1. DUTIES OF COMMISSIONER OF POLICE:-
The Commissioner of Police is responsible for the direction, and supervision of
the Hyderabad Police force. His main duties are:
A) Continuous evaluation of emerging issues and formulates police policy for
maintenance of Law & Order prevention and detection of crimes. Improvement
of response mechanism and keeping the Control Room fully equipped.
B) Effective coordination among different Wings of the City Police;
C) Organize community–policing system for building effective police-public
relations mechanism for prevention and detection of crime and for
maintenance of Law & Order etc.
D) Organization and implementation of Policing beats, patrols and surveillance;
E) Build and update Crime and Criminal Information System;
F) Internal vigilance to enforce code of conduct;
G) Arranging regular courses on the job training courses, their progress and
impact.
H) To keep all members of the City Police in a state of high efficiency and morale;
I) Building effective intelligence mechanism to monitor and control communal,
terrorist and subversive activities.
J) Accord high priority and attention to traffic education, and enforcement as well
as training of traffic personnel.
K) Maintain the Reserve Police of the City fully trained and prepared to be an
effective striking force in times of need.
L) To inspect and visit various Units in his charge to the extent possible and to
arrange for the periodical inspections by the Addl./Joint/Deputy/Assistant
Commissioners as laid down in this Manual or according to the need.

2. DUTIES OF ADDITIONAL COMMMISSIONER OF POLICE:-
a) The Additional Commissioner of Police is supposed to perform such of the
duties of the Commissioner of police as may from time to time be delegated
to him either by the Government or by the Commissioner of Police
b) It is the duty of each Additional Commissioner of Police to maintain, by
frequent personal inspection, efficiency and discipline of the police force
under his charge, to be in close touch with the Deputy Commissioner of Police
under his charge and ready to assist and control them.
c) The Additional Commissioner of Police shall pay special attention to the
training of Assistant and Deputy Commissioner of Police serving within his
region.
d) The Additional Commissioner of Police is responsible for the maintenance of
the strictest discipline amongst officers and men. He shall be kept promptly
apprised of serious cases of misconduct, among officers and men, occurring
under his charge and he is responsible for guiding and directing the efforts of
Deputy Commissioners of Police in dealing with such cases, for scrutinizing
their reports and for making personal enquiries in cases where the exigencies
of the matter so demand.
3. JOINT COMMMISSIONERS OF POLICE:
The posts of Jt. Commissioner of Police have been created to assist the
Commissioner of Police. There are Two Jt. Commissioners of Police
independently supervising branches under them.
4. DUTIES OF DEPUTY COMMMISSIONER OF POLICE:
The Deputy Commissioner of Police should give the Asst. Commissioners of
Police under him, guidance and instructions, whenever necessary. He is
responsible for the general supervision of the divisions under him. He should
ensure by constant supervision that the prevention, investigation and
detection of crime in his jurisdiction are properly and efficiently dealt with by
the police stations under his command. He should enforce discipline and
redress grievances. He should pay surprise visits to the Police Stations at
intervals and check-up whether officers and men are alert. He should deal
with crime as a whole studying the criminal problems of his zone. He should
also visit scenes of serious offences reported in his jurisdiction.

