In an election year, rhetoric heats upand many issues come to the foreground;some have even questioned the long-standing value of American homeowner-ship. To ensure that homeownership,housing and real estate issues are a publicpolicy priority in this country, Realtorsfrom across the country rallied in Wash-ington, D.C. on May 17 to protect theAmerican dream.

“As the leading advocate for home-ownership and housing issues, Realtorswant our country’s current and futureleaders to understand the vital role realestate plays in both the long- and short-term health of this nation,” said SheilaDodson, executive vice president of theCoastal Association of Realtors (CAR).“That is why we [joined] forces … inWashington. Realtors believe that every-one should have the opportunity to pur-sue the dream of homeownership, and wewill fight against obstacles that make itmore difficult for people to buy, own andinvest real estate.” CAR members servethe Somerset, Wicomico and Worcestercounties of Maryland.

The Rally to Protect the AmericanDream took place in front of the Wash-ington Monument. Members of Congressjoined Realtors as they heard from speak-ers about how homeownership issues af-fect individuals, communities, smallbusinesses and the nation.

The rally also highlighted the impor-

tant role housing plays in the economicrecovery.

Approximately 10,000 Realtors at-tended the rally, which was part ofNAR’s Midyear Legislative Meetings &Trade Expo in Washington.

Recent opponents have said the gov-ernment should take a step back in its

role to further homeownership and thathomeowners shouldn’t be able to takeadvantage of certain tax benefits. Criticshave also voiced concerns that owning ahome may not be a wise investment.

NAR says issues like the mortgage in-terest deduction, foreclosures and shortsales, affordable financing and availablecredit don’t just affect people who own ahome – homeownership shapes com-munities and strengthens the nation’seconomy.

Coastal Association of Realtors also

points out that housing is a key driver inour national economy. Housing ac-counts for more than 15 percent of theU.S. Gross Domestic Product and homesales in this country generate more than2.5 million private-sector jobs in an av-erage year.

“Over the past few years our localmembers have seen buyers in with goodjobs and strong credit histories turneddown for loans,” said Dodson. “Theyhave also seen hardworking families un-able to refinance into a lower monthly

mortgage payment and people losinghomes to foreclosure because the bankwas too slow to process a short sale.

“These problems are happening inevery neighborhood across the country,and Realtors are more determined thanever to fight against these obstacles andmake sure the American Dream ofhomeownership is protected for currentand future generations.”

Positive underlying economic factorsare helping relieve a pent-up housing de-mand, according to a presentation at aresidential real estate forum at the Real-tors Midyear Legislative Meetings &Trade Expo in Washington, D.C.

National Association of Realtors ChiefEconomist Lawrence Yun said there aremany improving factors that are helpinghome sales. “Historically high housing af-fordability conditions, ongoing job creation,a solid stock market recovery, rising rents,a larger pool of qualified renters, a pent-updemand and improving confidence aredrawing buyers to the market,” he said.

“Smart money, largely from investorsresponding to low home prices and risingrents, is chasing real estate, and we could

see a potential surge once the broad per-ception of homeownership changes tothat of an appreciating asset,” Yun said.“We just finished the strongest first quar-ter for home sales in five years, pendingcontracts are pointing to a strong secondquarter, and the favorable conditions arehelping the economy recover from an un-usual slowdown in household formationin recent years with more young peoplenow leaving their parents’ homes.”

Despite a minor gain in total home saleslast year, owner-occupied sales fell. “A re-covery in investment- and vacation-homesales and a high proportion of all-cash dealsare hiding the current dysfunctional mort-gage market,” Yun said. “Tight mortgagecredit is holding back a stronger recovery.

Banks are hoarding cash, possibly fromregulatory uncertainties and lawsuits.”

Home sales had been basically flat from2008 through 2011. Yun forecasts 4.6 to4.7 million existing-home sales in 2012, upstrongly from 4.26 million last year, andadditional improvement in 2013 with salesrising to the range of 4.7 to 4.8 million.

Mortgage interest rates are projectedto rise gradually and then average 4.9 per-cent in 2013 - still historically favorable.“The pressure of rising rents on consumerinflation could force the Federal Reserveto raise interest rates in 2014, whichmight be good for home sales. Refinanc-ing would fall and bank staff would beable to focus more on mortgage origina-tion for home purchases,” Yun said.

Inflation currently remains under controlwith the Consumer Price Index rising about2.4 percent this year and 2.8 percent in 2013.

Yun expects the Gross Domestic Prod-uct to grow 2.4 percent this year and 3.1percent in 2013, adding 2.2 million jobsthis year and 2.5 million in 2013.

Housing starts, which have been wellbelow the long-term average of about 1.5million, are expected to rise to 770,000this year from 610,000 in 2011, and tocontinue growing to 970,000 in 2013.New-home sales are seen at 400,000 thisyear, up from a record low 306,000 in2011, and rising to 530,000 in 2013. “Witha growing population, we could see hous-ing shortages in 2014 or 2015 if buildersSee HOMEOWNERSHIP on Page 6

A sustained decline in housing inven-tory - both for listed homes and “shadowinventory” of those with seriously delin-quent mortgages - is the biggest factor af-fecting home prices, with broadly balancedconditions developing in much of thecountry. Yun said the median existing-home price is likely to improve modestlythis year, rising just over 1 percent, with again of about 3 percent forecast for 2013.

