Assumptions

The College will continue to rank among the highest performing community colleges in the state. The District will witness a declining pool of residents under the age of 24, but a dramatically increasing pool of adults aged 55+; conversely, college enrollment increasingly is dominated by students under age 25 and has seen a dramatic decrease of students over the age of 30. The District’s high educational attainment rate will generate expectations of academic excellence among most students—and their parents. Yet 25% of students are first generation, coming to college with very different expectations, particularly from parents. The Fremont campus is within one of the most affluent zip codes in Northern California and near one of the top performing high schools in the state. Elsewhere in the District there are high schools at or below state performance averages, and affluence is not characteristic of most neighborhoods, despite the high income averages. The College mission will continue to address comprehensive needs of transfer, career education, and degree completion; however, the College mission to meet basic skills and personal enrichment needs of students will diminish. The advent of AB705 will provoke early success for some students but will discourage those who now perceive to have less academic support. Students will want course choices and convenience, and they are capable of finding options elsewhere when the College cannot meet their needs. Declining enrollments and the Student Centered Funding Formula will drive the College to become smaller and more efficient, which, in turn, will translate into fewer adjuncts, fewer course and program offerings, and fewer opportunities for students to explore program and career options. Students will be digital natives; their technology skills and awareness will bring expectations for technology standards and availability, and they will constantly redefine “state of the art.” Millenials—children born between 1982 and 2002—approach learning in new ways. Their preference is to learn with technology, with each other, online, in their time, in their place, and by doing things that matter.

AB705 and Guided Pathways will decrease the number of units and, accordingly, the amount of time, necessary to complete a degree or transfer. The College will have less time to leave its mark on its students. As the premier institution for higher education within the District, the College can model academic excellence to other schools as well as to the community. Students of color will increasingly dominate ethnic proportions of enrollment, and their needs and interests will be fully considered and addressed appropriately. The College will maintain its commitment to access and to appropriately serve traditionally underrepresented populations. The development of Associate Degrees for Transfer (ADTs) and meta-majors will support transfer, while some career education programs become increasingly transfer-oriented to align with vocational professions expecting or requiring a baccalaureate degree. Local high schools are not growing substantially and, with both CSU and UC systems dramatically increasing the number of new student admissions, more District high school graduates will opt to attend university rather than community college, making community college recruitment within the District more challenging. Because of the high cost of living in the District, financial aid will become even more necessary for students who do not live with parents; but high wages in the District will also restrict the ability to qualify for financial aid. Attracting and keeping exceptional faculty and staff will become more difficult as the cost of living in the District accelerates at rates beyond salary increases. Legislators—both federal and state—will tend to be more intrusive into higher education, and the College will have to adapt programs and services to legislative mandates. Older adults seeking degree completion favor flexible, streamlined course offerings that can fit into an already-full schedule.

Background and Demographics: District

Ohlone College District encompasses three cities within Alameda County: Fremont, Newark, and Union City. 21.5% of the county population resides within the Ohlone Community College District, an increase of 0.9% since 2014. The population of the district is 350,872 residents, an increase (4.1%) from 2014. The dominant ethnic groups are Asian (43.1%) and White (20.6%); Hispanics (17.7%) represent the third largest ethnic group in the district. There has been growth in the district among Asians (+3.7%), but a decline among Whites and Hispanics since 2014. Over 6% of White residents have left the District (about 5000 residents). There has also been a notable decline in African Americans in the District, down 1,400 residents, a loss of almost 10% of African Americans living in the District. In the city of Fremont, where over half (56.1%) of Ohlone students reside, there is a culture of attainment: of the almost 70% of residents age 25 or over, 29.0% hold a baccalaureate degree and another 26.6% have earned graduate or professional degrees. Additionally, of the employed civilian population over the age of 16, over half (58.8%) work as management or as professionals. Since 2014, the percent of residents with a bachelor’s degree or higher has increased 3.8%, and the percentage of residents working as management or as professionals has increased 2.3%. This increase in management and professional occupations has been accompanied by a decline in sales and office jobs throughout the District. Females outnumber males in the district by 0.6%, a decrease from the 0.8% difference in 2015. Within the district there has been an aging tendency since 2014. The median age in Fremont is up 0.3 years, is up 1.1 years in Union City; however, Newark resident median age is 0.5 years younger than in 2014. Residents of all ages between 0-24 years have declined both in number and population rate despite a more than 4% growth in the population. The number of school age children in the District has remained relatively stable, but the rate within the overall population has declined 0.7% At the other end of the spectrum, adults 55+ have increased by 1.1% and in numbers by over 7600 residents. Per capita income has risen 14.9% in just the past two years while median family income, at $121,957, is up 15.2%. The number of individuals in poverty within the district has decreased 1.9% despite having been on the rise as recently as 2016. The annual earnings for all residents by educational attainment have increased. Residents with less than a high school diploma have shown the greatest rise in income, up 22% ($5372) over 2016. Residents with a bachelor’s degree have seen earnings increase by 12%, but that translates to an additional $8881. High school graduates are now earning 7% more ($2528) than in 2016, and those with some college or an associate’s degree are up 8% ($3427). Residents who have a graduate degree showed the largest dollar gain ($9259), reflecting a 9% increase over 2016.

