FOREWORD.

THE FOLLOWING PAGES contain the names of all persons

who have been licensed in the State of Illinois to treat humanailments without the internal or external use of drugs or the

employment of operative surgery, together with the date of licen-

sure, and, so far as can be ascertained, the school of practice fol-

lowed by the licentiate. This last information can not be regardedas authoritative since, prior to July 1, 1917, "other practitioners"

or "drugless healers" were not licensed in any particular line or

method of practice and they were privileged to follow any methodof treatment they chose so long as they did not transcend their

limitations by the employment of drugs or surgery. The particular

school of practice indicated in these pages is taken from the appli-

cation of the licentiate made prior to examination.

The examination of "other practitioners" was on an entirely

unsatisfactory basis until September, 1916, when, through a

resolution passed by the State Board of Health, the method wassubjected to radical change. By virtue of this resolution, "otherpractitioners" were subjected to the same examinations and evengiven the same questions used in the examination of physicians

except that the subject of materia medica, therapeutics, surgery andobstetrics, were omitted. In the subject of practice the druglesshealer was given the same examination questions as those givenphysicians, but was permitted to answer subject to the tenets of

his individual school and the papers were graded by men licensed

to practice that school of treatment.

With July 1, 1917, however, many important changes tookplace in the examination and licensure of the so-called "other prac-titioners." By the terms of the amended Medical Practice Act of

Illinois, the applicant designates the school of practice w'hich hechooses to follow and, in addition to the general subjects applyingto all candidates, he is examined in the tenets of the particularschool and is licensed to practice as a practitioner of that school.Thus, while in the past, the individual has been licensed merely asan "other practitioner," he is now licensed as an "osteopath," a"chiropractor," etc.

^r- The amended Medical Practice Act also materially elevates

r—the standards of these schools of practice. In times past, there wasÎlno requirement of either preliminary nor professional education.^ Under the amended law, effective July 1, 1917, applicants for

lisensure must have had a preliminary education equivalent to

jgraduation from a standard high school and must have been grad-"ûated from an approved professional school having at least a four-

r

year course. Under the law, the licentiate in these schools of

drugless healing is empowered to employ emetics for the emer-gency treatment of poisoned persons and may use the disinfectants

designated by the State Department of Public Health for the pre-

vention of communicable diseases.

These practioners are not permitted to practice obstetrics ; but

may acquire the right to attend women during normal labor bysuccessfully passing the examination, by meeting the qualifications

and being licensed as midwives.It is to be definitely understood, however, that unless "other

practitioners" are also licensed as midwives, they are not author-

ized to attend confinements nor to sign birth certificates and that such

certificates, if signed by them, will be denied recognition as legal docu-

ments.

Another important change in the examination and licensure

of "other practitioners" was brought about by the enactment of the

Civil Administrative Code or the Consolidation Act, coordinating

and readjusting the various bureaus and divisions and creating in

their place eight principal governmmental departments. Throughthe enactment of this law, the licensure of physicians and all others

practicing the treatment of human ailments—midwives, embalm-ers, nurses, pharmacists, dentists, barbers and all other trades andprofessions requiring State lisensure as a prerequisite to the right

to practice—is transferred to the State Department of Registration

and Education, with offices in the State Capitol at Springfield andof which Dr. Francis W. Shepardson is director.

In the future, all corespondence relative to examination or

licensure, either in regard to future examinations, previous regis-

tration or the enforcement of practice laws should be addressed

to the State Department of Registration and Education. The Illi-

nois State Board of Health, which formerly administered the Med-ical Practice Act, has now passed out of existence, the State

Department of Public Health succeeding it as a purely health andsanitary organization.
