Executive Director Cahill presented the Executive Director’s Weekly Updates of November 5 & 12, 2019. Ms. Cahill also shared awards recently presented to the Park District.

5.B Overview of PPD Scholarship Program

Kevin Davis presented the Board with an overview of the District’s scholarship program. (See attached PowerPoint for complete presentation.) Vice President Snowden asked if there is a maximum amount of scholarships that can be awarded. Staff stated that the RiverPlex has a capacity for a percentage of memberships that can be comprised of scholarships. If the memberships are at capacity, scholarship recipients can be put on a waiting list. Staff added that the District’s budget does include a line for scholarship awards but that staff would never turn anyone away or stop approving scholarships. Trustee Harant asked what level of poverty a person would be required to meet for a full scholarships. Staff stated that full scholarship recipients are at 125% of federal poverty level. Trustee Harant asked how many scholarships are given out in a year. Staff stated to date in 2019, 623 families have been awarded scholarships. Trustee Harant asked if the scholarship recipients find it difficult to meet the copay requirements. Staff stated that they believe it varies from family to family. Front line staff receive regular feedback that the copay is a blessing to most families because it provides them the ability to participate in activities. President Johnson thanked staff for the in-depth presentation on the scholarship program and stated that he has always been proud of the scholarship program the District offers. President Johnson asked if children would still be allowed to swim at the RiverPlex if all memberships are used. Staff stated that yes, the pool would still be accessible for open swim and swim lesson use. President Johnson stated he has been approached with concerns about the way scholarship recipients are treated throughout the District. He added that he wants to be sure scholarship recipients are treated as professionally and courteously as any other patron across the District. Staff stated that they feel very good about the way staff treats all District patrons, including scholarship

recipients. However, staff added they would always want to be made aware of any customer service concerns raised by constituents.

Staff presented the Board with the December 2019 activities calendar.

7) NEW BUSINESS

7.A Approval of 2020 Budget

Nancy Snowden MOVED TO approve the 2020 budget. Motion seconded by Joyce Harant and carried on unanimous voice vote. (Results: 5 Ayes; 0 Nays) President Johnson thanked staff for their hard work on the budget and stated that this is one of the best, most concise and easy to understand budgets he has seen in his time with the District.

7.B Approval of the 2020 Bond Budget

Joyce Harant MOVED TO approve the 2020 bond budget. Motion seconded by Mic Williams and carried on unanimous voice vote. (Results: 5 Ayes; 0 Nays)

7.C Receive and File of Five-Year Capital Improvement Plan

The Board received and filed the Five-Year Capital Improvement Plan.

7.D Adoption of Annexation Ordinance #380: Two Parcels to the Village of

Dunlap

Branden Wisenburg, Trustee for the Village of Peoria Heights, read a proclamation that stated the Village of Peoria Heights’ support of the sculpture garden in Donovan Park.

Vice President Snowden asked what happens to the sculptures if funds for the project run out after year one. Mr. Pittman stated that the sculpture pieces will be installed for one year terms. He added that the artist stipend includes installation and removal. Further, he stated that, if funds were to run out, the District would only be left with the six pedestals that had been previously installed in the park.

7.K Review of Ordinance No. 379 Amending Section 8 (Behavior) of the Conduct

Ordinance of the Pleasure Driveway and Park District of Peoria

Ordinance 379 Amending Section 8 (Behavior) of the Conduct Ordinance of the Pleasure Driveway and Park District of Peoria was presented to the Board for review. The ordinance will be presented to the Board for approval at the December 11, 2019 Board meeting. Trustee Harant stated that Illinois law precludes the District from banning the use of marijuana in parks and facilities like is done with alcohol. Staff and legal counsel stated that the Illinois statute as currently written does not permit use in public places. Staff added that the District needs to have a policy in place as of January 1, 2020 to enforce the District’s own conduct ordinance regarding cannabis use. However, staff added that the conduct ordinance will be refined as the Illinois statutes are changed and developed over time. Trustee Harant stated that the policy as presented to the Board does not say you cannot use cannabis in the parks. Staff stated that the ordinance references prohibited use in public places, which would include parks and green space. Trustee Harant asked for clarification that a public space means anywhere in the District’s parks system. Staff stated that, yes, it is interpreted to mean anywhere in the parks system.

Proposed Policy, Rules and Regulations Revision: Part II, Section I, Subsection

19.00 - Drugs and Alcohol/Fitness for Duty was presented to the Board for review. The revision will be presented to the Board for approval at the December 11, 2019 Board meeting.

Vice President Snowden stated that she was surprised with the specificity of the testing language. Staff stated that they hope this language evolves over time as the Illinois statutes are refined. Staff added, for the sake of the District’s policy manual, there will be not testing for marijuana as part of the new-hire drug test. This policy will revise the reasonable suspicion policy with administrative procedures where staff can send employees for testing and marijuana will be included in that panel. CDL positions will still be tested for marijuana.