Given the upturn in the economy, most recent unemployment rates specific to the district show 5.7% of Newark working residents are unemployed, while Fremont and Union City had rates of 5.3% and 6.8% respectively. Each of these unemployment rates are down 1.7%-2.3% from 2016.

Ohlone College generally reflects the ethnic distribution of the district. Asians are the largest ethnic group in both the district and the college (43.1% and 37.9%). Whites are the second largest group

(20.6%) in the district but now rank third (15.8%) behind Hispanics (24.9%) at the college. Hispanics are the third largest in the district at 17.7% but have seen their share of the population decline from 18.2% in the past few years. Filipino/Pacific Islanders, with a student population of 10.8% (up 2.6% from 2016), equal the district total of 10.8%. African-American students attend at a rate 0.5% below the district population, reflecting a decline of 1400 African American residents in the district.

With the advent of a new funding formula, district socio-economic status will influence the amount of apportionment a college will receive. The funding formula is established in such a way as to give funding preference to those districts with large financial aid eligible populations. Ohlone will not benefit from this metric because the district is particularly affluent. Among district residents, only 14.9% have family incomes below $50,000, an amount often cited as the point below which students may qualify for financial aid—albeit minimal aid the closer the family is to the $50,000 mark. This rate of eligible families is less than half the statewide rate and means that the college will have far less financial aid students than average.

populations for grades 9-12 of those three districts provide a glimpse of prospective students. Notably, 43.9% of high school students in the district are Asian, while only 12.4% are white; Hispanics comprise 24.7% of district high school enrollment, and 12.0% are Filipino/Pacific Islander. African-Americans, at 3.8% of the high school population, align with both the district’s 3.8% and the college’s 3.7% populations. Since 2016 the biggest changes to the high school demographics in the district are the 3.1% increase in Asian high school population and the 1.9% decline in White high school population. Since 2008 there has been a 11.9% decline in White high school population rate. In eight years White high school students have gone from one-in-four to one-in-eight in district high schools. Asian high school population rate has increased 10.2% over the same time period with Hispanic students gaining 3.6% in high school population rate. In terms of numbers of White students attending high school in the district, there has been a 51.3% decline; similarly, Asian and Hispanic student count has gone up 30.8% and 9.2% respectively. District high schools generally are performing at rates equal to those of two years prior. Graduation rates at district high schools are 92%. The rates of student completion of CSU/UC entry requirements are above the statewide average for all but one high school, but the overall completion rates have declined 5.3% since 2015. The rate of district high school students who enroll at the college has declined by 4.4%; however, the total number of students enrolled from district high schools has remained the same (4028 in 2015FA and 4033 in 2018FA). This decline in the rate of district high school students enrolling at the college, of course, could reflect the increased preparedness to enter CSU/UC among district high school graduates as they opt for university rather than community college. High school students from outside the district are most likely to come from Milpitas High School (245) or high schools in Hayward (160) and Pleasanton (76).

Overall the district dropout rate is below the state and county dropout rates, and have all declined dramatically in the past two years. The district dropout rate is less than 1% but was more than 3% two years prior. In the same period, the countywide dropout rate fell by 7.7% (from 9.6%) and the state rate is down 8.3% (from10.7%).

School enrollment within the district for 2013-14 was 52,782, compared to 53,303 in 2017-18, an increase of 1.0%. High school enrollments in the district have gone from 16,183 in 2013-14 to 16,321 in 2017-18, also an increase of 1.0%. High school graduation rates declined by 2.3% (from 94.2% to 91.9%) between 2014-15 and 2016-17. However, the number of high school graduates ready to start college in Fall 2017 was less than the number two years prior by 149, nonetheless, virtually the same number of district high school graduates (4033 to 4028) were enrolled at the college in 2018FA as were in 2015FA.

