1. INTRODUCTION
In May 2014, Mr. Pawan Chamling was sworn in as Sikkim’s Chief Minister for a record fifth
time. But it was barely seven months after first taking charge in December 1994 that the Chief
Minister opened the doors for youth empowerment. He created a new department-Department
of Sports and Youth Affairs in July 1995 to cater the needs and aspirations of the growing youth
population in the state. This Department has been one of Mr. Chamling’s biggest achievements.
Sports and physical education play a crucial role in all-round development, especially of
children and young adults. By creating a separate department, the Chief Minister put the focus on
youth and sports. Many sportsperson over the years have brought laurels to the state as well as to
the country. They include Arjuna Awardee Late Sonam Gyatso Mountaineer, Padmashri and
Arjuna Awardee Mr. Bhaichung Bhutia Footballer, Arjuna Awardees Mr. Jaslal Pradhan Boxer and
Mr. Tarundeep Rai an Archer.
Over the past 20 years, the Sports and Youth Affairs Department, under the good
governance policy of the state, has led massive development of sports infrastructure in Sikkim.
This is no mean achievement in a state that has mountainous terrain and inclement weather.
In Gangtok, Paljor Stadium, formerly a polo ground, was upgraded into an ultramodern
stadium in 2005 and is today one of the best football grounds in India. The department has also
developed infrastructure in the districts to provide universal access to sports in rural areas. It has
constructed a playground at Mangan in the north district; a playground at Soreng in west Sikiim;
upgraded the playground at Geyzing, also in west Sikkim; built a Sports Complex at Khel Gaon,
Reshithang and multi-purpose indoor stadiums in all four districts; and developed an archery
complex in Gangtok. Also, an international level football stadium is being built at Namchi, and
named after Bhaichung Bhutia, Sikkim’s football export to the world and former captain of the
Indian football team.
The department has also promoted various schemes and programmes, such as hosting
national and regional sports competitions and Youth Festivals, introduction of cash incentives for
outstanding sportspersons and sports competitions, and government sponsorship for training of
athletes. These schemes and programmes have provided opportunities to the youth to play and
have encouraged them to take up sports as profession.
On 15 August 2012, India’s Independence Day, the Chief Minister announced cash
incentives of Rs.2 crore, Rs 1 crore and Rs 50 Lakhs for any sportsperson from Sikkim who wins a
gold, silver or bronze medal at the Olympics. There are cash incentives for those who bring home
medals from the Asian Games, Commonwealth Games and other National Level Competitions
including the North Eastern Games. The state government has also decided to honour such
sportspersons with an announcement in the official state gazette.
The department has been able to reach the remotest corners of Sikkim by developing
several initiatives such as football tournament in Chakung in West Sikkim and paragliding in hilly
locations. This has not only encouraged the youth to take up new sports but has also added to the
state’s sports tourism business. Under the Chief Minister’s capacity building programme, the
department has sent hundreds of youth to Himachal Pradesh and Nepal for training as paragliding
pilots. Identifying and nurturing sports talent from the grassroots have always been a top priority
for the government. The department has succeeded in this regard with two important schemes.
“Search for more Bhaichung” is a scheme started in 2004-05 and many footballers who have
come out from the coaching under this scheme have today joined national sport clubs to

participate the I- League Football Tournament while some others play in the Indian Super League.
The Late L.D.Kazi Memorial Gold Cup State Level Inter School Football Tournament introduced in
2014 is along the lines of the “Search for more Bhaichung” scheme. Every year, students from all
the 68th Senior Secondary Schools of Sikkim compete and the best team gets to play for the
prestigious Subroto Mukherjee Cup in New Delhi.
Khelo India has been prepared by amalgamating the erstwhile Rajiv Gandhi Khel Abhiyan,
Urban Sports Infrastructure Scheme and National Sports Talent Search System Programme as a
Central Sector Scheme for implementation from the financial year 2016-17. It has three
components: Annual Competitions, Talent Identification and Development of Sports
Infrastructure. State Government has set up District and State Level Committees to implement the
Scheme
The Department of Sports and Youth Affairs, Government of Sikkim has sent total 20
members contingent to participate in Athletes, Archery, Boxing, Weightlifting and Swimming in 1st
Khelo India School Games held at New Delhi from 31st to 8th Feb. 2018.
The department may be small in size but its role in locating and nurturing sports talent
through various schemes and programmes or in developing sports infrastructure of international
standards is unmatched. These achievements have been possible due to the positive optimism
with which the Chief Minister leads from the front. Most recently, the Chief Minister envisioned
the constitution of a separate board, called the Sikkim Youth Development Board. It was
established on 1 August 2014 with Mr. Khem Prasad Dahal as Hon’ble Chairman. Just one more
step toward ensuring proper development of the future generation and to energize the youth
development process.
2. STATE SPORTS POLICY
Sikkimese is sports loving people. The Government of Sikkim lays great emphasis on the
development of youth in acknowledgement of its belief that its future lies in the building up of a
young generation of Sikkimese – fit and disciplined.
The sports policy of the state embraces these values and its programs will be aimed at
promoting all such activities that will achieves the goal of developing a sports system and a sports
network, which will achieve the goal of developing a sports system and a sports network, which
will engage the general public in participation in sports, and the talented, in the pursuit of
excellence.
The Policy:
The broad headings under which sports will be promoted are as under:
1) Board basing of sports
2) Creation of Physical Infrastructure
3) Creation of Technical Infrastructure
4) Promotion of Excellence
5) Creating an Equipment support for training and practice
6) Providing scientific back up for sportspersons.
7) Providing Incentives to Sportspersons
All these aspects are interlinked and complimentary to one another. The Department is properly
implementing the Sports Policy of the State Government.

