THE LADIES GAELIC FOOTBALL ASSOCIATIONTheLadiesGaelicFootballAssociationwasfoundedinHayesHotel,Thurles,CountyTipperaryon18July1974.Fourcounties,Offaly,Kerry,TipperaryandGalwayattendedthemeeting.However,eightcountiesnamelyCork,Kerry,Tipperary,Waterford,Galway,Roscommon,LaoisandOffalyparticipatedinthefirstofficialAllIrelandSeniorChampionshipofthatyear,whichwaswonbyTipperary.Today,LadiesGaelicFootballisplayedinallcountiesinIreland.ItisalsoplayedinAfrica,Asia,Australia,Britain,Canada,MainlandEurope,NewZealand,SouthAmericaandtheUSAonanorganisedbasis.ItisimperativeforourAssociationtomaintainandfosteroursupportivecontactwithourInternationalunits.OurAssociationinIrelandmustinfluenceandhelpLadiesFootballClubsInternationallyandsharethespiritofhomewiththosewhoareseparatedphysicallyfromtheirhomesandtointroducethosewhohavenoconnectionwithIrelandtotheenjoymentofoursportingcultureandheritage.ThestructureoftheLadiesGaelicFootballAssociationissimilartothatoftheGAAwithClubs,CountyBoards,ProvincialCouncils,CentralCouncilandAnnualCongress.TheNationalPresidentiselectedforathreeyeartermofofficeandhastheoptiontoseekre-electionforasecondconsecutivethreeyearterm.TheAssociationwasrecognisedbytheGAAin1982.Intheearlyyearsofitsfoundation,theAssociationusedtherulesintheOfficialGuideoftheGAAinconjunctionwithitsownrules.TheLadiesGaelicFootballAssociationdecidedataCentralCouncilmeetingon7thOctober1985topublishitsownOfficialGuide.ACommitteecomprisingofNationalPresidentPatQuill,Vice-PresidentPeterRiceandChairmanoftheWexfordCountyBoardKieranDunnewereselectedtocarryoutthistask.TheCommitteeforwardeditsfindingstoaSpecialCongressonthe8thMarch1986.ThefirstOfficialGuidewasratifiedonthatdate.TheAssociationorganisesNationalCompetitionsforcountiesinUnder14,Under16,Under18,Under21,Junior,IntermediateandSenior.NationalChampionshipsareorganisedforClubChampionsinJunior,Intermediate,Seniorand7-A-Side,PostPrimarySchools,ThirdLevelCollegesaswellasanannualInterprovincialCompetition.TheAssociationacknowledgesandappreciatestheGAAfortheuseofitspitchesandfacilities.TheLadiesGaelicFootballAssociationisanorganisationwhichendeavourstoreachintocommunitiesinIrelandandInternationallytopromoteLadiesGaelicFootballandtosupporttheIrishLanguageandotheraspectsofIrishculture.VoluntaryworkersandemployeesthroughoutIrelandandInternationallypromotetheidealsoftheAssociationandassistotherorganisationswithlikeideals.

NAME1. ThenameoftheAssociationshallbeTheLadiesGaelicFootball

AssociationorCumannPeilGaelnamBan.

Definitions2. “Association” or “the Association”–MeansTheLadiesGaelic

FootballAssociation “Bye-Laws”–Meansrulesadoptedbyanorganisationinorderto

regulateitsownaffairsandthebehaviourofitsmembers.(Suchrules,inthecontextoftheserules,maybeadoptedtoprovidesolutionsforlocalconditions,mattersorsituationsnototherwiseadequatelyprovidedforintherules.Bye-Laws,whenapprovedbyCentralCouncil,havethesameforceandeffectasifenactedaspartoftherules.)

“CCA”–ShallhavethemeaningassignedtoitbyandasdefinedinRule137.

“City or town”–(1)WheremorethanoneclubexistsinaCCAwhichencompasseswithinitsboundariesacityortownand(2)WheremorethanoneCCAoccupiespartorpartsofatownorcity,theCCAshallnotapply.

“Committees, Boards or Councils”-MeansCommitteesofClubs,Schools,Collegesandsub-committeesthereofaswellassub-committeesofCountyBoards,ProvincialandCentralCouncils.BoardsmeanCountyBoards.CouncilsmeanProvincialorCentralCouncils.

“Electronic Form”–Anyform/document/mailwhichiscapableofbeingtransmittedindigitalformviatheinternetortelephonesystem.

“Exceptional circumstances”–Meansanycircumstanceorcircumstancesnotgovernedbytheprovisionsoftherules.

“Ex-Presidents” –OneyearaftertheirtermofofficeasPresidentexpires “5 working days” –Means5dayswhichdonotincludeSaturdays,

SundaysandStaterecognisednationalholidays.TheruleistobesimilarlyappliedinwhateverjurisdictionthebusinessoftheAssociationisbeingconductedbutsubjecttosuchlocalvariationsinStaterecognisedholidaysasmaybeapplicable.

“Interested Parties”–MeanspersonswhoserightswithintheAssociationmaybeaffectedbyanyappealdecisionmadebyortobemadebytheCommittee,BoardorCouncilhearingtheAppealorbyanydecisionofaDisciplinaryCommittee.

“International Units”–MeansInternationalBoards

“Majority” –“Asimplemajority”shallconsistof50%+1,ofvotescastbythosepresentandentitledtovote.ThepresidingChairpersonshallhaveavoteandIntheeventofatieshallhaveacastingvote.Anexceptionariseswhereatieoccursinanelectionwhen,ifonecandidateisanoutgoingofficeholder,suchpersonshallbeelected.

“Atwo-thirdsmajority”shallconsistoftwo-thirdsofthevotescastbythosepresent,votingandentitledtovote.

“Real Property”-MeansthepropertyoftheClub,County,ProvinceorCentralCouncil,ofanimmovablenature,comprisinganyplayingpitches,groundsorbuildings,whetherofleaseholdorfreeholdtenure,withallfixturesandfittingsattachedtheretoandusedtherewith.

“Rules”–MeansTheOfficialGuideforthetimebeinginforce. “Sanction”–Meansanyfine,penalty,disqualificationorsuspension,

includingtheSinBin,orotherformoflimitationimposedonanymemberorplayingmemberoftheAssociation.

“Standing Orders”–MeanrulesadoptedbytheAssociationtogovernandcontrolprocedureandthebehaviourofitsmembersatitsmeetings.

“Team Lineouts”-TeamsshallLineoutindesignatedpositionsasfollows:

15-A-Side-Goalkeeper,3inFullBackLine,3intheHalfBackLine,2Midfielders,3intheHalfForwardLineand3intheFullForwardLine.

Aims and Objectives3. TheaimoftheAssociationshallbetofoster,promote,developand

controlLadiesGaelicFootball.4. TheAssociationshallpromoteLadiesGaelicFootballasameansfor

leadinganactiveandhealthylifestyle.5. TheAssociationshallendeavourtosupporttheadvancementoftheIrish

languageandotheraspectsofIrishculture.

6. TheAssociationshallassistinpromotingdevelopmentthroughitsClubsatLocal,CommunityandInternationallevel.

7. ItisrecommendedthattheNationalFlagbedisplayedatallmatches.General8. TheAssociationshallbedemocraticallystructuredonthebasisof: (a) Members (b) Clubs (c) CountyBoards,includingSchoolsandCollegesCommitteesand

anyotherCommitteesunderthecontroloftheCountyBoard (d) ProvincialCouncils (e) CentralCouncil (f) AnnualCongress TheCentralCouncil,basedinIreland,shallbethesupremegoverning

bodyoftheAssociationworldwide.9. TheCentralCouncilandProvincialCouncilchairpersonandvice

chairpersonshallbetitledPresidentandVice-President.10. ThePresidentofeachProvincialCouncilshallbeautomaticallyVice-

PresidentofCentralCouncil.11. IntheabsenceofthePresidentofCentralCounciltochairameeting,

itshallbechairedbythePresidentoftheProvincialCouncilinwhoseProvincethemeetingisbeingheld,oranotherVicePresident,orpersonnominatedbythemembersatthemeeting.

12. InthecaseofthedeathorpermanentincapacityoftheNationalPresident,CentralCouncilshallhavetheauthoritytoappointfromamongtheVice-Presidents,anactingPresident,whoshallperformthedutiesofthePresidencyuntilthenextAnnualCongress.

13. TheAssociationshallbeanAmateurAssociationandshallbenon-sectarianandnon-political.Itshouldco-operatewithotherorganisationswithaimssimilartoitsown.

14. OfficialcorrespondencetoProvincialandCentralCouncilsinconnectionwithCountymatters,exceptinthecaseofappeals,mustcomethroughadesignatede-mailaddressandthepersonsendingthee-mailmustenterhis/hernameattheendofthecorrespondence.AllothercorrespondencemustbesignedbytheSecretaryorauthorisedofficeroftheCountyBoard.

15. AllofficialClubcorrespondencemustcomethroughtheClubSecretary,oranauthorisedofficerandmustbesignedbysuchofficer.Wherea

designatede-mailaddressisused,thepersonsendingthee-mailmustenterhis/hernameattheendofthecorrespondence.

Allofficialcorrespondence,includingteamlists,shouldpreferablybeinIrish.Howeverforpracticalpurposes,theEnglishversionwillsuffice.

16. AnyirregularitiesintheaffairsoftheAssociationwhichoccurredwithintheprevious12monthsmaybeinvestigatedbytheClub,CountyBoard,ProvincialorCentralCouncil,ortheManagementofProvincialorCentralCouncils.

TheInvestigationCommitteeoftheCluborCountyBoardshallreporttotheCluborCountyBoard,whilsttheManagementCommitteeofProvincialorCentralCouncilshallreporttoProvincialorCentralCouncil.TherelevantBoardorCouncilshalldealwiththeoffendingpartieswherenecessary.

17. InexamininganygivensituationtheCommittee,BoardorCouncilshallusevideoevidenceatitsdiscretion.Itshallnotbeusedinrelationtotheresultofagame.Videoevidenceshallberelevant,authenticandunedited.

18. EachcompetingClub,School,College,CountyorProvinceshallberesponsiblefortheconductofitsmembersandfollowers.

19. Teammentors,officialsorplayersarenotallowedtosmokeduringthecourseofagamewhileinsidethepitchboundaries.Breachoftheruleshallresultinafineof€100.

20. TheSecretary/CEOshallhavechargeofcorrespondence,keepingofrecordsandrecordingofminutesofmeetings.Suchminutes,havingbeenproposedandadopted,shallbesignedbytheChairperson/President.TheSecretary/CEOshallsubmitanannualreportattheAnnualGeneralMeeting,CountyorProvincialConventionandAnnualCongress.

