WHEREAS it is enacted by "The Vermin Boards Act,1909," that the Governor may by Order in Councilconstitute any defined portion of the State a VerminDistrict for the purpose of the said Act, and may specifythe boundaries of and assign a name to such District:And whereas by the said Act it is further enacted thatfor every district there shall be a Board which shallconsist of so many members as may from time to timebe prescribed by the Governor, and that until the firstelections of the members of a Board the members shallbe appointed by the Governor: Now, therefore, IllsExcellency the Governor, in exercise of the powers con-ferred by the said Act, cloth hereby, by and with theadvice and consent of the Executive Council, constitutethe Armadale-Kelmscott Road District a Vermin Dis-trict for the purposes of the said Act under the nameof the Armadale-Kelmscott Vermin District and withboundaries in every respect identical with the boundariesof the said Road District: And in further exercise of thesaid powers His Excellency the Governor (loth, with theadvice and consent aforesaid, prescribe nine as the numberof members which shall constitute the Board of the saidVermin District, and doth appoint James Butcher,Anham Briggs, Frederick Barnes, Joseph Henry Cham-pion, Albert Cornish, Henry Fancote, Walter RowlandHand, Burnett Saltmer Jobson, and William HenryLockard to be members of the Board of the said VerminDistrict,

2363/17.IDS Excellency the Governor in Council has beenpleased to approve the repeal of existing PoliceBenefit Fund Regulations and the substitulion of thefollowing' tlierefor.

S. BENNETT,Acing Under Secretary.

1. These Regulations shall not apply to the Com-missioner of Police nor to any person who prior toor since his appointment as a commissioned officerwas paid a gratuity from the Western AustralianPolice Benefit Fund, Mit, subject as aforesaid, shallapply to every member of the Police Force.

2. The Fund shall be constituted as follows:(a.) Such annual grant as may be voted by Par-

liament.(b.) A monthly deduction at the rate of three

per cent. per annum from the pay ofmembers of the Force, in accordance withthe following scale:

Members in receipt of 8/6 per clay, it monthly deduction of 7/99/. 8/29/6 8/S

Inspectors and Chief inspector, three percent. per annum on their respective an-nual rates of pay.

(d.) Proceeds of unclaimed stolen goods soldunder Section 75 of "The Police Act,1892."

Fees and mileage received by members ofthe Police Force in serving process of aLocal Court under "The Local CourtsAct, 1904," or a Court of Petty Sessionsunder "The Justices Act, 1902," exceptsuch fees as are allowed to members ofthe Police Force duly appointed asBailiffs under Police Regulation 410.

Fees, mileage, and other expenses receivedby members of the Police Force in theservice of a writ of execution of a war-rant of the Supreme Court.

3. The Board shall consist of five members to beappointed from time 'to time by the Governor. Oneof such members shall be a member of the ExecutiveCouncil, who shall be the Chairman of the Board;'and two of such members shall be appointed on thenomination of the contributors to the Fund.

4. The nomination of members of the Board bythe contributors to the Fund shall be by ballot tobe taken by the Chairman of the Board.

5. The members of the Board (except the Chair-man) shall hold office during the pleasure of theGovernor, provided that a nominated member shall

not hold office without re-nomination and re-appoint-ment for a longer period than three years.

G. 1 member of the Force who entered theService prior to the 14th day of December, 1917, andwho may have served therein for twelve consecutiveyears or over shall he permitted to claim his dis-charge therefrom, and a gratuity of one month's payfor each veal's service.

7. Any member of the Force who entered. theService on or after the 14th day of December, 1917,and who may have served therein for twelve conse-cutive years or over, shall be permitted to claim hisdischarge therefrom, and a gratuity on the followingbasis :

Period of Service, and No. of Weeks' Salaryfor each Year of Service.

Over 12 and under 15 yearsTwo.Over 15 and under 20 yearsTwo and two-

thirds.Over 20 arid under 25 yearsThree.Over 25 yearsFour.

S. Any member of the Force who may have servedtherein for seven consecutive years, and who may bereported on medical authority as unfit for furtherservice, may claim a gratuity of one month's payfor each year's service; except members referred toin Regulation 7, who may claim a gratuity on thescale therein prescribed.