3. SPORTS COMPETITIONS AND ACTIVITIES:
i. After creation of new department in July 1995, the Department of Sports and Youth Affairs
Organized various tournaments in Archery, Athletics, Boxing, Football, Badminton, Table
Tennis and Volleyball in different venues at Districts and State Level during the years 1995
to 2003.
ii. In Year 2004-2005 The State Level School Sports Meet 2004 was organized by the
Department of Sports & Youth Affairs at Guards ground, TNA, PNG and Tathangchen
School ground venues from 30th October to 3rd November 2004 at Gangtok, East Sikkim

The District Level Competitions on above disciplines were organized in respective districts
to select the players for above competitions. The South district conducted competitions at
different venues of Namchi 17th September to 30th September. The East District conducted
the district Level Competition from 18th September to 2nd October 2004 at different venues
of Gangtok, West District also conducted the competitions at Gyalshing and North district
conducted the competitions from 4th to 16th September 2004 at Mangan.
iii. During the Year 2005-06 The Department organized Inter School Sports competition at
District and State Level in Archery (Boys & Girls), Football (Girls), Volleyball (Boys & Girls),
Table Tennis (Boys & Girls) under the Promotion of Games and Sports Activities. The State
Level competitions were conducted 13th to 16th March 2006. For the first time Cricket
(under 14 boys) State Level was also organized at Paljor Satdium from 27th to 30th October
2005.
iv. In Year—2006-07 Department organized District Level competitions from 16th to 21st March
2007 and State level competitions from 26th to 28th March 2007 in following disciplines:
Athletics, Archery, Football, Volleyball, Table Tennis, and Badminton.
v. In Year---2007-08 - Department organized District level under 16 boys & girls Sports
competition in 5 disciplines i.e Archery, Football, Volleyball, Badminton & T.T from 26th
March to 28th March 2007.
vi. In Year-2008-09 —Department organized District and State Level Inter School Sports
Competitions for Under 16 Boys & Girls in Athletics, Football, T.T, Badminton, and Volleyball.
District Level competition was organized from 4th to 9th December at different venues of
Gangtok, Kyongsa Gyalshing, Phodong North Sikkim and Bhaichung stadium Namchi.
Altogether 3721 participants participated in the district level competitions. The selected
players from Each districts participated at State level competition organized by the
Department of Sports & Youth Affairs from 17th to 19th Dec. Total 511 participants (255 girls
and 256 boys) took part in the State Level Competition.

vii. 1ST NATIONAL INVITATIONAL VOLLEYBALL TOURNAMENT AT RAVANGLA: 1st National
Invitational Volleyball Tournament at Ravangla from Dated 10th to 15th 2008 National teams’
i.e Punjab, Haryana, Rajasthan, Kolkatta, Assam, Orissa, Nagpur and Sikkim participated.

viii. RURAL SPORTS COMPETITIONS UNDER PYKKA & RGKA:
In the Year-- 2009-10, 2011-12 and 2014-15 District and State Level competitions
were organized under PYKKA and RGKA Scheme in 10 sports disciplines i.e Athletics,
Archery, Boxing, Badminton, Kabaddi, Kho-Kho, Football, Taekwondo, T.T, and Volleyball.
The Selected players from State Level Competitions participated at National Level PYKKA

RESULT: A. In Archery: Miss Dawdey Bhutia won the
GOLD MEDAL in the 30 M event. She is the youngest Archer girl from remote corners of Yangthang Block West District of Sikkim.

