President Scott Winegar opened the meeting at 9:00 am. His safety message concerned the danger of black ice as we move towards the winter months. Deputy Travis Ostgaard presented his Patrol report for September. It can be viewed in the October Board packet on the website. The minutes of the September 21, 2019 meeting were approved with one correction- the amount of money set aside for bonuses and incentives was $13,500, not 1% as written. The board moved to table the Skillings-Connolly, Inc contract and submit new RFQs for the RV/Compactor site remodel because of organization changes at the firm. The 2020 Draft Budget was approved as submitted by the committee. The Board set a Special Membership Meeting for Saturday, November 16, 2019 for Budget Ratification. The Board set a Hearing Saturday, January 18, 2020 on the proposed Lighting Cove- nant changes. Available on web site The Board approved a contract with Schwindt and Co for $2,500.00 to prepare a Lev- el 2 Reserve Study in 2020. Approval was given for purchase of materials for the Oysterville Loop to HD Fowler for $21,080.46. A memorandum from Gray and Osborne was accepted as our plan and guide for the water main replacement project. Tom Rogers was appointed to the Architectural Committee There was a motion and second to table the Woldrich appeal. A motion was made and seconded to trade the January 20, 2020 Presidents Day for February 17, 2020 MLK Day as a paid holiday for employees. Tabled setting priorities for the Compliance Inspector position. The Board gave notice to North Beach Water District to terminate the Agreement for Management effective December 31, 2019. The Board invited all employees and volunteers to attend the Staff and VolunteerAp- preciation Dinner at the Peninsula Senior Center on Saturday, December 7, 2019. All staff and committee reports were submitted The Board went into closed session to discuss personnel and legal issues. After returning to regular session the Board made a motion and a second to establish a policy of acknowledging receipt of all input from members either in writing or by email. Meeting adjourned at 2:00 pm.

Surfside Homeowners Association Summary Board of Trustees Meeting

October 19, 2019.

President Scott Winegar opened the meeting at 9:00 am. His safety message concerned the danger of black ice as we move towards the winter months. Deputy Travis Ostgaard presented his Patrol report for September. It can be viewed in the October Board packet on the website. The minutes of the September 21, 2019 meeting were approved with one correction-the amount of money set aside for bonuses and incentives was $13,500, not 1% as written. OCTOBER 17th – OCTOBER 23rd, 2019

On 10/18 I was on patrol in the 32200 block of R Pl. when I observed a garage man door open. I did not observe any pry marks and the door would not stay closed. I checked the garage, and it did not appear that anything was missing. I attempted to call the homeowner, but his number was disconnected. On 10/18 I was dispatched to a welfare check in the 30300 block of X Pl. I contacted the juvenile female, and she was fine. On 10/18 I was assigned a CPS investigation for a family that lives in Surfside. I contacted the family, the counselor, and the CPS investigator. After investigation, the case is unfounded for child assault. On 10/19 I was dispatched to the 31100 block of I St. for an open shed door. The shed door has been open many times, and the property owners have been contacted. On 10/19 I was on patrol when I observed a wanted person. The suspect had two felony warrants for his arrest, and when he saw me, he ran. I pulled up next to the suspect, and told him to stop, but he told me, “No”. I ended up chas-ing the suspect on foot, and after two blocks, I was able to catch the suspect and pull him to the ground. Once on the ground, the suspect continued to resist arrest until I placed my Taser in his back and gave him a warning that he would be Tased. The suspect gave up and I was able to take him in to custody. The suspect was booked into the jail for resisting arrest and his warrants. On 10/20 I was dispatched to a welfare check in the Ocean Park/Surfside area. The subject was located by another Deputy in Ocean Park, and he was fine. On 10/23 I assisted the Department of Corrections with attempting to locate a wanted fugitive. The suspect has 3 felony warrants, and has been staying at two houses in Surfside. We were unable to locate the suspect, but we have located where she has been staying. On 10/23 I was dispatched to the 1600 block of 324th for a welfare check. I contacted the home-owner, and she was fine. On 10/23 I was dispatched to the 1500 block of 300th Pl for a possibly injured bear. The bear was not located. Planned RV/Compactor Renovation

The Surfside Homeowner’s Association is planning to upgrade and repair the RV/Compactor Site during cal-

endar year 2020. This work will be accomplished through accumulation of Capital Reserve Funds. An Ad

Hoc Committee is beginning the planning. The Ad Hoc Committee needs input from members especially

those who have vehicles in the site.

You can rent space for $10 per year. Your container needs to be 23”

high x 23 “ wide x 37” long

Please save your eligible Box Tops for Kids. Many businesses, including Surfside Homeowners have boxes where you can drop them to help our local schools.

PLEASE call the Sheriff Office Non Emergency #360-642-9397 for any issues that are not

911 in nature.

Please DO NOT call the office for us to send Travis to you. It needs to be tracked through

official dispatch. We can leave a general message for him, but if there is an issue on your

property you need to call the Sheriff Office #.

Don’t forget—RVs have to be off your lots by October 31, 2019, un-

less you live in an area where they are approved year round.

New keys will be available November 1, 2019. Remember to include a copy

of your current RV registration and insurance coverage.

Architectural Committee

Just a reminder if you are planning on installing a fence, a shed, a garage, a house or even doing a little

remodeling ALL building plans must be

submitted to the Architectural Committee prior to any construction.

The committee usually meets weekly on Tuesdays at 9 a.m., dependent upon if there’s

anything on the agenda. All applicants are encouraged to attend the

meeting (if possible) to answer any questions that may arise.

The building packets are on our website at

or you can pick one up from the business office.

Two (2) sets of plans must be submitted to the committee. Once approved, you will get a copy of the plans that have been stamped so you can take them to the county for

their approval.

REMINDER: The plans must be in the office by 4:00 pm each Friday to be included in the next week’s Architectural Committee Agenda.