BACKGROUND AND DEMOGRAPHICS: THE ECONOMY AND HOUSING Employment gains and losses are important drivers of the economic health of an area and have particular influence on the vitality of the college. In recessionary times, such as what was experienced between 2007-2010, unemployment is on the rise, and people seeking career changes or the opportunity to go to, or return to, college push up college enrollment. When the economy is stronger and more people are in the workforce, as is currently the case, sustaining college enrollment is more challenging. Additionally, the college must be responsive to the changing and emerging occupations and industries in the region it serves and ensure that college programs are relevant to workforce needs. The current trend in Silicon Valley (of which the college district is part) is a decreasing rate of job growth in the Tier 2 (mid-skill, mid-wage) occupations. These are jobs that generally require some college or an associate degree. Concurrently, Tier 1 jobs, generally requiring at least a baccalaureate degree, are increasing at a rate 5% higher than Tier 2 jobs. This trend would support an approach to curriculum building that focuses on general transfer and CTE programs that lead to transfer. Terminal associate degrees, except in a few areas, will not align well with the emerging employment trends in the Silicon Valley. Another consideration is that the median wage difference among the Tiers in Silicon Valley reflects the greatest wage disparity in the nation. Tier 1 median wages are $118,000, while Tier 2 median wages are $56,000. Tier 3 (low-skill, low-wage) median wages are $28,000. The $90K disparity between Tier 1 and Tier 3 median wages in Silicon Valley compares to a national difference of only $50K and illustrates the premium placed on education and the benefits aligned with degree completion in the Bay Area. To illustrate, Silicon Valley graduates with a graduate degree earn almost $88K more than those without a high school diploma; in the past decade, this gap has widened more than $17K. From EDD’s Labor Market census of quarterly employment and wages specific to the Bay Area, a study was done in 2016 of those area industries that best align with college programs and offer employment in the district. The highest number of job openings align with college programs in the departments of Computer Studies (CS) and Multimedia (MM). Significant numbers of jobs are also available for graduates in the departments of Biotechnology (BIOT), Engineering (ENGI), Early Childhood Studies (ECS), Kinesiology (KIN), and Business Administration (BA). In the district there were 786 specific occupations providing 155,844 jobs in 2016. This represents a 13.5% (18,546 jobs) increase within the district since 2013, above the Bay Area increase of 10.8% and the state increase of 8.3%. The greatest growth rate came from automobile manufacturing as Tesla added over 4000 jobs between 2013-2016. In October 2016, Tesla announced plans to add an additional 3000 jobs within the district. The two largest occupations in the district are computer programming and computer systems design, both aligned with programs at the college. Other occupations that align with college programs were also tracked. The most significant growth in Bay Area occupations are in those areas that align with our Computer Studies (CS), Business Administration (BA), Nursing (NUR), Computer Networks and Emerging Technology (CNET), and

Multimedia (MM) departments, with some growth realized for Early Childhood Studies (ECS) and Kinesiology (KIN) majors.

Fremont, Newark, and Union City are the three cities that, by virtue of their industries, are a part of Silicon Valley. (Silicon Valley is comprised of Santa Clara County, San Mateo County, Scotts Valley in Santa Cruz County, and Fremont, Newark, and Union City in Alameda County.) According to Silicon Valley Joint Venture 2018, Silicon Valley industry employment has now far surpassed pre-recession levels, up 19.0% since 2007. After the job losses from 2007-2009, the beginning of the economic recovery in 2010 saw job growth in Silicon Valley of 27%, with a similar gain of 24% in Alameda County; this is compared to gains of 17% in California and 12% nationwide. The region added 47,272 jobs in 2017, an annual increase of 3.0%. This mirrors 2016 growth, but is down from the two years’ prior average of 4.2%. By comparison, the growth rate for Alameda County was 3.3%. More than half (52%) of new jobs were in industries such as healthcare, retail, construction, and

education, with 17% in healthcare alone. Twenty-nine percent of the growth was within the tech sector. The regional unemployment continued to decline, reaching 2.5% unemployment in November 2017; however, district unemployment levels still approach 5%. Particularly notable is the metric that reflects per capita income for White residents of the region is three times higher than for Hispanic residents, despite a 3% higher gain for Hispanics than Whites. Poverty status by ethnicity reflects African Americans having almost three times the poverty rate of White residents (14.6% to 5.3%), with Hispanic residents similarly affected (13.6% in poverty). As the college looks forward to growing or emerging occupations and industries, one vital factor to keep in mind is the number of regional completions. There are numerous occupations that are growing for which the college has no aligned program; but it could also be true that other colleges in the region do have those programs and are producing adequate numbers of students to enter the workforce in those occupations. The college should embark on developing new programs for which already there are not sufficient completers from other colleges to meet the workforce needs. For instance, see below for occupations with job openings but more annual completers than there are jobs available.

