Region One Election time approaching !!It is that time of year again, and election of Region Officers and a Director will be coming upin November. In addition to all 4 Officers, the Director in Position 3 is up for election this year(Directors have 3 year staggered terms, Officers are 1 year terms.)

From the current Region One Bylaws:ARTICLE 3 - ELECTION OF OFFICERS AND DIRECTORS

3.1 A Nominating Committee will be appointed by the President on or prior to the August generalmeeting to select a slate of candidates for the election. Additional nominations for officers and directorsmay be made from the floor at the November general meeting.

3.2 A written ballot election shall be held at the November general meeting by the designatedmembers present, if there are multiple nominations for any one position. All unopposed candidatesmay be elected by acclamation. Votes will be tabulated and the elected officers and directors will beannounced at the November general meeting in the year preceding their term.

3.3 Officers and Directors for the following year will be installed at the December general meeting.If there is no December general meeting, Officers and Directors for the following year will be installedat the January general meeting.

DCPAAA Gets Closer to Their Millennium Police Officers & Personnel

The Dickinson Citizens Police Academy Alumni Association is getting closer with their new andyounger officers and personnel. Officer Tony Valdez who is their PD liaison has set up a timeduring the DCPAAA’s general monthly meetings for an officer or PD personnel with two years’experience or less to come and give a small presentation about them. The officers duringhis/her presentation tells the alumni members how they got into law enforcement, where theysee themselves in the future and some of their most memorable moments in their career to thispoint. DCPAAA Liaison Officer Tony Valdez believes with this program it brings the memberscloser together with their new officers.

League City recognizes Citizens Volunteers

League City Citizens PoliceAcademy Alumni Association

LEAGUE CITY, TEXAS – The City of League City awarded Jack Compton the 2015 Arthur Hewitt Volunteer SpiritAward during the Aug. 25 City Council meeting.

Compton, President of the League City Citizens’ Police Academy Alumni Associationwas honored for his volunteer work with the police department. He has volunteeredmore than 1,000 hours per year in an effort to bridge the communication dividebetween the law enforcement community and League City residents. Compton hashelped organize the City’s Salute to Military Heroes week, morale events for LeagueCity first responders, and is an active volunteer who also serves as a field trainer forthe Volunteers in Policing program.

“I am honored to be recognized with this award. Art Hewitt was a warrior and a herowho spent the better part of his life working for a safer League City,” said Compton.“I am fortunate to be able to serve our community through the League City PoliceDepartment with Art's goal in mind - a safer League City for all of us to call home."[for full story please click link to our website – lccpaaa.org]

LCCPAAA’s Officer of the MonthOfficer Westmoreland

Officer Westmoreland began his career with the League City Police Department in 2007and currently holds the rank of Police Officer. Officer Westmoreland served in the UnitedStates Marine Corps from 2003 until 2009. He is an Advanced Accident Investigator,Field Training Officer and an Advanced Roadside Impairment Detection EnforcementOperator (ARIDE) currently assigned to the Patrol Division.

On Monday, July 27, 2015, while serving as Field Training Officer for newly commissionedLeague City Police Officer Upp, Officer Westmoreland assisted the Adolphs family whohad run out of gasoline along IH45 in League City. These Officers provided Mr. Adolphswith a courtesy ride back to his vehicle with his gas can. They then followed the familyalong the frontage road to the gas station. Officer Westmoreland then purchased theAdolphs’ fuel with his own credit card to ensure that they had enough to reach their nextdestination. League City Citizens Police Academy Alumni Association

2015 Officer of the Year

Officer Maggiolino has served the citizens of League City for about 2 years.Prior to joining LCPD, he served at Galveston PD for close to ten years, fiveas a supervisor. He is currently assigned to the Administrative Bureau/TrainingDepartment and SWAT/CART. Between GPD and LCPD he has over ten yearsof SWAT experience. OFC Maggiolino is married with three kids. He alsoholds the rank of Lieutenant in the U.S. Coast Guard Reserve where he hasserved in both an Active Duty and Reserve capacity for over 18 years.

