GLOSSARY OF TERMS A variety of condensed terms appear under the Service Information by port. To avoid any confusion of interpretation we ask that you familiarize yourself with the following explanations. Carrier Abbreviation of the Ocean Carrier or the mode; Multi-Consolidation container (MCC); or a less than container option (LCL) or Co-load Service as deemed fit on a case by case basis. CFS Close The last day and hour that an LCL shipment can be presented for consolidation loading or MCC/LCL routing. CY Close The last day that a container can be received at the Port of Origin for a sailing. Departs The actual day of the week that a vessel departs from the stated Port of Origin. Ocean Transit To CRSA Global Logistics, Vancouver Port to port ocean transit, discharge time in Vancouver and drayage (trucking) to the CRSA Global Logistics in Port Coquitlam, B.C. Ocean Transit To OEL, Montreal Port to port ocean transit, discharge time in Montreal and drayage (trucking) to the OEL facility in St. Laurent, Q.C. Process in Vancouver The time spent after receiving the marine container, unloading the cargo, customs clearance, sortation, and loading to an inland transportation mode at the CRSA Global Logistics’ facility in Richmond, B.C. Process in Montreal The time spent after receiving the marine container, unloading the cargo, customs clearance, sortation, and loading to an inland transportation mode at the OEL facility in St. Laurent, Q.C. Transit to Toronto / Montreal, D.C. The average transit time of the Canadian railways from Vancouver or Montreal to the member’s distribution centre (D.C.) Total Transit The transit time to both Toronto and Montreal member’s distribution centres (D.C.) from a vessel departure at an origin port.

Export Formalities

All cargo for export clearance must be cleared prior to vessel departure. The customs clearance process normally takes 3 working days and can be done either upon or after cargo delivery. Required documents for customs clearance are:

• shipping bill endorsed by customs • export free registration number certificate • appraised commercial invoice • general repatriation procedures certificate • appraised packing list • L/C copy • valuation and bond form certificate • utilization permit certificate • no objection certificate against vendor (issued by the port) • quota certificate / fabrics and accessories import documents (garments) • receipt of payments to both the port and customs

Only after vessel departure (within 14 days) can the application be made to the Export Promotion Bureau in Dacca for the textile visa. The process will take a minimum of 4 working days and done by shipper. It requires the following documents:

• certified copy of the onboard document • copy of export credit instrument (i.e. L/C) • copy of manufacturer's commercial invoice • copy of quota allocation certificate • copy of clearance certificate of commodities under quota

Other Remarks

1. All FCR's issued must be "on board" dated because of previous application. 2. Partial nose loading of a marine container at a vendor’s premises / factory with either GOH or

cartons that can be returned to the designated CFS for completion – is NOT allowed. 3. LCL GOH receiving at a CFS is possible but uncommon due to risk of handling and additional

cost to vendors.

Export Formalities CRSA representative handles customs clearance for all CFS cargo, the vendor must supply the original invoice and packing list before cargo loading. After vessel departure, the FCR with the customs documentation from the Customs House will be issued to the vendor to apply for a commercial form B & CO permit. The vendor must settle their quota charge before getting approval.

Export Formalities

Vendors need to comply with the customs regulation, subject to the local customs requirements. LCL cargo handling – new customs regulations prohibit any customs clearance applications without a valid container number. All cargo therefore must be loaded into the consolidation container prior to the PCF/GATE customs clearance process. The process can take 3 to 4 days to complete. For CY/CY FACTORY LOAD shipments, vendors should arrange their own customs entry if they wish to perform their own customs clearance. For CFS/CY consolidation shipment, this customs clearance must be performed by CRSA nominated customs broker at each origin. An additional fee (subject to CFS facilities) for the Commodity Inspection Certificate Fee, required by China customs, will be applied for specific commodities. Receiving of LCL GOH at one of our designated CFS facilities for nose loading into a weekly consolidation container.