Rural Sports Competitions 2014-15 under RGKA
During 2014-15, the Department of Sports & Youth Affairs organized 31 block, four district
and one State-level competitions wherein a total of 163 players were selected to represent Sikkim
state at National Level Competitions. The competition was conducted in nine disciplines: Athletics,
Taekwondo, Badminton, Archery, Kho kho, Volleyball, Football, Table Tennis and Boxing.

4. OTHER MAJOR TOURNAMENTS ORGANISED BY DEPARTMENT:
i) 10TH NORTH EAST SPORTS FESTIVAL 1996: Sikkim hosted 10th North Eastern Sports Festival
1996 at Gangtok in 9 sports disciplines from 26th to 31st March 1996 in which total 934
participants participated. Beside North Eastern states Darjeeling Gorkha Hill Council also
participated in this Sports Festival.
ii) 21ST NORTH EAST SPORTS FESTIVAL 2006: Department of Sports & Youth Afrfairs
organized 21st North-East Sports Festival at different venues of Gangtok and Mining Ground
from 24 to 27th February 2006. Host Sikkim state teams begged 2nd Position among 8 North
East states. Total 1356 sports persons participated in nine sports disciplines, Archery,
Athletic, Badminton, Boxing, Football, Karate, Taekwondo, Table Tennis, and Volleyball.
Athletics at Rangpo Mining ground and the other disciplines will be held at Palzor stadium,
West Point School ground, TNA ground, Whitehall Sports complex, SAP Football ground and
PNGSS School complex.

III) DR.T.AO MEMORIAL FOOTBALL TOURNAMENT 2012:
Sikkim team is regularly participating in Dr.T.Ao Memorial Football Tournament annually.
Sikkim’s Sports and Youth Affairs Department had for the first time organized Dr.T.Ao
Memorial Football Tournament in Gangtok during March 2 to 9, 2012. This tournament is
played only between the Northeastern States. All eight States including the host state
participated in this mega event.

IV) L.D. KAZI MEMORIAL GOLD CUP STATE LEVEL INTER SCHOOL FOOTBALL TOURNAMENT:
The Sports and Youth Affairs Department started Late L.D. Kazi Memorial Gold Cup State
Level Inter School Football Tournament in 2014-15 in collaboration with the State Human
Resource Development Department. The objective was to rejuvenate the talent pool
growth process of a large number of school going students and unearth and nurture
potential budding football players to enable secure good football players.
The players of 68 schools participate in this tournament at Chakung football ground. The
winning school will represent Sikkim at the Subroto Mukherjee Sports Football Tournament
organized by the Subroto Mukherjee Sports Education Society, New Delhi under the
banner of Airforce Sports Control Board. As an incentive and to boost up professionalism
and engagement of school teams, cash awards are also given. The cash award will be used
by the winning school for the development and training of school teams.
Impact:
The students of government secondary school, Central Pendam, the winning team
of the inaugural tournament represented Sikkim in the 56th edition of Subroto Mukherjee
International Football Tournament 2015 in New Delhi in under-17 boys category (28
September to 16 October 2015).Sikkim own three matches: (1) Played against Kolkata (won
2-1); (2) Played against Nicobar Island (won 3-0); (3) Played against Maharashtra (won 4-1),
Lost against Assam and Mizoram.
Amrit Tamang of government Senior Secondary School, Central Pendam, was picked
up by the renowned club of India, East Bengal, Kolkata for his outstanding performance.
Lately, Amrit has been named in Indian School football team squad for Gothia Cup, the
biggest youth football tournament in the world held annually in Gothenburg, Sweden.
Namchi Public School Team, the winner of 2015-16 participated in Subroto
Mukherjee Tournament in New Delhi.
In 2016 Sikkim Team participated in Dr. T. Ao Memorial Football Tournament in Arunachal
Pradesh and secured 2nd position.
5. PARTICIPATION IN THE NORTH EAST SPORTS FESTIVAL:
i. Sikkim Teams in different disciplines has participated in the North East Games every year.
ii. Sikkim contingent participated in the North East Sports Festival 2005, held at Guwahati
from 14 to 17 February 2005. Sikkim won total 15 medals in various categories such as
Boxing, Taekwondo and Karate-Do.
iii. Sikkim contingent comprising of 132 members participated in the 23rd North East Games
held at Tripura from 4th to 7th February 2009 in seven sports disciplines i.e. Athletics,
Boxing, Badminton, Football, Swimming, Wt. Lifting and Table Tennis. Sikkim players won
1 Gold, 2 Silver and 7 Bronze medals.