9. Any member of the Force compelled to leavethe service from injuries received, or ill-health con-tracted in the execution of his duty, may claim agratuity not exceeding one year's pay, in additionto any farther claim he may have under these Regu-lations, provided that the Board may refuse anygratuity under this rule unless notice of the injuriesor ill-health has been given by or on behalf of suchmember to the Commissioner of Police as soon aspracticable after such injuries were received orsuch ill-health contracted and recorded on the per-sonal file of such member.

H. The widow, or if there be no widow then theorphan (or orphans), or if there be neither widownor orphan then the next of kin of any member ofthe Force who may have served therein for a periodof seven years or over, may claim a gratuity notexceeding one month's pay for each year's service ofthe deceased; except in respect of members referredto in Regulation 7, the dependents of whom mayclaim a gratuity on the scale therein prescribed, pro-vided the deceased member had served for a periodof seven years or over.

11. The widow, or if there be no widow then theorphan (or orphans), or if there be neither widownor orphan then the next of kin of any member ofthe Force who shall have lost his life in thedischarge of his duty may claim a gratuity equal toone year's pay of the deceased, in addition to anyfurther claim he might have had under these Regu-lations.

12. For the purposes of the foregoing Regula.-Lions, a gratuity based on one month's pay for eachyear of service shall be calculated on the basis ofthe average monthly rate of pay received for thelast three years of service.

13. The widow, or if there be no widow, then theorphan (or orphans), or if there be neither widownor orphan then the next of kin of alty member ofthe Force who has served for a period of more thanone year and less than seven years therein, mayclaim a gratuity of not more than :E50,

14. The character and pecuniary position of thewidow, and the number and pecuniary position of thechildren or next of kin, as the case may be, of thedeceased member of the Force, will invariably betaken into consideration by the Board when recom-mending gratuities from this Fund, and it shall belawful for the Board to apply the gratuity grantedto such widow or orphans or next of kin for theirbenefit in such manner as the Board may deem fit.

15. It shall he competent for the Board to recom-mend the payment of gratuities in any deservingcases not comprised in the foregoing Regulations.

16. All claims for gratuities must be supportedby such certificates, vouchers, or testimonials as maybe reasonably required by the Board.

17. In calculating the amount of gratuity awardedin any ca,;e. the period of service shall count fromthe date at which a menrber of the Force commencedto contribute to the Fond; except in respect of mem-bers vho were contributors prior to -20th May, 190.8.In such eases the period of service shall count fromthe date of appointment to the Force.

18. The moneys described in Regulation 2 shallbe paid by the Ministerial Accountant to the creditof an account in the Treasury to be called "WesternAustralian Police Benefit Fund Account," andmoneys shall be drawn therefrom only on the ap-proval of the Governor-in-Council.

19. The Board shall cause a proper record of re-ceipts and disbursements made under these Regula-tions to be included in the books of the MinisterialDepartment, and such shall be audited every twelvemonths by the Auditor General, who shall affix hissignature to the yearly statement, and every fouryears the condition of the Fuld shall be examinedby the Government Actuary, who shall report on suchtO the Board.

20. Of the amount to the credit of the Fund suchsums as may be recommended by the Board shall boinvested. in Government Inscribed Stock or otherapproved security, and the balance, with all othermoneys paid into the Treasury from time to time onaccount of Fund, shall be payable to an accountin the Govcertment Savings Bank.

Cores. 930/18. Perth, 31st May, 1918.ITIS Excellency the Governor in Executive Council hasbeen pleased to 'make the following Regulations, underthe provisions of "The Land Act, 1898," for the grant-ing of leases for the collection and manufacture ofSalt, as set out hereunder.

Regulations.1. Leases may be granted under Section 152 of The

Land Act, 1898," for the collection and manufactureof salt of more than 500 acres in any one lease for aterm of five years at a rental of TM) pounds per annumfor every 100 acres or portion thereof, and subject tothe payment by the lessee of a royalty of Sixpence perton on all salt marketed. The lease shall be in the formor to the effect of the Schedule of these Regulations.