SincealldocumentationisthepropertyoftheClub,CountyBoard,ProvincialandCentralCouncil,theSecretaryshallhandovertotheincomingExecutive/ManagementCommitteeallminutesandrecordshelduponretirementattheendoftheyearoruponresignationatanytimeduringtheyear.FailuretodosomaybeinvestigatedbyaCommitteeofthenexthighestleveloftheAssociation.Deliberatefailuretodososhallinvolvesuspensionuntiltheyarefurnished.

21. TheRegistrarshallrecordmembershipandshallsubmitthelistofClubMemberstotheCounty,ProvincialandNationalRegistrars.

22. ClubsandCountiesmustappointaChildren’sOfficerwhoshouldbeamemberoftheExecutiveCommitteeandshallhavevotingrights.

Children’sOfficersshouldbeplayer-centredinfocus.Theyshouldhaveastheirprimaryaimtheestablishmentofaplayer-centredethoswithintheClubandCounty.TheChildren’sOfficeristhelinkbetweenyoungplayersandadultsintheCluborCounty.

TheChildren’sOfficerisresponsibleforensuringthattheCodeofEthicsandGoodPracticepoliciesareimplementedwithinCluborCounty.TheAssociationshallhaveadesignatedChildren’sOfficeratNationallevel.

23. AllnominationsforpositionstoCommittees,CountyBoards,ProvincialorCentralCouncilsandallmatterswhichrequireaproposalandsecondermustbemadebytwoseparatepeople.

24. Clubs,CountyBoards,ProvincialCouncilsandCentralCouncilshallelectanExecutiveorManagementCommittee.TheyshallholdofficeandconductthebusinessthereofuntiltheconclusionofthefollowingAGM,ConventionorCongress.TheExecutiveCommitteeshallbeanswerabletothefullClubmembership,fullCountyBoard,ProvincialandCentralCouncildelegates.

25. AtthetimeoftheelectionoftheExecutiveCommittee,shouldanyparticularpositionfailtobefilledthroughnominationsorthosepresentatthemeeting,nominationpapersshallbesenttotheCluborCountywithin7days,seekingcandidatesforthevacantpositionstobefilledatthenextmeeting.

26. ShouldanymemberoftheExecutiveCommitteeresign,bedeemedtohaveresigned,orhis/herpositionotherwiselapse,theremainingmembersoftheExecutiveCommitteeshallseekareplacement.TheappointmentshallbeapprovedbythefullClub,CountyBoard,ProvincialorCentralCouncil.

27. IntheabsenceoftheChairpersonorVice-ChairpersonofCluborCountyBoardorthePresidentorVice-PresidentofProvincialCounciltopresideoverameeting,thememberspresentshallchoosesomeoneinattendancetopresideforthatmeetingoruntilsuchtimeastheChairperson,Vice-Chairperson,PresidentorVice-Presidentarrivesatthemeeting.

28. ASpecialGeneralMeeting/EGMmaybesummonedbytheExecutive/ManagementCommitteeofClub,County,ProvincialorCentralCounciloratthesignedrequestof10FullMembers.Theonlybusinesstobetransactedatsuchmeetingshallbethespecialbusinessforwhichitissummoned.Atleast5daysnoticeshallbegivenofthetime,placeandspecialbusinessofthemeeting,unlessinemergencysituations,whereshorternoticeshallsuffice.

29. AnEmergencyMeetingoftheClub,CountyBoard,ProvincialorCentralCouncilmaybecalledbytheChairperson/Presidentorbyasignedrequestof10FullMembers.

30. AdecisionmadebytheClubCommittee,CountyBoard,ProvincialorCentralCouncilshallnotbealteredatasubsequentmeeting,exceptonamotionsupportedbyatwo-thirdsmajorityofthosepresent,votingandentitledtovote.

31. Clubs,CountyBoards,ProvincialandCentralCouncilsshallhavetherighttoelectsub-committees.Thedutiesofsuchsub-committeesshallbeoutlinedandtheClub,CountyBoard,ProvincialandCentralCouncilshallretaincontrolinallmatters,includingthedisposaloffundsinthehandsofsuchsub-committees.

General Finance 32. Club,SchoolandCollegeCommittees,CountyBoards,Provincialand

CentralCouncilsshallhavepowertoraisefinanceandtocontrol,administerandutilisethefundsattheirdisposalintheinterestsoftheAssociation.

33. Club,SchoolandCollegeCommittees,CountyBoards,ProvincialandCentralCouncilsshallkeeptrueandaccurateaccountsandrecordsshowingtheirfinancialaffairs.Receipts,invoicesetc.,tosupportalltransactionsshallberetainedforaperiodofatleast5years,andshallatalltimesbeopentoinspectionofthemembersoftheExecutiveCommittee.

34. AnyrealpropertyheldbyClubs,CountyBoardsandProvincialorCentralCouncilsshallnotbesold,leased,transferred,conveyed,mortgaged,orotherwisechargedordealtwithwithouttheconsentofCentralCouncil.

35. Club,SchoolandCollegeCommittees,CountyBoards,ProvincialandCentralCouncilsshallopentheirownbankaccounts.ChequesandothertransactionsontheseaccountsshallbesignedbytheTreasurerorjointTreasurerandeitherbytheAssistantTreasurer,ChairpersonorSecretary.

36. Club,SchoolandCollegeCommittees,CountyBoards,ProvincialandCentralCouncilshallberesponsibleforauthorisedexpensesoftheirofficialsandrefereesactingontheirbehalf.

37. CountyBoards,ProvincialandCentralCouncilsshallhavethepowertorequestClub,SchoolandCollegeCommittees,officials,orplayerstoproduceanybooks,documents,oranyotherevidencethatmayberequiredfromtimetotime.

38. TheTreasurershallhavechargeofallfinancialaffairsoftheClub,SchoolandCollegeCommittees,CountyBoards,ProvincialandCentralCouncilandoperatesuchaffairsasrequestedbytherelevantBoard,CommitteeorCouncil.

EmployedFinancialAdministratorsoftheAssociationshallberesponsibleforthedaytodayfinancialtransactionstotherelevantTreasurer(s)andManagementCommitteeoftheAssociation.

AFinancialReportshallbepresentedateachmeetingoftheClubandCountyBoard,ProvincialandCentralCouncilandtoeachmeetingoftheManagementCommitteeofCentralCouncil.Thereportsshallalsoshowhowfundsareinvested.

AFinancialReportsupportedbybankstatementsshallbepresentedatAnnualMeetings,ConventionsandCongressandasrequestedbythegoverningbodies.

39. TheCommittee,BoardorCouncilrepresentedbytheTreasurer/FinancialAdministratorshallfurnishabalancesheetoftheaccountsfortheyearjustended,totheClub,CountyBoard,ProvincialorCentralCouncilonorbeforetheAGM,CountyorProvincialConventionandAnnualCongresseachyear.Thesemustbesupportedbybankstatements.Failuretodososhallresultinsuspensionuntilfurnished.

IntheabsenceofaCountyBoard,theaccountsshallbeforwardedtoProvincialorCentralCouncilasappropriate.

40. Paymentofmonetarysanctionsshallbemadewithin13weeksofnotificationthereof.FailuretodosomayresultinsuspensionfromAssociationactivities.

Membership41. MembershipoftheAssociationshallbegrantedbyaClub.However

officersofCentralCouncilmayregisterwiththeNationalRegistrarandbecomeFullMembersbydoingso.Membershipshallbeopentoallregardlessoftheirage,ability,gender,race,ethnicity,religiousbeliefs,sexualityorsocial/economicstatus.

42. FullMembershipmaybegiventoallpersons,whohavereached18yearsuponpaymentoftheappropriatemembershipfeeandwhoregisterwithaClub.

43. YouthMembershipmaybegrantedbyaClubonlytopersonswhohavenotreachedtheageof18years,whopaythemembershipfee,andwhosubscribeandundertaketofurthertheaimsoftheClubandtheLadiesGaelicFootballAssociation.

44. InorderforaplayertobeeligibletoplayforaClubshemustbeaFullorYouthRegisteredMemberofthatClubinaccordancewithRules138to141.InordertoplayforaCountyteamshemustbeaFullorYouthRegisteredmemberofaClub.

45. EachacceptedFullandYouthMembershallpayamembershipfeeasdecidedbytheClub.Anysuchmemberwhohasnotpaidtheirmembershipfeebythe1stJuneshallceasetobeamemberfromthatdate.

46. HonoraryMembershipshallbeconfinedtopersonswhohavegivenexceptionalservicetotheAssociation.AnHonoraryMembershallnothavevotingrights.

47. SocialMembershipmaybegrantedtopersonswhohavereachedtheageof18years,whoundertaketofurthertheaimsandobjectivesoftheClubandtheLadiesGaelicFootballAssociation.TheyarenotentitledtovoteortotakepartintheadministrativeaffairsoftheClubortheLadiesGaelicFootballAssociation.

48. OnlyaFullMemberoftheAssociationwhohaspaidtheirMembershipFeeandwhoisnotsuspendedordisqualified,mayseekelectiontoanyCommittee,BoardorCouncil.

Registrations49. TheClubRegistrarshallsubmittotheCounty,ProvincialandCentral

CouncilRegistrarsontheofficialelectronicsystemtheClub’slistofregisteredmembers.

EachregistrationshallbeaccompaniedbyaRegistrationfee,DevelopmentFundfeeandacompulsoryInjuryFundfeeasdeterminedbyCountyBoard,ProvincialandCentralCouncil.

(a) Under10membership(datesofbirthmustberecorded)(PresentFee€5.00toCentralCouncil+€5.00InjuryFund+Club,CountyBoard,ProvincialandDevelopmentFund)

(b) Under12toUnder18membership(datesofbirthmustberecorded)(PresentFee€15.00toCentralCouncil+€10.00InjuryFundwithoptional€25.00+Club,CountyBoard,ProvincialandDevelopmentFund)

(c) Over18membership(PresentFee€15.00toCentralCouncil+€25.00InjuryFund+Club,CountyBoard,ProvincialandDevelopmentFund)

(d) ClubandTeamOfficials,Trainers,CoachesandSelectors(PresentFee€15.00toCentralCouncil+InjuryFund(optional)+Club,CountyBoard,ProvincialandDevelopmentFund)

(e) Under14playersunderthejurisdictionoftheProvincialCouncilofBritain.(Feeof£1totheCountyBoard,£1toProvincialCounciland£1toCentralCouncil)

Countymanagers,trainers,coaches,selectorsandteamofficialsmustalsoberegistered.