Silicon Valley’s innovation industry jobs increased by 3% between 2016 and 2017. Innovation companies are those that research and develop new technologies or support the development of startup companies. Over twenty-five percent of Silicon Valley’s total jobs are in innovation industries, the highest concentration of such industries in the world. In the innovative environment of the Silicon Valley, new occupations emerge that are not yet reflected in labor market information. The college must rely on advisory committees and industry news to discover what the new occupations will be, and then decide if these occupations are appropriate for developing new curriculum and programs. The college could also maximize its current curriculum that supports innovation. STEM degrees conferred in Silicon Valley, which are vital to innovation industries, increased by 10% over 2015 and by 56% over 2006. Thirty-eight percent of the degrees have been awarded to women, a rate that has remained constant since 2001.

Of particular significance to a college district is the high educational attainment level of the district residents. It is reasonable to assume that the higher the percentage of college-educated residents, the greater the expectation for children to attend college and the greater the expectation for the college to educate with excellence. More than half (60.9%) of Fremont residents 25 years of age or older possess one or more college degrees, compared to the county average of 51.2% and the national average of 38.8%. Fremont also exceeds the Silicon Valley average for residents with at least a bachelor’s degree, 55.2% to 51.0%. However, residents of Newark (37.1%) and Union City (41.6%) fall below the county average.

Despite the district’s educational attainment levels, Hispanic/Latino residents had the lowest level of educational attainment, with only 13% holding a bachelor’s degree or higher, down 2% since 2014. Similarly, the African American population with a bachelor’s degree or higher decreased from 34% to 29% from 2014 to 2017. The diversity of the district is illustrated by the number of homes where English is not the first language spoken. Compared to a national average of 21.3% and a state average of 44.0%, 60.8% of Fremont homes primarily communicate using a language other than English. Although the rate is lower in Newark (54.0%) and higher in Union City (62.3%), overall more than half of all homes represent a non-English background and culture. Fremont has seen non-English-speaking households increase 2.8%, a 1.6% increase in Newark, and there has been a 0.6% increase in Union City. Nationwide the gain has been 0.4%.

More so than the rest of Alameda County, the college district residents are more likely to live in a single family home rather than in a residence built for multiple families. Union City has more than three times (4.1%) the number of residents living in mobile homes than the county average (1.2%). The district also has a lower vacancy rate (3.9%) than the county average (6.0%). However, households in all three district cities average more persons per household than the average.

All three cities in the district have higher median income levels than the county, the state, or the national averages. The median household income level in Fremont is 112% higher than the national average, as well as being almost 14% higher than the Silicon Valley average, but that gain must be tempered by the fact that the cost of living in the greater Silicon Valley is almost 50% higher than the national average. Median home sale prices are 210% of the national average, while rental rates exceed the average by 140% and child care costs are 130% of average.

Background and Demographics: Students

Ohlone College serves 15,000 students in an academic year, down from 20,000 in 2007. 76.2% of students come from within the college district (up from 67.1% in 2013). In Fall 2015 there were 5% more female than male students; in Fall 2018 there were also 5% more female than male students. The percentage of students enrolled full time is the highest it has ever been at 40%. This number is up significantly over the 2007 rate of 27% and up 5% in just the past two years. Almost three-quarters (72%) are under the age of 25, with an average age of 28.4, a median age of 23.0, and a modal (most frequent) age of 19.0. Looking at Fall 2018 enrollment, Asians comprise the largest ethnic group on campus (38%), followed by Hispanic (25%) and White (16%). Hispanic enrollment has remained constant in the past two years and is the second largest ethnic group on campus, while Asian student population has increased 7%; White student population has gone down 4%. Enrollment status divides into 8% of students are first time students, 81% are returning or continuing Ohlone students. Because dual enrollment students often are in year-long classes, their fall enrollment rates are not reflective of their presence. Compared to fall 2018 enrollment, 16% of Ohlone students are concurrently enrolled in high school. Only 0.1% of students are from outside California. Eleven percent of students are evening students, the same as in 2015 but down 2% from 2017 and down 200 headcount from 2015. Thirty percent of students enroll for less than six units; ten years ago over half (52%) of students took less than six units, but in 2017 the rate was only 25%. Of the 40% who enroll as full-time students, 24% actually complete 12 or more units; that completion rate is up 5% over 2015.

