CHURCH COVENANT
As a body of believers, having confessed with our mouth the Lord Jesus Christ
and having believed in our hearts that God have raised him from the dead, we
are saved. Hereby, on the public expression of our faith, having been baptized
in the name of the Father, and of the Son, and of the Holy Ghost, in the presence
of God and His Holy Word, we do now enter into covenant with one another as
one body in Christ.
We, agree therefore, by the leadership of the Holy Spirit, to love the Lord our
God with all our heart, soul and mind; to love our neighbor as ourselves, and to
walk together in Christian love by assembling ourselves together to worship and
to experience Christian fellowship.
We also agree to watch over one-another in brotherly love; to remember one
another in prayer; to aid one-another in sickness and distress; to promote
family and private devotions; to search the scriptures; and to be in attendance
of Sunday School, Worship Service, and other programs offered to the church.
We further agree to live by the principals set forth in the Organizational
Discipline, and to contribute cheerfully and regularly to the support of the
ministry, to the expenses of the church, to the relief of the poor, and to the
spread of the gospel to our neighbor.
We moreover agree to unite ourselves together in a fellowship of holiness, to go
into the highways and hedges compelling the lost to come, and to carry out the
spirit of this covenant and to the principles of God’s Word.

Minutes of the April, 2013, Special Session
On Saturday, April 6, 2013, at 6:00 PM, the Lumber River Conference of the Holiness Methodist Church
met at the Conference Headquarters, Pembroke, NC.
Bishop James H. Woods was Presiding Bishop. Opening song, “Glory To His Name”, was sung and
prayer requests were given and prayer was lead by Rev. Dwayne Lowry. Welcome was given by Bishop
Woods and the roll was called. The following persons were unexcused absences at the meeting:

New Business:
1. Correction to 2013 Journal, Page 4, was corrected to read: (of the Holiness Methodist Church
held at Shoeheel Holiness Methodist Church on).
2. A discussion was held by Bishop James H. Woods and Rev. Robin Hammonds about their
connection with the Robeson County Correction Department, Lumberton, NC. They enjoy their
work with these prisoners through God’s wonderful grace and mercy.
3. Letter of Transfer or Restoration of membership – After much discussion concerning this topic, it
was discovered a error was made in the revision of the current Doctrines and Discipline.
Conference Superintendent, Rev. Elton B. Hunt, is to send out a letter of correction in which the
statement should read:
(unless by restoration or letter of transfer from one church to another church within the
LRCHMC. All other letters of transfer received from persons outside the LRCHMC, must be taught
the LRCHMC Doctrine and Discipline before full membership is granted). This will go before the
August Special Session for approval.
Special Announcements:
1. Rev. Crites Oxendine stated that the Conference Trustees are asking for volunteers for clean-up of
the Conference Headquarters on Saturday, April 13, 2013.
2. Rev. Elton B. Hunt discussed the upcoming 1st Women’s Conference which will be held at
Cherokee Chapel Church on Saturday, April 27, 2013. This is a first for our Conference and we
would like for it to be well received.

Minutes of the August, 2013, Special Session
On Saturday, August 3, 2013, at 6:00 PM, the Lumber River Conference of the Holiness Methodist Church
met at the Conference Headquarters, Pembroke, NC.
Bishop James H. Woods was Presiding Bishop. Opening song, “Victory In Jesus”, was sung and prayer
requests were given and prayer was lead by Rev. Bryan K. Oxendine. Welcome was given by
Bishop Woods and the roll was called. The following persons were unexcused absences at the meeting:

Old Business: Correct to Discipline Change – Approved with 100% of the Doctrine and Discipline
correction concerning restoration or letter of transfer from one church to another church.
New Business:
1. The April Special Session minutes were presented and read. Rev. Elton Hunt made a request for
approval and seconded by Rev. Steve Locklear. 100% approval
2. Change of Class Leader’s Report – Bro. Freddie Oxendine gave a discussion concerning
home/hospital visits made by the entire Official Board which are not counted in any reports. After
much discussion, it was decided that it is the responsibility of the Official Board as well as the
christian congregation to make home/hospitals visits. This was not approved with a request by
Rev. Steve Locklear and seconded by Rev. Willie Scott, Jr. It was stated that this cause may be
recalled in the future.
3. Permanent Bar Members in Supernumerary Status: Bro. Freddie Oxendine discussed that
instead of giving the Minister(s) in Supernumerary Status the 10% of funds given on Annual
Conference Sunday that was previously approved, that said Minister(s) would be given a fund of
$300 and the balance of funds be set up in a separate account to assist Minister(s) in
Supernumerary Status for mitigating circumstances should the occasion arise. After it was
discussed, it was slated to go before the Annual Conference for approval or disapproval.
Motion was made to adjourn and seconded. MOTION APPROVED. Closing Prayer –

