OIL SPILL RESPONSE PLAN (PEI) – CONAMA 398/08

Establishes levels of oil spill response;

Establishes the OSRP contents

Minimum requirement for oil spill response equipments based on the worst discharge and levels of response.

Calculation of minimum of Storage Capacity based on the total nominal skimmer capacity for worst case (3h of oil recovery)

According to the CONAMA 398: “ PEI - Document or set of documents, that contains the information and describes proper procedures for responding to the facility an incident of oil pollution in waters under national jurisdiction, arising from its activities”

CONAMA RESOLUTION Nº 398/08

Worst Case Scenario

Drilling: Blowout (1.847 m3/day) • Worst Case Volume (4 days of blowout): 4 x 1847=

7.388 m3

Production: Sinking of FPSO • Worst Case Volume (sum of all tanks): 349.772 m3

NOTIFICATION TO AUTHORITIES

Any incident regarding oil or chemical product spills must be communicated mandatorily to the following authorities (Law 9966, of April 28, 2000):

IBAMA – General Oil and Gas Coordination (CGPEG); IBAMA – General Coordination of Environmental Emergency (CGEMA); IBAMA – Linha Verde (Green Line); Port Captaincy of the Jurisdiction (Brazilian Navy); National Agency of Petroleum, Natural Gas and Biofuels (ANP).

15 Classification: Internal 2014-04-11

Weathering Properties – Peregrino Crude Oil’s weathering properties may influence highly on the “window of

opportunity” and effectiveness of the response operation. Good knowledge of the properties and behavior of the different oils is therefore a fundamental for oil spill contingency planning.

The weathering properties of Peregrino crude oil were tested in the laboratory using the same methodology as normally used for Norwegian crude oils (Regulated by the Norwegian authorities).

The high viscosity of the Peregrino crude oil is expected to cause problems for most oil skimmers and pumps, especially if heavily weathered.

The terminal oil thickness will influence on the predictions of all oil properties and the mass balance.

Dispersibility testing showed low potential for use of chemical dispersants on the Peregrino crude.