Yun’s forecast assumes no adverse Wash-ington policy or tax changes affecting home-ownership. He adds there would besignificant economic fallout if there is no newbudget compromise by the end of the year.

Raven Molloy, Senior Economist at theFederal Reserve Board of Governors inWashington, D.C., offered her personal as-sessment on one residential trend. “Inter-nal migration in the United States is at a30-year low, and has been declining sincethe 1980s,” she said. “The widespread na-ture of the decrease suggests that the dropin mobility is not related to demographics,income, employment, labor-force partici-pation, or homeownership.”

Most short-distance moves are housingrelated, such as needing a larger home, while

most long-distance moves are job related.Younger households move more frequently.

Her research shows the downtrend inmobility has been a fairly steady trendover time, with no sharp drops coincidingwith the housing market downturn oreconomic recession. Although rentersmove much more frequently than home-owners, the aging of the population maybe a factor in the general slowdown.

Molloy notes that migration out of stateswith many underwater homeowners hasnot fallen more than in other states. How-ever, other research shows that local movesare lower for underwater homeowners.

Migration within the U.S. remainshigher than it is within most other devel-oped countries.

Molloy said the link between migrationand macroeconomic performance has re-ceived relatively little attention. “High levelsof migration may reduce commitment tothe provision of local public goods or cor-rode social ties in other ways, in which caselower mobility might raise aggregate well-being and possibly economic output. Thisis an important topic for future research.”

Earlier NAR research found home-ownership helps to foster stable commu-nities and economic well-being.

Apple’s iPhone and iPad as well as Re-search in Motion’s BlackBerry were foundto not pose the same risks as Androidsmartphones, Sicilliano said. Nevetheless,users should reset the devices to theiroriginal factory settings before givingthem away.

Mary Ann Miller, financial fraud expertat Nice Actimize, told USA Today that de-vice makers need to provide more guidanceon how to responsibly get rid of old elec-tronic devices to prevent security breeches.

Until then, Sicilliano says: “I wouldbeat the thing to death.”

Energy saving, indoor qualitypush green home construction

Remodeling and construction of sin-gle-family homes to make them moregreen continues to grow as more attentionis placed on the benefits of going green forenergy efficiency savings and better in-door quality, the National Association ofRealtors reported.

City a new study and a report by Mc-Graw-Hill Construction, the NAR said thegreen home market share has grown to 17percent in 2011. McGraw-Hill Construc-tion’s SmarkMarket Report said that per-centage is expected to rise to 29 percentto 38 percent by 2016.

According to the report, the two keyforces driving the green growth: Greenhomes are often viewed as higher qualityand can potentially save consumersmoney on utility costs.

“In the current residential market, thereis an enormous need to differentiate yourhomes for consumers,” says Harvey Bern-stein, vice president of Industry Insights andAlliances at McGraw-Hill Construction.“When builders are able to offer homes thatnot only are green but also offer the combi-nation of higher quality and better value,they have a major competitive edge overthose building traditional homes.”

In the past, builders have cited higherupfront costs as a roadblock to buildinggreen. However, the survey found that amuch lower percentage of builders viewthat as an obstacle now than in 2008.

The report was produced by McGraw-Hill Construction, in conjunction with theNational Association of Home Buildersand Waste Management.

Fannie Mae shows big improvementFannie Mae, which backs the most loans

in the country, announced that it would notneed taxpayer aid to cover losses for thefirst time since the federal government tookcontrol over the mortgage giant in 2008.

Fannie posted a profit in the first quarterof the year, reporting a net income of $2.7billion compared to a $6.5 billion loss theyreported in the first quarter of 2011.

“We expect our financial results for 2012to be significantly better than 2011,” says

Susan McFarland, Fannie Mae’s chief finan-cial officer. “As our serious delinquency ratedeclines and home prices stabilize, we expectto reduce our reserves, which combined withrevenue from our high-quality new book ofbusiness, will drive our future results.”

Several analysts say there are signs of thehousing market stabilizing: The decline inhome prices is slowing, more Americansare buying homes than a year ago, andhousing starts have climbed in the last year.

Home buyers who want a bargain maywant to act now because the housing mar-ket is in the midst of a turnaround, the Na-tional Association of Realtors reported inits weekly updates.

Home prices have fallen and mortgagerates are hovering near record lows,pushing home affordability for the aver-age family to record highs. Meanwhile,the National Association of Realtors re-ports that rents have been on the rise,making owning a home cheaper thanrenting in most areas of the country.

But the housing deals aren’t expectedto stick around much longer. An improv-ing job market, a decrease in the numberof home owners falling behind on theirmortgage, and an anticipated improve-ment in access to mortgages is expectedto help home prices start bouncing backby next year, economists say.