50. TheonlyexceptionstotheInjuryFundSchemeare: (a) ThosetakingpartinofficialSchoolscompetitions

(b) NonplayingmembersoftheAssociation,whoseparticipationinthefundshallbeoptional

(c) PlayerstakingpartintheGaelic4Mothers&Othersinitiative.51. Aplayer’sregistrationisvalidonlywhenreceivedbytheRegistrarofthe

relevantCountyBoard,ProvincialandCentralCouncilsaccompaniedbytheappropriatefee.

52. TheRegistrationYearshallbefrom1stJuneto31stMayofthefollowingyear.

53. Anyplayerregisteredbetween1stJanuaryand31stMayshallbedeemedtoberegistereduptoandincludingthe31stMayofthefollowingyear.

PlayersregisteredwithanewClubwillbecovereduntiltheendoftheirfirstcompetitiveseason.

54. AllregisteredfemalememberswhohavepaidtheirRegistration,DevelopmentandInjuryFundFees,andwhofulfiltheappropriateeligibilityconditions,shallbeeligibletoplayforaClub,CountyorProvince.

55. Anyteamprovedtohaveplayedanunregisteredplayershallbefined€100peroffendingplayerandshallforfeitthegametotheiropponentsunlessexemptedbyRule260.

56. AllofficersofCountyBoards,ProvincialandCentralCouncilsmustberegisteredmembersofaffiliatedClubsunlessexemptedunderRule41.

Voting Procedures57. OnlyFullRegisteredMembersasoutlinedinRule41whosemembership

feesarepaidnolaterthanthe1stSeptemberoftheRegistrationYearandwhoarenotsuspendedordisqualifiedareeligibletovoteataClub,CountyBoard,ProvincialorCentralCouncilmeetingandsub-committeesthereof.

Whereitisfoundthatanunregisteredorineligiblemembervoted,andtheirvotewouldhavechangedtheoutcomeofthedecision,thatdecisionshallbedeclarednullandvoid.Whereitisfoundthattheirvotedidnotaffecttheoutcome,thedecisionofthemeetingshallstand.

58. EachClubandCountyshallbeallowedthreevotingdelegates,oneofwhommustbeacurrentplayer,toCountyBoard,ProvincialandCentralCouncilinadditiontoanywhomayholdofficershipatProvincialandCentralCouncil.

59. ShouldthenominateddelegatestoCentralandProvincialCouncilsbeunabletoattendmeetings,substitutesmayattend,providedtheyaremembersoftheCountyBoardconcerned.

60. ElectionofOfficersoftheAssociationshallbebysecretballot.CandidatesforpositionsatCountyandProvincialConventionsandAnnualCongresswhoareunabletoattendthemeeting,shallindicateinwritingtheirintentiontogoforwardforelectionandshallbeaddedtothelistofnominees.

Thecandidatewhoobtainsasimplemajorityofthevotescastbythosepresentandentitledtovoteshallbedeemedelected.Iftherearemorethantwocandidatesandnonehasachievedasimplemajority,thecandidatewiththelowestnumberofvotesshallbeeliminatedandanotherballotheld.Theprocessshouldberepeateduntilaresultisachieved.

Intheeventofatiewhereanoutgoingofficerorrepresentativeisinvolved,he/sheshallbedeemedtobere-elected.

Ifanoutgoingofficerorrepresentativeisnotinvolved,thetieshallbedecidedbylot.

61. Decisionsmaybetakenbyashowofhands.However,contentiousissuesshallbedecidedbysecretballot.

62. OfficersofCentralCouncilshallbemembersoftheirrespectiveProvincialCouncils,CountyBoardsandClubCommitteeswithvotingrights.Likewise,officersofProvincialCouncilsshallbemembersoftheirrespectiveCountyBoardsandClubCommitteeswithvotingrights.

63. Officers,Delegatesandmembersofsub-committeesofProvincialandCentralCouncilswhohavevotingrights,shallbeentitledtovoteintheirrespectiveCouncils,CountyBoardsandClubs.

64. DecisionsofClubandCountyBoards,ProvincialandCentralCouncils,shallbetakenbyasimplemajority.Intheeventofatie,thepresidingChairpersonorPresidentshallhaveasecondorcastingvote.

65. CluborCountyBoards,ProvincialorCentralCouncilsshallhavethepowertoappointfull-timeorpart-timepaidofficials.TheyshallnothavetherighttovoteexceptwiththeirHomeClub,providedtheyarenotapaidofficialofthatClub.TheyshallbesubjecttothetermsandconditionslaiddownbytherelevantCommittee,BoardorCouncil.

EachCommittee,BoardorCouncilshallberesponsibleforthepaymentofsuchofficials.

PaidofficialsshallnotbeeligibletoholdanelectedpositiononClub,CountyBoard,SchoolorCollegeCommittees,ProvincialorCentralCouncilsorsub-committeesthereof,otherthanhis/herHomeClub,providedtheyarenotapaidofficialofthatClub.

Paidofficialsshallnotbeeligibletocoach,train,manage,selectorhave

anyotherrelatedinvolvementwithInter-County,Provincial,SchoolsoranyClubteams,otherthanhis/herownClub.

Injury Fund66. CentralCouncilshalladministeracompulsoryInjuryFund.Itshouldbe

clearlynotedthattheLadiesGaelicFootballAssociation(hereinafterreferredtoastheAssociation)isactinginamerelygratuitousmannerandthisfund,isnot,andshallnot,beinterpretedeitherasaninsuranceorindemnity,norshallitinanywaybindtheAssociationtoalegalobligationtomembers.

Riskisaninherentfactorinsport.Whenplayersvoluntarilytakepartingames,theyautomaticallyaccepttherisksinvolved.

67. TheInjuryFundwillnotprovidecovertoapersonwhodevelopsaconditionlaterinlifeasaresultofapreviousinjuryreceivedwhileplayingLadiesGaelicFootball.

68. NopersonshallbeentitledtoparticipateinthegamesorganisedbytheAssociationwithoutfirstpayingtheInjuryFundfeeforinclusioninthefund.ThefeeshallbepaidelectronicallywiththeRegistrationFee.

AteamplayingaplayerwhohasnotpaidtheInjuryFundfeeshall,subjecttotherulesthenpertaining,forfeitthematchorsuffersuchpenaltyastheAssociationshallfromtimetotimeprescribe.

69. Exemptionsfromtheschemeshallbe: (a) PlayersparticipatinginofficialSchoolcompetitions (b) NonplayingmembersoftheAssociationwhoseparticipationinthe

schemeshallbeoptional (c) InternationalUnitsassanctionedbyCentralCouncil (d) PlayersparticipatinginGaelic4Mothers&Others (e) Under14playersunderthecontroloftheProvincialCouncilofBritain70. ThesubscriptiontothefundshallbedeterminedbyCentralCouncil. Presentratesare€25foranadult,€10for11to18yearoldsand€5for

anUnder10yearold. Aplayerpayingthe€25shallbeentitledtobeconsideredforapayment

ofwagesorsalarylosstogetherwithmedicaltreatmentonly. Aplayerpaying€10or€5shallbeentitledtobeconsideredforpayment

ofmedicalexpensesonly. Thereisnothinginthisrulethatshallbeconstruedsoastoimply

thatapersonpayingthehigherrateshallbeentitled,asofright,tocompensationforwagesorsalary.

71. TheRegistrationandInjuryFundyearshallcommenceon1stJuneeachyearandterminateon31stMayofthefollowingyear.

72. AplayerorClubregisteringoraffiliatingtotheAssociationafter1stJanuaryinanyyear,shallbeincludedinthefunduptoandincludingthe31stMayofthefollowingyear,exceptintheformationofanewClubasprovidedinRule53

73. WhereaplayerisregisteredwithanexistingClubbetween1stJanuaryand31stMay,sheshallalsobeincludedontheregistrationsystemforthenewRegistrationYearie.registration,whichtakeseffectfrom1stJune.

Thedateofregistrationbetween1stJanuaryand31stMayshouldbeendorsedinthecolumnfortheInjuryFund.

74. TheobjectoftheFundistomitigatehardshipincurredby: (a) Medicalexpensestoamaximumof€5,000 (b) Dentaltreatmenttoamaximumof€3,000 (c) Lossofwagesorsalarytoamaximumof€200perweekfor20

weeks (d) Physiotherapy,whichshallbelimitedtoamaximumof6sessions.

Ifsubsequentsessionsarerequired,afullreportoutliningthereasonsmustbesubmittedbytheregisteredphysiotherapistorregisteredphysicaltherapist.Furtherpaymentwillonlybeconsideredonreceiptofthisreport.

ItisnotenvisagedthattheFundwillfullycompensate,nordoesitattempttofullycompensateindividuals.Priorityconsiderationshallbethepaymentofmedicalexpenses.

75. TheCentralCounciloftheAssociationshalldeterminetheamounttobepaidtoaninjuredparty.CentralCouncilshallbeentitledtotakeallandeverymatteritconsidersrelevantintoaccountincomingtoitsdetermination.ThismayincludebenefitsfromSocialWelfare,HospitalServices,MedicalCards,PrivateMedicalInsuranceandanyotherbenefitofanynaturewhatsoeveraccruingtotheinjuredparty.

Nothinginthissectionshallbeconstruedsoastoimplyanylegalrighttotheapplicant,eitherintermsofamountofentitlementortobeconsideredforpayment.

CentralCouncilshallfromtimetotimedecideandfixasum,whichshallbereferredtoasthe“MaximumPayment”inrespectoftreatment,salaryorwages,forwhichinjuredpartiesshallbeconsidered.

76. Injuryclaimswillbemonitoredonaclaimbyclaimbasis.Aplayerwhoplayswhilereceivingtreatmentmayhaveherclaimrefused.

77. AllapplicationsforpaymentofmoneyfromtheInjuryFundshallcomethroughtheCountySecretaryorotherauthorisedofficer,onanofficialapplicationformandshallbeaccompaniedbymedicalcertificates,receipts,bills,refereesreportswhereapplicable,andanyotherdocumentationasrequiredbyCentralCouncil.

Wheretheinjuryhasoccurredinaclubgame,theclaimformmustbesignedbytheClubSecretary.

Wheretheinjuryoccurredintraining,theclaimformmustbesignedbythepersoninchargeofthetrainingsession,preferablyaqualifiedcoachandtheClubSecretary.

