I hereby give My Sanction to the Ordinance for
the amendments to he made to the Imperial Ordinance
concerning the Establishment of Temporary Officialsin
the Offices under the jurisdiction of the Ministry of
Agriculture and Forestry and cause the same to be
promulgated.

The following amendments shall be made to the
Imperial Ordinance concerning the Establishment of
Temporary Officialsin the Officesunder the jurisdiction
of the Ministry of Agriculture and Forestry.
In Article 1, "full time 90 persons" shall read
"full time 88 persons," "full time 285 persons" shall
read "full time 283 persons" and "full time 702 per-
sons" shall read "full time 695 persons."

The present Ordinance shall come into force as
from the day of its promulgation.

Remarks:
(1) Ships which are not forced to have wireless appa-
ratus are permitted to substitute the frequency1570 kc for the specified one. However, in the case
of fishing boats which of more than 100 gross tonnage,
such substitution must be authorized by the com-
petent Director of Communication Bureau.
(2) Ships which are not forced to have wireless
apparatus are.permitted to use the frequency 350 kc
at minimum.
(3) The frequency shall be used in public communi-
cation service.

a. The controlled prices in the above table shall be
the prices of goods coming under the standard,established by the Japan Candle Industry Control
Union, and the prices of the goods not coming
under the standard shall be 50 per cent less.
b. The controlled prices of the manufacturers shall
be the prices of the goods to be sold ex the nearest
railway station for the wholesalers.
The controlled prices*of the Japan Candle Industry
Control Union or of the wholesalers shallbe the prices
of the goods to be sold ex the nearest railway station
for retailers.
The controlled prices of retailers shall be the
prices of the goods to be sold ex the stores of sellers.
c. The prices of the small candles shall be \ 2.00
higher per kin.
d. In case of sellingin small lots, the prices of the
goods shall be computed in proportion to the prices
indicated in the above table.

ships used by government officesincharge of fisheryand with wireless tele-
graphs & telephones used by prefecturalgovernments for the purpose of directingaquatic enterprises.
In case of wireless telegraphs & tele-phones equipped on board fishingboatsbelonging to. a party communicatingmessages relatingto fishery with fishingboats equipped, belonging to anotherparty.

Remarks:
(1) It may be used only in the area north of N. lat. 40 deg.
(2) It may be used only from sunrise to sunset.
(3) It is restricted to communication with Chdshi Coast Station.
(4) It is restricted to communication with Nagasaki Coast Station.
(5) It may be used for preparation of communication just after calls and answers.
(6) Besides cases specially provided in Regulations, it may be used solely for the transmission of messages
(messages which are in conformity with Art. 66 or messages which are very simple) ascertained to be finished
within a few minutes, on condition that other communications are not interfered with.
(7) It may be used only when 375 kc cannot be emitted. However, it may be used in case of calling or
answering land telegraph stations which are coincidently wireless telegraphs performing direction-finding service.
(8) It may be used only when 375 kc cannot be emitted, on condition that calls and answers shall not be
interfered with.
(9) It may be used only when 400 kc cannot be emitted.
Supplementary Provision:
The present Ordinance shall come into force as from September 1, 1946.

is made of the controlled prices of candles, and the
Ministry of Agriculture and Commerce Notification No,

Conditions of sale and other matters;
a. The control prices shown in the present table
include the cost of containers; a hemp bag for
50 kg and a paper bag%for 500 g.
b. The manufacturer's control prices are ex go-
down prices at the manufacturer's factory.
c. The dealer's control prices are fixed under the
same condition as (b).
d. When sold at the purchaser's appointed place
the packing freight and other costs of transport-
ing from the place fixed in (b) should be paid

Kochi Prefecture revised officialbusiness regula-
tion on July 20, and established "Construction
Section" in Home Affairs Division, which took effect
from this date.
JUDGEMENT
Resolution
The investigation by the officialsdiscipline com-
mittee concerning the Discipline case of Murakami
Tatsuji, Educational Officialof Local Government, re-
vealed the following fact on August 24, 1946.
The above Murakami Tatsuji was graduated from
Civil Engineering Course, Special Department of En-
gineering, Tohoku Imperial University on March,
1915; appointed Teacher of Takayama Girls' High
School of Kagoshima Prefecture on May 26, 1921,
Principal of Public Middle School on December 10,
1942 (Treated as Higher Officialof the 4th Rank),
Principal of Ei Technical School of Kagoshima Prefec-

ture, nominated to Principal of Kajiki Technical
School of Kagoshima Prefecture on January 31, 1946;
appointed Educational Official of Local Government by
the Imperial Order No, 113 on April 1, 1946, and
nominated to the Principal of the same school at pre-
sent he holds the position.
On May 17, 1946 at Komagome, Takashiro-mura,
Satsuma-gun, Kagoshima Prefecture, a policeman and
a member of Young men's Association who were going
round the fields among the hills, discovered a chest in
earth, covered with a mat and miscanthuses, which con-
tained 16 Japanese swords, 26 short swords, 7 spears, 15
knives attached to sword-sheaths, 95 arrow-heads, a
halbered and 75 sword-guards, the investigation revealed
that those articles belonged to Murakami Tatsuji and that
he had burried them under the ground of the above-
mentioned place on August, 1945, in order to protect
them.
Some of these articles should be delivered as private
arms which in accordance with the instruction by the
Director of Police Bureau, ''emergency directive for
delivery of arms," on September 15, 1945, published on
newspapers, should be presented by the 10th of October,
or presented at the Second arms-delivery during 10th
and 19th of January, 1946, or at the last, during 1st and
26th of March. 1946 that were the chances for him to
deliver them. In spite of these chances, however he
neglected his duty to do it.
The above-mentioned fact was made clear according
to the document demanding investigation and its appen-
dixes sent by the Minister of Education and moreover,
it was also clear from the record above-mentioned that
this matter did not conflict with the regulation of Article
7 of the Ordinance relating to the Discipline of Civil
Officials.
The above-mentioned conduct by Murakami Tatsu-
ji was improper for an educator and made him lose the
dignity and credit as the principal of technical school.
The above-mentioned conduct was applicable to
Item 2 of Art. 2, of the Ordinance relating to the Discipline
of Civil Officials, the Committee have decided that
Murakami Tatsuji, Educational Official of Local Govern-
ment, should be relieved of office in accordance with
Tfpm 1 of Article. 3 of the same Ordinance.