Enrollment: After a high-enrolled 2014 fall semester (11,065 headcount), Ohlone College has seen consistent and significant decline in the fall enrollment in each of the following three years. Fall headcount for 2018 was 22.6% below the 2014 fall level. Similarly, annual headcount has declined 11.5% from 2014-15 to 2017-18. Curiously, FTES went down from 2014-15 to 2017-18 by only 4.5%. This does reflect the trend of the increasing full time enrollments so that fewer students generate more FTES. This also reflects another college trend, that of increasing international student enrollment. Because international students are generally required to enroll full time, more international students yield proportionately more FTES. But when international students are removed from the FTES count, the resident student FTES (those FTES generating apportionment) will see a greater decline; the drop in resident FTES from 2014-15 to 2017-18 is 7.4%.

With the budget-imposed downsizing of the previous Newark site in Fall 2003—which at one point generated about 900 FTES—Ohlone College found itself without room to grow. One response was to develop online learning opportunities for students. Although a new Newark campus opened in Spring 2008, the college still had to address the course needs of students who had welcomed online classes as a natural component of the collegiate experience. Distance learning opportunities were increased to meet student needs, and compared to Fall 2004, online FTES has increased almost 350%. Since 2013, online enrollment has climbed 21% after a prior two-year decline. The current online FTES, however, is still below the one-year high in 2015.

Fall 2018 FTES is down slightly (1.7%) from 2014FA, and it is also down from the prior year by 3.9%. The greatest FTES drop is 2018SP, down almost 15% from 2017SP. Transferable credit makes up 84.8% of all courses, above the previous five-year average. Even with declining enrollment, fall enrollment in transferable courses is essentially the same as fall transferable enrollment of three years ago. This is a reflection of the collegewide emphasis that is placed on degree completion and transfer. Vocational credit, at 23.0% of courses, is up over the five-year-previous rate of 21.1%. Basic skills credit at 9.0% of courses is down from the five-year-previous rate of 14.7%, reflecting the move away from basic skills encouraged by AB705.

There has been an 22.6% decline in student headcount from 2014FA to 2018FA

There has been a 72.5% decline in students age 40+ since 2014, a loss of over 1500 students in this age group. 40+ age students represented 19% of total students five years prior; currently they represent 7%.

Asian students have shown the greatest percentage increase (11%) in the past five years while White students have shown the greatest decline (also 11%).

The percentage of students enrolled in evening classes has remained fairly constant for the past five years. However, in Fall 2008, when headcount was at its most recent peak, over 2500 more students (28% of total enrollments) were in evening classes than were enrolled in Fall 2018, when only 11% of enrollments were in evening classes.

The percentage of students enrolled full time has increased 11% in the past three years (29% to 40%).

Continuing students comprise 69% of the student body, up from 54% in Fall 2014; by comparison, only 39% of students in Fall 2006 were continuing. Conversely, in 2014, 29% of students were first time or first time transfer; in 2018 that rate is only 15%.

Students enrolling already in possession of a baccalaureate degree are up 55% (940 to 608) of what they were in 2015 and have increased from 6% to 11% of the student body, yet in 2012 baccalaureate students represented 12% of the student body.

Conversely, students entering right from high school have remained at the 77% level they were in 2017—but are up 11% compared to 2012.

There is a slow, but constant, decline in the percentage of students who are U.S. citizens. Notably, there are also 54 fewer international students enrolled with a student visa—down 1% of total enrollment compared to 2017FA.

In the past five years, the number of degrees awarded has increased 57.2%, and the number of Chancellor’s Office-approved certificates awarded has increased by 100%. The number of Associate Degrees for Transfer (ADTs) has increased dramatically, up 41.3% in just the past two years. ADTs now constitute over 27% of awarded degrees; four years ago the rate was 6%. With the beginning of the completions project at the college, certificate awards jumped dramatically in 2013-14, but fell in 2014-15. The jump was attributable to capturing for the first time multiple years of students who had earned a certificate. Going forward the project only captures a single year of students each reporting year. However, the 2017-18 certificate number outpaces years prior to 2013-14 by over 100% and is 46% higher than the earliest comparable year of 2014-15. Transfer:

Transfer to the University of California campuses increased 15% in 2017-18. University of California, Davis has emerged over the past several years as the most popular destination for Ohlone students transferring to the UC system. Transfer to California State University campuses declined in 2015-16 compared to the high in 2013-14 and 2014-15. The 2017-18 transfers to CSU are up slightly over the prior year, but not yet back to the 2013-14 high. Transfer to in-state private and out-of-state universities fell below 200 for the first time, continuing a consistent downward trend. This may be attributable, in part, to the demise of the for-profit transfer opportunities; transfers to University of Phoenix, for example, have declined 86% (from 37 to 5) since 2008.