7. YOUTH AFFAIRS PROGRAMME:
A. NATIONAL SERVICE SCHEME (NSS):
National Service Scheme (NSS) was introduced in 1969 with the primary objective of
developing the personality and character of the student youth through voluntary community
service. In Sikkim state, NSS was launched in 1996 under Department of Sports & Youth Affairs;
Govt. of Sikkim. Each educational institution covered under the Scheme has at least one NSS unit
comprising of 100 student volunteers led by teacher designated as Programme Officer (PO). Each
NSS unit adopts a village or slum for taking up its activities.

iii) REGULAR ACTIVITIES
Each NSS volunteer is required to put in minimum 120 hours of service per year for two years, i.e.,
total 240 hours. This work is undertaken in villages/ slums adopted by NSS unit or in school/
college campuses, usually after study hours of during weekends/ vacations.
iv) SPECIAL CAMPING PROGRAMME
Each NSS unit organizes a Special Camp of 7 days’ duration in adopted villages/ urban
slums during vacations, with some specific projects, by involving the local communities. Each
volunteer is requires to participate in the Special Camp once during the 2 year period. Thus, about
50% of the NSS volunteer in Unit participates in a particular Special Camp.
v) OTHER ACTIVITIES TAKEN UP UNDER NSS
The activities under NSS continue to evolve in responses to the needs of the community.
The activities could be in the field of Education and Literacy, health, Family Welfare and Nutrition,
Sanitation and Cleanliness, Environment Conservation, Social Service Programmes, Programmes
for improving status of Women, Production-oriented Programmes. Disaster Relief and
Rehabilitation Campaigning against Social Evils, creating awareness about Flagship Programmes of
the Government like Digital India, Skill India, and promotion of Yoga etc.
vi) FINANCIAL PATTERN FOR NSS ACTIVITIES
Fund is provided for running of core NSS activities @Rs.250 per volunteer per annum for
regular NSS activities and For special camping activities @Rs.450 per volunteer (once in two
years). NSS was implemented as a Centrally Sponsored Scheme up to 2015-16 and the expenditure
was shared between Centre and State in the prescribed ratio 75:25. From 2016-17, the Scheme is
being implemented as a Central Sector Scheme, fully funded by Government of India.
vii) INCLUSION OF ORGANIC MISSION
Sikkim is popularly known as the first organic state of India. It is proposed to introduce
Organic farming as one of the regular activities of the NSS with the support from the Departments
of Agriculture and Horticulture at various institutions to give practical and theoretical knowledge
on the process of organic farming and stir interest among the new generations to up keep the
mission of the State Government. Organic farming will not only serve as a tool to eradicate
chemicals in our human food cycle but it will also provide a great deal of support were the
question of livelihood is concerned. It is very important that one of the last remaining States in
India that still practice organic farming must have to preserve this method in order to prevent its
extinction through NSS volunteers.
viii) RUN FOR FITNESS (1KM RUN)
The volunteers of the NSS have been imparting various awareness programs for
community development, leadership training and many more. Obesity is now slowly on the rise in
India, and the process of awareness camp, rallies were the students carry their banners,
addressing certain issues only prove futile if the students themselves do not “PRACTICE WHAT
THEY PREACH’. The kilometer run serve not only the purpose of maintaining the physical fitness of
the students, it has certain significance to it. It teaches them to pace themselves rather than run

different stretches of the race at different speed and teaches value of commitment and
determination to become better human beings. Therefore, 1 km run has been included in the
Regular Activities.

B. ADVENTURE SPORTS ACTIVITIES
i) PARAGLIDING:
The department has encouraged and sponsored youth interested in adventure sports like
paragliding. As a result, paragliding has gradually become a popular sport in Sikkim and a source
of livelihood for many young people. The government has promoted adventure tourism in the
state and Sikkim has emerged on the nation’s paragliding map.

After completion of above training more than 25 youths pilot took the paragliding as a career and
became self reliant. They have started operating agencies for commercial flying to Local and
foreign tourist at Reshithang Ranka East Sikkim and Jorethang and other part of Sikkim.
These trained paragliders have played an instrumental role in promoting Sikkim as a
preferred paragliding venue at the global level. Many of Sikkim’s trained paragliding pilots, such as
Arjun Rai, have not only participated in international events but are also imparting trainer for local
youths in the state. Arjun Rai has also received the Sikkim Khel Samman. Sikkim’s first woman
paragliding pilot, Rinzing Doma Bhutia has represented Sikkim in the World Paragliding
Championship. Paragliding sessions at Bulbuley Dara, Ranka and Chakung are conducted by many
such commercially qualified and expert paragliders pilots.

