COUNTY ADMINISTRATOR

Ontario County has again been nominated and completed the interview process to become a finalist for the ETHIE Award. The Rochester Area Business Ethics Foundation recognizes the Rochester region’s organizations that exemplify high standards of ethical behavior in their everyday business practices, and in response to crises or challenges. Ontario County is the only government entity to be nominated and last year a Finalist. This year we hope to be successful in becoming a recipient of the ETHIE. We are waiting to hear back from the selection committee if we are a 2018 Finalist. On October 10, the Board of Supervisors will hold their 2nd annual Board Retreat. This year’s theme is a continuation of the inaugural event which included economic development trends, workforce development, tourism and agricultural discussions by touring some of the agricultural assets in Ontario County.

COUNTY ATTORNEY

After 40 years of service with Ontario County, County Attorney Gary Curtiss is retiring. On September 14 we will wish him a fond farewell and wish him the best during his well-deserved retirement. We would also like to congratulate Holly Adams who was promoted from First Assistant County Attorney to County Attorney. We look forward to working with her in this new capacity.

ECONOMIC DEVELOPMENT

Ontario County Economic Development’s strategic plan calls for “internal harvesting” of growth opportunities as they emerge from companies within the County. A tactic of our internal harvesting strategy has been to participate in Greater Rochester Enterprise’s (GRE) Economic Gardening program. Economic Gardening is an important resource for second-stage companies in the County that helps them grow by assisting with strategic issues and providing access to sophisticated research tools. EMERGENCY MANAGEMENT

Emergency Management (RACES): Seventeen radio amateurs, including Ontario and Wayne County RACES operators, volunteered a total of 102 hours on the morning of September 9 to provide communications support for the Finger Lakes Triathlon, held annually from Kershaw Park, with courses through Canandaigua City and Town, FLCC, Hopewell and Gorham. Approximately 650 people participated in the swim, bike, run events; no serious injuries resulted.

HUMAN RESOURCES

The Department of Human Resources received 13 copies of recognition notes that were given to employees by their co-workers as part of the Core Value of “recognizing all employees are critical to achieving the Vision and Mission”. The winner for the August monthly drawing was Timothy Bentley from the Office of Sheriff who was recognized for

demonstrating the core behavior of leading by example for doing a great job and stepping up. Thank you to all the recipients and nominators. Please continue to send in copies of the notes for the monthly drawing.

Where can I find this form? The County is relocating forms from the Outlook Public Folders to our Intranet web pages. Microsoft will soon drop support for public folders, so before that happens we want new homes for all the forms currently in use. All County employees, with computer use, had an icon placed on their desktop that looks like this. MENTAL HEALTH

On Friday, September 21 at the Courthouse, 8 individuals will be celebrating their graduation from Mental Health Treatment Court. The ceremony will begin at 10:45AM.

OFFICE OF THE SHERIFF

The 2018/19 school year has started. For the first time, all public school districts in Ontario County, including the Finger Lakes Technical and Career Center, have law enforcement School Resource Officers assigned. Thanks to a new cooperative agreement between BOCES, the Office of Sheriff and Ontario County government, Deputy Sheriff David W. Storie has been assigned as the School Resource Officer at the Finger Lakes Technical and Career Center at Wayne Finger Lakes BOCES on County Road 20 in Stanley. Deputy Sheriffs continue to be assigned as School Resource Officers at Bloomfield, Honeoye, Marcus Whitman, Midlakes, Naples, Red Jacket and Victor school districts. City police officers are assigned as School Resource Officers in the Canandaigua and Geneva City School districts.

With over 27 years’ service to the office of Sheriff Corrections Division, Sgt. Cheryl A. Cecere has retired. Our sincere appreciation is extended to Sgt. Cecere for her dedicated service. Sgt. Cecere also maintained the Corrections Division accreditation files and was instrumental in our continued corrections accreditation awarded by the New York State Sheriff’s Association. We wish Sgt. Cecere much health and happiness in her well-deserved retirement. On August 27, 2018, 24 police officers graduated from the Finger Lakes Law Enforcement Academy Basic Training for Police Officers. Congratulations to the newest graduating police officers of the Sheriff's Office: Deputies Nicolaus Fratto, Brandon Jacobs, Brian Kidder, Melissa Peck, Eric Ransley and Joshua Sahr. Our best wishes to each Deputy as they embark on their law enforcement career. Congratulations also to graduating Seneca Falls Police Officer Jacob DeChick, son of 9-1-1 Chief Steve DeChick. http://www.mpnnow.com/news/20180827/new-law-enforcement-grads-step-out-to-serve On August 27, a flyer was forwarded regarding “Project SarahRae’s Lemonade Stand” which was held on Saturday, July 14, 2018 at the Honeoye Commons. As a result of that fund raiser, nine-year old SarahRae Bartello of Gates today presented 342 “Tim Horton” gift cards, each in the amount of $5.00, to Sheriff Povero. SarahRae and her family asked that the gift cards be distributed to all members of the Office of Sheriff, especially the Correction Officers, in memory of her cousin, Correction Officer Josh Shaver, who passed away in May, 2017, from injuries suffered in a motor vehicle crash. The number of 342 gift cards is significant as 342 was the Sheriff’s Office radio identification number for Officer Shaver. SarahRae signed a note attached to each gift card which read in part “Joshua had an energetic and vibrant personality just like SarahRae! He was always helping others in some way! His life goal at a young age was to work in law enforcement to help people! SarahRae would like you to enjoy a treat in memory of her cousin, Ontario County Sheriff Deputy 342, Joshua Shaver.” SarahRae was presented an official Ontario County Sheriff’s Office baseball cap which she is wearing in the photo with Correction Officers and Sheriff Povero. PLANNING

