Sambalpur:

Discharge of flood water from Hiakud dam has come down substantially even as five gates of the

dam open.

The water level stands at 629.23 ft and 8.39 mm of rainfall has been received in the upstream.

The district administration has started loss assessment exercise and compensation was provided to

the affected persons. (The Indian Express)

All the relief centres will be closed on Thursday. (The Indian Express)

Rs. 90,000 has been disbursed to the flood affected people of ward no.20 under Sambalpur

Municipality. (The Indian Express)

Bhadrak:

Baitarani rising.

Medical personnel reached Bhandaripokhari and Dhamnagar.

Jajpur:

Low pressure rain since tuseday night has compounded the woes of the flood-hit people of the

district who have lost their houses in the flood. (The Indian Express)

Local alleged that even after six days of the flood the district administration is yet to provide them

a. CM requests Central team to visit flood-hit areas in State

The Pioneer,Thursday, 15 September 2011 00:37PNS | Bhubaneswar

Even as the plight of the people in the flood-affected areas continued to deepen despite water receding in

all rivers, the State Government on Wednesday, with the objective of getting additional Central assistance to

meet the situation, requested the Inter-Ministerial Team to visit the flood areas to see for themselves the

real damage and recommend for necessary help.

Meanwhile, the State Government also sent an updated report of the flood situation to the Prime Minister's

Office (PMO) as sought by Prime Minister Manmohan Singh.

According to Revenue Minister Surjya Narayan Patro, Chief Minister Naveen Patnaik, who reviewed theflood situation and the relief and restoration measures in the afternoon, has directed all the District

Collectors to start the overall damage assessment in the flood-hit areas immediately by deploying officials

from non-flood districts. Besides, as per the direction of the Chief Minister, the Central Government has

been requested to send the Inter-Ministerial team for assessment immediately, he said, adding that a

preliminary report of flood damage would be submitted to the Central team on their arrival for necessary

financial assistance.

However, Patro said, there was no dearth of funds to meet the exigencies and there was around `490 crore

with the State Disaster Relief fund, two-thirds of which is the share from the National Disaster Management

Authority. "If more funds will be required, the State Government will spend from its own funds," he added.

With the flood water receding, the Chief Minister has asked the Works and the Rural Development

Departments to formulate a Master Plan immediately as to how quickly the damaged roads could be

restored and the large number breaches plugged in order to establish land communication to ensure relief

and restoration measures on war-footing.

The Chief Minister has also asked the Health Department authorities to intensify emergent health services

and ensure sanitation along with disinfection of the drinking water sources by sending more Mobile Health

Units. At present, around 100 MHUs have been pressed into service. He asked the Public Health authorities

to undertake vigorous sanitation drive in the flood-affected areas as the flood waters recede and ensure

disinfection of 4,072 of the over 11,000 tubewells infected by the flood waters.

Since large pockets in the worst-affected Puri, Kendrapada, Jagatsinghpur districts are still marooned, the

Chief Minister has directed the Special Relief Commissioner to continue airdropping of food material and

other essential commodities for the distressed people. Besides, the district administration should ensure

provision of relief and polythene to all homeless and vulnerable families staying on embankments and

roads, he advised.

b. Orissa floods: Water recedes, rescue efforts accelerated

With flood waters of Mahanadi River system slowly receding in the delta region, Orissa government on

Tuesday accelerated relief work in the affected areas with focus on health care, sanitation and supply of safe

drinking water.

As discharge of water from Hirakud Dam was drastically cut to about 1.07 lakh cusec following reduced

inflow into the reservoir, water level in Mahanadi delta region started falling though vast areas still remainsubmerged, official sources said here.

The situation has improved in many areas of coastal Cuttack, Jagatsinghpur, Kendrapara, Puri, Khurda, Jajpur

and Nayagarh districts as release of water into the sea was facilitated, they said.

The floods have affected 14 lakh people in 19 of the 30 districts of the state. 17 people died in the floods

and 11 are missing. Steps have been initiated for immediate restoration of road communication to enable

relief teams to reach the affected people, they said.