ii) ADVENTURE AWARNESS CAMPS /TREKKING IN SOUTH AND WEST SIKKIM -2005:
The Department of Sports & Youth Affairs organized Adventure Awareness Camp and Trekking
from 7th to 30th March 2005 for 700 Educated unemployed Youth sponsored by Ministry of Youth
Affairs and sports Government of India at Chakung in West Sikkim, Uttary in West Sikkim, Namchi
at South Sikkim and Tashiding, Sinon-Hungri and Yuksam West Sikkim. During camps youth
participants were given training of Mountain manner, mountain hazard, tent pitching, rock
climbing, search and rescue operation First Aid on common Injuries and Trekking.
iii) RESIDENTIAL ADVENTURE CAMP 2006-07:
The Department organsied Rock Climbing, River Crossing, Search and Rescue operation training
to 50 Youth for 15 days each Venues. The Venues were Kupup, Lachen Lachung and Uttarey. The
camp was organised w.e.f. 11th December 2006 till 25th February 2007.
iv) TREKKING AND ADVENTURE AWARENESS PROGRAMME FOR ST AND SC 2009:
Department of Sports & Youth Affairs organized a 10-DAYS LONG Trekking and Adventure
Awareness Programme for 72 Schedule tribe and Schedule Caste Youth at Yuksam West from
11th June to 29th June 2009. The Training camp was assisted by 14 Members team of Sikkim
Amateur Moutnainerering Association.
v) YOUTH VOCATIONAL TRAINING 2008-09
The various Vocational Programmes such as; Computer training, Candle Making and Still
Photography and Videography training was organised to impart training to Unemployed Educated
Youth of Sikkim during 2008-09 under Promotion of Youth Activities and Training sponsored by

vi) ADVENTURE TRAINING PROGRAMME TO YOUTH UNDER BADP-2013:
10 Days Adventure Training programme for the youth of border areas under BADP was
organized by the Department of Sports & Youth Affairs, Government of Sikkim from 16th
December to 25th December 2013 at Yuksum, Tshoka, Dzongri and Thangshing. Shri N.K. Pradhan
Hon’ble Minister for HRDD, IT & SYA graced the opening ceremony on 16th of December 2013 at
Yuksom as Chief Guest.
Total 160 (103 Male and 57 Female) participants from three districts participated in the
training programme. The 24 Instructors from Sikkim Amateur Mountaineering Association gave
training to the participants in Rock climbing, Traversing, River crossing, Trekking, Tent Pitching,
Rope climbing, Commando rope walking, vertical rope climbing, Crawling, Cleanliness drive at
Tshoka camp site.
The main objectives of the programme is to motivate the youth through various adventure
activities and encourage them to become self reliant. The programme also provided opportunity
to interact with the youth of different communities to exchange their culture and traditions.

C. CONSTITUTION OF SIKKIM YOUTH DEVELOPMENT BOARD: Keen to ensure the proper development of youth to enable them to shoulder
responsibilities in the future, the government has started various youth-oriented programmes.
These programmes facilitate the youth and ensure their participation in the development of
society and the state. The Government of Sikkim constituted the Sikkim Youth Development Board
(SYDB) on 1 August to add vigor to the youth development process. Shri Khem Prasad Dahal is
appointed as Hon’ble Chairman of the Board.
The Board will function to harness the talents of the youth and provide opportunities to
build their leadership and professional skills, and their capacities to contribute to the socio-
economic development of the state. For this, the board has identified some major areas such as
unemployment, occupations based on aptitude, substance abuse, materialism, education
disparity, poverty, erosion of national pride/identified, backwardness (social backwardness,
educational backwardness, economic backwardness), and lack of sense of responsibility,
accountability and ownership.
In its first meeting, held on 27 November 2014, the board decided: (1) Convergence of
livelihood skill development schemes being carried out by various government departments and
agencies, with the Sikkim Youth Development Board acting as nodal agency providing overall
guidance;(2) Activities as envisaged by the board to be taken up within a budget of Rs 1 crore; (3)
Policy issues will be the remit of the board, while actual implementation shall be carried out by the
concerned government agencies; and (4) Programmes for school dropouts, such as value addition
for local food products, pickle making, bamboo crafts, broom binding, vermin composting,
decorative candle making, etc, to be conducted with the help of local experts.
In its second meeting, following key points were discussed: (1) Formation of State Youth
Policy for the state government’s mission “Sikkim Youth 2020” to help empower the youth, (2)
discussion on establishment of State Institute for Research, Training and Development; (3)
Compulsory implementation of NCC/NSS in Secondary and Senior Secondary Schools; (4) starting
Chief Minister’s Youth Award; (5) organizing state youth festival once a year in order to participate
in National Youth Festival and North East Youth Festival; and (6) to introduce karate, taekwondo
and martial arts in schools.
In the course of two years, the Sikkim Youth Board in collaboration with Nehru Yuva
Kendra Sangathan, Sikkim Zone Gangtok has also undertaken various activities such as providing
trainings, holding youth-centric conventions and sending youth to participate in National Youth
Festival and North East Youth Festival. To further give clear guidance to youth and prepare a road
map of Youth Development programme Department of Sports & Youth Affairs is preparing STATE
YOUTH POLICY OF SIKKIM.
D. PARTICIPATION IN NATIONAL YOUTH FESTIVALS:
Every Year Sikkim contingent comprising of 100 Youths is participating in the National Youth
Festival organized at different states.