TheCountySecretaryshouldbenotifiedoftheClaimNotificationNumberanddatesofpayment.

78. Inordertobeconsideredforpayment,allclaimsmustbelodgedwithCentralCouncilwithin8weeksfromthedateoftheinjury,unlessotherwiseapprovedbyCentralCouncil.

WhereclaimsarereceivedlatebyCentralCouncil,andwherethedelayisduetotheCluborCountySecretaryorotherauthorisedofficers,theCluborCountyBoardmaybeheldresponsibleforthepaymentoftheclaim.

79. CountySecretariesorotherauthorisedofficersshallsetupaRegisterofClaimsshowingthedateofinjury,dateofclaim,datereceivedanddatesenttoCentralCouncil.

80. Shouldanapplicantfailtolodgeaclaimapplicationinaccordancewiththerules,orgiveincorrectparticularsontheapplicationform,s/heshallnotbeconsideredforpayment.

81. Preliminaryclaimformsmustbesubmittedwithin8weeksofthedateofInjury,iftreatmentislikelytoexceed€200.

Whereapreliminaryclaimformhasbeensubmitted,areportandupdateontheclaimmustbesubmittedbytheinjuredpartywithinoneyearfromthedateofthepreliminarynotice,tovalidatetheclaim.

82. Allclaims,ofwhichpreliminarynoticeshavebeenreceivedmustbelodgedandvalidatedwithin2yearsoftheoriginalpreliminarynotice,exceptinexceptionalcircumstances.

83. Anapplicationwithoutthenecessarydocumentationwillbedeclaredvoid.84. Anapplicationmadebyamemberwhich,intheopinionofCentral

Councilisnotabonafideapplication,orwhichismadeforthepurposeofobtainingpaymenttowhichs/heisnotentitled,shallbedeclaredvoid.

CentralCouncilshallbeatlibertytosuspendboththeapplicantandthepersonswhocountersignedtheapplicationform,foranindefiniteperiod

andmakeanorderforrepaymentofanymoniesthatmayhavebeenpaidonfootoftheapplication.

85. AmembershallnotseekpaymentfromtheFundforprivatetreatmentwherethecostoftreatmentexceeds,orislikelytoexceed€200,unless:

(a) PriorsanctionisreceivedfromtheManagementCommitteeofCentralCouncil.

(b) Inanemergencysituation. Anyrequestforprivatetreatmentmustbesupportedbydocumentary

evidencefromamedicalpractitioner,toshowthereasonwhyprivatetreatmentisnecessary.

Privatetreatmentisdefinedasanytreatmentforwhichpaymentismadeoutsideofthepublichealthtreatmentsystem.

86. ApplicantsshallsubmitthemselvesforexaminationbyMedicalPractitionersappointedbytheAssociation,whenandwheretheAssociationshallrequire.StrictcompliancewiththisruleisfundamentaltoconsiderationtobenefitfromtheFund.

87. TheCentralCounciloftheAssociationshallbethesoleandfinalarbiterofallmattersconnectedwiththefundandthescheme.However,inthecaseofadisputeonanymatter,withoutprejudicetotherightsoftheAssociationtodecline,anarbitrationprocedurewillbeavailable.

88. TheaboverulesgoverntheInjuryFundSchemeanditisaconditionprecedentofentitlementtoconsiderationundertheschemethatmembers,priortotheirjoining,arefullyacquaintedwithitstermsandconditionsandagreetobeboundthereby.ItisalsoaconditionprecedentoftheScheme,thatmemberswhohavenotreadordonotunderstand,orhavenothadtheschemeexplainedtothem,aredeemedtobefullyawareofitscontentsinitsentirety.

Injury Fund Arbitration Procedure89. AnArbitrationBoardshallbeappointedinacasewherearbitrationis

warranted.ItshallconsistofonepersonnominatedbyCentralCouncilandamemberoftheAssociationnominatedbytheclaimant,togetherwithanindependentprofessionalpersonnominatedbyCentralCouncil.

90. DecisionsoftheArbitrationBoardshallbeconclusive,finalandbindingonallparties,andundernocircumstancesshalleitherpartyappealtoanyCourtofLawinrespectofanymatterarisingoutoftheScheme.ItisaconditionprecedentofthisSchemethatthefindingoftheArbitrationBoardbeacceptedasfinalandbinding.

Affiliation91. PaymentofanaffiliationfeebyClubs,Schools,CollegesorCounty

BoardsshallbeasdecidedbytheClub,School,College,CountyBoard,ProvincialandCentralCouncils.

Teamsshallnotcompeteinofficialcompetitionsuntilsuchaffiliationfeeshavebeenpaid.

AllInternationalUnitsshallpayanaffiliationfeetoCentralCouncilandshallprovidealistofregisteredplayerstoCentralCouncil.

Code of Ethics92. CentralCouncilshallhaveinplaceaCodeofBestPracticeinYouthSport

fortheprotectionandsafeguardingofchildren/youngpeopleunder18yearsofage(includingthedisciplinaryandotherprocedurestobeappliedintheeventofthebreachofthatCode)andshallbeentitledtoamendorrevokeanyprovisionoftheCodefromtimetotime.ThatCodeshallprovideforthemannerinwhichitisdeterminedwhethertheproceduresundertheCodeortheprovisionsofanyotherruleshallbeinvokedinanyparticularcase.

TheCodeofBestPracticeinYouthSportshallspecifythedisciplinaryprocedurestobeappliedforbreachesoftheCode.

93. NotwithstandingRules137,138,139and140,aplayer,playersorguardianmayapplyinwritingtotheManagementCommitteeofCentralCouncilforpermissiontodeviatefromaspecificruleorrulesundertheCodeofEthicsandseekpermissiontoplaywithanotherClub.Suchpermissionmaybegrantedwherecircumstancesaredeemedtowarrantit,subjecttoapprovalbyCentralCouncil.

Drugs94. TheAnti-DopingRulesoftheLadiesGaelicFootballAssociationarethe

sameastheIrishAnti-DopingRulesasamendedfromtimetotime.Sponsorship95. TherulesgoverningsponsorshipshallbeasdefinedbyCentralCouncil.96. TheManagementCommitteeofCentralCouncilshallhavethepowerto

negotiateandadministersponsorshipandnamingrightsandsubmittoCentralCouncilforapproval.

97. TheAssociationscorporatelogoshallbedisplayedonalljerseyswornbyplayersduringofficialInter-Countygames.

98. CountyBoard,Club,SchoolandCollegeCommittees,ProvincialandCentralCouncilshallhaveauthoritytonegotiatesponsorshipinaccordancewiththe

regulationsdrawnupfromtimetotimebyCentralCouncil.ThesponsorshipmustbeapprovedbytherelevantCommittee,BoardorCouncil.

TheAssociationshallallowsponsorshipofplayingattire,trophies,competitiontournaments,functionsandotherareas,providedsuchsponsorshipisnotincontraventionof,anddoesnotposeanythreatto,theaimsandobjectivesoftheAssociation.

99. Sponsorshipofplayingattireshallbeaccepted,providedpresentationismadetotheofficialsoftheappropriateunitoftheAssociation,thatthereisnoobligationtoweartheattireinanyparticulargameorteamphotographs,anditconformstotheguidelinesofCentralCouncil.

100.Playingattiremayalsobearthenameoftheteamoranyappropriatecrests.

101. Markingsallowedonjerseys,tracksuits,kitbags,etc,shallbethemanufacturersorsponsorsbrandname,crestorlogo.Thesponsorsbrandnameorlogoisallowedonthefrontofthejerseysandonthesleeves,whichshallnotexceed350squarecentimetres.

Thecalculationofthesizedoesnotrefertotheareacoveredbytheindividuallettersofanameorlogo,buttothetotalarea.

Additionalbrandingonotherarea(s)ofJerseysshallbeallowedasperspecificationsapprovedbyCentralCouncil.

102.AnyunitoftheAssociationwhichbreachestheabovesponsorshiprulesshallbeliabletoafine,disqualificationand/orlossofexpenses.Individualsinbreachoftherulesshallbeliabletosuspension.

103.UnitsoftheAssociationmustalsobeawareoftheGAARulesgoverningsponsorshipwhileusingtheirproperty.

International104.WherethereisnotanindependentInternationalLadiesFootballBoard,

theLadiesGaelicFootballAssociationrecognisestheGAABoardsandtheirstructuresfortheadministrationofLadiesGaelicFootball.However,therulesasoutlinedintheOfficialGuideoftheLadiesGaelicFootballAssociationshallapplytoallareasofplayingrulesanddiscipline.

105.AllInternationalUnitsexceptBritainshallsubmitviatheelectronicregistrationsystemtotheLadiesGaelicFootballofficeinCrokePark,thenamesoftheirLadiesGaelicFootballClubs,thefemaleplayersandmembersthereofaccompaniedbyaRegistrationFeeof€2perpersonbythe1stJuneeachyearwiththeexceptionoftheAustralasianBoardwhowillpayanagreedAnnualFeetoCentralCouncil.

However,UnitswhichparticipateinAllIrelandcompetitionsmustpaytheFullRegistrationFeeasoutlinedinRule49.

UnitsintheUSAandCanadamustprovidealisttoCentralCouncilonorbefore30thApril.PlayerswhoareresidentintheUSAorCanadaonthatdateshallbedeemedtobehomebasedplayers.

106.InternationalaffiliatedUnitsoftheAssociationshallbeentitledto2delegatestoCentralCouncilandAnnualCongress.

107.AplayerwishingtotransfertoanNACBorCanadianclub,fromanyjurisdictionoutsidetheNACBorCanadiancontrol,mustcompletetheOfficialTransferFormoftheLadiesGaelicFootballAssociationandsubmitthisformtotheLadiesGaelicFootballAssociationby31stMarchofthecurrentyear.

108.ThefinaldatefortransferstoNewYorkshallbe31stMarch.109.PlayerswhointendtoplayinanyofouraffiliatedInternationalUnits,

excludingBritainandAustralasiamustcompleteanofficialpermitforminduplicate,andhaveitsignedbytheClub,CountyandNationalSecretaries.

PermitsforplayerswishingtoplayunderthecontroloftheNACBshallbeissuedatthegradeofthelastchampionshipmatchplayedinthecurrentorprecedingyear.

Thepermitshallallowtheplayerstoplayfromthe31stMarchto30th September,andshallnotbegrantedlaterthanthe1stJulyinanyyear.TheseplayersmayplaywiththeirHomeCluborCountyintheirrespectiveChampionships.