Associate Planner, Carla Jordan and Assistant County Attorney, Art James attended a NYSDEC recycling market stakeholder meeting in Albany on August 29. The Meeting was convened at the Governor’s request to discuss the challenges that currently surround the recycling industry; including end market availability, recycling contamination rates, operational infrastructure concerns, and associated legal requirements. The meeting provided a great opportunity to get members of various municipalities, private companies, industry organizations and citizens’ advocacy groups together to work collaboratively in discussing the issues and potential solutions. The State will facilitate additional meetings to discuss specific topics identified by participants, including markets & infrastructure, extended producer responsibility requirements and education & enforcement. We are appreciative of Ontario County’s recognition as a stakeholder and look forward to continued participation in the State’s efforts.

PUBLIC HEALTH

Nourish Your Neighbor Ontario County Public Health is excited to pilot a new healthy food drive initiative called Nourish Your Neighbor. Nourish Your Neighbor (NYN) is a program that aims to ensure that healthy options are available to everyone. NYN is an educational food drive initiative that works with both the community donating food and the food pantries that are collecting and distributing foods to our most vulnerable populations. Eat Smart NY created The Nourish Your Neighbor program and it increased access to healthier food options in Central NY. Ontario County Public Health is working locally with Eat Smart NY, Cornell Cooperative Extension, SNAP, SPCC WIC, Finger Lakes Community College, Boy Scouts of America and the United Way on this project. We are planning to pilot the program in the fall using funds provided by the New York State Department of Health’s Performance Incentive Initiative on Chronic Disease Prevention. Keep an eye out for Nourish Your Neighbor advertisements during the United Way food drive. Help us Nourish Your Neighbor by filling local

food pantries with healthy options.

PUBLIC WORKS

Demolition started as part of the 74 Ontario Renovation Project. Jupiter Environmental of Rochester, NY is the contractor and has started with ceiling, fixtures and some old office demolition. The heavy (loud!) work won’t start until next week, as the concrete walls and mechanical systems begin to come down. Highway staff began installation of flashing beacons on stop signs at six intersections that have accidents history warranting these types of advanced warning devices. The intent is to alert drivers of the need to proceed with caution and to stop as required. Our wide open, rural intersections can be prone to drivers “blowing through” the stop signs. Use of these beacons at specific intersections is the county’s latest attempt at improving highway safety.

RECORDS AND ARCHIVES (RAIMS)

On October 1, County Historian, Dr. Preston Pierce will be talking on the topic of the 1917 Census at the Association of Public Historians of New York 2018 Conference. The conference is held in Rochester, NY at the Doubletree, Hilton. Staff is working on the annual open house that is held every October for Archives’ Month. Stay tuned to hear about the new exhibit that is underway.

CORNELL COOPERATIVE EXTENSION

Agriculture Safety Day On August 18, a Progressive Agriculture Safety Day was held for families at the New York Steam Engine Association grounds in Canandaigua, NY. There were 60 children and family members who attended the safety day and over 50 volunteers that assisted. The hosts of the event were; Cornell Cooperative Extension of Ontario County, the New York Center for Agricultural Medicine and Health (NYCAMH), Ontario County Farm Bureau, and the New York Steam Engine Association. The Progressive Agriculture Safety Day program is the largest rural safety and health education program for children in North America. Close to 1.7 million children have participated in a Progressive Agriculture Safety day since the program’s inception in 1995. Participants in the Progressive Agriculture Safety Days learn valuable knowledge about safety topics that will benefit them for their lifetimes. Fall Frolic is Back! September 21 – 23, 2018 4-H Camp Bristol Hills will open its doors to the public to come camping for the weekend! The fundraising event will feature fun camping experiences including: hiking, fishing, arts and crafts, campfire cooking, plus a silent auction featuring several local businesses and entertainment for the dinner on Saturday, September 22. Cut Flower Tour at Harris Seeds September 13, 6:00 pm, Harris Seeds, 355 Paul Road, Rochester, NY 14624 Cornell Cooperative Extension of Ontario County is providing you an opportunity to visit Harris Seeds trial gardens. The tour will be hosted by Michael Wells, Ornamental Product Manager, Kristen Andersen, Vegetable Product Manager and Trials Manager, and Deirdre Hickey, Tour Coordinator and Plug Department lead. You will see their trial grounds and display beds for vegetables and ornamentals, with a primary focus on their cut flower trials. Michael will showcase the new varieties they have in trials, trends within the industry, and unique species and materials being used in the cut flower industry. The location is at McCarthy Farm, 2865 County Road 6 (Preemption Road), Geneva, NY. It is going to be a two-hour walking tour on uneven ground through the orchard and vineyard. We will walk and talk for 10 minutes about the collection overall, 10 minutes about the tart cherry collection, 30 minutes about the grape collection and 70 minutes about the apple collection. FINGER LAKES VISITORS CONNECTION