E. 5TH NORTH EAST YOUTH FESTIVAL: The North East Youth Festival is the biggest
platform for integration of Youths of North East
Region cultural exchange and showcases their
talent. The Gangtok, the beautiful capital of organic
state of India, Himalayan state Sikkim hosted the
5th edition of North East Youth Festival 2017 which
was organized from 28th to 30th October 2017.
Over 1200 Youth participants and more than 200
official and volunteers from all the North East
States took part in the Festival. The Festival was
organized by Department of Sports & Youth Affairs,
Government of Sikkim in Collaboration of Ministry
of Youth Affairs, Government of India
(i) THEME OF THE FESTIVAL: “YOUTH FOR ORGANIC FARMING”.
The futuristic vision of Shri Pawan Chamling, Hon’ble Chief Minister of Sikkim by historic
declaration announced a policy to transform Sikkim into totally organic State and passing a
resolution in the Sikkim Legislative Assembly in the year 2003. The State converted to fully organic
state of India after 12 years in the year January 2016. Sikkim state gave a clear message to all the
participating Youths and Youths of India and whole world on living with nature through this Theme
of Youth Festival “YOUTH FOR ORGANIC FARMING”.
(ii) LOGO OF THE FESTIVAL: Logo of the Festival consists of Mount
Kanchenzonga as Sikkim is a Himalayan state with
Mount Kanchenzonga as a Guardian Deity
Himalayas. One World Award and Map of Sikkim is
in green color animating to whole world as mark of
respect of ONE WORLD AWARD awarded to
Hon’ble Chief Minister of Sikkim Shri Pawan
Chamling for his exemplary work in the field of
Organic farming on September 8, 2017 at Legau on
the occasion of the One World Festival and Sikkim is
giving massage to world of Organic Farming.
(iii) CURTAIN RAISER PROGRAMME:
The Curtain Raiser programme was conducted on 25th October 2017 at Hotel palgey Deorali East Sikkim to give information to all regarding hosting of 5th North East Youth Festival 2017.

(iv) OPENING CEREMONY: The Opening Ceremony of the festival was conducted on 28th October 2017. The Chief
Justice of the High Court of Sikkim, Mr. Justice Satish Kumar Agnihotri was the Chief Guest of the
Opening Ceremony and declared the 5th North East Youth Festival 2017 OPEN amid colorful
cultural programmes. Hon’ble Minister for Department of Sports & Youth Affairs, Government
of Sikkim, Shri R. B. Subba, Secretary, Ministry of Youth Affairs, Government of India Shri A.K.
Dubey, Secretary, Sports & Youth Affairs Department, Government of Sikkim, Mr. S.D. Dhakal.

The Closing Ceremony of the 5th North East Youth Festival 2017 was held on 30th October
2017 at Paljor Stdaium in huge gathering of public, students, Government officers, dignitaries.
Hon’ble Governor of Sikkim Shri Shriniwas Patil was the Chief Guest of the Closing Ceremony. The
First Lady Mrs. Rajani Devi Patil also attended the programme. Shri R. B. Subba Hon’ble Minister
for Sports & Youth Affairs Department, Shri Khem Prasad Dahal Hon’ble Chairman Sikkim Youth
Development Board, Mrs. Kiran Soni Gupta IAS, Additional Secretary and Financial Adviser,
Government of India, The Director General Nehru Yuva Kendra Sangathan, New Delhi, and many
other dignitaries attended the programme.

Apart from whole year regular coaching by the coaches of the Department in different
disciplines, Winter Coaching Camp is conducted at 4 different districts, Gangtok, Mangan Namchi
and Gyalshing during December and January annually.
(ii) STATE LEVEL SPECIAL COACHING CAMP 2008-09 UNDER SCHEDULE CASTE COMPONENT
The State Level Special Coaching Camp was organized by Department of Sports & Youth
Affairs from 4th to 29th March, 2009 at Paljor Stadium,Gangtok,East Sikkim. This camp was specially
organized for the SC children of all four districts under special component plan for Schedule Caste.