OnaplayersreturntoIrelandshewillbeentitledtoresumeplayingwithherClubinIreland,providedshesendsnotificationtotheLadiesGaelicFootballofficeofherreturn.SheisnoteligibletogoagainandplayinNewYorkortheNorthAmericanBoardareasinthesameyear.

110.ThenumberofPermitPlayerspermittedforanyClubintheNorthAmericanCountyBoardshallbeasfollows:

coveringinjuriessustainedwhileplayingLadiesGaelicFootball.ThispolicyshallindemnifytheLadiesGaelicFootballAssociationagainstallclaimsarisingfrominjurysustainedwhileplayingabroad.Theymustproduceacopyofthispolicywhenapplyingforthepermit.

112.AplayermayplaywithherHomeClubinIrelandandaClubinherEuropeanCountryofstudyandviceversa,providedsheisparticipatinginarecognisedprogrammeofstudyinthatEuropeanCountry,orIreland,foratleast3monthsduration,andsheobtainspermissionfromCentralCouncil.

TheseplayersmayplaywiththeirHomeCluborCountyintheirrespectiveChampionshipsorothercompetitions.

ThisdoesnotapplytoIrishHomeClubplayersstudyinginIrelandorBritain.

113.AweekendpermitformisrequiredforanyplayerintendingtoassistaClubinafixtureunderthejurisdictionoftheEuropeanBoard.ThepermitformmustbesignedbytheClub,CountySecretariesandNationalCEObefore4.00pmontheWednesdayprecedingthegame.ThemaximumnumberofauthorisedplayerstoassistanEUClubinanyweekendisone.

Thepermitformisvalidforoneweekendonly.Howeverifthereisareplayofthefixtureforwhichthepermitwasgranted,thepermitremainsvalidforthereplay.

114.CountyBoards,CouncilsoftheAssociationoutsideofIrelandmayapplyinwritingtoCentralCouncilforpermissiontodeviatefromspecificruleswhereexceptionalcircumstanceswarrantit.

Clubs115.AClubmusthaveatleast11playingmembersthatareeligibletoplay

intheagegrouporgradeoffootballinwhichtheClubintendsfieldingateamand3registeredadultofficials,beforeitcanaffiliatetotheAssociation.

OnlyaproperlyregisteredClubcantakepartinCounty,ProvincialorNationalCompetitions,orbeentitledtorepresentationonCommittees,CountyBoardsorCouncils.

116.TheAnnualGeneralMeetingoftheClubshallbeheldonanannualbasisonorbefore1stDecember.Thenoticeofthetimeandplaceofsuchameetingshallbeconveyedtomembersatleast5daysbeforehand.TheAnnualGeneralMeetingshallelect:

119.AClubcannottakepartinanyofficialcompetitionuntiltherequiredaffiliationfeefortheyearhasbeenpaidtotheCountyBoard,ProvincialorCentralCouncil,asappropriate.

120.EachaffiliatedClubshallpurchaseacopyoftheOfficialGuide,or makethemselvesfamiliarwiththerulesoftheOfficialGuidethroughthewebsite,andshallbeboundbytherulesandregulationscontainedtherein.EveryaffiliatedClubandregisteredmembershallbedeemedtohavefullknowledgeoftherulesoftheAssociation.

121.TheClubmayrefusemembershiptoanyapplicantintheinterestsoftheAssociation.

122. EachClubshallannuallyregisteritsplayers,officials,teammentors,(managers,selectors,trainers,coaches)ontheofficialelectronicsystem.ItshallalsoregisteritsClubColours.TheClubRegistrarshallthenregisterthemwiththeCountyRegistrar,ProvincialRegistrarandwithCentralCouncil.

123.WhereaClubhastwoteamscompetinginChampionshipgameswithintheCounty,itmustnameits15bestplayersforthehighergradeteamforChampionshipgames(Ateam).Shouldanyotherplayeroutsideof

thislistplayintheHigherGradeChampionship,theycannotplaytheChampionshipintheLowerGrade.

124.AClubthatwinstheJuniororIntermediateCountyChampionship,mustmoveupagradewithintheCountyfortheChampionshipthefollowingyear.

125.AClubthatfinishesrunner-upintheCountySenior,IntermediateorJuniorChampionshipcannotbedowngradedforthefollowingyearsChampionshipunlessinexceptionalcircumstancesasdecidedbyCentralCouncil.

recognisedClubCompetitionor (c) TheCCAinwhichherparentsresidedatthetimeofherbirth AClubCatchmentAreashallcomprisethelistoftownlands

underexistingtraditionalparishboundariesfromwhichtheClubwasentitledtodrawitsplayers.AlistofsuchtownlandsshallbeascertainedandrecordedforeachClubforthepurposeofdeterminingeachClubboundaryandthelimitoftheClubCatchmentArea.

WhereatownlandoverlapsadjoiningCCAs,playersconcernedhavetheoptionofplayingforeitherClub.ForthepurposeoftheserulesaClubCatchmentAreashallbeknownasCCA.

ACCA,forthepurposeofthisrule,shallbesubjecttocountyboundaries.

WhereaCCAoverlapsaCountyorCounties,theCluborClubsconcernedhavetheoptionofplayingwithineitherCounty.TheplayersconcernedmayplayCountyfootballforeitherCountysubjecttotransferregulations.

CCAsshallnotapplywithincitiesortowns.However,playersresidingincitiesandtownsmustplaywithaClubwithinthecityortownunlessexemptunderRule137toRule142.

PlayerstakingpartintheOfficialSchoolsorCollegescompetitionsareexemptedfromthisrule.

138.WhereaplayerresidesinaCCAwherethereisaLadiesGaelicFootballClub,shemustplaywiththatClub,unlesssheisexemptedasinRules137and140.

139.WherethereisaClubinaplayer’sCCA,buttheClubisunabletoprovidefootballforheratAdultorUnderagelevel,theplayermustregisterwithherCCAClub.

WherethereisclubfootballforherinanotherClubwithinherCCA,shemaygetpermissiontoplayortransfertothatClub.

ShecannottransferorgetpermissiontoplaywithanotherCluboutsideherCCAwhilstthereisaClubinherCCA,unlesssheisexemptedunderRule137,(HomeClub).Thispermissionistoberenewedonanannualbasis.

140.AplayerwhohasplayedherfirstClubfootballinhernativeCCAandhavingsincetransferredtoaNewClub,followingthedisbandmentofherOriginalClub,may,withCentralCouncilpermission,aftertakingallcircumstancesintoconsideration,remainwithhernewClubevenifherOriginalClubreforms.

141.NotwithstandingRules137to140,aplayerorplayersmayapplyinwritingtotheManagementCommitteeofCentralCouncilforpermissiontodeviatefromaspecificruleorrulesinexceptionalcircumstancesandseekpermissiontoplaywithanotherClub.Suchpermissionmaybegrantedwherecircumstancesaredeemedtowarrantit,subjecttoapprovalbyCentralCouncil.

142.AplayerwhohascommencedaClubcompetitionotherthanChampionshipinaCounty,shallbeeligibletofinishthatcompetitionforthatClub,eventhoughsheisplayinglegallywithaClubinanotherCounty,providingthatthetransferisinorder.

143.PlayersplayingLeaguefootballshallbesubjecttotheregularClubandCountyqualificationsandpenalties.ThestatusofplayersparticipatinginleaguecompetitionsshallnotaffecttheirChampionshipstatus.

144.WhereaClubdisbands,playersfromthatClubmaybeeligibletocompletethecompetitionscommencedwithintheCountywiththeirNewClubtowhichtheyhavetransferred.However,ifanyplayerhasplayedAdultChampionshipfootballwiththedisbandedClub,sheshallnotplayAdultChampionshipfootballwithherNewClubinthesameseason.

IfshehasplayedUnderageChampionshipfootballataparticularAgeGroupshecannotplayChampionshipfootballatthesameAgeGroupwithherNewClubinthesameseason.

145.WhereaplayerhascommencedaClubcompetitionwithinaCounty,apartfromChampionship,buttransferstoanotherClubwithintheCounty,shemaycompletethatcompetitionwithherNewClub.

146.WhenaplayeristransferredtoaClubinanotherCounty,onorafter1st Septemberinanyyear,sheshallnotbeeligibletotakepartintheCounty,ProvincialandAllIrelandClubChampionshipofthatyear,unlessshehasplayedpreviouslywiththeClubtowhichshehasbeentransferredandsubjecttotheprovisionsofRule139.

147.AplayercannotplayClubChampionshipformorethanoneClubinaChampionshipyearunlessexemptedbyRules136,or188or189.

148.AplayerplayingillegallyformorethanoneClubwithintheCounty,shallbesuspendedfor3months.

149.ShouldaCluborCountyplayoverageorillegalplayerstheyshallforfeitthegame.TheChairperson,Secretary,teammanagementandplayer(s)concernedareliabletosuspensionforupto12months,andtheCluborCountyshallbefined€100peroffendingplayer.

222.ForplayingpurposesProvincialCouncilsshallrecogniseexistingCountyboundaries.However,playersinaCluboraCCAthatoverlapsaCountyboundarymayplayCountyfootballineitherCountyorProvince,subjecttotransferregulations.

Annual Congress224.AnnualCongressshouldbeheldonorbefore1stAprileachyear.The

befilledbyCentralCouncil.252.Amembershallnotserveonasub-committeeformorethan3yearsand

shallnotserveonmorethanonesub-committeeatthesametime.253.CentralCouncilshallberesponsibletoAnnualCongressforimplementing

anypoliciesdecidedbytheprecedingCongress.254.PriorapprovalofCentralCouncilshallbeobtainedforanyactionwhich

260.IfCentralCouncilissatisfiedbeyondreasonabledoubtthatabreachofrulebyaMember,Club,orCountyoccurredbydefaultandwithoutknowledge,CentralCouncilintheinterestofnaturaljustice,mayimposesuchpenalty,ifany,asisdeemedappropriate.

261.CentralCouncilmaysummonaSpecialCongressshouldtheneedarise.262.EmployeesoftheAssociation,whomayattendmeetingsofanyunitof

theAssociation,orwhoarerequiredtobepresentatsuchmeetingsasCommitteemembers,shallnothavevotingrightsinthedeterminationofanyissueorinanyelectionprocessatsuchmeetings

263.TheAllStarteamshallbechosenbytwonominatedselectorsfromeachofthefourProvincesaswellastheNationalPresident.

264.CentralCouncilshallhavethepowertoimplementanychangesintheGAAplayingrulestoapplywithinLadiesGaelicFootball,evenifsuchruleswerepassedaftertheLadiesGaelicFootballCongress.

