TheWestern Saddle ClubsAssociation Inc., (WSCA) wasofficiallyorganized in1955. Four (4)yearsearlier,whenthenewColiseumopened,theMinnesotaStateFairhorseshow had included Games and Drills and Square Dancecompetitionforthefirsttime.SaddleClubsenthusiasticallysupportedthenewprogram.Fairmanagement,astonishedby the response, began working with Saddle Clubs topresentonly thebest-qualified riders. At thesame time,theSaddleClubs recognizedaneed for uniform rules atopenshowsintheUpperMidwest.Themissionstatementoftheneworganizationwastopromote"thewestern-typehorse"aswellastofulfilltheneedsmentionedabove.

From an original roll call of twenty-one (21) clubs, thedelegate controlled WSCA has grown to include morethan two hundred fifty (250) clubs with well over fifteenthousand(15,000)individualmemberships.

Fromthefirstmeeting,WSCApromotedtrailriding.Supportfor4-Handotheryouthprogramshasbeenaconstantpartof theorganization. In1977,ascholarshipprogramwasadded. Affordability and family involvement was in theforefrontin1955;thoseidealsremainintacttoday.

In1959, theChampionshipHorseShowwasborn. Fromfourteen(14)classesonaSundayafternooninanoutdoorarena,theshowhasgrowntoseventy(70)classesinfourandahalf (4-1/2)daysat theColiseum.Entries in2006numberedmorethanfourthousand(4,000).

The first rulebook was published in 1958 under thedirection of the Rules and Regulations Committee. Nowasthen,therules,alongwiththegoalsanddirectionoftheorganization,aredeterminedbythegeneraldelegation.

WSCA MISSION STATEMENT

To provide a safe and enjoyable experience to all participantsof equestrian activities, to promote good horsemanship andsportsmanshipskillsandpractices,toenrichmembers’experienceswiththeirhorsesandalsotopromotetheuseofhorsesforpersonalandfamilyenjoymentandcompetition.

SCHOLARSHIP PROGRAM

The Western Saddle Clubs Association (WSCA) administers anannual scholarship program that was initiated in 1977 in honor ofLouie Klugman, a well-known Minnesota horseman and supporterofnumeroushorse-relatedactivities.Theprogramencouragesandprovides financial support for the continuing education of WSCAmembersbeyondhighschool. It isamerit-basedscholarshipwithapplicantsevaluatedonscholarship,activities,andanessayrelatingeducationalandprofessionalgoalsandhowthescholarshipwouldbeused.Alltypesofeducationalgoalsareacceptable.Thefundscanbeusedatfour(4)yearcolleges,communitycollegesandvocationalschools.AWSCAscholarshipapplicantmustbeamemberingoodstandingofaWSCAsaddleclub.Applicationformsareavailableinthe WSCA SPOTLIGHT and on the WSCA website (www.wsca.org)eachyear.

ROYALTY CONTEST

Eachclubmayenterone(1)queencandidatetorepresenttheclub.Thesaddleclubqueenmusthaveashoulderbannerandacrown.Theirqueenmustbeeighteen(18)yearsofageorolderbyJanuary1stofthecurrentyearandmustbeamemberingoodstandingofaWSCAclub.Acolorpictureoftheirsaddleclubqueenisamustfortheprogram.

No person shall be eligible to compete in the contest if she haspreviouslyheldthetitleofMs.WSCA.

An application for the Royalty contest will be published in theSPOTLIGHTplusitisavailableontheWSCAwebsite.AcopyoftheapplicationcanbeorderedbymailfromtheWSCASecretaryorfromtheRoyaltyCommitteeChairperson.

ELIGIBILITY FOR WSCA CHAMPIONSHIP SHOWContestants must be members in good standing of a WSCA

Inc.membersaddleclub.HorseandridertogethermusthaveplacedfirstorsecondunderaWSCAjudgeintheirclassduringthecurrentqualifyingperiod (qualifyingperiodbegins thirteen(13) days prior to Labor Day and ends fourteen (14) daysprior to Labor Day the next year) while being a member of aWSCAmember club. Thewinsmust havebeen froma classthatfollowedWSCArulesandmusthavebeenwonatanopenshow.Showsadvertisedas"fundays,""funshows,"etc.closedsaddleclubshowsorshowopentoalimitednumberorhorsesorcontestantsarenoteligibleeventhoughtheyhaveaWSCAjudge.InteamclassessuchasRescueRace,RibbonRace,etc.both members of the team as well as the horses must havequalifiedasateam.RegardlessofwhatagegroupridersqualifyinattheWSCAshows,theymustrideintheirproperagegroupattheChampionshipShow.

WSCA APPROVED SHOWWSCA Inc.doesNOTapproveshows. WSCAapproves judges

and the rules in the WSCA Rulebook. How the show is runand what rules are followed is up to the show committeeof the sponsoring organization. For classes in a show toqualify for the saddle clubevents at theMinnesotaState Fairand the WSCA Championship Show, they must be judgedby a WSCA approved judge, (that is, a judge on the WSCAapproved judges list) and the class must follow WSCA rules.Showsmayhaveclassesother than those listed in theWSCARulebook, or may modify or change the classes if they wish.WinsfromtheseclasseswouldNOTbequalifyingwins,however,classes in the same show that did followWSCA rules wouldqualify,infairnesstoexhibitors,theymustbenotifiedbeforetheclassifitisnotgoingtobeaqualifyingclassanditshouldbestatedontheshowbill.

