• LAUSD has been monitoring its construction sites since February 1985.
• The LAUSD Labor Compliance Program was enacted on January 27, 1993.
• Labor Compliance Program enforces all applicable Prevailing Wage Requirements for LAUSD projects pursuant to Labor Code §§1720-1861 and California Code Regulation §§16000-17270.

• Prevailing Wage Laws– State Prevailing Wage laws apply to public
works contracts as set forth in the California Labor Code sections 1720, 1720.2, 1720.3, 1720.4, 1720.6, and 1771.
• All District projects are considered public works projects including warranty work.

Prevailing Wage Requirements
Prevailing Wage thresholds:
New construction contracts over $25,000.
Contracts for alteration, demolition, repair, or maintenance work over $15,000.

Public Works Registration Contractor is subject to Public Works Registration and annual renewal
fee of $300 to bid or perform on public works project(s) Register online with the Department of Industrial Relations Applies to ALL contractors and subcontractors working in public
works projects

Minimum Qualifications to Register Must have Workers’ Compensation Coverage & only use
subcontractors who are registered public works contractors. Must have Contractor State License Board License if applicable to
trade. Must have no delinquent unpaid wage or penalty assessments
owed to any employee or enforcement agency. Must not be under federal or state debarment. Must not in in prior violation of registration requirement. However,
for the 1st violation in a 12 month period, a contractor may still qualify for registration by paying an additional penalty of $2,000.

Choosing the CorrectWage Determination
• Prevailing Wage Determinations issued by the Dept. of Industrial Relations Issued 2 times a year
• February 22• August 22
• The effective date of each determination is ten (10) days after the issue date.
• Wage Determinations are referenced by a four digit year followed by adash (-) and then a 1 or a 2. A one (1) is for the February 22 determination A two (2) is for the August 22 determination.
• Example: The prevailing wage determinations for 2004 are 2004-1 and 2004-2.
• JOC Contracts - Use the Notice to Proceed (NTP) Date and not the Bid Advertisement Date 1