2. Every application shall be accompanied by a de-posit of rent as prescribed by Section 136 of the Act,together with the lease fee and registration fees. Thecost of survey must, if so required by the SurveyorGeneral, be paid by the applicant within 30 days ofdemand.

3. The lessee shall keep at least one man for every100 acres constantly employed during the months ofDecember, January, .1+'elffuary, -March, and April in eachyear, in gathering salt on the leased land.

4. No person or association of persons or companyshall hold or be beneficially interested in more than 1,0011acres leased under these Regulations.

5. Adjoining leases granted under these Regulations,the aggregate area of which does not exceed 1,000 acresand held by the same person or association of personsor company may, with the approval of the Minister forLands be deemed,one lease in respect to the labour con-ditions, for such time as the Minister may think fit.

G. The Minister for Lands, may in his discretion,grant exemption from working the lease for any portionof the period referred to in Clause 3.

7. The lessee will be required to furnish returns half-yearly or otherwise as the Minister may direct of allsalt collected and marketed, such returns to be verifiedby statutory- declaration, and to produce his books ofaccount for inspection on behalf of the Minister.

S. Every lease shall be granted on the condition thatthe Minister may authorise the construction of railwaysand tramways or the opening up of roads on the leasedarea on the application of any person or persons, andmay grant permission to construct and use the samewithout compensation to the lessee, except so far as anyimprovements may be affected.

9. The lease will be liable to forfeiture if ally of theprescribed conditions are not complied with to the satis-faction of the said Minister for Lands.

10. The lease will lie open to renewal to the lesseeat such rental and on such working conditions as Mayhe prescribed at the termination of the period referredto in Regulation 1.

19 ,nor the special purpose afore-said: 'Yielding and paying therefor during the saidterm unto Us, Our Heirs and Successors, the yearlyrent of without deduction, byequal payments half-yearly, in advance, on or befoimethe first day of March and the first day of Septemberin every year, and also yielding and paying a royaltyof Sixpence per ton upon all salt collected from the saidland and marketed by the Lessee, such rent and royaltyto be paid to our Minister for Lands of Our said State:Provided, nevertheless, that it shall at all times be law -f ul for Us, our Heirs and Successors, or for any personor persons acting in that behalf by Our or Their author-ity, to resume and enter upon possession of any part ofthe said lands which it may at any time by Us, ourHeirs and Successors, be deemed necessary to resumefor roads, tramways, railways, railway stations, bridges,canals, towing paths, harbour or river improvementsworks, drainage or irrigation works, quarries, and gener-ally for any other works or purposes of public Use,utility, or convenience, and for the purpose of exercisingthe power to search for minerals and gems hereinafterreserved, and such land so resumed to hold to Us, ourHeirs and Successors, as of Our or Their former estate,without making to the said Lessee Heirs and Assignsany compensation in respect thereof; so, nevertheless,that the lands so to be resumed shall not exceed ono-twentieth part in the whole of the lands aforesaid, andthat no such resumption be made of any part of thesaid lands upon which any buildings may have beenerected, or which may be enclosed and in use as gardens,or otherwise for the more convenient occupation of anysuch buildings without compensation: Provided alsothat it shall be lawful at all times for Us, our Heirs andSuccessors, or for any person or persons acting in thatbehalf by Our or Their authority, to cut and take awayany such indigenous timber, and to search and dig for,and carry away any stones or other materials Whichmay be required for making or keeping in repair anyroads, tramways, railways, stations, bridges, canals,towing paths, harbour works, breakwaters, riverimprovements, drainage, or irrigation works, and gener-ally for any other works or purposes of public use,utility, or convenience, without making to the Lessee ,

Heirs, or Assigns, any compensation in respect thereof,and we do hereby save and reserve to Us, our Heirs andSuccessors, all mines of gold, silver, copper, tin, or othermetals, ore, and mineral, or other substances containingmetals, and all gems and precious stones, and coal ormineral oil in and under the said land, with full libertyat all times to search and dig for and carry away thesame; and for that purpose enter upon the said land orany part thereof: Provided also and it is hereby de-clared that this lease is granted subject to the followingconditions:

(a.) That the lessee shall keep at least one man forevery 100 acres constantly employed on thedemised laud during the months of 'December,January, February, March, and April in eachyear, in gathering salt: Provided that anyadjoining leases granted under the Regulationsof may, with the approval ofthe Minister for Lands, be deemed one leasein respect to the labour conditions for such timeas the Minister may think fit, if the aggregatearea does not exceed 1,000 acres.