RECOMMENDATIONS FORSHOW COMMITTEES

1.Individualscontactingjudgesinregardtoservingasjudgefortheirhorseshowshouldanswerthejudge'sletterwitheitheraletterofacceptanceornonacceptance.Judgeswouldliketokeeptheirjudgingcalendarinorderanditisverydifficulttodoiftheyarenotnotifiedone(1)wayortheother.Judgeswhencontactedshouldanswertheinquirylettersoshowcommitteescancontactotherjudgesifhe/sheisunavailable.

2.Itisrecommendedthatshowcommitteessettheirorderofclassesso thatperformanceclassessuchaspleasure, reining,etc.,areintheearlypartoftheshowbeforethetimedevents.Exhibitorsdesireitso.Thejudgeshouldreceiveacopyoftheshowbillpriortotheshow.

3.Allponyclasses:Showprogramsshouldspecifythesizeofponyand age of rider. Show committees should have someone inchargeofmeasuringtheponiesbeforetheirclass.

4.Showbillsshouldinclude:a) Date, time, name of judge, place of show with complete

directionsormaponhowtogettotheshowgrounds.b)Alistofclassesinorder,completewithagegroupbreakdowns,

payoffpercentages,etc.c)Ifhunter,jumperclassesareoffered,heightofjumpsshould

beontheshowbill.

5.Showcommitteesmustprovideasafeenvironmentforcontestantsandspectatorsincludingsafetyrecommendedequipment.

6.Thereshouldbeprovisionsforrunningwaterorwaterforhorsesonthegrounds.Ifnowaterisavailable,itshouldbenotedintheshowbill.Thereshouldbecleanrestroomfacilities.

7.Highpointrulesareatthediscretionoftheshowcommittee.Infairness to exhibitors, they should be announced or put on theshowbill. Ifashowhasclasses thatarenon-qualifying for theChampionshipshow,itmustbeontheshowbillandannouncedattheshow.

8.It isup to thediscretionof theshowcommittee to regulate thenumber of horses ridden by the same rider in the events notpresentlycoveredintheWSCARulebook.

9.It is the responsibility of the contestant to see that he/she isenteredinhis/herproperclasseswithrespecttoagegroup,useofhorse,etc.

Any and all judges who are currently approved by the WSCA areexpectedtoexhibitexemplarybehavior,particularlyatthoseshowsfollowingWSCArulesandbeingjudgedbyanApprovedWSCAJudge;butalsoatWSCAfunctionssuchas,butnotlimitedto,banquetsandmeetings.ThisapplieswhethertheindividualisactingincapacityofJudge,exhibitorand/orspectatorormerelypasser-by. ComplaintsagainstaJudgeintheseinstancesshallbeprocessedasanyothercomplaintagainstaJudge.

The Judge is subject to continual committee review; and suchdesignation, "Approved Judge", is revocable by the Judges'Committeewithwrittennoticeandaformalhearing;subjectonlytoultimatereviewbytheWSCABoardofDirectors.

GENERAL RULES

1.Inordertoaskforaruleaddition,deletionorchange,requestformsand procedures from the Rulebook Committee. The RulebookCommitteewill answerquestionspertaining to the rulebookandkeeparecordofquestionsthatarisebetweenrulebookrevisionsand help clarify them in the next printing. Except for safetypurposes, revisions will not take effect until the next printing oftherulebook.

2.CompetitorsatWSCAeventsduringtheMinnesotaStateFairmustcomplywithrulesestablishedbytheMinnesotaStateFair.Aridermayridefordifferentclubsindifferenteventsifhe/sheisamemberasofMay31ofthatyear.

3.Allstallions,regardlessofage,tobeshownorriddenbyaSenioronly(eighteen(18)andover)andtobecontrolled.Youth(seventeen(17)andunder)mayshowcoltslessthanone(1)yearofage.SeealsoAdditionalHorseTerms.

4.Participantsinallclassesandeventsaretobeattiredingenerallyaccepted western apparel, English apparel in English classes.Gamesarewesternevents.Hatsorhelmetsrequiredinallevents,games included, with the exception of classes where two (2)personsrideone(1)horseatone(1)time.Note:Refertospecificclassrule.

5.Intimedevents,contestantmustentertheringwearingahatorhelmet. A penalty of one (1) second shall be assessed againstanentryiftheriderloseshis/herhatorhelmetanditfallstotheground.Penaltytobeenforcedfromthetimethecontestantenterstheringtillthetimehe/sheleavesthering.Intheeventthatallhorsesareintheringawaitingtheirturntorun,therulewillapplytothecontestantmakinghis/herrun.