Completions In the recently released 2018 Student Success Scorecard, a statewide measure of performance indicators and accountability, measures were developed to track student progress and achievement among the California community colleges by the CCC Chancellor’s Office. One measure was the percentage of first-time students who showed intent to complete and who achieved any of the following outcomes within six years: transferred to a four-year college; or earned an AA/AS; or earned a certificate of 18 or more units; or achieved “transfer directed” or “transfer prepared” status. By this measure, Ohlone was ranked among the top performing colleges statewide, 3.3% above the peer group average, 7.1% above the Bay 10 average, and 10.8% above the average for all California community colleges. The college completion rate is 2% above the 2016 rate, but about 2% below the 2017 rate.

Completion of 30 Units The same report measured the percentage of first-time students who showed intent to complete and who earned at least 30 units while in the California Community College system. By this measure, Ohlone ranked fifth among 32 peer colleges, and Ohlone students were 4.4% above the statewide average, 4.1% above the Bay 10 average, and 7.3% above students at peer colleges. However, in 2016, the college had a rate 1.4% higher that was the leading rate among peer colleges.

One notable area where the college excelled was in the rate of remedial math students who ultimately succeeded in a transfer level math course. In remedial math, Ohlone students continue to perform at rates that are first among peers and first in the Bay 10; in fact, Ohlone has the highest rate among all California Community Colleges on this metric. In remedial English, students perform at rates fifth among peers and more than 5% above both the Bay 10 and statewide averages. However, the 2018 remedial English improvement rate for the college is down 6.6% from the 2016 rate of 60.8% when the college was also first among peers in this indicator.

ESL Improvement ESL improvement is an area where the college is below the statewide average—by 5.2% in 2018 compared to 14.2% in 2013. The college ESL improvement rate of 28.2% is up 6% in the past two years and is now less than 1% below the peer average (but 5% below the statewide average). Retention and Success Rates: Retention measures the percent of students who were enrolled in a class at census and subsequently completed the course. Success measures the percentage of those students retained who received a grade of A, B, C, or Pass.

Compared to the statewide average for all 114 community colleges, Ohlone’s retention rate had been below the state rate for five of the past seven years, but in 2018FA the rate exceeded the statewide average. In the past seven years, however, the success rate has consistently surpassed the statewide average. The College’s 75.7% success rate for 2018FA is the highest achieved. The low retention rate may be due, in part, to a college practice of faculty proactively dropping students who are not doing well. This reduces retention but results in fewer students getting substandard grades. It does not affect success rates, though.

Typically, community college students take more time to complete a degree than university students. Ohlone’s course-taking patterns and time-to-degree numbers are aligned with community colleges across the state. The average time-to-degree for all students (which includes the long-term casual student) is nine semesters. This is true for both AA/AS degrees and for ADTs. However, the mode—most common time-to-degree—for both AA/AS and ADT is six semesters. Ten percent of graduates finished in two years; 34% finished in three years. The average accumulated units at graduation also reflects a statewide community college trend. Although 60 units are the minimum required number of units for graduation in most majors, 87 is the current statewide average, about half again more than is needed. Much of this excess is due to the remedial courses most students have had to take before beginning degree-applicable math and English courses. In 2014FA, for example, 57% of students (excluding consortium and dual enrollment students) took an average of four basic skills courses each. In 2018FA, with the advent of AB705 and the reduction of basic skills requisites, 47% of enrolled students had taken a basic skills course and each student averaged only three basic skills courses on their academic record. It is expected that progressively students will take fewer non-degree-applicable courses and will, therefore, accumulate less units on their way to a degree. higher, but part of that may be due to the high unit requirements of health science majors. The average degree-applicable, transferable units accumulated is appropriate, but the health science majors numbers seem low—below the required 60 units. This is likely because students must complete numerous prerequisite courses before being admitted into a health science major, and generally those prerequisite units are earned at a college other than Ohlone.

