NASCLA celebrated our first 50 years at our Annual Conference held this year in Sunriver, Oregon. Host Craig Smith, Administrator of the Oregon Construction Contractors Board and NASCLA Immediate Past President, along with the always dedicated and committed NASCLA Staff presented another successful conference that reflected back upon the GREAT achievements and dedication of previous people that have given to our organization and thereby ensuring its success. We are fortunate to have outstanding leadership like Craig Smith and exceptional staff that are always committed to excellence. I thank Angie Whitaker, Executive Director; Kirsten Zacharias, Program Coordinator; Fernando Orona, Publications Coordinator; and Gwen Derse, Bookkeeper for all that they do for the association. I do not want to attempt to list the multitudes of successes and milestones that have been accomplished through the previous 50 years. Instead, I want to look forward to the start of the second 50 years. At this time that state agencies are experiencing budget constraints, diminishing licensees because of an extremely suppressed economy and increased resentment to regulation in general. I am inspired by the never ending dedication of individuals that generously commit to NASCLA. We have been able to succeed because of the constant hard work that is accomplished in the numerous committees. It is the work of these committees that produces the good of NASCLA. I am extremely thankful for the people that volunteer to serve on these committees. ough this year’s committees have been posted on page 10 of the newsletter, please let me know if you are still interested in assisting. As we look forward to our NASCLA 2013 Mid Year Meeting to be held in Alexandria, Virginia on March 13- 15 and NASCLA 2013 Annual Conference to be held in Coeur d’Alene, Idaho on August 25 – 29; I would like to say that I am deeply honored to be able to serve this year as President of such a fine organization. I realize that we have probably far exceeded the expectations of those 21 people that met in Utah 50 years ago. I also very much look forward to witnessing the achievements of the hard-working committees and individuals that contribute to this association and thereby ensure its future success. 50 years ago 21 people from 10 states came together in Salt Lake City, Utah. The purpose of that meeting was “to have a meeting of the minds, to pool each experience and evaluate, to make available to each other, the experience of the other states. To review and examine other states and probably improve ours thereby.” The National Association of State Contractors Licensing Agencies was born.

NASCLA celebrated our first 50 years at our Annual Conference held this year in Sunriver, Oregon. Host Craig Smith, Administrator of the Oregon Construction Contractors Board and NASCLA Immediate Past President, along with the always dedicated and committed NASCLA Staff presented another successful conference that reflected back upon the GREAT achievements and dedication of previous people that have given to our organization and thereby ensuring its success. We are fortunate to have outstanding leadership like Craig Smith and exceptional staff that are always committed to excellence. The option allowed our state members, who have limited state travel budgets, to take advantage of the complimentary shuttle service to and from the Redmond Airport to Sunriver Lodge. This was a total saving of $150.00 per person compared to the Sunriver Hotel Shuttle.

NASCLA 2012 Annual ConferenceNASCLA members and supporters gathered in Bend, Oregon from September 30 – October 4, 2012 for NASCLA’s 50th Annual Conference hosted at Sunriver Lodge. The 2012 Annual Conference was truly an incredible success with evaluations coming back at 4.59 out of 5! The agenda included NASCLA Committee Meetings, 9 Educational General Sessions led by some of the most prominent industry professionals, along with several networking events. The NASCLA Program Committee and Staff strived to make this years’ 50th Annual Conference a commemorative experience for all in attendance.

The NASCLA committee meetings commenced Sunday afternoon, September 30th, and continued on Monday, October 1st. During the various meetings the members worked hard to accomplish NASCLA committee goals and projects. NASCLA would like to recognize all the committee members for their ongoing dedication, hard work and support throughout the year. You can find the newly appointed committee members of FY 2012/2013 on page 10.

The conference officially got underway on Monday evening, October 1st, when attendees gathered for the opening reception on the Merchant Trader Café Lawn outside the Sunriver Lodge building where attendees had the opportunity to mingle and network. During the opening reception the NASCLA 2012 Conference Sponsors were acknowledged. The 2012 sponsors included: Prometric, PSI, Sears Home Services, US Remodelers, Access Laserpress, Prov, Inc., The Home Depot, GL Solutions, Oregon Home Builders Association along with the National Association of Home Builders and Harmari.