6.Nore-ridespermittedduetobreakage/failureofequipmentorafallofhorseand/orrideroncethecontestanthasenteredthecourse.In judged events (i.e. pleasure, horsemanship, reining, etc.) theeventhasbegunwhenthejudgebeginsjudgingandiscompletewhenthejudgehasturnedintheplacing. Ingameclasses,thecourse isdefinedas fromthe time the timerstarts runningandcontinuesuntilthetimestops.1.)InSpeedandAction,thecoursehasendedafterthetimeintheboxiscompletedattheendoftherun.2.) InEggandSpoonthecoursebeginswhenthejudgingbeginsandendswhenawinnerisdeclared.

7.Two(2)handedridepermittedintimedevents.Nowhips,quirtsorfacsimileinwesternorgameclasses.Onlywideflatleatherbats(pictureonpage20)areallowedoncontestant,horse,andsaddleorintheclass.Battobeusedbehindthecinchonly.Batsaretobeheldsothewidepartisusedonthehorse.Spurspermissibleifusedbehindthecinch,nottobeusedinexcess.Contestantmayhitthehorsewithhandbehindthecinch.Tobeenforcedfromthetimethecontestantenterstheringtillhe/sheleavesthering.Intheeventthatallhorsesareintheringawaitingtheirturntorun,therulewillapplytothecontestantmakinghis/herrun.

8.Excessiveuseofwhips,bats,spursorabuseofhorseorponywillbecausefordismissalordisqualificationfromclass.

9.Electrictimerpreferredinalltimedevents,however,backupstopwatchmust beusedafter three (3)malfunctions of the electrictimer, and should be read by two (2) people. If timer fails,contestanthastheoptiontoreceivearerunorbackupstopwatchtimeifavailable.Thechoicetobemadebytheriderbeforethetimeisannounced.Iftimerisnotavailable,two(2)stopwatchesto be used. (One (1) watch to be used as a back-up). If stopwatchesareused,watchshouldnotbeoperatedbythejudge.

10.Intheeventoftiesinatimedevent,thetieistoberunoffbetweentheridersinvolved.Besttimeoftheruntoplaceinorder.Ineventof tie thehorsedeclared thewinner in the runoffmust re-runthepatternwithintwo(2)secondsofitsoriginaltimeortherunoffmustbeheldagain.OR,IFBOTHRIDERSAGREE,AFLIPOFACOINCANBEUSEDTODETERMINETHEWINNERS, INSTEADOFARUNOFF.

16.Dress Code: Western attire in all western events. Contestantmust wear western boots, western hat (see also helmet rule),dressorwesternlongorshortsleevedshirtwithcollar,westernpants or jeans. Vest, coat, sweater, belt, chaps or equitationsuit optional. Lariat and/or slicker optional. Dress code mayvary in certain classes; see specific, class rules. Dress codemay be relaxed only in the event of severe weather. (Thatdecision to be made by the judge and/or show committee.)Attire NOT allowed: sleeveless shirts; capped sleeveshirts; T-shirts (defined as an undershirt type of garmentwith no collar). Only Western equipment in Westernevents. Only Hunt Seat equipment in Hunt Seat events.Only Saddle Seat equipment in Saddle Seat events.Safety Helmets: A rider may at his/her discretion wear

NOTE:Any act of discourtesy or disobedience to the officials on the part of the owner, contestant or contestants, will disqualify the horse and rider for the remainder of the show and the owner shall forfeit his/her entry and other fees. Owner and/or rider may be liable for disqualification in saddle club events at the Minnesota State Fair and all events at the WSCA Championship Show, if deemed necessary by the WSCA Board of Directors at a review meeting. The management reserves to itself the power to remove any owner, contestant, contestants or horses from the show without being liable for compensation. WSCA has adopted the following provision for the mutual benefit of members and with the intention of reducing the WSCA's litigation expenses, which expenses would ultimately be borne by members and non-members participating in WSCA activities. Every member by joining a WSCA Club, or non-member, participating in WSCA events, does thereby agree if unsuccessful in an attempt to overturn WSCA's decisions, action, rules or regulations, to reimburse WSCA for its reasonable attorney's fees, court costs and other expenses in defense of such suit.

Horsemanship: Western

Riderswillbejudgedonseat,hands,legs,abilitytocontrolandshowhorse. Results as shown by performance of horse are NOT to beconsidered more important than the method used by the rider inobtainingthem.

Class Routine:Allhorsesaretobejudgedatajogorpleasuregait,walkandlope.

Theyshallbeworkedbothwaysoftheringandshallalwaysbeonthecorrectlead.Thereverseistobeexecutedawayfromtherail.Theyarerequiredtoback.AttheoptionoftheJudgeapatternmaybeusedatanytimewhiletheclassisinprogress.

Basic Position:Ridershouldsitinthesaddlewithlegshangingstraighttoslightly

forwardinthestirrups.Thestirrupsshouldbejustshortenoughtoallowtheheelstobelowerthanthetoes.Bodyshouldalwaysappearcomfortable,relaxedandflexible.

Position in motion:Ridershouldsittothejogorpleasuregaitandshouldnotpost.At

thelope,he/sheshouldbeclosetothesaddle.Allmovementsofthe horse should be governed by the use of imperceptible aids.Exaggeratedshiftingoftherider'sweightisnotdesirable.