(b.) That the Lessee shall deliver to the Minister atthe Department of Lands, Perth, half-yearly(or oftener if so required) returns in writing,verified by statutory declaration to the satis-faction of the Minister, of all salt collected onthe demised land and marketed, and with eachreturn shall remit the amount of royalty pay-able; and that the Lessee shall keep properbooks of account containing entries of all saltmarketed, and produce such hooks for inspec-tion on behalf of the Minister, whenever re-quired to do so.

(c.) That the Lessee and any person claiming underthe lease shall not hold or be beneficially inter-ested in more than 1,000 acres in the aggregateof land held for the said special purpose.

(d.) The Minister for Lands may in his discretiongrant exemption from working the lease forany portion of the period referred to in para-graph (a).

(e.) That notwithstanding anything herein containedto the contrary, the Minister for Lands mayauthorise the construction of railways or tram-ways, or the opening up of roads on the appli-cation of any person or persons, and may grantpermission to construct and use the same with-out compensation to the Lessee, except. so faras any improvements may be affected.

Provided, also, that if the said Lessee shall, duringtime term hereby created, at any time make default inpayment of the rent hereby reserved, or shall fail orcease to use, hold, and enjoy the said land for the saidspecial purpose, or to observe and perform the condi-tions aforesaid it shall thereupon be lawful for Us,our Heirs and Successors, into and upon the said demisedpremises, or any part thereof in the name of the wholeto re-enter, and the same to have again, re-possess, andenjoy as if this deed-poll had never been executed,without making any compensation to the Lessee.

Repeal.L All Bylaws hitherto made by the Municipal Coun-

cil of the 'Town of Albany with reference to the mattersherein contained are hereby repealed.

Interpretation Clause.2. In the construction of this By-law:

(a.) The word "hoarding" shall mean a hoardingerected on private property for advertisingpurposes.

(b.) The word " occupier " shall mean the personhaying the use and control of a hoarding.

(c.) The word " owner " shall mean the owner ofthe land on which a hoarding is erected.

(d.) "Building Committee" shall mean the com-mittee appointed by the Albany MunicipalCouncil.

The word " Council" shall mean the Muni-cipal Council of the Town of Albany.

The word " Municipality ' ' shall mean theMunicipal District of the Town of Albany.

The word "advertisement" shall mean andinclude, papers, bills, or posters, and allother advertisements of any nature, sten-cilled, painted, or embossed and affixed orplaced in any way on walls, fences, or win-dows.

No person shall erect or cause to be erected ahoarding unless and until a plan and specification, show-ing clearly the position and size and the method of andmaterials to be used in the construction of, and themanner of fixing same, shall have been deposited witha nil approved by the Building Committee, and except inaccordance with such plan and specification, and alicense in the form of Part I of the schedule attachedhereto has been issued by the Town Clerk.

4. No license shall be granted in respect of anyhoarding erected either before or after the passing ofthis By-law, unless the distance from the face of thehoarding to the alignment of the nearest street or wayshall be at least equal to the distance from the level ofsuch street or, way to the highest point of such hoard-ing, provided that in no case shall the height of anyhoarding exceed twenty-one feet. The top of the hoard-ing shall be finished level and, save as provided in thesucceeding section, in a straight line. The name of theowner of the hoarding may, however, be fixed imme-diately on the top of the hoarding near the centre ofthe length.

5. Every person erecting a hoarding, or the occupieror owner of a hoarding already erected at the cornerof two streets, shall cause such hoarding to be roundedoff or splayed off to its full height, as may be requiredby the Building Committee.

6. No person shall make any alteration or additionto any hoarding, unless and until the proposed altera-tion or addition shall have been approved in writingby the Building Committee through the Town Clerk.

7. If any hoarding is at any time, in the opinion of. the Building Committee, in a dangerous or neglected

condition, and the owner or occupier shall, upon receiptof a written notice to that effect, fail to forthwith re-move or refix the same to the satisfaction of the Build-ing Conunitee, the Council may remove the same andrecover the cost of so doing from the owner or occupier.