9. DEVELOPMENT OF SPORTS INFRASTRUCTURES:
To boost sporting activities in the state, a number of sports infrastructure have been
created both at the state and district levels. Two of the best sports infrastructures of international
standards created by this government are Paljor Stadium in Gangtok and the Sports Complex with
Athletics Stadium at Khel Gaon, Resithang. There are currently six major sports infrastructure
being developed, with a majority of them being stadiums and playgrounds. The objective of the
state government is to develop infrastructure in all four districts so as to provide universal access
to sports in rural areas and to promote sports among both boys and girls.
The construction of Bhaichung Stadium at Namchi and upgradation of Kyongsa ground in
Geyzing to international standards with track and field facilities are two main projects. These
projects have been sanctioned of Rs.35.68 crore and Rs.27.98 crore respectively, under Special
Plan Assistance.
Under the Panchayat Yuva Krida aur Khel Abhiyan (PYKKA) scheme of the central
government, the Sikkim government has constructed and improved 261 playgrounds-166 in Gram
Panchayat Units and 95 in Zilla Panchayat Units-between 2008-09 and 2012-13. Among these, 239
were upgraded while 22 are new. The development of these requisite infrastructures of various

sporting activities has led to the growth of many sportspersons of national and international
repute.
A. MAJOR PROJECTS COMPLETED
(i) STATE OF THE ART PALJOR STADIUM
Originally a polo ground, Paljor Stadium is today one of India’s most beautiful stadiums
with an international size turfed football field, electronic scoreboard, hostel accommodation, VIP
lounge, physiotherapy centre, in-built public address system and most interestingly, an indoor hall
for basketball. It fulfills a long cherished desire of the people of Sikkim for a modern stadium.
This state-of-the art stadium was inaugurated by former President Dr. A.P.J. Abdul Kalam
on 22 September 2005 in presence of Chief Minister Pawan Chamling. With the Chief Minister’s
vision and guidance, the sporting ground has undergone major renovation at an estimated cost of
Rs.30.70 crore. It has a seating capacity of 25,000 spectators and many major events have been
hosted here. The ground is open for all footballers and other sportspersons for regular practice
and coaching camps-all they need to show is their identity card to enter and use the facilities.
To add value to the stadium, and keeping up with the current worldwide trend of floodlight
matches, the department installed floodlights, including a diesel generator set and electronic
digital score board, so that night football matches and tournaments can be held With Astroturf
spread across a handsome 93,000+ sq. feet, Paljor Stadium is perhaps the largest Astroturf in the
SAARC region. The 65mm thick turf is filled with compressed rubber silica making it suitable for
Gangtok weather and has received positive endorsement from players of repute, including
Bhaichung Bhutia. The Astroturf was acquired at a cost of Rs.3.77 crore from reputed
manufacturer Field Turf Tarkett based in the United States. It was laid by Great Sports
Infrastructure, Hyderabad and was inaugurated by the Hon’ble Chief Minister on 28 May 2011
(ii) SPORTS COMPLEX AT KHEL GAON, RESITHANG
The prestigious athletics stadium at Khel Gaon is one of the Chief Minister’s dream
projects. Construction began after acquiring 10.5 acres of land at Resithang, which is around 10
kilometers from Gangtok town. The Chief Minister laid the foundation stone of the project on 22
April 2008. The Ministry of Urban Development, Government of India, sanctioned an amount of
Rs.2495.19 lakhs for construction, with National Building Construction Corporation (NBCC) as the
executing agency in the year 2012. The tracks in this international size athletics sports ground are
made of material imported from Holland.
The sports complex at Khel Gaon, Which was under the Department of Sports & Youth
Affairs, was handed over to the police department in 2016.
(iii) NAMCHI INDOOR STADIUM
Constructed at a total expenditure of Rs.3.6 crore, Namchi Indoor Stadium/ Multipurpose
Community Hall Centre was inaugurated on 8 September 2005. It has both playing and practicing
facilities for basketball, volleyball, badminton, table tennis, combat sports, and fitness centre with
multi-gym facilities.

