Whereas, the Delhi Disaster Management Authority (DDMA) is satisfied that the NCT of Delhi is threatened with the spread of COVID-19 epidemic, which has already been declared as a pandemic by the World Health Organization, and has considered it necessary to take effective measures to prevent its spread in NCT of Delhi and DDMA has issued various orders/instructions from time to time to all authorities concerned to take all required measures to appropriately deal with the situation;
2. And whereas, a virulent variant of COVID-19 is reported to have been found recently in the State of Andhra Pradesh and Telangana and this new strain of COVID-19 has a shorter incubation period with high transmission rate and the progress of disease is much more rapid in this strain and therefore, additional precautionary measures in respect of the persons coming from the States of Andhra Pradesh and Telangana to NCT of Delhi through Airlines/Trains/Buses/Cars/Trucks or any other mode of transportation are required to be taken in public interest with the objective that this new virulent strain of COVID-19 should not enter and transmit into the territory of NCT of Delhi;
3. Now, therefore, in exercise of powers conferred under Section 22 of the Disaster Management Act, 2005, the undersigned, in his capacity as Chairperson, State Executive Committee, DDMA, GNCTD hereby directs as follows:
a) All persons arriving from the State of Andhra Pradesh and Telangana in NCT of Delhi by Airlines/Trains/Buses/Cars/Trucks or any other mode of transportation shall have to undergo mandatory Government institutional quarantine I paid quarantine for 14 days at facilities established / identified by the concerned District Magistrate.
b) Any person who has been successfully vaccinated (two doses) and produces certificate to the effect or having negative RT-PCR Report (not older than 72 hours prior to undertaking the journey) shall be allowed home quarantine for 7 days. If no suitable facility for home quarantine is available with the person, he/ she may opt for institutional / paid quarantine in identified facilities for 7 days.
In case of non-compliance of the protocol/ guidelines / SOPs pertaining to home quarantine prescribed by MoHFW, Gol I Department of H&FW, GNCTD, such persons shall be quarantined in Government institutional facilities for 7 days.
c) It shall be the responsibility of concerned District Magistrate of Delhi to ensure compliance of instructions contained in para (a) & (b) above. They should take necessary action as per health protocol / SOPs prevailing in NCT of Delhi with regard to screening, testing, home quarantine, isolation, surveillance etc.
d) In respect of those persons arriving from the State of Andhra Pradesh and Telangana and checking into State Bhawans situated in NCT of Delhi, the Resident Commissioner of respective State Bhawan shall be responsible for ensuring the compliance of instructions contained in para (a) & (b) above.
e) In respect of those person arriving from the State of ~n~hra Pr~desh and Tel~ngana and checking into hotels, resorts, hostels, home stays, dormitories etc. m NCT of Delhi, the owner of the above-mentioned places shall be responsible for ensuring the compliance of instructions contained in para (a) & (b) above.
f) In respect of persons travelling from Andhra Pradesh and Telangana to other States through NCT of Delhi by road shall be allowed without disembarking from the vehicle en-route inside NCT of Delhi. The instructions contained in para (a) & (b) above shall be applicable to those persons who want to travel from the State of Andhra Pradesh and Telangana to other States through NCT of Delhi by Air/Train. It shall b~ the responsibility _of. the co_ncerned District Magistrate and District DCP to ensure the compliance of the aforesaid instructions.

are exempted from the aforesaid instructions, if they are asymptomatic. However, they are advised to self monitor their . health for next 14 days and shall strictly follow the COVID-19 related guidelines/instructions/SOPs issued by Govt of India as well as Govt. of NCT of Delhi from time to time and perform minimum necessary travel as would be required to perform the work for which he/she has arrived in Delhi. In case they are symptomatic, the aforesaid instructions contained in para 3(a) & 3(b) above shall be applicable on them.
5. The Government of Andhra Pradesh and Telangana shall adequately inform & sensitize their residents, who are coming to Delhi, about the instructions stipulated in this order.
6. In case any person is found violating the aforesaid instructions, the defaulting person shall be proceeded against as per the provisions of section 51 to 60 of Disaster Management Act, 2005, Section 188 of IPC and other applicable laws.
7. All District Magistrates, their counterpart District DCPs and all authorities concerned shall ensure strict compliance of this order and shall adequately inform and sensitize the field functionaries about these instructions for strict compliance, in letter & spirit
8. This order shall be enforced with immediate effect and till further orders.

