East Visayas Nutrition Committee endorses EVSU move to offer nutrition courseThe Eastern Visayas Regional Nutrition

Council endorsed the move of the Eastern Visayas State University in Tacloban City to offer Bachelor of Science in Nutrition and Dietetics. In endorsing the move, the RNC led by DOH Regional Director Jose Llacuna, Jr., noted that at present there is no college or university in Eastern Visayas offering a course in Nutrition and Dietetics. There is really a need for professional nutritionist-dietitians considering that the Region is No. 2 with the highest prevalence rate of

DOST partners with SMITE, EVFIT for establishment of robotics learning resource centers in Leyte

Two schools in the province of Leyte, particularly in Tacloban City, were

identified for the establishment of the robotics learning resource centers through the Society of Mechatronics and IT Enthusiasts, Inc (SMITE, Inc.) and the Eastern Visayas Federation for Information Technology (EVFIT) with funding from the Department of Science and Technology 8. In a simple turn-over ceremony of the project last September 11, 2013, DOST-8 Assistant Regional Director Engr. Ernesto M. Granada said that the schools identified are the AMA Computer College and the Asian Development Foundation College.

According to Engr. Pableto O. Narido, SMITE president, the equipments turned-over include robotics kit, micro controller trainer module and robotic arm. Engr. Narido said that the Trainers Training already started last May 16-18, 2013 at ACLC with some 30 participants composed of IT instructors from State Colleges and Universities in the region. Another training, he said, was conducted on August 5-7 for ACLC students with students from the Leyte National high School while on August 8-10, the same training was conducted at ADFC with ADFC students. Future training will also be

conducted to cater to other schools as well as out-of-school youths, Narido said. Meanwhile, ARD Granada added that this project was formalized through a submission of a project proposal by Smite in coordination with EVFIT to DOST-8 and subsequently, a MOA was signed by the parties last May 2013. The turn-over ceremony highlighted the 2013 Robotics and Web programming Festival during the pre-activities of the two-day Eastern Visayas ICT Roadshow in Tacloban City. (PIA-8)

Locals in coastal areas in Samar urged to protect trapped dolphins, whales

It is illegal to take or catch, sell, purchase, possess, transport and export dolphins,

whales and porpoises in the Philippines.”This is the opening statement of Provincial Agriculturist Anita Taran to the residents of island town Zumarraga where a dolphin was reportedly trapped in the shallow waters of Barangay Arteche, Zumarraga. Upon getting the information, Taran and her team sailed to island on Friday to rescue a dolphin reported by the Municipal Agriculturist. Taran and her team though were unable to see the dolphin described to be bigger than a multicab. Barangay Captain Sol Totanes said the mammal measured six meters in length, the diameter size of his body measured 2.36 meter and width of his tail at 1.85 meters. The dolphin was able to swim to the deeper side of Samar Sea before Taran’s team could reach the island. The provincial agriculturist took advantage of the assembled populace and talked to them about laws that protect dolphins, whales and other sea creatures. In the Philippines there is the Fisheries Administrative Order (FAO) number 185 and 185-1 as well as FAO 208,

the Fisheries Code, the Wildlife Act, and the Animal Welfare Act. “It is just that sometime these laws are not always enforced, because of the longest coastline we have,” said Taran.Taran reprimanded the villagers who were said to be eager to butcher the marine mammal. “These fisherfolks may know the law, but because this place is remote, they thought they can do away with the act. “ Taran said. She added that she has instructed all municipal agriculturists especially in island and coastal towns to inform the locals about the laws protecting these sea creatures. There had been sightings of dolphins in Samar coastal areas in the past and it is possible that these sea creatures may be trapped ashore. “It will also be important for the villagers to know what should be done if some dolphins or whales are stranded in inhabited areas,” she told PIA over the phone. She reminded the villagers to report the incident to proper authorities so that expert care can be extended from town officials, agriculture or to the fisheries department. (PIA 8-Samar)