Investigations 265.Anyallegedirregularitiesincludingtheconstitutionofateamtakingpartin

anycompetitionmaybeinvestigatedontherequestofanymemberoftheCommittee,BoardorCouncilincharge.Sucharequestshallsetoutthepointsforinvestigation.

266.AmotiontocarryoutaninvestigationintoanymattermustbeproposedandsecondedandmusthavethesupportofasimplemajorityoftherelevantCommittee,BoardorCouncilentitledtovote.

However,inanemergencysituationtheManagementCommitteeofProvincialorCentralCouncilbyamajoritydecisionshallhavethepowertopassamotiontocarryoutaninvestigation.

278.Anyteamplayingasuspendedplayershallforfeitthematchtoitsopponents.

279.Aplayer,whohasbeensentoffforastraightRedCardoffenceduringthecalendaryear(January–December)whichincursaminimum4weeksuspensiontothedateofselectingtheAllStars,shallnotbeconsideredforanAllStaraward.

280.Ateamleavingthefieldbeforetheendofamatchwithoutthereferee’spermissionorrefusingtocontinuethegameisliabletoforfeitthematch,andbesuspendedfor6months.

Anyplayerswillingtocontinuewiththematchshallgivetheirnamestothereferee.

281. ShouldanyCluborCountyplayOveragePlayersinUnderageCompetitions,theyshallforfeitthegameandtheofficials,teammanagement,mentorsandplayersshallbeliabletosuspensionfor12months.

282.Shouldanyplayer,officialorsupporterofateamberesponsiblefortheterminationofagame,theteamconcernedshallbeliabletosuspension.

283.WheretherelevantCommittee,BoardorCouncilproposestoadjudicateonanydisciplinarymatter,otherthanacaseinwhichtheautomatic2YellowCardsuspensionapplies,itshallgivetheMember,Club,Committee,BoardorCouncilallegedtohaveoffended,noticeoftheallegedoffence.

Thememberorbodymaymakewrittenrepresentationorseekanoralhearinginrelationtotheoffence.

Intheabsenceofwrittenrepresentationorpersonalappearanceatthehearing,therelevantCommittee,BoardorCouncilmaymakeadecisionontheevidencebeforethem.

284.Inurgentcasesbetweenmeetingswhereaplayerhasbeensentoff,thefollowingprocedureshallapply:

(a) Thereshallbeanobligationontheplayer,herCluborCountyBoardasappropriate,torequesttheCommittee,Board,orCouncil,responsibletoclarifyiftheminimum4weekssuspensionapplies.

(b) TheCommittee,Board,orCouncilonreceiptofsucharequest,shallmakeemergencyarrangementstocheckandadviseonthepositionoftheplayerconcerned,pendingameetingofthesaidCommittee,BoardorCouncil.

(c) Ifitisclearfromtherefereesreportthattheminimum4weekssuspensionapplies,thepenaltyshallbedecidedbetweenmeetings.Sheshallbeentitledtoplayontheexpirationofthe4weeksfromthedateofthegame.

(d) ThesuspensionshallberecordedatthenextmeetingoftheCommittee,BoardorCouncil.

285.Suspensionforanoffence,otherthanaplayingoffence,meanssuspensionfromallprivilegesandcompetitionsunderthecontroloftheAssociation,butnotfrommembershipoftheAssociation.ThedateofsuspensionshallbefromthedatethattheCommittee,BoardorCouncilmakethedecision.

286.Non-PlayingMemberswhoaresuspendedwillnotbeallowedto: (a) HoldofficershipoftheAssociationorcoachateam (b) Beonthefieldofplayduringagamewhichincludesthewarmup

andcooldown (c) Beintheteambenchareaduringagame (d) Beinthedressingroom (e) Beinsidethefenceofanenclosedpitchduringthecourseofa

game (f) Refereegames (g) Actasamatchofficial Thisruledoesnotforbidasuspendedmemberfrombeingpresent

atagameortrainingsession,ordrawingupatrainingscheduleforimplementationbyfellowselectors.

287.Membersotherthanmemberssuspendedforaplayingoffence,whotakepartintheaffairsoftheAssociationwhileundersuspension,shallbesuspendedforafurtherperiodof6monthsfromthedateoftheexpiryoftheoriginalsuspension.

288.AnymemberoftheAssociationfoundguiltyofconductcalculatedtobringtheAssociationintodisreputeshallbeliabletoexpulsionorsuspensionbytheCommittee,BoardorCouncilconcerned.

289.AnypersonexpelledbytheGAAwouldalsobeexpelledfromtheLadiesGaelicFootballAssociation.

290.WhereadefiniteperiodofsuspensionisimposedbyaCommittee,BoardorCouncil,reinstatementtakesplaceautomaticallyattheterminationoftheperiodofsuspension.

291.Thetermmonthmeans4weeks.WhereasuspensioncommencesonaSundayitendsatmidnightonSaturday.

292.Whereadefinitepenaltyisnotstatedforanybreachesoftherules,thepowertoimposepenaltiesisvestedinproperlyconstitutedCommittees,CountyBoards,ProvincialorCentralCouncils.

293.Allmotionsforsuspensionshallbeproposedandseconded,exceptwhereCountyBye-Lawsmakealternativeprovision,orwhereadefiniteminimumperiodofsuspensionisprovidedintheOfficialGuide.

WherethereisatieinthevotingtheChairpersonshallhavethecastingvote.

294.TheCommittee,BoardorCouncilinchargeshalltakeintoconsiderationthegravityandrepetitionofoffencesineachcaseandshall,whereappropriate,imposealongertermofsuspensionotherthantheminimumpenalties.

295.AllsuspensionsmustbenotifiedtotherelevantCountyBoards,ProvincialandCentralCouncils.

Objections and Appeals296. ThereshallbenoappealtoanyCommittee,BoardorCouncil,ortoany

outsidebodyonanymatterexceptasprovidedintheserules.297. ThereshallbenoappealagainstdecisionsofCentralCouncil,except

wherefreshevidenceisforthcomingthatwasnotavailableatthetimeoftheoriginaldecision.

298.Members,Clubs,DivisionalandCountyBoardsandProvincialCouncilshavetherightofobjectionorappealagainstthedecisionsofhigherbodies.

TheCommittee,BoardorCounciltowhomtheobjectionorappealismade,shallhavethepowertoawardgames,revieworimposepenalties,fines,suspensions,orothersuchsanctionsastheydeemnecessary.

Anobjectionorappealmustinthefirstinstancegoto: (a) TheCommittee,BoardorCouncildirectlyseniortothebody

againstwhoserulingtheobjection,counterobjectionorappealisbeingmade.

(b) CentralCouncilifitisanyappeal,orobjectionorcounterobjectionconcerningdecisionsofsub-committeesofCentralCouncil.

(c) CentralCouncilifitisanappeal,objectionorcounterobjectiontodecisionsoftheNationalManagementCommittee.

299.Allobjections,counterobjectionsandappealsmustsetouttheexactgroundsforobjection,counterobjectionorappeal,andquotetherulesallegedtohavebeeninfringed.

Ifanincorrectrulenumberisgiven,butitisclearfromthecontextwhichruleisinvolved,theCommittee,BoardorCouncilhearingthecasemaydeemittobeinorder.

Iftheobjectionorcounterobjectionisconcerningtheplayingofoverageplayers,theCluborCountybeingobjectedto,shallprovidebirthcertificate(s)forthehearing.

300.Objections,counterobjectionsorappeals,togetherwithafeeasinRules302and303,mustbelodgedwiththesecretaryoftheCommittee,BoardorCouncilbeingappealedtowithin5workingdaysofthematchordecisionunderchallenge.

301.InternationalUnitsoftheAssociationshallbeallowed7workingdays,togetherwithafeeasinRule303whenobjecting,counterobjectingorappealingtotheNationalAppealsCommitteeortoCentralCouncil.

302.Objections,counterobjectionsandappealstoCountyBoardsmustbeaccompaniedbyafeeof€100.

303.Objections,counterobjectionsorappealstotheProvincialorNationalAppealsCommittees,orProvincialorCentralCouncils,mustbeaccompaniedbyafeeof€300.

304.Whereanobjection,counterobjectionorappealsucceeds,thefeeshallbereturnedtotheobjectingorappealingparty.

305.Wheretheobjection,counterobjectionorappealiswithdrawn,thefeeshallberetainedbytheCommittee,BoardorCounciltowhichitwassubmitted.

306.TheSecretaryofthebodywithwhichtheobjectionorappealhasbeenlodgedshallonreceiptofsame,notifytheSecretaryoftheClub,Committee,BoardorCouncilagainstwhichithasbeenmade,andencloseacopyoftheoriginalobjectionorappeal.

307 Inappealcases,theinformationshouldincludethefollowingdetails: (a) Theoriginalcircumstance(s)oftheallegedbreachofrule(s) (b) Therulenumbersthatwereallegedlybreached (c) Thepenalties,ifany,thatwereimposed (d) Abriefoutlineofanypreviousappealsandresults

308.TheChairperson,inconsultationwithotherofficersofthebodytowhomtheobjection,counterobjectionorappealislodged,maydecideonwhethertocallameetingormakeadecisiononthefactsaspresentedtohim/heroutsideofameeting.

309.CountyBoards,CommitteesorCouncilsmayruleoutanyobjection,counterobjectionorappeal,ifintheiropinion,suchobjection,counterobjectionorappealispetty,orisinanywaydetrimentaltothebestinterestsoftheAssociation.

CountyBoards,CommitteesorCouncilsshouldthereforediscouragepettyobjections.

310.Interestedpartiesshouldbegiven3workingdaysnoticeofthemeetingatwhichtheobjection,counterobjectionorappealistobeheard.Inemergencyorexceptionalcircumstancesshorternoticewillsuffice.

Intheeventofaninterestedpartybeingunabletoattend,s/hemaysendarepresentativeprovidingsuchrepresentativeisamemberoftheAssociation.However,wheretherepresentativeisaparentorguardianofanUnderagePlayer,theydonothavetobeamemberoftheAssociation.

311.Allinterestedparties,asdefined,shallbeofficiallynotifiedoftheresultoftheappealorobjectionsatthemeetingorbytelephone.Thisshouldbefollowedbynotificationinwriting,faxorelectronicmail.

312.Shouldameetingbecalledtworepresentativesfromeachparty,whoshallbemembersoftheAssociation,mayattend.Thepartiesmaybeinterviewedseparately.However,iftheyfailtoattendwithoutreasonableexplanationthehearingmaybeheld.

