Thank you for participating in our upcoming Legislative Summit next Thursday, October 22nd. The Panel Presentation will take place from 3:30‐5:00 p.m. followed by a networking reception 5:00‐6:30 p.m. at the beautiful Bacara Resort and Spa (8301 Hollister Avenue). We ask that all panelists arrive by 3:15. The program will begin at 3:30 p.m. with a welcome and sponsor recognition from Kristen Miller. Our moderator, Keith Woods, will introduce each of you and you will have 2 minutes to give your opening remarks. We have a full panel and a number of questions to get to, so we will hold up cards to assist you in staying under 2 minutes. We would like to gather all of the panelists for a photo opportunity at the end of the program. Therefore, at the end of the panel, let us escort you out as a group and you will enter the reception after the other attendees. In order to facilitate better networking at the reception, Kristen will be making brief remarks at the outdoor podium and introducing other elected officials and dignitaries to the group once the audience is outside. After photos and remarks, it will be open networking. This year, we have 6 panelists and will be changing the set up on the stage from sitting at a long table to living room style with chairs around a coffee table. Each panelist will have their own microphone. During the panel, the moderator will ask 5 questions. Although some questions pertain to some more than others, we ask that you give thought and be prepared to speak on each topic below.

Topics for Questions at the 2015 Legislative Summit:

∙ We are adding something new this year, we would like you to send us a question ‐ ‐ ‐ What question would you have us ask this group? Either because you want to answer it yourself or you want to hear what your colleagues would say. We may or may not choose to use your question but we will try to see if there is a theme among you or an opportunity to accentuate the unique opportunity that exists by having you all together in one dialog.

∙ Business Giving Roundtable is our title sponsor and they have asked that we ask about how increasing costs of doing business drives down philanthropic giving and how government can address this.

∙ Panelists will be asked how each of you has accomplished or fought for savings to the taxpayer.

∙ Minimum wage: Every level of government has the ability to enact their own minimum wage and/or set limits on wages paid for contracts, etc. What should we expect in our region?

∙ Split Roll: The perennial threat of increased taxes on business through a

split roll is also a concern and one that can be affected by all levels of government

∙ Pension reform: This topic remains a concern of business leaders as it relates to all levels of government from City to Federal.

∙ Commuter rail coming into Goleta in 2016 – the question will address the positives and potential negatives of increased cost to government.

∙ The recent oil spill has many effects and one of those is the potential loss of local tax revenue at every level of government. The question will ask about the potential outcomes.

invitation, understand how intense your schedule is. As President of the Board of Santa Barbara's Community Environmental Council, I am writing to invite you to participate in a Walter H. Capps Center luncheon conversation with a select group of leaders from 12 noon to 2:00 p.m. on Friday, November 13 in the Alumni Room, University Club, 1332 Santa Barbara Street convened by award-winning, environmental journalist, Mark Schapiro, author of Carbon Shock: A Tale of Risk and Calculus on the Front Lines of the Disrupted Global Economy. Commencing at the end of next month, the United Nations Climate Change Conference in Paris is expected to be the most significant yet in articulating a global vision for reducing emissions of greenhouse gases and responding to the multiple impacts of climate change. Schapiro will lead a discussion foreshadowing the major areas of focus within the upcoming talks, and their likely sources of tension and possibility. The Paris negotiations are expected to impose new restrictions on global emissions of greenhouse gasses that will have important economic consequences for virtually all sectors of the global economy. The luncheon conversation with Mark Schapiro will take place the day after his free, public lecture entitled, "Carbon Shock: Seeking Equilibrium in the Climate-Disrupted Economy" at 8:00 p.m. on Thursday, November 12 in UCSB Lotte Lehmann Concert Hall that is part of the Capps Forum on Ethics and Public Policy (see attached flier).