10. “SEARCH FOR MORE BHAICHUNGS” SCHEME:
As a logical step to broad basing sports at the school and the club level, the State
Government had on April 2, 1999 launched a scheme named after the former Indian football

captain and Sikkim’s export to the world-Search for more Bhaichungs- for boys under 14. This is a
scheme envisioned by the Chief Minister to spot upcoming football talents and nurture them.
SPORTS ACADEMIES: The same year, the Government also set up a Sports Hostel in Namchi,
South Sikkim to translate the Chief Minister’s dreams of spotting more football talents in the state
into reality. Each year trainees get added to the hostel through talent hunt conducted by the
department. Boys selected from all over the state are given free food, lodging, sports kits and
constant coaching at the sports hostel besides free education. However, boys who fail to perform
get weeded out of the facility. The trainees at Sports Hostel, Namchi undergo four years of
training, after which a promising team is sent to participate in junior national football tournament.
Presently, we have 2(two) Boys Sports Academy, one is at Gangtok and other one is at
Namchi where 30(thirty) each inmates are in this academy. The trainees, who graduate from the
Sports Hostel, Namchi also get automatically admitted to Gangtok Sports Academy, also formed
under the “Search for More Bhaichungs” scheme in 2006, for further training and higher
education. Presently there are 30 boys undergoing training at Sports Hostel, Namchi, and another
group of 30 boys at Gangtok Sports Academy.
Impact: Since its inception, “Search for More Bhaichungs” scheme has yielded 130 players
from Gangtok Sports Academy, out of which 28 boys have been inducted with renowned clubs
playing in Indian Super League and also with other football clubs in India. A total of 13 players
have been employed with Sikkim Police, Indian Reserve Battalion, and Indo-Tibetan Border Police
on sports quota. Six boys have been recruited by the Indian Army and Indian Navy.
Sanju Pradhan and Nirmal Chettri, among the first batch of the 30 shortlisted players who
had graduated to Gangtok Sports Academy in 2006 got picked up by Air India coach when both
players displayed sterling performance during the Governor’s Gold Cup at Paljor Stadium in 2010.
Among those picked up by clubs playing in Indian Super League are: Sanju Pradhan North
East United Football Club, Nirmal Chettri for North East United Football Club, Bikash Jairu for
Jamshedpur FC and Robin Gurung for Jamshedpur FC. Kunzang Lachungpa (goalkeeper) was
selected by Lajong Fc, Shillong and included in the team of North East for Indian Super League
twice. Now he is earning above Rs 20 lakhs per session. Phurba Lachenpa was also picked by
Lajong FC for his performance in goal keeping while Nim Dorjee Tamang has been selected by
Lajong FC. Amoung them shree Komal Thatal had represented the U-17 FIFA World Cup and
presently playing ISL from Athletico Kolkata for the session 2017-18.

11. KHELO INDIA SCHEME: NATIONAL PROGRAMME FOR DEVELOPMENT OF
SPORTS (KI-NPDS):
The Government of India, Ministry of Youth Affairs & Sports has implemented
“Khelo India”- National programme for Development of Sports by merging three schemes, i.e.
Rajiv Gandhi Khel Abhiyan, Urban Sports Infrastructure Scheme & National Sports Talent Search
System as a Central Sector Scheme. The scheme shall be 100% funded by the Centre and it will be
a Central Sector Scheme.
The Government of Sikkim has set up committees at District and State Level for
implementation of scheme in our state as per the guidelines of Khelo India for monitoring and
supervising of schemes and also to encourage sports all over the country, thus allowing the
population to harness the power of sports through its cross-cutting influence, namely, historic
development of children and youth, community development, social integration, gender equality,
healthy lifestyle, national pride and economic opportunities related to sports development.
Our State with 20 member contingents participated in the first Khelo India School games at
New Delhi from 31st January to 8th February 2018 under following sports disciplines:

AND CASH INCENTIVES AWARDS TO MERITORIOUS SPORTSPERSONS
Government of Sikkim is giving Cash awards as an Incentive to Sports person on the basis
of medals won by them to motivate and recognize their achievement. As per the notification for
Incentive Cash Awards, sportspersons winning individual medals in Olympics will be given Rs. 2
crore (gold), Rs. 1 crore (silver), and Rs. 50 lakh (bronze). The Asian Games medelist will be given is
Rs. 15 lakhs, Rs. 10 lakhs and Rs. 5 lakhs for gold, silver and bronze medals respectively. Similarly,
Sportspersons winning gold, silver and bronze medals in National Games will be given cash award
of Rs 2 lakhs, Rs 1 lakh and Rs. 50,000 respectively. In Junior National Championships, Rs 50,000 is
given for those who win gold, Rs 30,000 for silver and Rs. 20,000 for winning bronze.
Further, more than 700 meritorious sportsperson who have excelled at Zonal, National &
International Level Government of Sikkim has awarded Cash Incentive and have been benefited by
this scheme.
