Executive Summary:

The Union Council Based Poverty Reduction Project (UCBPRP) has successfully completed its tenure in August 2013 and achieved its set objectives and materialize huge portfolio in form of community institutions and the gigantic intervention i.e. ensured the linkages between poor households, line agencies, and other service providers and between government social protection programs and the poorest.

The project has helped as well as enabling the poor communities to improve their social indicators relating to health, environment and education, especially for women and children.

UCBPRP created a sense of understanding among the poor women to undertake economic activities for the wellbeing of their household; the intervention included asset building for income generation, small enterprises, improved agriculture practices, vocational skills as means of business, and the choices to have access to financial resources are larger than before the project, which built the confidence of the target community (Women) to make productive investments from the resources they have been managing collectively through the huge network of their Village Organizations and Local Support Organizations at gross rout levels.

To extract the maximum benefit on regular basis it was indispensible that there has to the proper follow and the rapid maintenance in the respective districts to sustain the outcomes in the community. During the maintenance phase the tendency of routine meetings of these institutions has been promoted to make it on a regular basis and further efforts being undertaken to promote and enhance the culture of savings in these gross rout level organizations by making the strict monitoring and participation.

In September-2013 the SRSO have started the formal activities of the maintenance phase in both the districts, initially the teams have focused the recovery and re-disbursement of community investment fund in the different village organizations with the effective support of local support organizations.

The Union Council Based Poverty Reduction Project (UCBPRP) Jacobabad has successfully completed its tenure in 30th June 2015 and achieved its set objectives. In July 2015 SRSO have also started activities of the Maintenance Phase in District Jacobabad. SRSO focused the Recovery and Re-Disbursement of CIF with Support of Local Support Organizations (LSOs).

As of January 2016, PKR: 753,972,104 received from the different beneficiaries who received the CIF loans under the regular program in both the districts. Besides the recovery teams also emphasis the beneficiaries to consider for group landing in order to foster the maximum benefits by utilization the same amount with increment from the seed money of LSOs.

A part from recovery the re-disbursement was given massive importance therefore As of

January-2016, PKR: 572,646,104 have been Re-disbursed in different beneficiaries who

returned the amount on immediate basis in district Kashmore and Shikarpur initiated the re-

disbursement to the borrowers with the support of VOs and LSOs.

Recovery & Re-disbursement:

After execution of maintenance phase of UCBPRP, the social mobilization teams of district Kashmore spared much time on the mobilization of masses that the village organizations must have to ensure the 100% recovery of already disbursed CIF under the umbrella of local support organizations in the district. During the regular visits the teams have desperately needed the core guidance at every step since their interaction with community got massive importance in the perspective of recovery and sustainability of intervention made in UCBPRP.

Initially the SMTs have did the great job and ensured that all the respective LSOs have easy access and involvement at the door steps of every VO located in their concerned UC at their best, thereafter the social mobilization teams have conducted the detailed dialogues and sensitized the communities that the recovery of CIF is decided to be made in the accounts of the VOs and upon the submission of amount, the additional or incremental loans will be offered from the platform of their concerned local support organizations.

The maximum involvement of VOs/LSOs has started to put positive impact on the recovery and the masses/community has genuinely realized that the revolving of amount would have additional benefits. The communities have been consistently unaware about the continuous recycling of CIF amount which had suspended after the dual flooding in 2010 and followed by rainfalls of 2012 in both the districts.

Now with this approach the community has apparently determines their role and the involvement of their own institutions for the development of area, it has strengthens the empowerment of women further and have a positive impact upon the attitudes of people and sustainability of the intervention of the CIF re-disbursement in the villages.

Initiatives of community institutions (VOs & LSOs) and various visits by Govt Officials

During the reporting period of January 2016, the community institutions have taken various initiatives in order to scale up the community driven development in their native villages/areas. The district wise details of such initiatives are explained as follows;

District Shikarpur:

Different local support organizations (LSOs) of taluka Garhi Yaseen have formed their

Network, and chosen its name as UMEED.

Various LSOs in district Shikarpur enormously facilitated the HCP teams in order to

organize and conduct the interviews for the selection of community health workers

(CHWs) in sundry UCs.

Four women from different LSOs of districts Shikarpur, Kashmore and Jacobabad have

participated in Sindh development conference organized by the Sindh Association of

North America (SANA) at Karachi. All four women received appreciation award from

Sartyoon Sang Market.

LSO Jiyapo has recently developed linkages with Hidaya Trust and received eight hand-

pumps which has been distributed and installed in various villages for poor and needy

households. LSO Jiyapo also contacted with Pakistan Bait-ul-Maal and got Guzarra

Allowance for 15 poor families of their union council.