As submitted by OFC Maggiolino… “In the early hours of April 1st, I wasdispatched to a citizen’s residence regarding a welfare check. The report camein to our department from the suicide hotline regarding a resident contemplatingsuicide. I arrived at the citizen’s home and made contact with him. The citizeninvited me inside and we spoke for about 45-60 minutes. I learned that helives alone, is in the advanced stages of a debilitating disease, and suffersfrom mobility issues. Complicating this matter, his nursing staff is not properlycaring for him. Due to his physical pain and living alone, his immediate majorcomplaint was his inability to take care of himself and simply go groceryshopping. What I learned after speaking with him was that he dearly loves hisfamily and really wanted to spend some more time with them. Ultimately, Imade the determination that the man was not in immediate danger.”

“Furthermore, I believed if I could get him some groceries, he would be better off for several days. I helped him withsome immediate housekeeping needs inside his home. I departed, answered other dispatched calls, and returned laterwith about $30 worth of can goods and milk which he had expressed were easier to prepare and eat.”

“This was a challenging call for me. Our agency had experienced a significant event earlier involving many officers onour shift. I was tasked with determining if the man was in danger and if so, get him evaluated and move on to othercalls. Although it was not the most expedient choice, I believed by spending some extra time on this call I had anopportunity to truly help this man. Since this event, I have stopped by his residence and made contact with his daughtermultiple times to see that he is getting the assistance needed from the family.”

Our Local Law Enforcement Officers gather in front of the Court House on 9-4-15 as an adjunct tothe Memorial Service for slain Deputy Darren Goforth, that was taking place in Houston. At pre-cisely 11 am every patrol car in our city (including COP vehicles back at BPD) had their emergencylights flashing. A moment of silence was observed for Harris County Deputy Darren Goforth. Wordsof prayer and encouragement were spoken by City and County leaders like Rev. Randy Wells,Judge Carson Campbell, Sheriff Otto Hanak, Rex Phelps and others, as they pay tribute to thefallen Deputy. Fire, EMS, City and County staff members and members of the public were alsoon hand to pay tribute. All were encouraged to wear “blue” in support of Law Enforcement.The photos on this page were from this memorial event supporting Darren Goforth and the “Blue”.

Tri-Agency Citizen Police Academy Alumni AssociationSubmitted by John Theriot, 1st V.P.

Cops N Kids CarnivalSaturday, August 22nd, 2015.

The Cops N Kids Carnival was held on the grounds of the Beaumont Civic Center.The kids visited with the police officers, learning about the officers job duties, and therewere rides and games they could participate in. For the parents, there were vendor boothsoffering safety and health information.

Several Tri Agency CPAAA volunteers came out to assist with food preparations. Somevolunteers manned the pit cooking hot dogs, sausage and boudain links. Others helpedwith stuffing the buns, wrapping and transporting to the food court area where even morevolunteers were working the pop corn, snow cone and cotton candy machines, and otherswere passing out cookies to the carnival attendees.

Even the raincould not dampenthe fun of the3900+ inattendance.

At the end of the day, all volunteersagreed it was more fun than work.

Officer Jared “Ty” Smith Memorial FundraiserSeptember 9th, 2015

Officer Jared “Ty” Smith lost his battle with acute lymphoblastic leukemia on August 31st,2015.

On September 9th, 2015, his brothers and sisters in blue police family along with 11volunteers from Tri Agency CPAAA gathered at the Beaumont Police Dept. for a linkfundraiser. The volunteers helped to wrap and pack the link sandwich bag lunches whichwere delivered to various businesses and other venues throughout the city by police officers.Our volunteers also manned the walk up sales area located in the police dept. parking lot.

It was reported in excess of $20,000.00 was raised thru this fundraiser.