Hands:Bothhandsandarmsshallbeheldinarelaxedeasymannerwith

theupperarmstobeinastraightlinewiththebody.Thearmusedinreiningshallbebentattheelbow.Freehandshallbepartiallyclosedandrelaxed.Reinsaretobecarriedimmediatelyaboveorslightlyinfrontofthesaddlehorn.Onlyone(1)handistobeusedfor reining (unless bosal or snaffle is appropriately used). Reinhandmaynotbechanged.

Mounting:a.Thehorseistobecontrolledbyatakeupofthereinsintheleft

hand.Reinsaretobeadjustedevenlywithenoughtensionsothattheridercanfeelthebit.Thehorseistobeheldsteady.Endsofthereinshangonthenearsidewhiletheriderismounting.

b.The rider shall check the cinch to be sure that the saddle issecure.Theridershallthenplacetheleftfootintothestirrup.Grasping the horn or pommel with the right hand, the riderspringsofftherightfoot,stayingclosetothehorse.Theridershallsettleinthesaddle.

c.Theridershallsliptherightfootintotheoffstirrupandassumethebasicridingposition.

d.The ends of split reins shall hang on the side of the reininghand.

Dismounting:Reversing theaboveposition, the riderstepsdownand face the

horse'shead.Appointments:Clothingshallbeclean,workmanlike,andneat.(Seedresscode

Bareback Western Horsemanship

To be judged as a western horsemanship class. Equipment notallowed:barebackpadswithorwithoutstirrups.

A snaffle bit is defined as a smooth mouthed bit with a brokenmouthpiece(conventionalo-ring,egg-butt,ord-ring)andtheringnolargerthanfour inches(4"). One inch(1") infromthecheekmustbe aminimum three-eighth inch (3/8") in diameterwith a gradualdecreasetothecenterofthesnaffle.Ifanoptionallooseleatherornyloncurbstrapisused,thereinsaretobeattachedaboveit.

JUMPING DIVISIONWorking Hunter, Hunter Hack, Jumping

General:Arrangementofthejumpcoursewillbeatthediscretionoftheshowcommittee,keepinginmindtheabilitiesofthecontestants.Itisstronglyrecommendedthatshowcommitteesputtingajumpingdivision in their show contact someone knowledgeable in settingupa courseby contacting theUnitedStatesEquestrian Federation(USEF) and asking for assistance. If a description of the course,includingheightoffences,isnotpublishedintheshowbill,itshouldbepostedatleastone(1)hourbeforethescheduledtimeoftheclass.Wheneverpossible,aschoolingareashouldbeprovidedwithatleastone(1)practicejump.

Injumpingclassesnohorsemayenterthearenauntilthecourseandjudgesareready.However,ridersmaybepermittedtoinspectcourseonfootpriortothecommencementoftheclassatthediscretionoftheshowcommittee.

Working Hunter

A hunter course shall be any course which management deems afair test of a hunter, but judges are responsible for correctness ofeachcourseafterithasbeenset,andshallcalltheshowcommittee'sattention to any errors that would tend to result in unfair orinappropriatecourses.

Course or arena management:a)Minimumoffour(4)obstacles;horsesaretomakeaminimum

ofeight(8)jumpsandaminimumofone(1)changeofdirectionisrecommended.

b)Typesofobstacleswhichmaybeused: 1)Fences shall simulate obstacles found in the hunting

field–suchaspostandrail,brush,stonewall,chickencoop,Aiken,hedge,etc.Apoleoverbrushandjumpssuchastriplebarandhogbacksarepermitted.

2)Thetopelementofallfencesmustbesecurelyplacedsothataslightrubwillnotcauseaknockdown.

3)Obstaclesshouldbelocatedforty-eightfeet(48'),sixtyfeet(60')orseventy-twofeet(72')apartifroompermits(exception–combinations).

4)Heightofobstaclesmustbeaminimumoftwofeetsixinches(2'-6")unlessringconditions(suchasmuddyor slippery footing) dictate lower heights for safetyreasons.

5)The use of wings on obstacles in hunter classes isrecommended.

Scoring:a)To be judged on performance and manners, with preference

shown to the horses covering the course with free flowingstridesandwhich jump the fences from thesestrideswithoutinterruptingtherhythm.(Amonghorsesmaintainingthisrhythm,preference should be given to those which meet the fencessquarelyandnotatanangle,and to jumpingat thecenterofeachfence.) Uponcompletionofentireclassoverfences, thefinalistswill jog,dismounted,pastthejudgesforsoundnessinorderofperformance.Finalstoincludeatleastnine(9)horses,ifavailable.

Trailer Race –Timedevent

(ThefollowingruleswillprevailattheMinnesotaStateFair.)

Eachclubwillbelimitedtoone(1)team.Thetrailereithersingleordouble,carryingahorsewearingonlyaconventionalhorsehalter.Nocowhalter,no ropes, leatherstraps,orotherequipment thatcouldbeputaroundthehorse'sneck,allowed.Trailertobebroughttothecenteroftheringbehindanautomobile,pickuporstationwagon.Thetrailersmusthavedropgatesorhingegateswhichwilloperateonlyfromtherearofthetrailerwithproperfasteningsfornormalloweringor rising of tailgate. (No pulleys or automatic opening devicesallowed.) Double trailers should have a rigid divider, Conventionalhorsetrailersuitableforhighwayuse.