FTES per section reflects fill rate on courses and is a measure of efficiency. By this measure the college has had a higher proportion of unfilled classes compared to highs in 2013-14. Weekly Student Contact Hours (WSCH), Full Time Equivalent Faculty (FTEF), and Efficiency

Total 2018FA WSCH decreased slightly compared to 2017FA.

Total 2018FA FTEF decreased by 6.0% from 2017FA, resulting in a WSCH/FTEF increase from 498 to 508.

Twenty-five departments (many of them with small programs) had WSCH gains over 2017FA.

Conversely, seven departments witnessed WSCH drops approximating 20%, including Deaf Studies (DEAF), Interpreter Preparation (INT), Kinesiology (KIN), and Early Childhood Studies (ECS).

50% of the total WSCH is produced by the top seven departments.

Although there was some shuffling, nine of the top ten departments for the past five years remain the top ten producers of WSCH for 2018FA. Only Computer Science is new to the top ten, replacing ASL from the 2014FA list.

The top ten FTEF rankings have remained relatively constant over the past five years, albeit with some minimal shuffling—again, Computer Studies has replaced American Sign Language.

The Top 10 producers of WSCH account for 62.9% of the total WSCH.

The Top 10 FTEF departments account for 54.7% of the total FTEF. With an average load efficiency of 509, 19 departments are above the average, while 35

Changes in department WSCH, FTEF, and efficiency over five years Since 2007, community colleges in general, and Ohlone College specifically, have had to adapt course offerings and enrollment expectations. The intervening years were characterized by a statewide fiscal crisis and various responses to that crisis by the governor, the legislature, and the Community Colleges’ Chancellor’s Office. Budgets were cut, enrollments were mandated to be reduced, revisions to Title 5 limited course repetition, courses offered for personal enrichment were discouraged or were no longer a priority—all of which impacted the number of course offerings, the numbers of students that could enroll, and the number of faculty that could be hired. Dramatic changes to WSCH, FTEF, and WSCH/FTEF efficiency were to be expected. With the recent passage of AB705, and its impact on colleges’ basic skills offerings; a strong economy that encourages more students to enter the workforce rather than attend college full time; the Vision for Success goals and the Student Centered Funding Formula that reward districts with low income student populations at the expense of colleges in more affluent districts, even more dramatic changes are to be expected. Despite an 16% overall decline in WSCH since 2010FA, 15 departments saw more than 10% growth in WSCH over what was reported in 2010FA. Conversely, 11 departments saw declines to WSCH in excess of 50% over the same period. The larger departments (1000+ WSCH) that managed to grow in the face of overall declining enrollment included Engineering, Math, Chemistry, Personal Development, Physics, Sociology, Political Science, and Computer Science. Math, Chemistry, and Computer Science added more than 1000+ WSCH over the 2010FA enrollments. Declines of 1000+ WSCH occurred within five departments—American Sign Language, Computer Networks and Emerging Technology, English, Physical Education, and Theatre and Dance--as well as within the combined foreign languages. Curiously, FTEF in 2018FA was only 3% less than in 2010FA. This, of course, means that efficiency measures (WSCH/FTEF) were lower in 2018FA. The benchmark number for efficiency is 525. In 2010FA, sections were taught with a 586 WSCH/FTEF ratio; in 2018FA that number fell to 509. Contrary to the trend, five larger departments had both a minimum 525 ratio and a gain over 2010FA of at least 10% in WSCH/FTEF. Those departments are Math, Chemistry, Sociology, Political Science, and Computer Science.

Background and Demographics: Community Colleges

One way to assess the success of college programs and services is to compare the college to others involved in the same tasks. Two primary sources of comparison exist within the data of the Chancellor’s Office of the California Community Colleges and within the 2018 Student Success Scorecard. Through the Chancellor’s Office’s DataMart, data can be extracted for our geographic peers, those 21 community colleges that comprise the Bay 10 Districts. From the Scorecard, data can be compared to those community colleges that are determined to be peers on the basis of uncontrollable, relevant factors that affect each outcome that is compared.