Investors eyeing profits in rentals alsohave been snapping up bank-owned prop-erties, which Clear Capital’s Alex Villacorteattributes as helping to lead to an increase inprices on foreclosed properties. This “couldhave a significant impact on the marketoverall in terms of providing a rising floor tohome values,” Villacorte told CNNMoney.

Some areas are already seeing prices rise.In Phoenix, housing prices have already in-creased 8.4 percent during the threemonths ending April 30, and Miami sawprices bump up 4.6 percent quarter overquarter, according to Clear Capital data.

“Stuff I was selling six months ago for$60,000 to $80,000 is now $90,000 to$110,000,” Tanya Marchiol, founder of

Team Investments in Phoenix, told CNN-Money.

As for mortgage rates, buyers maywant to act more quickly because they areexpected to tick up slightly by the end ofthe year. The increase is being sparked bygreater demand, says Doug Lebda, CEOof LendingTree. He predicts 30-yearfixed-rate mortgages will inch up to 4.5percent by the end of the year, which isstill low, however, by historical standards.

According to the NAR, the MortgageBankers Association is also predicting abig leap in mortgage loans next year. Forthis year, MBA estimates that buyers willtake out loans totaling about $415 billion,but by 2013 that number is expected tonearly double to $706 billion.

With signs of a housing turnaround get-ting stronger, housing experts say buyers arefinding several recent changes when they goto put in an offer on a home. A recent articleat U.S. News & World Report highlightssome of these changing “rules” for buyers:

1. Lowball offers won’t likely stick: Sure,deals are still around, but lowball offers thataren’t in line with comparable sales data areincreasingly proving to be a waste of time.Buyers may be better off asking for sellerconcessions, such as closing cost assistanceor making home repairs, rather than mak-ing offers way below the asking price. “Keepin mind that a lowball number may turn offthe seller and close down any chance at ne-gotiation,” the U.S. News & World Reportarticle cautions potential buyers.

2. Get pre-approved: Getting a loan isn’teasy nowadays as lenders have tightened

their credit standards in recent years. Se-rious buyers should check their credit andget pre-appoved for a loan to determinehow much of a home they can even affordeven before they start their home search.

3. Get realistic about the market: Realestate agents can show buyers compara-ble nearby sales to help educate themabout local market conditions. Transac-tions from the last six months are themost important. Another important pieceof information for buyers is knowing howlong properties are staying on the market.

4. Expect some competition. Housinginventories are dropping in many areasand spurring an increase in demand.Home buyers may face increased compe-tition for the home they want, particularlyamong short sales and foreclosed proper-ties, in which they may be up against in-vestors who are making all-cash offers.That’s why experts say it’s importantbank-financed buyers know their financialsituation in advance to better compete.

5. Conduct property research: Real es-tate agents will help guide clients on whatall they need to do when they find a prop-erty they like, but one important stepnowadays: Buyers should hire a titlecompany to check for any liens or tax ar-rearages, the article notes. Housing ex-perts also recommend hiring a homeinspector, verifying the accuracy of theproperty line (by asking seller for the sur-vey or having your own conducted), andmake sure all necessary disclosures aboutthe property, required by the state, havebeen made.

Vacation homebuyers stay closerto main residence

Bargain home prices have jump-started sales on second homes, but morepurchasers are opting to buy propertiesmuch closer to their primary residence.

In the past, second-home buyerstended to buy properties out-of-state orwere lured to vacation homes near far-flung resorts and tourist destinations.But second-home purchases these daysseem to be more restrained, as morepurchasers opt for vacation spots thatare within a relatively short drive ofwhere they live. Moreover, these prop-erties aren’t as glitzy as in recent years,The Wall Street Journal reports.

The median distance between abuyers’ vacation home and primaryresidence took its first decline onrecord, averaging a 305-mile distancein 2011, a drop of 19 percent from2010, according to data from the Na-tional Association of Realtors.

“People want to stay within drivingdistance because they’re more able tomaintain the homes, they have betternetworks in place, and friends and fam-ily nearby to use and sustain the homes,”Jon Gray, vice president of HomeAway-.com, told The Wall Street Journal.

A recent HomeAway survey foundthat vacation homebuyers prefer to buya home nowadays that can be reachedin four hours or less from their primaryhome.

To commemorate April’s Fair HousingMonth, the Maryland Association of Re-altors (MAR) annual Fair Housing PosterConatest winners were announced andrecognized at an awards ceremony heldat the State House in Annapolis recently.

Each year, 14 pieces of artwork arechosen out of thousands of entries fromaround the state, and these selections areincluded in the annual MAR calendar.

Selected as the first place winner fromthe local Coastal Association of Realtors(CAR) was Alexander McCullough, a 4thgrader at The Salisbury School.

Alexander’s artwork was then submit-ted on the state level, and he had his art-work chosen by MAR as one of thewinning entries to be included in the2013 MAR Fair Housing calendar.