S. The occupier of a hoarding shall maintain suchhoarding to the satisfaction in all things of the Build-ing Committee, and if any paper or other materialaffixed thereto becomes detached shall forthwith 1:01110VOand clear away such paper or other material.

9. If in the opinion of the Council any bill, placard,or advertisement attached to or painted on any hoard-ing be objectionable, and the occupier or owner shall,upon receipt of a written notice to that effect, fail to atonce remove or cause to be removed such bill, placard,or advertisement, the Building Committee or other per-son or persons authorised by the Council may removethe same and recover the cost of such removal from theoccupier or owner.

10. All notices required under this By-law to beserved on the owner or occupier shall in the first placebe given by the Council to the occupier, but if he cannotbe found then any such notice may be served upon theowner.

11. If the occupier or owner of any hoarding failsto comply with a Written order of the Council withinthe time named in such order, the .Building Committeeor other person or persons authorised by the Councilmay carry out the requirements of the said order, andany costs incurred may be recovered by the Councilfrom the occupier or from the owner.

12. No person shall attach, paste, or paint any bill,or other form of advertisement upon any hoarding inany part of the Municipality without having a validand subsisting monthly or yearly license therefor fromthe Town Clerk in the form of Part 2 of the schedulehereto attached.

13. Every license issued by the Town Clerk underSections 3 and 12 of this By-law shall terminate onthe 31st day of October in each year.

14. The fee for a license under Section 3 shall beone shilling per superficial yard per annum. The feepayable for a monthly license under Section 12 of thisBy-law shall be seven shillings and sixpence (7s. 6d.) ,

and the fee payable for a yearly license under Section12 shall be Four pounds (Y.4). ,Full fees shall be chargedfor all licenses issued before the thirteenth day of Aprilin each year, but for all licenses other than monthlylicenses, issued between the first day of May and thethirty-first day of October in each year, half fees shallbe charged, provided that in no case shall the chargebe less than ten shillings (10s.).

13. Every hoarding shall at all times have the nameof the occupier clearly shown in a conspicuous placeon the front of the hoarding.

16. No person shall post, paint, stencil, place, oraffix any advertisement on any fence or wall, footpath,or on any fence or wall, window, or other portion ofany building facing Or abutting on any street or wayor public place within the Municipality.

17. The Council may permit the display of adver-tisements at threatres or other places of public, amuse-ment, mid may permit the advertising of meetings orobjects of national or general importance, under such

terms and conditions as the .Council may in each easedecide.

18. Applications for such permission shall be madein the form specified in Part 3 of the schedule heretoattached.

10. Any permission granted by the Council here-under may be in the form specified in Part 4 of the saidschedule.

20. The provisions of Section 16 of this By-law shallnot apply to bills or advertisements posted on or affixedto signboards to the erection or maintenance of whichthe Council has consented, or to the advertisement bythe occupier of any shop or dwelling on the windowsthereof in respect of the business carried on by himtherein, or to advertisements as allowed for and pro-vided by the standard verandah specifications.

21. The use of any advertisement within the Muni-cipality, otherwise than in accordance with this By-law,is hereby prohibited.

22. The occupier or owner of any premises withinthe Municipality on the walls, windows, or fences ofwhich any bills are posted or any advertisements arepainted, stencilled, placed, or fixed contrary to the pro-visions of this By-law shall, on receiving written noticefrom the Council so to do, remove same, and if the sameare not removed within seven days .from the giving ofsuch notice then the Council may by its officers removethe same and recover from the owner or occupier in acourt of summary jurisdiction the cost of so doing.

