofdomesticoilseedproduction.CottonisthecountrysmostimportantnonfoodcashcropandthelifelineofPakistanstextileindustry.Itisproducedprimarilyforfiber,withoilandmealproductionofsecondaryimportance.Seedcottoncontainsbothlintandcottonseed.LintisthebasicinputforthedomestictextileindustryandamajorcontributortoPakistansexports.
MY2011/12cottonseedproductionisforecastat4.8milliontons,a25percentr
eboundfromthelastyearsfloodreducedcropoutput.Thisrobustincreaseinproductionisalsoattributedtohighercottonpricesevidencedinthedomesticandinternationalmarket.

Enhancedpricesofrapeseed/canolaandavailabilityofexcesscrushingcapacityhasencouragedfarmerstoincreaserapeseed/canolaacreage.MY2011/12rapeseedproductionisforecastat280,000tons,up27percentfromlastyearsestimatedcropof220,000tons.
Sunflowerseed:
SunflowerseedareaandproductionestimatesforMY2010/11increasedto430,000hectaresand660,000MTrespectively,arecordachievedwithsupportfromtheforeigndonorcommunityinresponsetolastyearsfoods.Inthesummerof2010,devastatingfloodshitPakistanaffectingtheagriculturallandscape,especiallyinSindhprovince.Muchofthefloodwatersdidnotrecedequicklyenoughfortimelyplantingofthewinterwheatcrop.Undertheleadershipoffederalandprovincialdecisionmakersandwiththesupportofinternationaldonors,aneffectivecampa
ignwaslaunchedtoencourageproductionofsunflowerseed.Programsweresetupforthedistributionofsunflowerseeds,fertilizer,andfinancialsupportforlandpreparation.TheinitiativeislargelydeemedasuccessasMY2011/12sunflowerseedproductionisforecastat750,000tons,up14percentfromthecurrentyearsestimateof660,000tons.
Consumption:
OilseedconsumptionwilllikelycontinuetobestronginensuingyearsduetoPakistanshighpopulationgrowthrateand
steadygrowthinpoultryandlivestocksectors.PakistanisagrowingmarketforoilseedsexportfromCanada,AustraliaandtheUkraine.
In2005,theGovernmentofPakistan(GOP)liberalizedtheimportofoilseeds,sincethenthecrushingindustryhasimproveditsefficiencybyoverhaulingoldermachineryandinstallinghigh-techsolventextractionequipment.
Totaloilseedcrushin2011/12isanticipated20percenthigherthanin2010/11becauseofanticipatedhigherproductionandrecordimports.Almost85to90percentoftotaloilseedproductioniscrushedforoilwiththebalancequantityusedforfood,feed,andseedpurposes.

MY2010/11oilseedimportswereestimatedat1.2millionmetrictons.Rapeseed/canolaseedaretypicallysourcedfromCanadaandAustralia.
Policy:
Inanattempttoensurefoodsecurity,Pakistansagriculturepolicyislargelyfocusedontheenhancementofwheatproduction.Oilseedproductiontypicallyreceiveslessattentionascomparedtocropslikewheat,rice,cottonandsugarcane.ThereisnosupportpricemechanismforoilseedsandtheGOPdoesnotprocureoilseeds.Thelackofavailabilityofqualityseed,poorcoordinationamongresearchorganizations,lackofsuitablemachineryforplanting,harvestingandthreshingoperations,improperdisseminationofsite-specificproductiontechnologiesand
lackofresearch-basedcropmanagementaresomeofthemajorconstraintsbeingfacedbytheoilseedsector.
Giventhepoorqualityoflocaloilseedsandlogisticalhurdlesoftransportingoilseedstocrushingfacilities,thedomesticcrushingindustryhasfocusedmoreonimportingqualityoilseedsratherthanprovidingincentivestolocalgrowersforincreaseddomesticproduction.
Despitetheshortcomingscitedabove,in1995thePakistanOilseedDevelopmentBoard(PODB)wasestablishedtoenhanceindigenousoilseedproduction.TheBoardisworkingundertheadministrativecontrolofMinistryofFoodandAgriculture.PODBaimstopromotedomesticoilseeds,andtoprovideasoundregulatoryandpolicyframeworktothissector.FinancingofthePODBisprovidedbyacess(tax)ofRs.0.05perkg(Rs.50perMT)onimportsofedibleoilsandacess@10%oftheregulatorydutycollectedonoilseedsimportedforcrushingpurposes.

Consumption:
Generally,totaloilmealconsumptionfollowsthegrowthtrendinthedomesticpoultry,livestockandaquaculturesectors.Pakistanspoultrymeatproductionisexpectedtogrowbymorethan10percentperannum.Thelayerindustryisalsoexpandingtoproviderelativelycheapproteincomparedtoothersourcesofproteintotheburgeoningpopulation.
Thepaceofdairyfeedproductionissteppingupincommercialdairyunitsasth
eimportofhighmilkyieldinganimalsisontherise.Afewtrainedpoultryfeedmanufacturershavestartedproducingdairyfeedoncommerciallinesencouragingdemandforsoybeanmealsforhighyieldinganimals.
MY2011/12mealrequirementsareforecasttoincreasetoarecord3.4MMTduetotheanticipatedexpansionofthepoultry,dairyandlivestocksectors.
Traditionalfeedrations(cottonseedmeal,rapeseedmealandsunflowerseedmeal)areinadequateandcontainminimalprotein.Feedmillersareusingincreasingquantitiesofsoybeanmealtoimprovethemealquality.Thegrowingdemandforhigherqualityproteinmealbylivestockandpoultryproducershasincreasedtheuseofsoybeanmealfromthetraditional5-7percentto10-15percent.

MY2011/12totaloilconsumptionisforecastat3.53MMT,up8percentoverlastyearsestimates.Theshareofimportedoilintotalconsumptioniscloseto75percent.PalmoilisthedominantoilconsumedinPakistan.Demandforpalmoilforbothhomeconsumersandfoodprocessorsremainsstrongmainlybecauseofitslowerpriceascomparedtootheroils.BlendingpalmoilwithlocaloilsandsellingitascookingoilispopularinPakistan.Forhealthreasonsconsumersaregraduallyshiftingfromhydrogenatedoilstowardssoftoils.However,priceremainsthedeterminingfactorinmostconsumerspurchasingdecisions.