LSO Koojh also developed linkages with Hidaya Trust and get six hand-pumps which has

been installed in different villages.

LSO Heer contacted with BISP officials and facilitated the ten poor and needy families

for the provision of BISP cards.

With the facilitation of LSOs the Help Age BLF funded project organized two days

training on home based poultry raising and management, after this training 288 poor

households have been provided poultry layers. Respective LSOs facilitated the

identification process in their different villages.

LSO Marvi, with the support of Save the Children completed the survey in three villages’

to provide them CC Blocks and open drains schemes.

Capacity Building of Community Cluster &

Executive Development Center) organized 6-

Day detailed Training Program for Primary

School Teachers of taulka Garhi Yaseen and

Khanpur. The training was focused on

Teaching Pedagogy, Math, Science, Sindhi,

English and Teaching Assessment. At last day

of training Dr Azeem ul Rahman Meo, Project Coordinator, Union Council Based Poverty

Reduction Programme UCBPRP/SGRRP, Planning & Development Department, Government of

Sindh, Mr. Nadeem Ahmed Shaikh district

Coordinator (Reform Support Unit-RSU) and

Ms. Safia Abbasi form Education department

distributed the certificates among successful

trainees. The coordinator UCBPRP/SGRRP

was was happy to see such nice and well

managed training for our communty clustr

and communty managend school from SRSO

own budget. He told that teaching and

training is only way to improve the qulaity of

education.

Visit of SGRRP-GoS at VO Masitee (Distribution of cheques)

The participation of Dr Azeem-Ul-Rahman Meo,

Project Coordinator, Union Council Based

Poverty Reduction Programme UCBPRP/SGRRP,

Planning & Development Department,

Government of Sindh, had a meeting with Village

Organization Masitee UC Taib. The prime agenda

of meeting was to know the working VO and

Cheque distribution among 3 and 4 cycle

beneficiaries’ of Community Investment Fund.

Total 21 Cheques disbursed among women of

PKRs: 252,000. The VO chairperson Ms. Zubaida told that we have also make productive

linkages with different organization for betterment of our village form Save the children in the

form of drainage system and health hygiene education, they also form the health hygiene

committee in our village which is responsible to ensure the cleaning in our village. She also

shared that with support of Gree Star Pakistan we our women are focusing on birth spacing and

C-section cases by which we can ensure the health of mother and their children. The director

UCBPRP/SGRRP was surprise to see the productive linkages and utilization of Community

Investment Funds (CIF) of women and told that this is the ultimate objective of our programme

in order to give voice and choice of our rural

women in Sindh.

Inauguration of LSO Sindh Sujagh office (UC

Rustam):

Local Support Organization is a UC level

registered organization federated by Village

Organization. LSOs are one level above VOs in

terms of grassroots organizations. LSOs provide

support and serve Cos, VOs and local

communities. The type of support rendered by

LSOs includes: the training of VOs, facilitating

linkages between VOs/COs and other

stakeholders such as government and, finally, assisting VOs/COs in the planning and

implementation of projects. The above all work can only be

done with proper planning and management under one roof

in this connectivity LSO Sindh Sujagh established their official

set-up at UC level inaugurated by Dr Azeem-Ul-Rahman Meo,

Project Coordinator, Union Council Based Poverty Reduction

Programme UCBPRP/SGRRP, Planning & Development

Department, Government of Sindh, who really appreciate to

the office bearer of LSO and given them best of luck for future

succeed, he also appreciate to SRSO for achieving their desire

goal. After inauguration of office LSO Sindh Sujagh presented

detail presentation regarding challenges and issue faced

during renovation of this office because this is basically

government abundant building which is being adopted from

livestock department. Ms. Mehnaz Chairperson of LSO also shared the current status of

Community Investment Funds (CIF), Income Generation Grants and productive linkage’s

development with different organization including Save the Children, Helpage International,

SABA Pakistan, Kainat Foundation, Green Star Pakistan (Vouchar Scheme), PEHAL Pakistan and

other in detail.

organized by SANA at Karachi:

The speakers of conference were Dr Mubarak Ali (historian and researcher), Dr Akbar Zaidi

(economist) and Dr Parvez Tahir (economist / columnist). Fazalullah Qureshi, Dr Qaiser Bangalli,

Asad Ali Shah, Mehmood Nawaz Shah, Dr Shireen

Narejo, Dr Kausar S Khan, Dr Asad Saeed and Haris

Guzdar and others. Dr Ishrat Hussain will be the

keynote speaker while presiding speeches will be

delivered by Syed Mohibullah Shah (former principal

secretary to the shaheed Prime Minister Benazir

Bhutto) and Syed Murad Ali Shah, provincial finance

minister.