Webster Citizen Police Academy Alumni AssociationThe following article to the citizens and businesses appeared in the Gateway, the city magazine of Webster.

Evolution Inside the Webster Police Department by Daniel Presley, Chief of Police

The past 12 months have brought about exciting times within the Webster Police Department,including promotions and new graphics and designs, which reflect the Department’s core values.The men and women of the Webster Police Department are committed to the newly-statedcore values of integrity, honor, and service, and these core values are highlighted in theDepartment’s new logo and prominently displayed on patrol vehicles and throughout the facility.

There have also been several new personnel assignments and promotions during the lastyear. Four Corporals were promoted: Corporal Jamie Sherrill, Corporal Clyde Pray, Corporal JasonTovar, and Corporal Leroy Romero. The addition of these Corporals has enabled the Department to have additionalsupervisors on each patrol shift. In addition to the Corporals, two new Sergeants were promoted: Sergeant Jeremy Edgeand Sergeant John Vaughn. Pete Bacon was recently promoted to the rank of Lieutenant, and he serves as the SupportServices Division Commander. Daniel “Bo” Rogers was promoted to the rank of Assistant Chief. Assistant Chief Rogerspreviously served as the Patrol Division Commander where he did an extraordinary job leading that division for severalyears. Sergeant Richard Horbach is now assigned to the Office of Professional Standards (OPS). The OPS managesrecruiting, hiring, training, and internal affairs. This process is critical as Webster seeks to hire and retain the best policeofficers and maintain the highest standards of conduct. All of these new leaders have done a tremendous job reinforcingthe Department’s core values and ensuring exceptional police services for every person they encounter.

This is a very difficult time for police officers as law enforcement officers around our nation are in the midst of extraordinaryscrutiny. Incidents such as those in Ferguson, Missouri and Baltimore, Maryland have placed police officers and their tacticssquarely in the spotlight. To make matters worse, some of the media coverage has been biased. Despite the onslaughtof criticism, our duty as public servants is to stay above the fray and focus on selfless service to those whom we are swornto protect. The notion of selfless service and humility in law enforcement are not new, but recent events have stirred up anew conversation about trust, respect, fairness, and perceived police legitimacy in America.

It is widely recognized that citizens’ opinions of police are determined by their perception of fairness and how they weretreated during a traffic stop or other police interaction. People are usually more concerned with the officer’s attitude, theofficer’s apparent motives, and the officer’s demeanor, rather than whether or not they received a citation. This notion ofperceived fairness is now known as “procedural justice.” Procedural justice provides a platform to discuss public perceptionof police officers and how police officers can rethink interactions with citizens. Sometimes even the smallest nuance canchange a citizen’s perception of police. Procedural justice will remain the topic of much discussion and frequent trainingin police departments across our nation for several years. We will host many of these training sessions here at the WebsterPolice Department.

The Webster Police Department is committed to the core values of integrity, honor, and service, all of which are at theheart of procedural justice. Our goal is to build trust and mutual respect with the public, and that can’t be accomplishedby unveiling some new “trendy” program. Developing trust, respect, and a sense of fairness require us to give our bestevery day during every interaction with the public. We must demonstrate professionalism, courtesy, and genuine concernto do the right thing. We acknowledge that we won’t always get it right, and when we fail we will own it and keep workingto be better. When the public perceives that we’ve done our best to be fair, they become much more tolerant of an honestmistake by a police officer with pure intentions.

We invite you to join us in the conversation about how the Webster Police Department can serve you better. Our officersappreciate opportunities to come to your neighborhood, school, church, business or other venue to visit with you andanswer your questions. We are simply stewards of YOUR police department, and we welcome your involvement as westrive to serve you better.

These sweet children stopped by the WebsterPolice Department one day simply because theywanted to meet a police officer. Officer Lesterwas more than happy to accommodate theyoung guests by taking pictures with them,answer questions and offering them somegoodies bags.