Penalties for Breaches of By-laws.23. Where anything in this By-law is directed to lie

done or forbidden to be done, or where any authorityis given to ally officer to direct anything to be done orto forbid anything to be done and such act forbiddento be done is done, in every such case the perSon makingdefault as to such direction and prohibition respectivelyshall be deemed guilty of a breach of this By-law, andevery person guilty of a breach of this By-law shall beliable, for every offence, besides any costs or expenseswhich may be incurred in the taking of proceedingsagainst such person guilty of such offence, to a penaltyof Ten shillings (10s.) for the first breach of this By-law, and to a penalty not exceeding Twenty poundsfor every succeeding breach of such By-law, or to apenalty not exceeding Two pounds (£2) for each dayduring which such breach shall be committed or con-tinued, and in addition to such penalty shall lie liableto pay to the Council any expense incurred by theConnell in consequence of any breach or non-observanceof any By-law or in the execution of any work (lirectedto be executed and not so executed. 'Provided that theminimum pecuniary penalty for any offence against thisBy-law other than the first offence shall he one-tenthof the maximum penalty hereby provided.

MUNICIPALITY OF ALBANY.In pursuance of the powers in that behalf contained

in Part VEIL of "The Municipal Corporations Act,1906,'' the Municipal Council of the Town of Albanydoth hereby make the following By -law:-

1. All By-laws heretofore made by the MunicipalCouncil of the Town of Albany, with reference to thematters hereafter contained, are hereby repealed.

2. No person shall erect or maintain any sign, sign-board, awning, blind, overhanging lamp, or other thingover or near any footway or roadway within the Muni-cipality, without a written license from the Council orexcept in accordance with and upon the terms and con-ditions of such license.

3. A license to erect or maintain a sign or signboard(other than an illuminated sign), in connection withany building shall be granted on and shall besubject to the following conditions:

(1.) In case where there is a verandah, the sign orsignboard

(a.) Shall he fixed on the outer plate or fascia ofthe verandah parallel with the kerb and shallbe of maximum width of two feet; or

(b.) Shall be under the roof of the verandahsecurely and rigidly fixed to the T iron orrafter and following absolutely the contourof the verandah at right angles to the build-ing line, and of a maximum width of 12inches. Signs under the verandah may hefixed to each rib, provided that the minimumdistance between any two signs shall be 12feet.

(2.) In cases where there is no verandah, the signor signboard shall be of a maximum width oftwo feet, and

(a.) shall be securely bolted and attached to thewall without any intervening space and par-allel with the building line; or

(b.) shall be securely bolted to the wall forming thebuilding line with an inclination outwardsfrom the base not exceeding six inches.

(3.) In no case shall glass be permitted in the con-struction of the sign.

Signs and signboards shall be so placed as toallow in all cases a headway of not less thannine feet from the lowest portion thereof tothe surface of the footway, and where .prac-ticable not less than 10 feet.

4. A license to erect and maintain an illuminatedsign shall be granted only on and shall be subject tothe following conditions:

(1.) It shall be moved at any time when the Councilshall so direct.

(2.) It shall be lighted with an approved "illumin-ant" showing light on both sides.

(3.) Details of the construction of the proposed signshall be submitted to the Council, and whenapproved the sign shall he fixed to the approvalof the Building Committee.

(4.) It shall be kept in good order to the satisfac-tion of the Building Committee and the TownClerk.

(4.)

(5.) The lettering or device on the sign shall be onlysuch as is approved by the Council.

(6.) The illumination shall not be sufficiently intenseto cause annoyance to pedestrians.

(7.) If the sign be of the flashing or in and outtype, at least one-half of each side thereofshall be illuminated at all times whilst thesame is in use.

5. All electrically lighted signs must be protectedby ample single pole fuses and a double pole switch.

6. The sign may be removed by the Building Com-mittee at the cost of the licensee in the event of anyof the conditions of the license not being complied with.

7. Any sign fixed under a verandah shall not exceedthe following dimensions: Depth, one foot four inches;widths at top, one foot six inches, and at bottom twelveinches. If over four feet in length it shall be fixedclose up to and follow the contour of the roof of theverandah, and must be securely and rigidly fixed inposition. If not more than four feet in length, it maybe fixed on the level, one end being close up to the roofof the verandah.

S. If the sign is over the verandah, or on a buildinghaving no verandah, it shall not project from the build-'ing line more than four feet, and shall be securely stayedand braced to render it rigid and immovable.

