Purpose of Report

Subject: School Transport arranged by SPT - Contracts for the period 2012-2015

This report seeks approval for the school transport contracts negotiated by SPT on behalf of the authority for the period 2012-2015

Recommendations

The learning and leisure services committee is requested to:

note the tenders received for school transport contracts for the period 2012-2015 as listed in appendix 1;

note the action taken by the executive director of learning and leisure services, in exercise of her delegated powers, following consultation with the convener in authorising SPT to accept the lowest or most suitable tender for each of the school transport contracts not exceeding f50,000, as detailed in appendix 2 to the report;

Note the action taken by the executive director of corporate services, in exercise of his delegated powers, following consultation with the convener, in authorising SPT to accept the lowest or most suitable for each of the school transport contracts exceeding f50,000, as detailed in appendix 3;

note the list of contracts currently being advertised (appendix 4).

School Transport arranged by SPT

Contracts for the Period 201 2-201 5

Report by the Head of Resources

I, Background

1 ,I In December 1995 the education committee approved Strathclyde Passenger Transport (SPT) as agent on behalf of the authority in arranging transport for all eligible pupils except those with additional support needs. This approval was renewed in 201 I with Strathclyde Partnership for Transport.

I .2 Contracts are awarded for a period of three years so that in any year one third of the routes are re-tendered. The tendering process is administered by SPT and recommendations are submitted to the authority for consideration. SPT also monitor contract performance on behalf of the council. The contract specification and the approval of drivers and escorts are solely the responsibility of the council.

I .3 The contract specification on seatbelts is in full accordance with the legislation. However, additional monies were made available to install seatbelts on school contracts. All school contracts now have seatbelts fitted with the exception of public service vehicles.

I .4 Where possible contracts were linked between primary and secondary schools to create dual contracts. Nine dual contracts are recommended for award with secondary pupils arriving at school earlier. The saving generated from 5 of the 9 recommended dual primary and secondary contract is approximately E 10,826 per annum.

2. Recommended Awards

2.1 Approval for the award of 29 school contracts was given by the Executive Director of Learning & Leisure Services and 19 by the Executive Director of Corporate Services. Further contracts have been advertised as detailed in appendix 4.

2.2 In general, SPT has recommended that each contract be awarded to the operator offering the lowest price. However, account has also been taken of a need to ensure adherence to contract specifications, legal operational requirements and to the technical capability of the operator to deliver the service. All companies will have a satisfactory engineering inspection prior to award of any contract.

2.3 The report highlights the following issues:

(a) the list of tenders received, the total cost for the contract period, the annual cost of the new contract and the cost per pupil (appendix I)

(b) the list of contracts recommended for award by SPT (appendices 2 and 3)

(c) the list of contracts currently being advertised (appendix 4)

3. Financial Implications

3.1 The current annual cost of the contracts recommended for renewal is E l ,237,493. From August 2012 the cost of the contracts recommended for award is f 1,074,822. This is a reduction o f f 163,321 per annum (13.85%).

3.2 As part of the contract conditions an inflationary increase will be added to the cost of all other contracts which are due for renewal in 201 3 and 2014.

3.3 The budget allocated to mainstream transport for 2012/2013 is f4,293,168.

4. Recommendations

The learning and leisure services committee is requested to

(a) note the tenders received for school transport contracts for the period 2012- 201 5 as listed in appendix 1 ;

(b) note the action taken by the executive director of learning and leisure services, in exercise of her delegated powers, following consultation with the convener in authorising SPT to accept the lowest or most suitable tender for each of the school transport contracts not exceeding €50,000, as detailed in appendix 2 to the report;

(c) Note the action taken by the executive director of corporate services, in exercise of his delegated powers, following consultation with the convener, in authorising SPT to accept the lowest or most suitable for each of the school transport contracts exceeding f50,000, as detailed in appendix 3;