Call to Order and Preliminaries:
Bishop James H. Woods called the 113th Session for the Annual Conference to order. The roll was called
by Conference Secretary/Treasurer, Sis. Dianne Belcher, for all Bar Members. Delegates’ letters were
received. The Conference Bar, Delegates, Alternates and Lay Representatives were seated in the entire
left section of the Church. Time of opening, closing and recess was set as shown in the program.
Election of Conference Superintendent: Rev. Elton Hunt was elected by acclamation.
Election of Conference Secretary: Sis. Dianne Belcher was elected and approved.
Election of Conference Treasurer: Sis. Dianne Belcher was elected and the title of
Secretary/Treasurer was given for these two positions. Bro. Clayton Locklear will serve as Ass’t
Treasurer.
Election of Lay Leader: Sis. Kathy Oxendine was elected and approved.
Election of Sunday School Supervisor: Bro. Crawley Locklear was elected and approved.
Correction made for addresses and telephone numbers of members. No written complaints concerning
the Character of Ministers and Conference Members. Minutes from August Special Session were
provided and approved with correction of unexcused absence of Rev. Willie Jacobs, Jr.

Conference concerning affiliation with the Holiness Methodist Conference. Pastoral Reports, Evangelists
Reports and Missionaries Reports all received.
Unfinished Business: Bro. Freddie Oxendine gave a discussion concerning the approved 10% of
Conference Sunday Collections being given to any minister in Supernumerary Status. This was amended
that any minister in this status would be given funds of $300.00 and the balance would be put into a special
account set up by the Conference Secretary/Treasurer. Request was approved.
New Business: Rev. Tom Morgan gave a talk concerning the love offering that had been given to him
when he had a physical need and a spiritual need that he received from God and the love from our
Conference. Sis. Twila Blakley had sent a card of thanks that was read.

CHURCH IMPROVEMENTS
CHEROKEE CHAPEL: Purchased a projector system, laptop computer, ADT, 6’ x 8’ enclosed trailer to pull
behind a vehicle and refrigerator.
HOPEWELL: A new projector sound system, renovated the fellowship hall. Jason Lowery donated one
(1) acre of land.
MACEDONIA: Purchased hand tools, pressure washer. Washed all outside building.
MAXTON: New sound system in sanctuary.
NEW BETHEL: Renovated all classrooms in the back of the Church, bathrooms, pastor’s study and
nursery. Replaced gas pack and all duct work.
NEW PROSPECT: Purchased a bus, built a storage building to store the bus.
RIVERSIDE: Installed handicap rails to all entrances to the Church and fellowship hall.
SHOEHEEL: None
UNION CHAPEL: Purchased a projector with cabinet, added on to two previous classrooms and 2 heat
pumps.
CONFERENCE BLDG: Purchased one heat pump.