In case you haven’t heard, the Finger Lakes was just named Best Wine Region in the country by USA Today's 10 Best Reader's Choice Poll, beating out other wine regions across the nation. Some of the Finger Lakes’ competition were Lodi, California; Walla Walla Valley, Washington; and Willamette Valley, Oregon. We may be biased, but with over 15 of the over 130 wineries in the region being in Ontario County, we think it’s an honor well deserved! Initial nominees for the USA Today’s 10 Best contests were picked by a panel of experts, and the top 10 winners are determined by a popular vote. This was the contest FLX Table won in 2016 for best new restaurant in the country, so we’re positive this will cause an increase in visitation to the Finger Lakes as a wine region. Finger Lakes Visitors Connection has partnerships with the 14 tourism promotion agencies of the Finger Lakes and I Love NY. Through our work with these partnerships we expand our public relations reach and have excellent success in sharing Ontario County and the Finger Lakes with the world. Recently Belhurst Castle was featured in an article titled “Escape from New York and Stay in Castles and Manor Houses” written by Celeste Mitchell. This piece was featured in the Sunday newspaper edition of Escape on July 22, 2018 and then in the online edition on Monday, July 23, 2018. The Australian publication highlights Belhurst Castle as one of the stunning accommodations available to New Yorkers wanting to have a castle experience away from Manhattan.

SOIL & WATER CONSERVATION DISTRICT

Grassed Waterway Installed: Tackling Soil Erosion Through the Agricultural Environmental Management (AEM) program, the Ontario County Soil & Water Conservation District helped a local farmer plan and install a 2,000 foot grassed waterway with a rock lined inlet and outlet. Before this grassed waterway was installed, approximately 20 acres of the field had severe erosion and soil loss issues. Now, with the improved drainage system, the farm has greatly reduced the sediment and nutrients entering our local waterways and is able to keep their soil on their cropland!

Grimes Creek Stabilization Project on County Road 33 In August, the Ontario County Highway Department and the Ontario County Soil & Water Conservation District partnered to stabilize a streambank on County Road 33. The streambank had severe erosion issues and flooding problems. The Highway Department aligned this area of Grimes Creek to it’s natural channel and the eroded banks were shaped and stabilized. The area was then hydroseeded and willow stakes were planted in order to provide extra stabilization for the bank.

Residential Tire Recycling Event: Saturday October 13th Do have tires you want to recycle? The Residential Tire Recycling Event is on Saturday October 13, 2018 from 8am to 11am at the Town of Seneca Highway Facility, 3649 Flint Road, Stanley. Advanced registration is required. Town of Seneca Resident registration is from October 1 through October 5. Ontario County Resident registration is from October 8 through October 12. Please call (585)396-1450 to register. There will be a limit of 10 tires per household. Only car and light truck tires will be accepted. The tires must be free of debris and without the rim. This event is free for Ontario County residents. You must bring ID to the event.

THE PARTNERSHIP FOR ONTARIO COUNTY

Join us on September 30 for the first Painted Pinky 5k, a run/walk through Canandaigua’s historic streets to support the prevention and education of the opioid crisis in our community. The race will be held in conjunction with the Green Front car show. "The Painted Pinky 5k" is named in honor of a beloved member of the community who was known for her colorful nails, with exception of the pinky finger that was frequently painted black. Sadly she lost her battle with addiction and passed away, and her friends and family have been painting their pinky nails black in her memory. Her loved ones also created this event in her honor to raise funds to fight the opioid crisis in our community. The run/walk begins at 8:30am in front of the Green Front Restaurant on Niagara Street, Canandaigua. The first 200 participants are guaranteed a long sleeved tie-dye race shirt. The Community Support Center: The Together We Rise 5K had 234 participants, including community members, individuals in recovery and local agencies. The money raised will go towards further wellness programming to continue our mission: building healthy lives through connection, purpose and creativity.