313.Afterpresentingtheircase,therepresentativesshouldbeaskedtoleavetheroomwhileadecisionisbeingmade.Theyshouldberecalledatalaterstagetobeinformedoftheoutcome.

314.Neitherteamconcernedinanobjection,counterobjectionorappealshalltakefurtherpartinthesameknockoutcompetition,untiltheallegedinfringementshavebeendealtwithbytheCommittee,BoardorCouncilincharge.

TeamsmaycontinueplayingincompetitionsorganisedonaLeaguebasis,pendingtheoutcomeoftheobjectionsorappealbytheCommittee,BoardorCouncilincharge.

315.IntheinterestsofnaturaljusticeanymemberofaClub,Committee,CountyBoard,ProvincialorCentralCouncil,whowaspartytoimposingdisciplinarymeasuresinaparticularcase,cannotsitonanappealbodyatCommittee,CountyBoard,ProvincialorCentralCouncil,whereanappealagainsttheirdecisionisbeingheard.Thisalsoappliestomemberswhomayholdofficership.

316.AnyIndividual,Committee,BoardorCounciladjudgedguiltyoftenderingfalseorforgedevidence,shallbesuspendedfor12months.

317.ANon-PlayingMemberwhoissuspendedshallhavetherightofappeal.OncetheappealisreceivedbytherelevantCommittee,BoardorCouncil,thesuspensionshallbelifted.

Shouldtheappealbeunsuccessfulorwithdrawn,thedateofsuspensionshallbefromthedatetheappealwasdecidedorwithdrawn.

318.CentralCouncilmay,priortoCongress,considerandadjudicateonapplicationsforre-instatementwherestrictapplicationoftheruleshasresultedinhardship.

Transfers319.AplayerwhowishestoleaveoneclubandplaywithanotherClubmust

applyforatransfer.However,aplayerwhohasnotplayedLeagueorChampionshipfootballforaperiodof3yearsisexemptfromtransferrulesprovidedothereligibilityconditionsaresatisfied.

320.Alltransferapplicationsmustbemadeontheofficialtransferform.Itmustbecompleted,properlysignedandsenttotherelevantsecretary.

EvidencetoproveanaddressmayberequestedbyaClub,CountyBoard,ProvincialorCentralCouncilorsub-committeesthereof.

Wheretherelevantbodyisnotsatisfiedwiththeevidenceprovided,thetransfermayberefused.

AplayertransferredtoaClub,who,atanytimewithinaperiodof6monthsfromthedateoftransfer,isfoundtobenolongerresidentwithintheClubCatchmentArea,maybeliabletosuspension,andtheClubmayalsobesuspended.

321.AtransferrequiringProvincialorCentralCouncilsanction,andwhichhasbeenapprovedbytheClubandCountyBoard,maybeapprovedbytheProvincialSecretary,orCEO,subjecttoratificationatthenextProvincialorCentralCouncilmeeting.

322.Atransferbecomeseffectiveassoonasitisapprovedbytheappropriateauthority,unlessitisbeingcontestedatalowerlevelthanCentralCouncil.

Whereitisbeingcontested,thecontestingpartymustlodgeanappealas

perRules298to303asappropriate,orbeforetheplayerisduetoplayherfirstcompetitivegamewithherNewCluborCounty,whicheveristheshorterperiod.

323.AplayerwholeavesaCountypermanentlyandwhowishestobecomeinvolvedintheplayingactivitiesofanotherCountymust:

(a) ObtainatransferfromherProvincialCouncil,ifsheintendstoparticipatewithanotherCountyinthesameProvince.

(b) ObtainatransferfromCentralCouncil,ifherintendedparticipationiswithaCountyoutsideofherformerProvince.

Inter Club Transfers324.Aplayer,whowishestoleaveoneClubtojoinanotherinthesame

County,mustapplytotheCountyBoardontheofficialtransferformforatransfer.ThisalsoappliestoadisbandedClubunlessgovernedbyRule319.

325.TheCountyBoardshallhavepowertorefuseorgrantsuchtransferstakingintoaccountthebestinterestsoftheAssociation.

326.AplayerseekinganInter–ClubtransferoutsidetheCountyinwhichshelastplayed,mustseekherreleasefromherformerClubbycompletingtheofficialtransferform.

TheformmustbesignedbyherformerClubandCountySecretaries,whomustforwardittotheSecretaryoftheCountytowhichsheistransferring,whointurnmustforwardtotherelevantProvincialSecretaryorCEO.

EligibilityconditionsarealsogovernedbyRule146.327.IftheplayerisresidingintheCCAoftheClubtowhichsheistransferring,

orifsheisreturningtoherHomeClub,theCountySecretarymaysignthetransferformandforwardittotheProvincialorNationalSecretaryasoutlinedinRule323.

328.IftheplayerisNOTresidingintheCCAoftheClubtowhichsheistransferring,orifsheisnotreturningtoherHomeClub,thetransfermustbe:

(a) DiscussedandapprovedbytheCountyBoardtowhichsheistransferring,

348.GamesinUnder11andyoungershallbeorganisedontheGoGamesModel.GoGamesaremodifiedwhereresultsarenotformallyrecorded,andwhereallparticipantsgettoplayduringthecourseofthegame.

TeamsatUnder6and7shallbeamaximumof7-A-Side.TeamsatUnder8and9shallbeamaximumof9-A-Side.TeamsofUnder10and11shallbeamaximumof11-A-Side.

AtUnder12level,competitionsmaybeorganisedonaleagueformat,onthebasisthatparticipatingteamsshouldbeamaximumof13-A-Side.Gamesshouldbeorganisedoverfourquarters,andprovisionshallbemadeforallmembersoftheteampaneltoparticipateinaminimumofonequarter.

Championship Fixtures349.TeamstakingpartinInter-CountyChampionshipsshallbe15-A-Side.350.ForCounty,ProvincialandAllIrelandChampionshipsthereshallbea

draw.Drawsshouldbearrangedtopermitbyesinthefirstroundonly.351.CountyandInter-CountyChampionships,mayberunonaleaguebasis

with3pointsforawin,1pointforadraw.352.ThecompositionofteamstakingpartinCountyChampionshipsmaybe

lessthan15-A-SideasdecidedbyCountyBoard,CountyConventionorCountyBye-Laws.However,whentheCountychampionstakepartintheProvincialorAllIrelandClubChampionships,thecompetitionshallbe15-A-Side.

353.ClubsandCountiesmustreceiveatleast5daysadvancenoticeforcompetitivegames,exceptinanemergencysituationorbymutualconsentoftheteamsinvolved,whereashorterperiodshallsuffice.

354.WhereaCluborCountyhasdelegatesatafixturesmeeting,suchCluborCountyshallbedeemedtohavereceivedofficialnotificationofdecisionsmade.

355.Ateamthatfailstofulfilafixture,havingreceivedofficialnotification,andfailstogive2day’snoticeinwrittenorinelectronicform,ofitsintendeddefault,totheappropriateSecretary,maybesuspendedfor6months.

Theymayincurafineofupto€5,000pursuanttothetermsofRule195.Theiropponentsmaybeawardedthegame.Provisionofsuchnoticeavoidssuspensionbutmaynotentitletheteamtoare-fixture.

356.Intheeventofateamcancellingacompetitivegame,withoutpriornoticetotheappropriateSecretary,therelevantCommittee,BoardorCouncilmaybecompelledtopayallreasonablevouchedexpensesincurred,underapenaltyof12monthssuspension.

357.AteamfailingtofulfilaChampionshipfixturemayforfeititsplaceinthatcompetitionandthegamemaybeawardedtoitsopponents.Theteamisalsoliabletoasuspensionof6months.

358.IntheAllIrelandUnderAgeChampionships,theProvincialwinnersshallplayoffforthetitle,accordingtothefixturesarrangedbyCentralCouncilandatsuchvenuesasCentralCouncilmaydecide.

359.AllInter-CountyProvincialUnderageChampionshipsmustbeconcludedatleast7dayspriortothedatesarrangedfortheAllIrelandknockoutstages.Failuretodososhallresultinthecounty’sremovalfromthecompetition,unlessotherwiseexemptedbyCentralCouncil.

360.AdultCountyClubChampionshipsmustbeconcludedatleast7daysinadvanceofwhentheyareduetoplayintheProvincialClubChampionship,providedsuchCountyreceivedatleast4weeksnoticefromtheProvincialCouncilofthedateofcommencementoftheProvincialClubChampionship.FailuretodososhallresultintheclubsremovalfromtheInter-ProvincialClubChampionship,unlessotherwiseexemptedbyProvincialCouncil.

361.ProvincialCouncilsshallbeentitledtotakegatereceiptsforanygamesundertheircontrol.

League Competitions362.ALeagueshallbesubjecttothegeneralrulesoftheAssociation.Priorto

thestartofthecompetition,theCommittee,BoardorCouncilinchargeshalldrawupregulationsgoverningitsorganisation.

363.Leaguecompetitionsmayberunonasingleordoubleroundsystemwith3pointsforawin,1pointforadraw.

Theprocedurefordeterminingtheresultofthecompetition,promotion,relegationorqualificationfortheconcludingstagesshallbedecidedbytheCommittee,BoardorCouncilincharge,priortothecommencementofthecompetition.

364.ThecompositionofteamstakingpartinCluborCountyLeagues,maybelessthan15-A-SideasdecidedbytheCommittee,BoardorCouncilincharge.

ThecompositionofteamstakingpartintheNationalLeaguesshallbe15-A-Side.

365.ShouldateamwithdraworbedisqualifiedduringthecourseoftheLeague,theresultsofgamesplayedshallstand.Pointsfromitsremainingun-playedfixturesshallbeawardedtoitsnominatedopponentsinthosematches.

Tournament Games366.Authorisationtoholdand/ortocompeteinalltournament,friendlyand

challengegamesshallbeobtained24hoursinadvancefrom: (a) TheCountyBoardinthefirstinstance. (b) ProvincialCouncil,wheretheteamsarefromdifferentCounties

withinthesameProvince. (c) CentralCouncil,whereteamsarefrommorethanoneProvince.367.Aplayerorteamtakingpartinanyunauthorisedtournament,friendly

orchallengegameshallnotbecoveredbytheInjuryFundandmaybesuspendedby:

(a) TheCountyBoardifonlyoneCountyinvolved. (b) TheProvincialCouncilifmorethanoneCountyinthesame

Provinceisinvolved. (c) CentralCouncilwhereplayerorteamsarefromdifferentProvinces368.TherelevantCommittee,BoardorCouncilshalldealwithanydisciplinary

mattersarisingoutofthetournament,friendlyorchallengegames.Thereshallbenoalterationintherulesgoverningdiscipline,exceptinFéilePeilnanÓg,wheretheFéiledisciplinaryrulesshallapply.