Education Board Report
113th Annual Session
2012 – 2013
The Education Committee met on the following occasions, February 10, March 3, April 14, July 28, and
September 8, 2013.
1. For the first time in history, the Conference held a Women’s Conference and Prayer Breakfast that
was hosted by Cherokee Chapel Church on April 27, 2013. It started at 8:00 AM and ended about
11:00 AM. After a morning of breakfast, praise and worship, devotions and prayer, a drama, a
skit from the Bible, songs of worship, a guest speaker, Doris West, and our own Sis. Connie Bullard
performed along with some special testimonial. A special thanks for all the people who donated
their time to help make this a very successful occasion. And because it was a success, we would like
to continue to do another Women Conference and Prayer Breakfast in 2014.
2. Our Annual Conference wide Study Course which was led by Rev. Dwayne Lowry and it was a
continuation of the course of 2012 of Typology with an Emphasis on Christ in the Tabernacle. It
was well received and well done with the aid of a Course Syllabus and power point outline. It was
a job well done and our hats off to Bro. Dwayne for graciously consenting to be our instructor for
another year.
3. The next order of business for our Committee was the Annual Back to School with Jesus for the
grades K-12th which was held at New Prospect Church. Hats off again to the Education
Committee and our Conference Lay Leader for a job well done. A Special Thank-You to all the
churches for their continued financial support to make this program a success. Please do not
forget to budget this program for the coming 2014 year.
4. The Education Committee also planned and implemented a Course of Study for our Conference
Ministers which was held at the Conference Building on September 3, 2013. The Study Course
was on Grief Counseling for a Pastor and his Congregation. It was led by
Dr. Theresa Bullard Jacobs from the Prospect Community. It was well outlined with syllabus and
power point outlined and notes. It was a very simple outline form which was very helpful and not
to technical and hard to understand.
5. Our goals and Recommendations for the upcoming Conference Year is the following:
a. To have our first Couple Retreat for the Married Members of our Conference.
b. We would like to have a Young People’s Retreat for our High School Scholars and Collage age
members.
c. Because of the increased work load, we would like to expand our committee to have
representation from all the churches in our Conference to help us out with these upcoming new
and old programs. As of right now, these are the churches without representation on our
committee:

Accomplishments: New programs, goals, ideas and suggestions were made in 2013.

according to His purpose. Romans 8:28
It is with most gratefulness we present this report at the 113th Annual Conferences. Your Conference
Lay Leader, Mrs. Kathy Oxendine and my assistant Ms. Twila Blakley, and each Church Lay Leader want
to thank you who supported your youth and who rendered these services to our youth. Those who could
not participate in the Conference, we thank you for your prayers and concerns.
The Lay Leader’s Assistant, Lay Leader and the Lay Leaders from our churches met at the
Conference Building on January 6, April 6, June 8, August 2, 2013, and then on October 26, 2013 at
Camp Grace.

that participated in conference activities.
Recommendations to the Annual Session: It is my recommendation for the Annual Conference session
with the conference functions that are being held, this starts in the pulpit. What is said there, is coming
out to our flock. The songs we sing. Please be mindful of the songs because what we sing are we actually
doing and living by those words. All of us have lots of improvement. When rules are being made by the
Conference Bar, is it just words or are we abiding by the rules and regulations of our Conference? Be
mindful of what we say. He that heareth you heareth Me; and he that despiseth you despiseth Me; and he
that despiseth Me despiseth Him that sent me. Luke 10:16 and Romans 8:28 will keep us.

It is my recommendation for the Annual Conference session: With the conference functions that are
being held starts in the pulpit. The pastors need to be concerned and back your Lay Leader. We all
have lots of improvement. It’s going to take everybody working together to have a successful conference.
Everything we do is all about Jesus! How are we painting our pictures? Do you want to be a large
portrait and be seen or a small portrait where God can use us? John 3:16 will saved us and Roman 8:28
will keep us.

May God bless you as we extend greeting to the 113th Annual Session of the Lumber River Conference of
the Holiness Methodist Church.
Total expenditures for the conference year were $6,000.00 which included funds for Hurricane Sandy
relief, Mission trip to Trinidad, West Indies, Mission trip to Brazil and special love offerings that were
approved at the August Special Session, by Bishop James H. Woods, Superintendent Elton B. Hunt,
Secretary/Treasurer, Dianne Belcher, Conference Trustees and Conference Stewards. To God for the
glory!

Ordained Clergy and Standing Investigation Board
113th Annual Session
2012 – 2013
The Ordained Clergy and Standing Investigation Board makes the following report. We met on
September 21, 2013, at the Conference Building with all members present. The order of business is as
follows:
1. The Ministers Study Course was reviewed and the Course of Study was well done and carried out
by the course leader who was Dr. Theresa Bullard Jacobs from the Prospect Community. The
study course was on” Pastoral Grief Counseling”. It was done and presenting in a way that the
average Layman and Pastor could understand. It was a job well done.
2. Rev. Scott Hammonds who has completed all the courses of study and has labored as a Pastor at
New Bethel, be ordained as an elder in our Conference with the Ordination Services set for
Saturday afternoon.
3. The Disciplinary Questions was then asked:

3. Who Has Been Discontinued? – No One
4. Was the Character of Each Conference Member Passed? See Superintendent’s report