Contestant must go back of trailer to unfasten gate. The back oftraileristofaceagivenline.Asaddle,asaddleblanket(notfastenedtosaddle),andabridlearetobeplacedinfrontofthevehicle.Horsemustfacetowardfrontoftrailerbeforeraceandafterrace.Anyhorseturningaroundintrailerandfacingwrongwaybeforetimerecordedwillbedisqualified.Atthestart,theriderandassistantshallstandbesideabarrelplaced in frontof theirautomobile. 3.1 Small Drill: A small drill team must have ten (10) tofourteen (14) horses to perform at the Minnesota StateFair. One (1) of the horses must be flag bearing. Theflag bearing horse is not required to participate in themaneuvers.

5.0 Judgesaretoinspecttheteamsastheyareinaline-upoutside before the dance or drill is to be shown. Afterhe/she has inspected each team, he/she will go to thejudgingboxtoviewtheteam'sdanceordrillperformance.The judge is not to converse with anyone and is to bealoneatalltimeswiththeexceptionofscribe.Thejudgeshall choose a scribe at his/her discretion. Each judgewill give their completed score cards to the ringmasteraftereach teamhascompleted theirperformance. Theringmaster will give the score cards to the State FairSecretarytototalpoints.Scoreswillbepostedonlyafterallteamshaveperformed.

6.0 Amaximumof ten (10)minuteswillbeallowed fordrillteams, six (6)minutes for smalldrill teamsandfive (5)minutes for square dance teams. The drill team shallperformaminimumofeight(8)minutesandasmalldrillteam shall perform for a minimum of four (4) minutes.Thereshallbenominimumtimeforsquaredanceteams.Timeofthedrillstartsfromthelasthorseintothefirsthorseout.Thecallershallstartandstopthesquaredance.Penaltyforovertimewillbefive(5)pointsforeachminuteorfractionthereof.Penaltyfordrillteamsperforminglessthaneight (8)minutesandsmalldrill teamsperforminglessthanfour(4)minuteswillbefive(5)pointsforeachminuteor fraction thereof. (Timekeeperwillkeep timebutteamwillcontinueuntildrillordanceiscomplete.).

7.0 Judge #1 to begin judging horsemanship as first horseentersarena,toendaslasthorseexitsarena.

8.0 Penaltieswillbeassessedifthefollowingsituationsoccur,butthedrill/dancedoesnotstopandareassemblyisnotrequired.

9.0 One(1)reridewillbeallowed.Reridetobedefinedastheneedtoleavearena,reassembleandstartatthebeginningofdrillordance.HorseShowChairman/Ringmasterwilldecidewhentheteamwillre-dothedrill/dance.Secondridetobedoneduringthesameshow.Thestopwatch/timertoberesettozero(0).Thepenaltyforarerideshallbethirty(30)points.

9.1 A team will be allowed to interrupt/stoptheir performance, regroup and continue anunlimitednumberof times. Thestopwatch/timerdoesnotresettozero(0).Thepenaltyforastop,regroupandcontinuationwillbeten(10) points per occurrence. Other penaltiesmayalsoapply.

9.2 Intheeventofaninjurytoahorseorrider,asubstitutionmaybeallowed.Thissubstitutionis considered a regroup and continuation iftherestoftheteamremainsinthearenaanddoesnotstartoveratthebeginnigofthedrillordance.

BY-LAWS OFWESTERN SADDLE CLUBS ASSOCIATION, INC.

ARTICLE 1OFFICES

1.1 Offices. Theprincipal officeof the corporation shall belocatedata locationdesignated fromtime to timeby theBoardofDirectors. The corporationmayhave offices at such other places,either within or without the State of Minnesota, as the Board ofDirectorsmayfromtimetotimedesignate.

ARTICLE 2MEMBERS

2.1 Membership.MembershipinthecorporationisavailabletoanyWesterntypehorseclub(a)whichhasaminimummembershipoftwelve(12)individualmemberswhopaydues;and(b)whichhasaslateofofficersconsistingofaPresident,VicePresident,SecretaryandTreasurer.Anysuchclubmayapplyformembershipbycompletingan"ApplicationforMembership"andanyotherreasonablerequirementssetforthbythememberdelegates.

2.2 Transferability. A member may not voluntarily orinvoluntarilytransferitsmembershiporanyrightarisingtherefrom.

2.3 MemberDelegates.Eachmemberclubshallbeentitledtotwo(2)memberdelegates.Memberdelegatesortheiralternatesshallhavevotingpoweronbehalfofeachmemberclubresultingintwo(2)votespermembercluborone(1)votepermemberdelegate.Delegatesortheiralternatescanvoteonbehalfofone(1)memberclubonly.Proxyvotesshallnotbepermitted.

2.4 Dues.EachmemberclubshallpayduesintheamountsetforthfromtimetotimebytheBoardofDirectors,subjecttoapprovalby a majority of the voting member delegates present at any dulycalledmembershipmeeting.

2.5 ScheduledMeetings.TheannualmeetingofthemembersshallbeheldforthepurposeofelectionofaBoardofDirectors,electionofofficersandthetransactionofanyotherbusinessproperlycomingbeforeit.ItshallbeheldinOctoberofeachyearataplacedesignatedbytheBoardofDirectors.Specialmeetingsofthemembersmaybecalledatanytimebyrequestofnotlessthanonethird(1/3)oftheDirectorsorfifteen(15)percentofthememberdelegates.