CO, VOs & LSOs are support to other projects for getting maximum output for members:

The community members of different Cos, VOs and

LSOs are going to support different Programme

through productive linkages. The various

community organizations at district Shikarpur

identified 118 Community Health Workers (CHWs)

form LHWs uncovered areas under Health

Communication Component support by USAID-

RSPN. In send phase the identified CHWs would be

trained through National Programme (Government

of Sindh). The CHW is responsible to conduct the

sessions on importance of mother and child health

in respective location. Community health workers should be members of the communities

where they work, should be selected by the communities, should be answerable to the

communities for their activities, should be supported by the health system, and have shorter

training than professional workers.

Training of 288 poor women from CO, VO and LSOs for income generation activities:

Improving the lives of older people project funded by

Helpage International organized two days training on

home based poultry rising and management, after

these training 288 poor households have been

provided poultry layers in district Shikarpur the prime

objective of this training and to distributed the chick

sets for improve the lives of local communities. The

training was conducted by resource persons of

livestock and husbandry department (GoS). The

members of training were identified by the Village

Organization (VOs) and Local Support Organization (LSO) in respective location.

Linkages of LSO Jyapo for Hand pump and Pakistan BaitUlmal at Shikarpur:

Local Support Organization Jiyapo (Union Council Mirzapur) taulka Garhi Yaseen has recently

developed linkages with Hidaya Trust and received eight hand-pumps which has been

distributed and installed in various villages for poor and needy households. LSO Jiyapo also

contacted with Pakistan Bait-ul-Maal and got Guzarra Allowance for 15 poor families of their

union council.

The LSO members shared the progress of one month January 2016 and make plan for the

month of February 2016 with reference of above agendas. The Dr. Ghulam Rasool (RM-III) has

also participated in this meeting.

District Kashmore-Kandhkot

Taluka Kashmore

LSO Nabi Bux have taken initiative and started School on self-help basis under interest of

children and education.

LSO Nabi Bux and LSO Bukhari facilitated the HSSP project and sensitized the rural

communities for the vaccination of children and pregnant women. LSOs disseminated the

message in all villages of their respective UCs. After the efforts of LSOs the communities

have been agreed to get vaccinations accordingly.

LSO Bukhari, contacted with BISP officials/office and obtained the BISP cards of 34 poor

women.

Taluka Kandhkot

With efforts of LSO Bakhtawar and LSO Shah Hussain 17 Hand-pumps have been installed in

various villages with support of Al-Khidmat Foundation. Furthermore 14 new villages are

identified for the provision of hand-pumps to poor households.

LSO Sindh Seengar members coordinated with MRDO organization for free legal Aid of their

2 V.O members.

From LSO Barkat 6 members participated in Women Empowerment workshop, organized by

Kainaat Development Foundation at KDA office Kandhkot.

LSO Shah Hussain & LSO Shah Baz developed linkages with NCHD, and established eight

Adult Literacy Centers at different locations for adults’ education.

LSO Shah Hussain developed linkages with Insaf Network Pakistan and organized 04 events

on Free Legal Advocacy.

LSO Bakhtawar coordinated with BISP officials/office and successfully received 14 Income

support cards for destitute women.

Taluka Tangwani

LSO Jannat forwarded a joint resolution of their LSO, to District Health officer (DHO) for

Dispensary.

LSO Aqsa developed linkages with Insaf Network Pakistan and organized 03 events on Free

Legal Advocacy.

LSO Jannat along with Acted International surveying in various villages for shelters.

LSO Roshni contacted with Marie Stopes Society and obtained support for one female

member as providing her free delivery services.

LSO Sindhri contacted with BISP officials/office for provision of 11 BISP cards to destitute

women.

LSO Roshni contacted with BISP officials/office for provision of 17 BISP Cards to poor rural

women.

Success Story

The story of village organization Noor Din Brohi,

Union Council Wazeerabad, the handicap women’s

successfully revolve the three cycles with the

multiple intervention that handicap women’s now

able to earn the monthly handsome amount to

bear the expenses of their treatments.

Mai Zurnaz, Rehmat, and Mah Pari, all three beneficiaries are residential of village Noor Din

and had a different loans from SRSO UCBPRP, the total of 35,000 PKR received from IGG, CIF

and LSO incremental loan by utilizing in livestock

and enterprise these women’s now generated

more than 75,000 PKR assets from the

merchandise shop these three woman’s earn more

than 600 PKR on daily basis in shape of profit.

The utilization of skills as well give them

strengthen in social being the part of BDG’s these

women’s are also plan to plantation the nursery to expedite the growth of earning.