369.AmemberorunitoftheAssociationshallnotparticipateingamesofLadiesGaelicFootballpromotedbyabodynotaffiliatedtoCentralCouncil,withoutpriorauthorisationofCentralCouncil.

370.Aplayer,whoisnotregisteredwithaparticularCluborCounty,mayplayforthatCluborCountyasaguestplayerinatournamentgame,providingshehasobtainedpermissionfrom:

(a) TherelevantOrganisingCommittee,BoardorCouncil (b) HerRegisteredClub (c) HeraffiliatedCounty,ifsheisonanyofherCountypanels.

Medals and Trophies371.CentralCouncil,ProvincialCouncilsandCountyBoardsshallhavecontrol

ofselectingallmedalsandtrophiesforChampionships,Leaguesetcundertheirrespectivecontrol.AllmedalsandtrophiesshallbeofIrishmanufacture,exceptforInternational UnitsoftheAssociation.

372.CountyBoardsshallawardatleast20medalsortrophies,toLeagueandChampionshipwinnersandrunnersup,andpro-ratawhereteamsoflessthan15playersareinvolved.

373.InallNationalandProvincial15-A-Sidecompetitions,therespectiveCouncilsshallpresent30winnersmedalsortrophies,and30runnersupmedalsortrophies,tothefinalistsconcerned.

ExceptionisintheAllIreland7-A-Sidecompetitions,where12medalsortrophiesshallbepresentedtoboththewinnersandrunnersup.

374.TrophiesshallbepresentedtotheAllStars.375.AtrophyormedalshallbepresentedtotherefereeofAllIrelandfinals

inallgrades,andinanyothercompetitionsthatCommittees,BoardsorCouncilsmaydecide.

376.Itshallbetheprivilegeofthecaptainofthewinningteamtoacceptthecuportrophyonbehalfofherteam.ThesafecustodyofthecuportrophyshallbetheresponsibilityofthesuccessfulClub,County,School,CollegeorProvince.AnycostsincurredinthereplacementorrepairofcupsortrophiesshallbebornebytheClub,County,School,CollegeorProvinceresponsible.

Acuportrophyshallnotbefilledwithanytypeofalcoholicbeverage.377.AllcupsandtrophiesshallbereturnedtotheCommittee,Boardor

Councilincharge4weekspriortothefinaldate.Teams378.Ateamshallconsistof15players.Apanelof30playersandamaximum

of7officialsareallowedontheside-line.379.Teamsshallbe15-A-SideinallgamesinallProvincialandNational

Competitionsexcept7-A-Sidecompetitions.380.Anycompetitioninvolvingteamsoflessthan15-A-Sideshallbesubject

totherulesofTheOfficialGuideandotherrelevantrulesasauthorisedbyCentralCouncil.

381.Eachteammusthaveatleast11playerstocommenceamatch,butamatchmaybecontinuedorfinishedwithlessthan11players.Thefullcomplementofplayersmaybeaddedduringthecourseofthegame,uponnotifyingthereferee.

382.Duplicatelistsofplayers,givingfullnames,andinthecaseofInter-Countygames,Clubstowhichtheplayersbelong,mustbegiventothereferee

beforethecommencementofthegameinallofficialgames.Thenumberontheplayer’sjerseymustcorrespondwiththatplayersname.

Wheremorethan15namesappearontheteamlists,thefirst15shallbetakenasconstitutingtheactualteam,unlessotherwiseclearlyindicated.

383.Failuretofurnishtheteamlistshallresultinlossofthegame,whichshallbeawardedtotheopposingteam.Thesamepenaltyshallapplywhereaplayercommencesagamewhosenameisnotincludedintheteamlist,thathasbeensuppliedtothereferee.

Thereisnoonusontherefereetoseektheteamlistfromeitherside.384.Clubs,CountiesorProvincesmustsupplytotheorganisingCommittee,

BoardorCouncilteamlistsoftheirstarting15playersandtheirsubstituteswhererequiredforpublication.FailuretodosowillresultinafineatthediscretionoftheCommittee,BoardorCouncilinchargeofthefixture.

385.ANOtherisnotaplayingmemberandmustnotbeincludedintheteamorpanellistofplayers.

386.Anyteamtakingthefieldmorethan15minuteslateforanycompetitivegame,exceeding15minutesfortheintervalbreak,shallforfeitthematchtotheiropponents,unlessthedelaywasunavoidable.

387.Teamsthataremorethan15minuteslatetakingthefieldmustfulfilthefixtureunderpenaltyof6monthssuspension.

Anyteamfieldinglate,aftertheappointedstartingtime,shallbefined€2perminuteorpartthereof.

388.ForProvincialandAllIrelandfinals,teamsmusttakethefieldatleast15minutesbeforethethrowin.Failuretodososhallincurafineof€50.

389.Teamsmaybeallowed37passesintogamesandfunctions,asdecidedbytheorganisingCommittee,BoardorCouncil.

Substitutions390.Substitutionmeansreplacinganyoftheplayersontheteamduringa

game,orathalftime. Teammentorsmayreplaceaplayerpriortothecommencementofthe

gamewithouthavingbeendeemedtohaveusedasubstitute,providedtheplayerinquestionwasnotsentoffbythereferee,andthattheteamlistisamendedaccordingly.

Aplayersentoffbytherefereebeforethecommencementofthegame,aftertheteamshadlinedupforthethrowin,cannotbereplacedbyasubstitute.

391.UnlimitedSubstitutionsareallowedintheNationalLeagueuptotheQuarterfinalstage.

courseoftheLadiesGaelicFootballAssociationshallbeappointedforallgameswherepossible.RefereesshallbesubjecttoassessmentfromtimetotimeasmaybedeterminedbyCentralCouncil.

507.Ifarefereeisunabletoofficiateatagame,thesecretaryorCommittee,BoardorCouncilinchargeofthefixtureshallappointasubstitutewhohascompletedarecognisedseminarandrulescourseofTheLadiesGaelicFootballAssociation.

However,wherearefereeisunabletoofficiateatthelastmoment,s/hemaynominateasubstitutereferee,underwhomtheteamsshallplay.

508.WhereCountygamesareplayedatneutralvenues,bothteamsshallpaythereferee’sexpenses.ThesemayberefundedfromgatereceiptsorfromtheorganisingProvincialorCentralCouncil.

509.InInter-CountygamestheHomeCountyshallpaythereferee’sfeebeforethecommencementofthegame.

Thefeemayberecoupedfromthegatemoneytakenatthatgame.AreturnshouldbemadetotheNationalorProvincialtreasurerasappropriate,showingthetotalgatereceipts(beforepaymenttothereferee),refereesexpensesandanyotherexpensesincurredi.e.feeforuseofthepitch.

510.CountyBoards,ProvincialandCentralCouncilsshallholdrefereescoachingcoursesperiodically.

511.Refereesshallwearofficiallyapprovedattirewhenofficiatingatallgames.512.Areferee’srequirementsareawhistle,watch,coin,notebook,pencil/pen

andYellowandRedCards.

513.Thedutiesandpowersofarefereeinadditiontothoseoutlinedintheplayingrulesshallbeto:

(a) SignandgiveacopyoftheteamliststotheopposingteambeforethecommencementofthegameReportonanyfailureregardingthereceiptofteamliststotheCommittee,BoardorCouncilinchargeofthefixture

(b) Seethattheplayersareproperlyattiredandreportonsame (c) Obtain,ifrequestedbytheteamcaptainorteamofficial,the

signature,fulladdressandClubofanyplayerwhosenameappearsontheofficialteamlist,andthatofanysubstitutewhotakespartinthegame.

(d) Allowordisallowscores. (e) Consultwithmatchofficialswhenoccasiondemandsandreplace

anyofthemshouldtheywithdrawtheirservicesbeforetheendofthegame.

(f) Dealwithintrusionsofunauthorisedpersonsontothefieldofplay. (g) Takethenamesorotherwiseidentifyplayersorofficialsinterfering

duringthegameandreportonitaccordingly. (h) Reportonpitchmarkingsandonanyotherunsatisfactoryaspects

ofthefieldofplay. (i) Addonadditionaltimeforsubstitutionstobemadeandforthe

timetakentocautionororderoffaplayer.514.Therefereeshalldecide: (a) Whethergroundorotherconditionsaresuitableforplaying (b) Toterminateagamebecauseofdarkness (c) Toterminateagamebecauseofpersistentoutside

interference,oranyotherreasons/heconsidersnecessarye.g.ifaplayerrefusestoleavethefieldor,havingbeenorderedoff,returnstoparticipateinthegame

515.Whenaplayer,players,orateamrefusetocontinuewithagame,therefereeshouldgivethecaptainoftheteamapproximately3minutestodecidetheirfinalintentions.

Iftheteamstillrefusestoplay,anyplayerwillingtocontinuewiththegameshouldgivehernametothereferee.

TherefereeshallmakeafullreportoftheincidenttotheCommittee,BoardorCouncilinchargeofthefixture.

516.Ifagameisterminatedbytheonsetofdarkness,itmustbere-fixedunlesstherewasadeliberatedelayonthepartofoneteam.Inthosecircumstancesthegamemaybeawardedtotheiropponents.

Ifthegamewasterminatedforanyotherreason,thedecisionrestswiththeCommittee,BoardorCouncilincharge.

517.Therefereeshallgivepermissiontoamaximumof2officialstoattendtoaninjuredplayer.Suchofficialsshallnotenterthefieldofplaywithoutthereferee’spermission.

Treatmentofinjuriesshallbegivenontheside-lineunlessinexceptional circumstanceswheretherefereeshallusehis/herdiscretion.518.Therefereeshallhavethepowertooverruleamatchofficial,andgivethe

finaldecisiononscores.519.Therefereesdecisiononanyquestionoffactandinregardtotimeshall

befinal.TherefereemaybeassistedinthetimingofgamesbyanytimingdeviceasapprovedbyCentralCouncil.Shouldsuchatimingdevicebeused,thefollowingrulesshallapply:

(a) Itisstoppedonthesignaloftherefereebytheoperatorandrestartedonthesignalofthereferee

(b) Attheendof30minutesplayingtimeahootershouldsound (c) Ifafreehasbeenawardedonorbeforethehootersounds,the