2.6 Notice of Meetings. The Executive Secretary shall giveeachmemberdelegatewrittennoticeofthetimeandplaceofeachmeetingofmembers,exceptspecialmeetings,atleastforty(40)dayspriortothedatethereof.NoticeofaspecialmeetingshallbegivenbytheExecutiveSecretaryatleastten(10)dayspriortothedatethereofbywrittennotice.

2.7 Quorum. Fifteen (15)percentof thememberdelegatesshallconstituteaquorumforthetransactionofbusiness.

ARTICLE 3BOARD OF DIRECTORS

3.1 General Powers. The business, property, and affairs ofthecorporationshallbemanagedbyaBoardofDirectors.TheBoardshallhaveallpowersthatmaybeexercisedbythecorporationsubjecttothewillofthemembership.

3.2 Nominations.CandidatesfortheBoardofDirectorsshallbe nominated by a Nominating Committee consisting of two (2)directorsandthree(3)memberdelegateswhoarenotdirectors,allofwhichareappointedbythePresident.Alistofindividualsnominatedby the Nominating Committee shall be sent to all voting memberdelegates at least forty (40) days prior to the date of the meetingatwhichtheBoardofDirectorsshallbeelected.Nominationsshallbealsoaccepted from thefloor at suchmembershipmeeting. AnindividualshallnotbenominatedasacandidateforDirectorunless(a)such individualhasbeenamemberdelegate to thecorporationduringtheprecedingten(10)yearperiod, isamemberdelegateatthetimeofnominationorbeaDirectoratthetimeofnomination;and(b)suchindividualisamemberingoodstandingofamemberclubingoodstandingwiththiscorporation.

3.3 Number, Term and Qualification. The corporation shallhaveeleven(11)Directors.Directorsshallbeelectedattheannualmeetingof themembers fora termof three (3)yearsoruntil theirsuccessorsareelectedandshall qualify. ThenumberofDirectorselectedeachyearshallbeasequalaspossible. NoDirectorshallbeelectedtomorethantwo(2)consecutiveterms.Nomemberclubshallhavemorethantwo(2)ofitsindividualmembersasDirectors.

3.4 Resignation. Any Director may resign at any time bygiving written notice to the Executive Secretary. Such resignationshalltakeeffectatthetimespecifiedtherein.

3.5 Removal.ADirectorofthecorporationmayberemovedby vote of two-thirds (2/3) of the member delegates present at aspecialmeetingofthememberdelegatescalledforthatpurposeoratanyothermeetingof thememberdelegatesheld inaccordancewiththeseBy-Laws.

3.6 Schedule of Meetings. There shall be such regularmeetings of the Board of Directors as may from time to time bescheduled by a majority of the whole Board of Directors. SpecialmeetingsoftheBoardofDirectorsmaybecalledatanytimebytheExecutiveSecretaryofthecorporation,uponwrittenrequestbythePresidentornotlessthanone-third(1/3)oftheDirectors.

3.7 Notice of Meeting. The Executive Secretary shall giveto each Director by mail, email or in person, written notice of thetimeandplaceofeachregularmeetingat leastten(10)dayspriorto the date thereof. Notice of any special meeting shall be givenby the Executive Secretary at least ten (10) days prior to the datethereofbywrittennoticetoeachDirectorbymail,emailorinperson.However, a meeting may be held without waiver of notice from orgivingnoticetoanyDirectorwhilehe/sheisthearmedforcesoftheUnitedStates.Noticeineachcaseshallspecifythetimeandplaceof themeeting,and, in thecaseofaspecialmeeting, thepurposeorpurposesthereof.AnyDirectormaywaivenoticeofanymeeting.TheattendanceofaDirectoratameetingshallconstituteawaiverof

3.8 PlaceofMeeting.MeetingsoftheDirectorsshallbeheldatsuchplaceasmaybedesignatedbytheBoardofDirectors.

3.9 Consent to Meetings. The transactions taken at anymeetingshowever calledandnoticedandwhereverandwheneverheld, shall be as valid as though taken at a meeting duly held inaccordancewiththeotherprovisionsoftheseBy-Laws.Ifaquorumbe present, and if, either before or after the meeting, each of theDirectorsnotpresentthereatshallgiveawaiverofnoticeasprovideinSection11.2.Allsuchwaiversofnoticeshallbemadeapartoftheminutesofsaidmeeting.

3.10 Quorum. A majority of the Board of Directors shallconstituteaquorumforthetransactionofbusiness.

3.11 Compensation.NoDirectorshallreceiveanycompensationforhisservicesasaDirectorunlesssuchcompensationisauthorizedbyresolutionoftheBoardofDirectorsandbythememberdelegates.NothinghereincontainedshallbeconstruedtopreludeanyDirectorfrom serving the corporation in any other capacity and receivingcompensationtherefore.

3.12 Other Meetings. Action may be taken at Director'smeetingsconductedbyconferencetelephoneorothercommunicationsequipment by which the Directors may simultaneously hear oneanother.