At the same time, air dropping of food and other essentials continued in most of the 1,100 marooned

villages in worst-hit Jagatsinghpur, Kendrapara and Puri districts with the help of four helicopters.

The health department rushed medical teams to districts like Kendrapara and Puri with medicines, halogen

tablets, ORS packets and anti-venom injections, a senior official said, adding efforts were on to prevent

outbreak of water-borne diseases.

c. Floods In India Kill At Least 16

Heavy rains pushed rivers over their banks in the Indian state of Orissa in early September 2011. At least 16

people had died, and several more were missing as of Monday (September 12), according to The Hindu. The

Mahanadi and other rivers in the region stranded villagers after floodwaters breached embankments in

three dozen different locations.

Authorities have evacuated roughly 60,000 residents from low-lying areas, and had begun airdrops of foodto marooned citizens, The Hindu reported. Flooding had affected about 2,550 villages and 13 towns. The BBC

reported that flooding affected large parts of southern Asia, including India and neighboring Pakistan.

The Moderate Resolution Imaging Spectroradiometer (MODIS) on NASA’s Terra satellite captured the top

image on September 11, 2011. For comparison, the bottom image shows the same area a year earlier, on

September 10, 2010. The images show the Mahanadi and Brahmani Rivers in Orissa.

Compared to 2010, rivers and lakes are visibly swollen in 2011. The biggest changes occur along the

Mahanadi and easternmost Brahmani Rivers, which have spilled onto floodplains at multiple locations.

Water levels are also higher in Hirakud and Rengali Reservoirs, and in Chilika (Chilka) Lake. High water

fringes the city of Cuttack.

d. Flood Situation still Grim in NE India

The flood situation in northern and eastern India remained grim with river rising and overflowing despite

less rain recently in the monsoon season, reported the Times of India Tuesday.

In the eastern state of Orissa, local government stepped up food relief to people affected by the deluge that

has left 16 people dead and thousands of others homeless in the last week.

Airdropping by Indian air force continued for the second day Monday as tens of thousands of peopleremained marooned in many areas of the state, according to the report.

If you are planning to buy a plot or an apartment in the state capital, especially on the outskirts, make a

detailed survey of the area during monsoon before taking a call.

This is the lesson learnt from the flood that has affected more than 1,000 people living in a multi-storeyed

complex near Sunderpada. Apparently, most of the people, who bought property there, did not have much

idea about the state of drains and stormwater clearance system in the area.

More than 1,000 flats of a particular builder, including one apartment complex in which residents have

already moved in, are severely affected. Even after being rescued from their waterlogged apartment

yesterday, the residents are cursing their fate as they had never imagined that the situation could turn so

grave in Bhubaneswar. But the builders seem undeterred as a third complex comprising more than 500 flats

is coming up in the area.

Real estate developers working in the area of Sundarpada-Jatni Road admitted that not only these three

apartment complexes, but also 25 others were coming up without permission of the Bhubaneswar

Development Authority. The buildings have the approval of block development officers (BDOs).

“While buying a property a buyer should always go for a personal verification of land, flat and the

surrounding. Most importantly, while buying a flat one should ensure that the development authority has

given technical approval and not the BDO. The development authority has a building by-law which analyses

each and every aspect of a plan approval in most of the cases. It also adheres to the guidelines of the

National Building Code, whereas in case of BDO-approved structures there is no scope for giving permission

after undertaking a technical study,’’ said Anup Mohapatra, a senior memb er and former president of the

Real Estate Developers’ Association.

The area where Daya waters have played havoc is part of BDA’s flood zone. Therefore, the authority does

not give permission to builders to construct apartments in the area. But structures keep coming up in the

area with nod from the revenue officials.

Though Jatni BDO Ashutosh Samal claimed that revenue officials did not give permission to builders, local

residents of Madhipur, where the flood fury is maximum, alleged that some real estate players had

managed to get BDOs’ nod with retrospective effect.