'Mlereas, the Delhi Disaster Management Authority (DDMA) is satisfied that the NCT of Delhi is threatened with the spread of COVID-19 epidemic, which has already been declared as a pandemic by the World Health Organization, and has considered it necessary to take effective measures to prevent its spread in NCT of Delhi;
And whereas, Delhi Disaster Management Authority has issued vari~us orders/instructions from time to time to all authorities concerned to take all required measures to appropriately deal with .the situation;
And whereas, Ministry of Home Affairs, Govt. of India has issued Order & DO letter No. 40-3/2020-DM-l(A) dated 23.03.2021, which inter alia provides that states/UTs, based on their assessment of the situation, may impose local restrictions at district/sub-district an~ city/ward level, with a view to contain the spread of COVID-19 and accordingly Delhi Disaster Management Authority (DDMA) issued Order No. 363 dated 27.03.2021 with regard to permissible/prohibited activities (applicable as on today);
And whereas, the situation of COVID-19 in Delhi has been assessed I reviewed and it has been observed that there has been a persistent rise in COVID-19 cases in NCT of Delhi during recent past and therefore, it has became necessary to take certain emergency measures to prevent & contain the spread of virus in the interest of public health.
Now, therefore, in exercise of powers conferred under section 22 of the Disaster Management Act, 2005, the undersigned, in his capacity as Chairperson, State Executive Committee, DDMA, GNCTD, hereby directs that in the territory of NCT of Delhi (Qutside Containment Zones), the prohibited/restricted activities shall be as specified in the Annexure-A enclosed with this order, with immediate effect till 30.04.2021 or further orders ' whichever is earlier.
Further, DDMA order dated 06.04.2021 with regard to night curfew en movement of individuals in NCT of Delhi from 10:00 pm to 05:00 am till 30.04.2021 or further orders shall remain continued.
All District Magistrate~ of Delhi and their C?unterpart District -Deputy Commissioners of Police _s_hall ensure the s~ct E:nforcement of ~1s orde~ and shall also adequately inform and sensitiZe the {ield functionanes about these instructions for strict compliance, in letter and spirit
Any person violating tliese instructions will be liable to be proceeded against as pet the provisions of section 51 to 60 of the Disaster Management Act, 2005, besides legal action under section 188 of IPC, and other legal provisions as applicable.

Annexure-A
1. The following activities shall be prohibited throughout the NCT of Delhi:
(i) All schools, colleges, educational / training / coaching institutions etc. will remain closed. Online / distance learning shall continue to be permitted and shall be encouraged.
However, the students of classes IX to XII may be called to school only for providing the academic guidance and support to the students for mid-term exams/pre-board exams/annual exams/board examinations, practical exams/project works, internal assessment after following the prescribed SOP for COVID safety issued by Directorate of Education, GNCTD and with the consent of parents.
(ii) All social / political / sports I entertainment / academic / cultural /religious / festival related and other gatherings and congregations.
(iii) All swimming pools, except being used for training of sport persons for participation in National & International events.
2. The following activities shall be permitted with restrictions as specified below. No permission is required from any authority for undertaking the following permitted activities:
(i) .Funeral / last rites related gatherings are allowed upto 20 persons.
(ii) Marriage related gatherings are allowed upto 50 persons.
(iii) Restaurants and Bars are allowed upto 50% of the seating capacity.
(iv) Transportation by Delhi Metro: 50% of capacity of metro coach
(v) Transportation by buses: Intra-State (within NCT of Delhi) movement of buses (DTC as well as Cluster) shall be permitted with the condition that not more than 50 % of bus capacity shall be allowed at one time inside the bus. In the case of buses, boarding shall be allowed only from the rear door while de-boarding shall be allowed only from the front door.
(v) Stadia for organizing sports events shall be allowed without spectators.
(vi) Cinemas/theaters/multiplexes will be permitted to open with upto 50% of their seating capacity.