PLAN, AUSAID train communities to mitigate effects of Climate Change

PLAN International Inc., a foreign funded organization in coordination

with Australia Aid (AUSAID) under its Community-Based Climate Change Action Grants Program (CB-CCAGP) and in partnership with Local Government Unit of Salcedo and Hernani, Eastern Samar conducted a three-day Participatory Capacity and Vulnerability Assessment (PCVA) Facilitators’ Training on Sept. 24-26, 2013 at the Leyte Park Hotel, Tacloban City. According to Mr. Arnold D. Peca, Community Development Facilitator of Hernani, the purpose of the said training was to analyze the present situation in their respective community and how climate change affect the lives especially the children and youth. “Children and youth are considered vulnerable sectors and will largely be affected by the impacts of climate change,” Peca said. Peca added, that they already have identified earlier, the problems and issues of these communities, and that, continued on page 7

Literary contest marks Balangiga Encounter Day

Quiz Bee, Oration, Open Photography, Amateur Painting and Sabayang

Bigkas held recently at the Provincial Gym, Capitol grounds, marked the vesper day celebration of the 112th Balangiga Encounter Day. Some 11 participating schools sent their entries and representatives to the various contest categories which was spearheaded by the Provincial Tourism Office(PTO) through Ms. Sentay Quitorio. Quitorio said that such academic endeavor is done in order for the youths to heighten their knowledge and understanding on the lives and heroism of their forebears from whom their liberty and freedom today can be attributed to their ultimate sacrifices. Likewise, the activity will also encourage the students to be more aggressive in pursuing their good reading and study habits which could lead them to becoming law-abiding and productive citizens, she added.

Lynard Jemuel Turla, 15, and a junior high school of the Eastern Samar National Comprehensive High School(ESNCHS) bested other contestants in the Quiz Bee. It was learned that the boy comes from a poor family but avails of the scholarship program of the RVM Sisters who operate a nearby Non-

DOLE expands Nego-Kart project in So.LeyteBY: AURORA J. CASIMPAN

The Nego-Kart project of the Department of Labor and Employment

(DOLE) in Eastern Visayas has been sustained in Southern Leyte where from the initial 20 carts in Maasin City the project was expanded to 15 carts each on the towns of Libagon and Macrohon. DOLE launched the Nego-Kart (Negosyo sa Kariton) project in partnership with local government units (LGUs) to provide assistance to ambulant vendors trade their goods and services without the necessary market business

permits. The role of the local officials is to ensure the vendors are operating legally such in the sidewalks, buses, marketplace in the community and other public places. Fe Norma Valuis, DOLE Southern Leyte field office chief said the Nego-Kart project was prioritized in the one city and the two towns in Southern Leyte based on the request and commitment of support from the respective LGUs of the areas. The DOLE official disclosed each vendor-beneficiary is provided a total of P15,000 monetary assistance which

include a vending cart and accessory livelihood tools with cost at P12,000, working capital of P2,500 and training assistance of P500. Nego-Karts in Maasin City and Libagon are designed similar to sari-sari stores while that in Macrohon is designed for fish vendors. Vendors of the three areas are now trading goods in places where they can display their business and can be in places where there is high foot traffic. (PIA-8)

Philhealth commends PIDS in the formulation of their policies

The Philippine Health Insurance Corporation (Philhealth) in Eastern

Visayas appreciates the importance of policy research and studies in nation building and policymaking. In a press conference held recently at Ocho Grill Tacloban City in line with the celebration of the 11th Development Policy Research Month, Renato Limciaco of Philhealth region 8 said, studies made by the Philippine Institute for Development Studies (PIDS) have helped them in the formulation of their programs and policies which will address the health concerns of the members. Philippine Institute for Development Studies (PIDS) is an attached agency of the National Economic and Development Authority (NEDA) engaged in long-term policy-oriented research to assist the

government in planning and policy-formulation. As reported by Philhealth, Eastern Visayas particularly the Province of Leyte has the most number of enrollees at Philhealth through the LGU-indigent sponsored program in support of the government’s program for inclusive economic growth and development. Philhealth Vice President Walter Bacareza informed their office in partnership with the local government units in the region have now enrolled 970 thousand poor families which are under Philhealth protection. Reports also disclosed the national government has allotted P35.8 billion to provide health insurance coverage to poor families nationwide starting next year. (PIA-8)