Annual headcount enrollment of the Bay 10 community colleges shows Ohlone to be a mid-sized college in the Bay Area, ranking seventh in size. Four colleges have an annual enrollment of 25,000 or more. Ohlone is among the middle eleven colleges with an enrollment between 12,000-20,000. Six colleges have enrollment below 12,000. headcount enrollment of 15.2%. Comparing full time equivalent students (FTES) rather than headcount students, Ohlone is the seventh largest within the Bay 10. There are four colleges with FTES above 10,000. Ohlone is among those seven colleges with FTES between 7000-10,000, and there are ten colleges with FTES between below 7000. Between 2010-11 and 2015-16, Ohlone’s FTES declined by 4.3%. Ohlone’s 7.5% gain in 2015-16 FTES over 2014-15 was the highest growth rate in the Bay 10; however, FTES have declined in the past two years by 5.5%, consistent with FTES declines among two-thirds of the Bay 10 colleges. In fall 2018, Ohlone’s percentage of students enrolled full time (12 units or more) was 40.0%. This is a rate second highest among the Bay 10.

The statewide Student Centered Funding Formula includes as one of its award metrics the number of students who receive Pell Grants or California Promise Grants. As is true for several Bay Area community colleges, Ohlone has a very low rate—and number—of students receiving financial aid. Comparing measures of completion among those 21 colleges in the Bay 10 districts, Ohlone ranks fourth in the percent of students who graduated with an AA/AS degree during 2017-18. This is an increase from a 12th ranking just five years before. When comparing the percent of students who transferred to a University of California in 2017-18, Ohlone was among the top seven, and was sixth among colleges sending students to a CSU campus. However, using the new Transfer Velocity Rate computation, 57.2% of Ohlone students who show intent to transfer actually do transfer within six years, a rate that is up 7% in the past three years. This transfer velocity rate ranks third among Bay 10 colleges.

Tracking data available for community college students transferring to campuses of the California State University reveal that Ohlone students who entered a CSU in Fall 2017 had a higher GPA (3.18) at the end of the first year at the CSU than the average for all community college students starting at a CSU in Fall 2017 and was second among Bay 10 colleges. Additionally, the persistence rates of Ohlone students at a CSU from Fall 2016 to Fall 2017 was second highest among all Bay 10 colleges.

Diversity for total faculty and staff is greater than that of the statewide average. Ohlone has more Asians and less Hispanics than the statewide average. Fifty-four percent of total employees are non-White, above the statewide non-White average of 48%. More dramatically, 69% of managers and classified staff are diverse, 9% above the statewide average.

The percentage of non-faculty that are age 50+ is 46% (up from 39% three years prior); 50% of faculty are age 50+.

Ohlone classified staff is no longer younger than the statewide average. In 2014, Ohlone had 35% of staff under the age of 40, compared to the statewide average of 29%; now both average 31%.

There is a higher percentage of female staff than male (56% to 44%) and there are more female staff than the statewide average.

There are almost two and a half times as many Asian classified staff as the statewide average (28% to 12%), but fewer Hispanics (by 6%) and White (by 9%) staff.

Female faculty outnumber male faculty by 12% compared to a statewide difference of 8%. Female faculty number 20% higher than male faculty.

Among full time faculty, 55% are age 50+ at Ohlone, but now 6% of full time faculty are under age 35; three years prior there were no full time faculty age less than 35..

Reflecting the demographics of the district, Ohlone has significantly higher representation of Asian faculty—both full time and adjunct—than is found statewide, but the rate is still less than the district population rate.

The percentage of African-American faculty mirrors the district residents, but Hispanic faculty are under-represented.

Since Fall 2015, the college has had a 5% decrease in staffing. Non-faculty staff have declined 7% while faculty have decreased by 4%. The student population, however, has declined 9% over the same period. As a result, workload in terms of students:staff has decreased by 7%. Salary comparisons are complicated even in the best of situations, but given Ohlone’s special circumstances noted above, opinions about the accuracy of such comparisons are especially difficult. The average salary comparisons reflect the college’s actual expenditures for faculty and management. However, actual expenditures by the college will not include the cost of benefits that one may pay personally rather than having benefits paid through the college. Conversely, for those who have benefits covered by a spouse, for instance, the full value of the salary would be accurately reflected in the numbers provided to DataMart. There is a move on campus to provide increased benefits for faculty and management, but that has not yet been fully realized, and until it is, salary comparisons will remain complicated. The same complication is not present when comparing classified staff salaries as full benefits are available to classified staff. Single college district comparisons are provided particularly for management comparisons. Multi-college districts tend to have additional layers of administration and, therefore, salary schedules. Note that among the Bay 10, San Francisco and Marin are also single college districts.

This will illustrate relative purchasing power of the salaries within their districts apart from a dollar for dollar comparison. What this shows is that Ohlone salaries, although appearing high by comparison, are the lowest of all noted districts when compared to median household income.