(vii) All Government offices of NCT of Delhi / Autonomous bodies / PSUs / Corporations / Local Bodies shall function with officers of the leyel of Grade-I /equivalent and above to the extent of 100% strength. The remaining staff will attend upto 50% as per requirement to be assessed by HOD concerned (remaining 50% of the staff will work from home). All HODs shall issue consequential orders in respect of their concerned department in this regard. However, Health and Family Welfare and all related medical establishments, Police, Prisons, Home Guards, Civil Defence, Fire and emergency Services, District Administration, Pay & Account Office, Electricity, Water and Sanitation, Disaster Management and related services, NIC, NCC and Municipal services, and all other essential services shall function without any restrictions and delivery of public services shall be ensured and necessary staff will be deployed for such purpose.
(viii) Private offices/ organizations are advised to stagger the office timings and also stagger the presence and quantum of staff with an objective to reduce the number of employees attending office at the same time. They are further advised to follow the practice of work from home, as far as possible.
3. A negative RT-PCR report (not older than 72 hours prior to undertaking the journey) shall be compulsory for all such persons who are arriving from Maharashtra to NCT of Delhi by Air. The passengers who are found without a negative report will have to remain quarantine for 14 days. All Constitutional & Government functionaries and their staff members are exempted from these instructions, if they are asymptomatic.
4. All other activities will be permitted, except those which are specifically prohibited / restricted. However, in Containment Zones, only essential activities shall be allowed.
5. There shall be no restriction on inter-state and intra-state movement of persons and goods including those for Cross-land border trade under Treaties with neighboring countries. No separate permission / approval / e-permit will be required for such movements.
6. In the containment zones, all measures shall be taken strictly as prescribed by MoHFW, Gol as well as H&FW Department, GNCTD, in letter & spirit by all authorities concerned.
7. The guidelines for effective control of COVID-19 as issued by MHA, Gol vide Order No. 40-3/2020-DM-l(A) dated 23.03.2021 which has already been circulated vide DDMA Order No. 363 dated 27.03.2021 shall remain continued.
8. The permitted / restricted activities shall be allowed subject to strict compliance of SoPs issued by Gol and GNCTD from time to time.

Now, therefore, in partial modification of aforesaid order dated 24.05.2020 and in
exercise of powers conferred under section 22 of the Disaster Management Act, 2005, the
undersigned, in his capacity as Chairperson, State Executive Committee, DDMA, GNCTD,
hereby directs all authorities concerned as follows:
a) All asymptomatic passengers who enter / de-board in NCT of Delhi shall home
quarantine themselves for 07 days (in place of 14 days self monitoring of health as
mentioned in point no. 9 of the aforesaid guidelines of MoHFW, Gol).
b) in this regard, concerned airport authorities, railway authorities (General Manager Northern Railway) (Transport), GNCTD and MD, DTC) shall provide passenger manifest to the Office of Pr. Secretary (Revenue)-cum-Divisional Commissioner, GNCTD on a daily basis
and transport authorities (Secretaryecum-Commissioner
c)The office of Pr. Secretary (Revenue)-cum-Divisional Commissioner, GNCTD shall forward the passenger manifest to the respective District Magistrates under whose
jurisdictiorn the passenger resides/stays.
d) The District Magistrates shall ensure that the passengers residing in their jurisdiction remain in home quarantine for 07 days.

Guidelines for domestic travel (air/train/inter-state bus travel)
1) Dos and Don'ts shall be provided along with tickets to the travellers by the agencies
concerned.
2) All passengers shall be advised to download Arogya Setu app on their mobile devices.
3) Suitable announcement about COVID-19 including precautionary measures to be followed
shall be made at airports/railway station/bus terminals and in flights/trains/bus.
4) The States/UTs shall ensure that all passengers shall undergo thermal screening at the point
of departure and only asymptomatic passengers are allowed to board the flight/train/bus.
5) During boarding and travel, all passengers shall use face covers/mask. They will also follow
hand hygiene, respiratory hygiene and maintain environmental hygiene.
6) At airports/railway stations/ bus terminals required measures to ensure social distancing shall
be taken.
7) Airports/railway stations/bus terminals should be regularly sanitized/disinfected and
availability of soaps and sanitizers shall be ensured.
8) Thermal screening at exit point shall be arranged.
9) Asymptomatic passengers will be permitted to go with the advice that they shall self-monitor
their health for 14 days. In case, they develop any symptoms, they shall inform the district
surveillance officer or the state/national call center (1075).
10) Those found symptomatic will be isolated and taken to the nearest health facility. They will
be assessed for clinical severity at the health facility.
11) Those having moderate or severe symptoms will be admitted to dedicated COVID Health
facilities and managed accordingly.
12) Those having mild symptoms will be given the option of home isolation or isolated in the Covid
Care Centre (both public & private facilities) as appropriate and tested as per ICMR protocol
available at https://www.mohfw.gov.in/pdf/Revisedtestingguidelines.pdf.
If positive, they will continue in COVID Care Centre and will be managed as per clinical
protocol.
If negative, the passenger may be allowed to go home, isolate himself/herself and self-
monitor his/her health for further 7 days. In case, any symptoms develop they shall inform
the district surveillance officer or the state/national call center (1075).
NOTE: States can also develop their own protocol with regards to quarantine and isolation
as per their assessment.