3.13 Lifetime Honorary Membership. The corporation maybestow upon an individual a lifetime honorary membership to theBoardofDirectors.Holdersoflifetimehonorarymembershipsshallserve in an advisory capacity only, unless elected to the Board ofDirectors.Nomorethanfive(5)lifetimehonorarymembershipsshallbeinexistenceatanyone(1)time.

Theindividualmayserveasalifetimehonorarymembershipaswellas on the actual Board of Directors. An honorary member of theBoardofDirectorsshallnotbeconsideredamemberoftheBoardofDirectorsforanypurposeotherthanassetforthinthisparagraph.

ARTICLE 4OFFICERS

4.1 Number. The officers of the corporation shall be aPresident,aVicePresident,anExecutiveSecretary,aTreasurer,andsuchotherofficersasmayfromtimetotimetoelectedbythememberdelegates.Provided,howeverthattheExecutiveSecretaryshallbeelectedbytheBoardofDirectors.Officers(otherthantheExecutiveSecretary)mustbemembersoftheBoardofDirectors.TheExecutiveSecretaryshallnotbeamemberoftheBoardofDirectors.

4.2 Election,TermofOfficeandQualification. Attheannualmeetingofthememberdelegates,thememberdelegatesshallelecttheofficers,excepttheExecutiveSecretary.Eachsuchofficershallholdofficeuntilthenextannualmeetinganduntilhis/hersuccessoris elected and has qualified, or until he/she has been removed in

4.3 President. The President shall be the chief executiveofficerofthecorporation,shallpresideatallmeetingsofthedirectorsandshallhavegeneralcontrolofthebusinessofthecorporation.He/sheshallbeex-officioamemberofallstandingcommittees.He/shemayexecuteanddeliverinthenameofthecorporationanydeeds,mortgages,bonds,contracts,orother instrumentspertainingtothebusinessof thecorporation,and ingeneralshallperformalldutiesincidenttotheOfficeofthePresident,andsuchotherdutiesasmayfromtimetotimebeprescribedbytheBoard.

4.4 VicePresident. TheVicePresident shall haveall of theauthority and responsibility of the President in the absence of thePresidentandshallhavesuchotherdutiesasmayfromtimetotimebeprescribedbytheBoard.

4.5 Executive Secretary. The Executive Secretary shall (a)keeporcausetobekeptintheminutebookproperminutesoftheproceedingsofallmeetingsoftheBoardofDirectorsandExecutiveCommittee; (b) give all required notices; (c) have custody of thecorporaterecords,exceptrecordsoftheTreasurerwhichshallbeinthecustodyoftheTreasurer;(d)notifymembersofduesowedtothecorporation;and(e)performsuchotherdutiesasmaybeassignedtohim/herbytheBoardofDirectors.

4.6 Treasurer.TheTreasurershallhavechargeandcustodyofallfundsofthecorporation.He/sheshallkeeporcausetobekeptanaccurateaccountofallreceiptsanddisbursementsandshallrenderaccountstothecorporation.He/sheshalldepositallmoniesinthenameofthecorporationinsuchbanksordepositoriesastheDirectorsshalldesignate.He/sheshallhavethepowertoendorsefordepositallinstrumentsreceivedbythecorporation.He/sheshalldisbursefundsofthecorporationasdirectedbytheBoardofDirectors.He/sheshallperformsuchotherdutiesasmayfromtimetotimebeprescribedbytheBoardofDirectors.He/sheshallnotmakeanydisbursementsinexcessofthreehundreddollars($300.00)withoutpriorapprovalbytheBoardofDirectors.

4.7 RemovalandReplacementofVacancies.Anyofficermaybe removed by at least two thirds (2/3) of the member delegatespresent at a special meeting of the member delegates called forthispurposeoratanyothermeetingofthememberdelegatesheldinaccordancewith theseBy-Laws. Suchremovalshallbewithoutprejudicetothecontractrights,ifany,ofsuchofficer.Anyvacancyresultingfromsuchremovaloranyvacancyresultingfromresignationor death may be filled by the Board of Directors at any meetingthereof.

ARTICLE 5COMMITTEES

5.1 Committees. The President may, from time to time,appointsuchcommitteesasitmaydeemproper,andmayprescribethe functions and duties of such committees and the terms ofmembershipofcommitteemembers.

Only persons who are Directors ofthe corporation shall be eligible for appointment to the ExecutiveCommittee. When a member of the Executive Committee ceasestobeaDirectorof thecorporation,suchpersonautomaticallyshallceasetobeamemberoftheExecutiveCommitteeofthecorporation.ExceptforthepowertoamendtheArticlesofIncorporationandtheBy-Laws of the corporation, the Executive Committee shall haveall of the powers and authority of the Board of Directors of thecorporationinthemanagementoftheproperty,business,andaffairsofthecorporationintheintervalsbetweenmeetingsoftheBoardofDirectorssubjectalwaystothedirectionandcontroloftheBoardofDirectors.AnyactionoftheExecutiveCommitteeshallbereportedatthefirstregularmeetingoftheBoardwhichfollowstheactionoftheExecutiveCommittee.

