On behalf of Front Page Communication, we are delighted to welcome you to the 4th edition of the Oil & Gas Lebanon’s National Wealth® Forum.

We extend our special thanks and appreciation to The President of the Council of Ministers of Lebanon, His Excellency Mr. Saad Hariri, for his patronage of the forum, and for gracing it with his notable presence and speech, let alone his key opening word contributed to this booklet.

Our thanks also go to the Session Presidents, the Honor Guest Speaker, and the Keynote Speaker, as well as to our distinguished Session Speakers and Moderators, let alone our select Audience. For they’ll contribute insights so beneficial to the emerging Oil & Gas industry in Lebanon.

Moreover, we reserve a big recognition to our sponsoring and support Partners, as well as to the local, regional, and international Media which will cover our event, in particular those which were so embracing as to take extra miles with us.

As you know, the Council of Ministers approved on 4th January 2017 the two awaited decrees that define the country’s maritime blocks, and specify the conditions for the Exploration & Production (E&P) tenders and contracts.

It was later announced that five of the ten maritime blocks (No. 1, 4, 8, 9, 10) will be tendered in the first E&P licensing round.

A Word of Welcome from

FRONT PAGE COMMUNICATIONMoreover, the Lebanese Government filed a request to join the international Extractive Industries Transparency Initiative (EITI) which promotes public awareness about how countries manage their oil, gas, and mineral resources

Since 2014, Front Page Communication has been organizing forums on Oil and Gas purposed around enlightening the Lebanese public and the academic youth on this most vital national issue, and around managing their expectations as well.

With “Roadmap” as its umbrella theme, today’s forum comes very timely by virtue of the passing of the two Oil & Gas decrees in January. Its speeches, debates, and recommendations will certainly help in drawing a roadmap for the sector moving forward.

As with the preceding three, this forum features Lebanese and international personalities delivering substantive interventions to an audience comprised of key players from various sectors concerned, in addition to representatives of the country’s civil society, and university students.

Thank you All for helping to turn this forum into a major international event. Until we meet again at the next forum which we’ll organize after the awards of the first licensing round are announced, we say: Welcome again, and let’s enjoy today’s knowledge sharing and networking.

A Word from H.E. Prime Minister

SAAD HARIRIThe President of the Council of Ministers

In the years 2000 to 2002, geophysical service companies performed two-dimensional multi-client surveys within Lebanon’s maritime Exclusive Economic Zone. Afterwards a geological and geophysical study was performed in 2004 to determine the hydrocarbon potential offshore Lebanon. The results revealed high prospectivity for the presence of hydrocarbon reserves under our seabed.

Furthermore, Lebanon has put in place a modern policy and regulations for the exploitation of the offshore hydrocarbon resources.

The Offshore Petroleum Resources Law No. 132 was ratified on 24 August 2010. It sets the foundations for ensuring prudent production of hydrocarbons, while providing long term investment incentives, and a sustainable revenue management mechanism adopting the establishment of a Sovereign Wealth Fund (SWF).

Since then, the work undertaken by the Lebanese Petroleum Administration (LPA), as well as the extensive work undertaken by the Ministry of Finance, Ministry of Environment, ministerial committees, and

medium term, power generation would benefit from switching from the liquid fuel to natural gas and additional power generation could run on natural gas. As a result, the burden on the budget will lessen given that Lebanon imports the majority of its energy needs and power-cuts would cease.

Thus exploiting the hydrocarbon resources would secure long-term, cleaner and cheaper, energy for the national demand, with potential for exporting gas to neighboring countries and regions via the Arab Gas pipeline.

Lebanese industries will benefit from the switch to natural gas as it will lead to a decrease in their costs of production. The transportation sector will also benefit from natural gas, especially the public sector.

Another advantage would be the local service industry that will provide goods and services to petroleum operations during exploration, development and operation phases.

On the short term, the Lebanese petroleum sector will lead to job creation mostly in the development phase.

the Parliament, prepared the grounds for this sectorto emerge.

On January 4, 2017 the Council of Ministers passed two pending decrees related to the Tender Protocol and Model contract as well as block delineation and I am happy to announce that the Council of Ministers will be soon adopting the draft taxation law for petroleum activities and sending it to the Parliament and by this the regulatory framework will be completed and the first offshore licensing round is firmly relaunched to attract the best reputable International Oil Companies.

The direct benefit of using the natural gas in the domestic market would result in reducing the large financial and operating losses. Meeting the domestic forecasted gas deman should be the top priority in the government policy. In the

In the context, the nascent oil & gas sector in Lebanon should be taken as an opportunity to build a strong, inclusive and sustainable economy.

We are keen on setting a national energy policy; one that dovetails with Lebanon’s economic, social, geopolitical and developmental policies, and is characterized by governance and accountability. Cutting across all Downstream, Midstream, and Upstream aspects of the Oil & Gas industry, such an energy policy and governance would address education, vocational training, scientific research, revenue management, corporate governance and transparency, as well as issues related to the environment and public health.

Moreover on January 25th, 2017, The Cabinet declared the intention of Lebanon to join the Extractive Industry Transparency Initiative (EITI) which is a multi-stakeholder initiative that offers civil society a seat at the table and empowers them to actively contribute to governing their national wealth. It is the tool that the government has placed in civil society’s hands so that the latter can have general oversight of the oil and gas sector.