Manendra Nayak, resident of an affected multi-storeyed structure along the Sundarpada-Jatni Road, took

the help of the rescue team to get her paralysed mother out of the flood-hit area, said: “After such a

dangerous experience on the outskirts of the state capital, I would ask those planning to buy a property to

visit the spot during the rainy season, so that they are exposed to the reality. On many occasions,

developers, especially those without planning approval from the BDA, will tend to flout regulations and act

as if everything is all right. Therefore, personal investigation is a must.’’

DS Tripathy, president of the Confederation of Real Estate Developers’ Association (India), Orissa chap ter,

said: ``There should be proper coordination between the BDA and revenue officials regarding flood zones.

However, if some structures were already given permission, the BDA should reassess the nod afresh. Even

people of Palasuni and Chakeisiani are complaining over flood and the BDA should rethink its plan approval

in those pockets.’’

Planning member of the development authority Prashant Kumar Patnaik admitted that in the past BDOs had

given permissions to builders despite a circular against any such act.

“Builders mainly target middle and lower income groups as there is demand for housing in the city. But,

there should be adequate levelling of the plinth area, so that floodwater did not get inside. Builders might

have flouted the norm for cost-cutting measures. As the areas have become part of the development

authority’s territory, rules and development plan will be enforced in the area within three to six months,’’ he

added.

Sources in the real estate business said one of the builders whose properties were under threat from Daya

floods had managed to get the chief minister to inaugurate his private medical college in the past for which

infrastructure was developed in a high-flood zone and without any approval from the development

authorities concerned.

Agency Group has been doing all its relief works at different locations of the flooded districts. IAG &

Redcross has Operating 24 x 7 control room for receiving and sharing updated information.

with Red Cross volunteers engaged for packing relief items. All Multipurpose Cyclone Shelters /communities

IAG teams has decided to immediate act upon some sensible elements of flood like Distribution of Hallogen

Tablets/Aquatab, Diarrhea clinic to be established in affected areas, Targeting different media

(Print/Electronic/Web) for awareness & support, enabling availability of Dryfood& Drinking Water, to be

prepare for Post Flood Epidemic& Sanitation, providing sufficient clothes for Children, Tarpolin for victims,

Fodder for cattles/Domestic animals, Kerosine, Candels and fuel. Health Teams so as to serve in sensitive

cases like Delivery & Snake Biting, Immidiate training for ASHA &Anganwadi workers on Water, Sanitation &

Hygiene issues. Co-ordinating with govt agencies both at state and district level for more support.

Inter Agency Group is a Consotium of 21 International Agencies ensuring Minimum Humanitarian Standards

in Disaster Risk Reduction and Management of Unified Action and Improved Co-ordination in the State.

It was established in March 2004, to represent and co-ordinate the International Humanitarian Agencies

work in Odisha and to support the Govt. of Odisha in managing Disaster Response. IAG Odisha focuses on

the Disaster Management cycle and fosters a culture of promoting quality and accountability. It aims at

advocating issues that need attention and builiding capacity of partners for preparedness and response at

various levels.

IAG- Odisha co-ordinates with INGOs , UN Agencies, Govt. Deptt, like Odisha State Disaster ManagementAuthority (OSDMA), Special Relief Commissioner (SRC), Revenue & Disaster Managment Deptt, Odisha State

Water and Sanitation Mission- at the state level and with National Disaster Mamanagement Authority

(NDMA) and Sphere India at the National level.

IAG Odisha operates through its secretariate hosted by the Indian Red Cross Society, Odisha State Branch,

which also chairs the consotium. Its initatives are guided by the core principles of Sphere Project and

governed by the Charter for IAG Odisha.

passes through Bikaner, Sikar, Gwalior, Daltongunj, Jamshedpur and thence to centre of low pressure area.

Rain or thunder-shower would occur at most places over Subarnarekha, Burhabalanga, Baitarani catchments, at many places

over Upper & Lower Brahmani, Upper & Lower Mahanadi, Vamsadhara catchments and at a few places over Rushikulya

catchments.