7.1 NoSeal.Thecorporationshallhavenoseal.

ARTICLE 8EXECUTION OF CONTRACTS

8.1 Contracts. TheBoardofDirectors, except asotherwiseprovidedintheseBy-Laws,mayauthorizeanyofficerorofficers,oragentoragents,toenterintoanycontract,orexecuteanddeliveranyinstrument in thenameofandonbehalfof thecorporation. Suchauthoritymaybegeneralorconfined tospecific instances. UnlesssoauthorizedbytheBoardofDirectors,noofficer,agentoremployeeshall have any power or authority to bind the corporation by anycontractorengagement,ortopledgeitscredit,ortorenderitliablepecuniaryforanypurposeorinanyamount.

ARTICLE 9DEPOSITS

ARTICLE 10INDEMNIFICATION

10.1 Indemnification. Tothefullextentpermittedby law,thecorporationshallindemnifyandholdharmless,allofficers,Directors,employeesandagentsof thecorporation forallactsperformedbytheminanygoodfaithattempttofulfilltheirdutiestothecorporation,specifically including all costs and expenses, including attorneys'fees, incurred inanyaction,claimordemandconcerninganysuchact.Thisprovisionshallbeconstruedsoastoprovideandrequirethebroadest,mostcompleteandextensivescopeoftheindemnificationlegallypermissibleatthetimeindemnificationissoughtorprovided.

11.2 WaiverofNotice. ADirectorormembermaywaiveanynotice required tobegivenby theseBy-Laws,orby theArticlesofIncorporation, or by statute, either before or after the time statedtherein.Anysuchwaiverinwritingsignedbythepersonentitledtonoticeshallbedeemedequivalenttosuchnotice.Allwaiversshallbefiledwiththerecordsofthecorporation.

ARTICLE 12COMPENSATION

12.1 Compensation. No individual shall receive a salary orremunerationwithoutpriorapprovaloftheBoardofDirectorsandthememberdelegatesofthecorporation.

13.1 Amendments. These By-Laws may be amended orrepealed and new By-Laws adopted by the affirmative vote oftwo thirds (2/3) of the total member delegates of the corporationpresentatanymeetingofthemembers,providedthatnoticeofsuchproposedamendment,repealoradditionbeincludedinthenoticeofthemeetingheldforsuchpurposeandthatsuchnoticebegivenatleastforty(40)dayspriortothedateofthemeeting.

YOUR SADDLE AND ITS CARE:

1.If the saddle is very dirty –andthedirtcannotbewipedoffwithadryragorgoodleathercleaner,followthesedirections.First,withastiffbrush,gentlyremoveasmuchofthecakedmudanddirtaspossible,payingspecialattentiontothebackgroundstampingonallcarvedortooledportionsandincracks.Thenwashthesaddlethoroughlywithagoodgradeoflaundrysoap,lukewarmwater,andasoftbrush.Whenallgreaseanddirthasbeenremoved,rinsewithclean,lukewarmwateruntilallsoapisdissolved.Allowthesaddletodryatnormaltemperature–neverinthesunorunderintenseheat.

2.Apply Neat's Foot Oil –Useasoftclothanddonotsaturatethe leather. Only apply enough oil to coat the saddle evenly.One (1) coat should be enough if done carefully. Pay specialattentiontotheundersideoffenders, latigos,andflankcinchabilletsastheseareexposedtohorsesweatandaremorepronetorot,thanotherpartsofthesaddle.Allowthislightcoatofoiltoseepintotheporesoftheleatherforapproximatelythirty(30)minutes.

3.Apply Saddle Soap thoroughly –Useadampspongeandapplyevenlyovertheentiresaddle.Allowthistodryfortwo(2)hours–thenrubdownwithasoftcloth.Ifaglossyfinishisdesired,agoodgradeofneutralshoepolishmaybeused,followedbypolishingwithasoftragorbrush.

4. Metal Conchas –Cleanwithsilverpolishbeforeoiling. Wipeoffexcesssilverpolishandcleansaddleasoutlined.Oil,saddlesoaporshoepolishmaybewipedoffconchaswithasoftcloth.

Remember, a saddle which is subject to constant use will requiremuchmoremaintenancethanone(1)whichisriddenoccasionally.Indryclimates,attentionmustbepaidtoasaddlemorefrequentlythaninnormalormoistareas.Leatherdriesoutrapidlywhenexposedtoheatanddust.Agoodruletofollow,nomatterhowasaddleisusedorwhereitis;twiceayearclean,lightlyoilandpolishit.Thisisalsoanexcellent time tocheck latigos,cinchasandotherpointswherethewearisheavy.

If Your Saddle Gets WetNeverdryasaddleinthesunorunder intenseheat. Thistendstoremovetheoilfromtheleatherandallowsittocrack.Instead,wipethesaddleasdryaspossiblewithasoftcloth,andthenallowittodryslowly in the shade at normal temperature. When the saddleiscompletelydry,giveitathoroughapplicationofsaddlesoaporagoodleatherdressing.Alightcoatofoilon the underside of the leathers,flank cincha and billets helps putthe natural moisture back into theleather.

Makecertainthatthesaddlehangsso thatallpartsare in theirproperposition when drying. The saddleshouldbesetonarackorsawhorse,or it may be hung by the horn asshown.