5. DUTIES OF ASST. COMMMISSIONER OF POLICE:
1. Investigation of important cases in his Division besides supervision of Police Station
work of his Divisional jurisdiction in all branches, to maintain discipline among his
subordinates, and to keep the concerned Commissioner of Police, Addl.
Commissioner of Police, Coordination, Crimes & SIT and the Zonal Dy.
Commissioner of Police from time to time.
2. Must thoroughly inspect each PS of his Division once in a year, constantly and
systematically, making enquiries about bad characters, the state of crime,
community policing (maithri) and general efficiency of police work.
3. Visit each of his Police Stations once in a month, check the current work of the
Police Station, give necessary instructions, pointing out errors, entering the same in
the visitors note book, sending a copy to the Zonal Dy. Commissioner of Police and
Commissioner of Police. He shall enter in the visitors’ book the details of cases in
which instructions issued relating to delay in investigation, finalization, and trials.
4. He shall discuss with the Inspector, the cases under investigation, clues for detection
and assist in the progress of the cases in finalizing them without unnecessary delay.
5. He should also supervise the prosecutions of cases, for quick disposal, and see that
the witnesses are produced in courts regularly and co-ordinate the police with
prosecutors and enlist co-ordination in the success of cases.
6. During his visits to the Police Stations, he shall scrutinize the station crime history
Part-I, and see whether all cases have been entered correctly and the register is
maintained property. He should peruse the G.D. check register and duty roster to
see whether beats are properly served and checked. He should also check beats
himself and visit as many villages as possible and see that he visits all villages once
in a year.
7. The Inspector must inspect once in a half-year, the books, shops, premises and
stocks of all licensed manufactures and vendors of arms, ammunition and military
stores. He shall also inspect once in a quarter all places where petroleum is stored.
He shall also inspect all licensed revolvers/pistols at the licensee’s residence in the
first quarter of each year.
8. All cognizable cases under the IPC and also cases under special and local laws shall
be entered in the Inspectors crime register (Form 7) to enable him to maintain a
check over their investigation and disposal either by himself or station house
officers. Entry shall be made in column (6) of the points, which the Inspector wishes
to keep in mind concerning the case.
9. He shall take care that the PS information book (Form 12) is properly compiled and
kept up to date. The objective of this book is to pass on the knowledge gained by
an officer to his successor. The ACP shall also record in the PS information book the
dates of changes of PS charge.

10. The ACP must himself compile the annual review of crime and investigation of each
station in Part-I of the station crime history. He shall send it to the Zonal DCP for
approval before end of January. After approval he will send it to the Police Station
keeping a copy in his office for his use. He should also see that entries in Part-IV of
station crime history are properly made. He should enter in his PS information
book a gist of the entries made in the part-IV of the station crime history of each
station.
11. Supervision of the work and duties of guards and beat detachments.
12. Conduct of Drill, Physical Training and inspection of the Kit personally.
13. Arrange effective beat systems and patrols to prevent offences and to
collect information.
14. Build and maintain good public relations.
15. Organize and maintain liaison with the maithri committees in various locations and
enlist their participation, co-operation and support in the functioning of the Police.
6. DUTIES OF INSPECTOR OF POLICE:
1. The Inspector is responsible for the maintenance of the Law and Order and public order
in his PS jurisdiction.
2. Responsible for direct supervision, guidance and leadership in the field as well as in the
Police Station.
3. Supervision of duties and work of all the staff and men allotted to his charge
including their welfare discipline and morale.
4. Maintenance of good public relations in his stations limits.
5. Organizing beats and patrols and its personal supervision.
6. Maintenance of effective surveillance over bad characters, anti-social elements and
rowdies of the area under his charge.
7. Pursuit and apprehension of offenders on available clues and information.
8. Visiting and spending adequate time in the villages, localities of his station limit.
9. To keep ACP informed of all work performed from time to time.
10 Maintenance of cashbook.
11. Preparation of pay and traveling allowance bills (He should sign them only when the S.I.
is absent)

1) Traffic Branch (Tel.No.1073) : Information about traffic related issues
of the Traffic Control branch, Hyderabad is available on toll free info
line 1073 which is operational 24 hours a day, 7 days a week.
2) Dial 100 : This is telephone functions as Police Control Room and is
meant to receive any sort of complaints from general public and to
immediately convey the same to the concerned Officers/Local Police
for immediate necessary action.
3) Crime Stoppers Cell (Tel.No.1090) : Functions in the office of the
Special Branch City. Any person may inform any sort of complaint
requesting for Police assistance.
4) Sannihita (Tel.Nos.27852627/27852403) : Functions in the office of
the Detective Department. General public can make complaints on any
one of these phones seeking necessary action on their complaints on
which follow up action is taken and the individual will also be
communicated with the action taken in the matter.
5) Passport Verification Cell (Tel.No.27852772) : Functions at Special
Branch City. General public residing in the twin cities of Hyderabad and
Secunderabad who applied for passport can enquire about the status
of Police verification in their individual cases.