9. Chemists and doctors shall be allowed to exhibitan approved lampcolour redso fixed as to be seenup and down a street.

lb. Sun-blinds shall be white or of a light colour,and no advertisement or writing of any kind shall bepermitted thereon. They shall

the lowest part thereof cannot hang lower than sevenfeet six inches above the level of the footpath.

11. All signs and signboards or other similar attach-ments erected at the time of enactment of thiswhich do not comply with the conditions thereby pre-scribed, shall be removed within fourteen days afternotice is given by the Council to remove the said sign-board or other attachment. Provided that no existingsign or signboard shall be altered or repainted exceptin such manlier as will cause it to conform with theforegoing conditions.

12. .A.spplications and licenses for signboards and sun-blinds shall be in the form of Schedules Nos. 1, 2, 3,and 4 respectively.

13. The scale of fees more particularly specified inSchedule 5 to this By-law shall be the scale of fees tobe paid by the person obtaining any license under thisBy-law.

14. Where anything by this By-law is directed tobe done or forbidden to be done, or where authority isgiven to any officer to direct anything to be done orto forbid anything to be done, and such act so directedto be done remains undone or such act forbidden to bedone is done, in every such case the person making suchdefault as to such direction and prohibition respectivelyshall be deemed guilty of a breach of this By-law. Andevery person guilty of a breach of this By-law shall beliable for every such offence, besides any costs whichmay be incurred in the taking of proceedings againstsuch persons guilty of such offence, as well as any costsor expenses which may be incurred in the execution ofthe work directed to be so executed and not so executed,to a penalty not exceeding Twenty pounds for everybreach of any such By-law or to a penalty not exceedingTwo pounds for each day during which such breachshall be committed or continued.

The pan must be the regulation pattern, andif the floor of the privy is of wood, a metal tray at leasttwo inches deep, with sufficient flushing apertures, mustbe fitted behind the riser for the reception of the pan.If the floor is not of wood it may be composed of con-crete, slate, or sonic non-absorbent material, having aproper fall towards the door. Every privy seat shall befitted with a closely fitting hinged aperture cover.

The levels of the seat and the floor shall be such thatthe top of the pan shall be within one inch of the under-side of the seat.

Bylaw 2.-In subsection (a), after the word "walls,"insert the words "and floor."

Subsection (b) to be deleted.Subsection (1).-In the sixth line, delete the words

"to a sewer or," and in the sixth and seventh lines, de-lete the words " of the pattern described by By-law 7."

Subsectien (g).-th the last line, delete the words"to the satisfaction of," and insert in lieu thereof thewords "when required by."

By-law 6.-Subsection (c) to be deleted; add new sub-section, to read :-" All urinals to which the public haveaccess after dark, whether situated on private propertyor otherwise, must during such time be kept lighted tothe satisfaction of the Local Authority."

By-law 7.-In the second and third lines, delete thewords "two pans, and such pans shall conform to thefollowing specification," and insert in lien thereofthe words " one pals, and such pan and lid shall be ob-tained from and be in aecoradnee with the specificationof the Local Authority."

(2.) Such receptacle shall be constructed in such amanner and of such material, and shall be maintained insuch a manner so as to prvent the escape of any of thecontents thereof or any leakage therefrom, and shall heproperly covered.

(3.) The owner or occupier of such premises shalldaily collect and put manure into receptacle, and at leastonce a week remove or cause to be removed all dungor other offensive matter from such receptacle.

2. Every license shall expire on the 31st day of Octo-ber next after the day of its issue.

3. No such license shall be granted in respect of anypremises unless-

(a) The walls thereof are constructed of stoneor brickwork; and

(b) The interior surface of all walls is covered withglazed tiles or is rendered with some imper-vious material to be approved by the Board,so as to he non-absorbent and washable; and

All floors are constructed of some imperviousmaterial to be approved by the Board, suchas granolithic, or glazed tiles, laid upon abed of 4in. concrete, having a fall to an out-let discharging over a trapped gully; and

(d) The premises are adequately ventilated bydirect communication with the open air.

4. No such license shall be granted in respect of anyroom, the dimensions of which are less than 10ft. by 9ft.by 9ft. in height.

5. No such license shall be granted in respect of pri-vate premises sinless the site thereof is approved by theBoard, or if the same are within 20 feet of any dwelling-house.