On Tuesday, October 2nd, Craig P. Smith, NASCLA President and Administrator of the Oregon Construction Contractors Board, and Cheryl Myers, Director of Economic and Business Equity from the Oregon Governor’s Office, welcomed everyone to the NASCLA 50th Annual Conference. Before General Sessions began, Craig Smith introduced NASCLA’s 50th Year Presentation that highlighted the development and accomplishments of NASCLA from 1961 to the

present.

Dr. William Badger, Professor Emeritus, Del E. Webb School of Construction and Arizona State University kicked off the first General Session on Leadership in My Rearview Mirror, which discussed building your own personalized leadership style. Keith Lee, Principle of The Public Affairs Group, and Division of the Law Offices of Keith L. Lee, followed with a session on Legislative Relations. John Jozwick, Senior Vice President and General Counsel for Rider Levett Bucknall, Ltd, spoke on The Road Ahead: Mapping the Construction Industry Economy Into 2013, giving attendees an overview of the current and future economy.

Other popular sessions were held on Wednesday, October 3rd, by Paul Greenwood, San Diego Deputy District Attorney, Head of Elder Abuse

NASCLA 2012 Annual ConferenceProsecution Unit, who presented Converting a Construction Fraud Complaint into a Successful Felony Financial Elder Abuse Prosecution and How to Get Your Local Prosecutor on Board: Successful Inter-Agency Investigative Collaboration. Both sessions brought in investigators attending the nearby National Construction Investigation Association (NCIA) Conference; it was great to see our partnership at work. Louis Ling, Board Counsel of the Nevada State Contractors Board, presented two sessions again this year, first on Creative Regulatory Strategies for Tough Times followed by Top Regulatory

Cases on Thursday, October 4th.

On Wednesday evening, NASCLA Past Presidents, Honorary Members and current Board of Directors came together for a special reception in the Hearth Room of the Sunriver Lodge where they celebrated NASCLA’s Anniversary with friends and colleagues. Additionally, the Installation of Officers for FY 2012/2013 occurred during this private reception.

While in Bend, NASCLA provided the conference guests with a chance to experience the grandeur of Oregon’s natural beauty by taking a group excursion to the Lava Lands and Benham Falls. The journey began with the exploration of a lava field, where guides shared the fascinating geology of Central Oregon. Guests were surrounded by breathtaking views of one of the most beautiful mountain ranges in North America, the Cascade Range. The tour continued with a hike to Benham Falls where the calm Deschutes River fell over the lava.

NASCLA 2012 Annual ConferenceThe conference came to a close on Thursday, October 4th, in the Great Hall where NASCLA held the 50th Anniversary Dinner Celebration. Dinner began with a unique video that showcased past NASCLA photos along with several interviews of NASCLA Past Presidents and Honorary Members on their memories of NASCLA. A special interview was given by Joy Evans, an Honorary Member from the Louisiana Licensing Board for Contractors, who handled the first administrative duties for the association; much of her contribution to NASCLA was done on her own personal time. She attended her first NASCLA meeting in 1967 just five years after NASCLA was formed. She ended her interview with this advice: “When a man comes in the office in his work clothes, be nice and help him in every way you can because he has a family to feed… We’re here to help contractors.”

Also during the banquet, a special award was given to Angie Whitaker, NASCLA Executive Director, her husband Kevin and their son Reid by Craig P. Smith. This President’s Award was a “thank you” for Angie’s hard work and her family’s dedication to NASCLA throughout the years. Craig Smith gave his final remarks to conference attendees and welcomed Steve Pinther, Board Chairman for the Idaho State Contractors Board, as NASCLA’s FY 2012/2013 President. The conference proved to be one to remember for all who attended and we look forward to the 2013 Annual Conference next year in Coeur d’Alene, Idaho!