DOH trains Biliran BHWS as partners in TB control programThe Department of Health (DOH) through the Biliran provincial health office conducted a two-day training for the selected barangay health workers (BHWs) in Biliran as partners in the implementation of government tuberculosis control program.The training entitled Interpersonal Communication and Counseling for TB Prevention and Control Program was held on two batches from September 24-25, 2013 and September 26-27, 2013 at the Inter-Local Health Zone office located at the Biliran provincial hospital.It was learned that two BHWs were selected from each of the eight towns in the province for the first and second batches.Vanessa D. Veloso, health education and promotion officer (HEPO) of the Biliran

provincial health office, informed that the DOH regional office here in Eastern Visayas provided P100,000 for the training which is aimed at enhancing the counseling skills of BHWs in the care of TB clients.Veloso emphasized the role of BHWs in Biliran as treatment partners so they must have the skill to counsel and interact with TB clients for them to become effective in the case finding and case holding strategies.She said that though the BHWs underwent counseling skills in the care of TB patients, yet it can be applied also to other health programs implemented by the health department especially in the area of advocacy.The Biliran HEPO admitted that BHWs are the active partners who serve as the

frontline in the delivery of DOH of its programs and services to the community. The training was conducted by Ms Veloso herself and Elsa B. Baltazar, the provincial TB program coordinator in Biliran province. # (PIA-8 Biliran)

PDC approves 2014 Annual Investment Program of Northern Samar

The Provincial Development Council through the Provincial Governor Jose

L. Ong, Jr. approved the 2014 Annual Investment Program (AIP) in a meeting held recently at Ibabao Hall, Provincial Capitol. The 2014 annual investment program amounted to more or less P6 Billion is intended for the following agenda: 7.3% for general public services, 20.15% for social services, 69.44 for economic services and 2.98 for other services. Included in the 2014 AIP are those programs, projects and activities which will be funded from the 20% Economic Development Fund (EDF) and general fund (GF), and those which need to be funded for the capital and current operating expenses and those programs which requires counterpart funding from the national government agencies and other funding agencies. The programs, projects and activities included in 2014 AIP are priority programs of the departments and the provincial government of Northern Samar and these goes through consultations and deliberations among the stakeholders. Environment Management and Disaster Risk Reduction (DRR) are also included in the AIP in line with the national development initiatives or RA 10121.

Tree planting marks 113th celebration of civil serviceDespite the heavy rains and threat

of typhoon Quedan, scores of government employees trekked the muddy terrain of Catbalogan for tree planting on September 30. The activity was led by the Civil Service Commission-Samar with the Department of Environment and Natural Resources (DENR) as the “tail-end of several activities for the country’s 113th civil service anniversary,” said Cyril Nathan Eamiguel, CSC director. Samar state employees started its celebration on September 3 with a funwalk. In the tree planting event today, DENR Chief Elpedio Simon offered the government employees alternative. “While it is very good for the plants to be planted today with the rain showers, it might be risky to the employees because of the bad weather,” he told the crowd of employees that gathered as early as five o’clock in the morning. Those who declined to plant today, were given the week to plant their assigned seedlings in coordination with the Community Environment and Natural Resources Office (CENRO) for their assigned area.