Quota cargo requires an export licence, which must be obtained by the exporter from the Ministry of International Trade and Industry before clearing customs

Export Formalities

Prior to cargo delivery, the vendor must obtain a "Form E" from the negotiating bank for authorization to export the cargo. The "Form E" is a Foreign Exchange Control document. At time of application, the vendor must furnish all shipping details along with a copy of the L/C. The purpose of this form is to prevent vendors from cheating on the foreign exchange by requesting partial payment in another foreign country. A shipping bill (now known as PAKISTAN GOODS DECLARATION), must be prepared by the vendor (or their Customs broker). After customs clearance, customs will endorse the carrier's copy of the shipping bill authorizing the cargo to be loaded. All cargo must clear customs prior to loading. The required documents are:

• copy of exporter’s commercial invoice • copy of packing list • Form E • shipping bill

Following vessel departure, customs verify the information on the carrier's container manifests against the fourth copy of the original shipping bill, which can then be endorsed and released to the vendors. The textile visa is no longer required.

Other Remarks

Ocean B/L Surrendering [Pakistan Government Requirement]

All shipments ex Karachi will require the issuance of an Ocean Bill of Lading (OBL), consigned to CRSA Global Logistics in addition to the CRSA Global Logistics FCR. This will require an assessment of an OBL charge to all vendors. However, the OBL’s will not be given to the vendor as CRSA Global Logistics is obligated under government direction to only surrender the OBL directly to the ocean carrier in Canada before release of goods. As usual, the CRSA Global Logistics FCR can be surrendered at origin or destination Canada. Both an original OBL and FCR must be surrendered to effect release of any shipment in Canada.

Export Formalities

Prior to cargo delivery, the vendor must apply to the consolidator for an endorsed shipping note, which is presented to both the customs and port authority. Prior to container stuffing, the vendor must pay all applicable customs duties and wharfage charges. Customs examine all cargo and are present to supervise the container loading operations. Upon completion of loading, the customs official endorses the export documents. All textile visas are issued by the Ministry of Textile Industries, except for shipments originating in the Free Trade Zone, where Board of Investment is authorized to issue the visa. All The vendor's customs broker clears customs through EDI to Taiwan Customs Authority who then respond back the status of C1, C2 or C3 for the customs broker's further action.

C1 - Shipment released by Customs Authority immediately after they verify EDI data C2 - Shipment released against shipping documents, such as commercial invoice, packing list,

Export Formalities

Prior to container loading, the vendor must obtain customs clearance. In addition to the vessel and container number details, the vendor must present to customs:

• an export permit issued by the Department of Foreign Trade, Ministry of Commerce • customs export declaration form • export control #61 issued by Bank of Thailand • manufacturer's commercial invoice • packing list

Upon presentation of the above documents, customs will release to the vendor:

• customs container declaration form • customs endorsed copy of customs declaration form which must be submitted to the

consolidator when picking up the original FCR, who in turn, gives it to the ocean carrier in exchange for the OB/L

Copies of all of the above documents are required by the bank along with the other documents specified in the L/C. The textile visa application is made to the Foreign Trade Dept. after the cargo has been delivered and usually takes 4 working days to complete. The required documents for application are:

• non-negotiable certified true copy of FCR • copy of Commercial invoice • Visa form which is sold by Dept. of Foreign Trade, M.O.C. • The whole process averages 7 - 10 days following vessel departure.

Service Information

Export Formalities In order to be able to conduct export business, the vendor should register export license from the Import-Export Department. Time is depended on the particular kinds of export cargo. Prior to vessel departure, the vendor must apply online to customs system to obtain a customs registered number before applying required documents for export. For some particular kinds of export cargo, exporters are obliged to obtain an export license for every shipment from the Import-Export Department who will issue an acceptance letter within specific time based on each kinds of export cargo. This letter is then presented to Customs who will issue a customs declaration. Upon loading the cargo for shipping, Customs examines documents & the cargo (if required) and signs off the declaration. After vessel departure, CRSA will issue the FCR against the inspection certificate (FCR's can be issued in Ho Chi Minh on shipments from Haiphong), and along with the relevant documents, is presented to the Chamber of Commerce to obtain the certificate of origin. This usually takes 2 - 4 days. As a matter of interest, some kind of finished products being exported from Vietnam must exit through the same port as the raw materials were imported.