The police, army and fire protectors pushed through with planting nametrees along the highway roads. The DPWH Samar First District team that travelled from Calbayog City with employees from the Philippine Information Agency and the Department of Agrarian Reform-Samar also joined the men uniform. The city local government unit of Cebu dominated the race for the most number of medals won in gold, silver, and bronze, to grab a convincing victory in the Batang Pinoy sports competition- Visayas qualifying rounds held here September 24-28. The queen city of the south went home with 72 gold medals, 52 silver, 25

bronze for a total of 149 medals in most of the events contested, while coming in for a far second place was Bohol province with 29 gold, 19 silver, 14 bronze or a sum of 62 medals, the tally based on records obtained from the Batang Pinoy secretariat. Closely following for a third spot in terms of gold hauled was Iloilo City with 18 gold, 5 silver, 3 bronze, or a total of 26 medals, and fourth was neighboring Bacolod City for 11 gold, 5 silver, 7 bronze, or 23 medals in all. The host city, Maasin, landed in the fifth slot, with 8 gold, 21 silver, and 32 bronze, or a total of 61 medals netted, making the city third in terms of overall medal count, just one medal shy of Bohol province’s 62 total medals bagged. Tying for the fifth place with Maasin City based on gold medals won were Iloilo province and the province of Leyte, with 8 gold each LGU. Iloilo province, however, got off with 20 more silver and 9 bronze for a total of 37 medals -- making it 4th in overall medal standing -- while Leyte province had 8 silver and 7 bronze for a total of 23 overall, a tie with Bacolod City. with the government of United States of America and Korea. The two bigger bells were brought to America by returning 11th Infantry US soldiers to their home station at the former Fort D. A Rusell, now F.E. Warren Air Base in Cheyenne Wyoming which were displayed at its Trophy Park while the smallest bell is now in Korea. History revealed that the three church bells of Balangiga were take days after attack by members of the 11th US Army, another US army unit that occupied the abandoned town during the war 112 year ago. The historic bells are very significant for the people of balangiga because it symbolizes the gallantry and heroism of the native fighters of Balangiga when they staged a successful attack on US troops armed with bolos in the month of September 28, 1901. He also said that by October and November he is expecting that the two LGUs can identify already the possible solutions which could address to the impacts of climate change in their locality.He further said, that after this training the participants will be able to actualize the conduct of PCVA through practicum in their respective community. Meanwhile, in the said training, an inspirational message was given by Ms. Pia Priethel, Climate Change Adaptation Advisor from Australia. In her message, she said that she is happy for the warm welcome and also for the LGUs response to the invitation which is also a sign that they are committed to learn and educate the Child-Centered Community Based Climate Change Adaptation (CC-CBCA) in the Philippines. Priethel also said that the Australian government through PLAN International, Inc. is committed to support the initiative of this community in preparing the Climate Change Mitigation plan.She further said that this program is not only in the Philippines, but also in

other ASIAN countries like Vietnam and Cambodia. Another message was given by Vice Mayor Wilmar S. Candido of Hernani, who affirmed his commitment by signing the Memorandum of Agreement last Sept. 7, 2013. “In previous years, we experienced calamities such as earthquake, typhoon, tidal wave and other calamities that hit our province, and it seems that we are not prepared for these calamities. Today therefore, is the right time to prepare and not tomorrow. So, let us be prepared today and involve ourselves ”, Candido said. Present during this training were: Municipal Mayor, Hon. Edgar C. Boco, Vice Mayor Wilmar S. Candido, Dr. Ezra Balido, Municipal Health Officer (MHO) and Sangguniang Bayan (SB) Members Reuben Collarga and Emelyn B. Montero of Hernani and for the Municipality of Salcedo are: Municipal Planning and Development Officer (MPDO), Ms. Isabel Abella, SB Member Rosario Palconite and Municipal Environment and Natural Resources Officer (MENRO), Danilo Duran. Also in attendance were the representatives of Barangay Councils, children and youth. This activity also formed part of the continued community campaign on Child Protection and Child Participation. In Eastern Samar, there are only two municipalities and eight barangays that benefit this project. The four barangays of Hernani are: Brgys. Nagaja, Carmen, Garawon and San Miguel and in Salcedo: Brgys. Alog, San Roque, Burak and Matarinao. It was learned that EVSU is currently working for the approval of its application from the Commission on Higher Education to open a BS Nutrition and Dietetics. In order to be able to open the course, there must be an initial 35 enrollees to the course, it was also learned. (PIA 8)
