TO: All Judges and Personnel of the Lower Courts

SUBJECT: Guidelines to be observed in the processing ofLoans and ClailllS Applications ~ith the GSIS

The Court has been informed by the Senior Vice President for SocialInsurance Group of the Government Service Insurance System (GSIS) thatthe GSIS Top Management has approved a policy on the decentralization orthe processing of loans and claims applications of court employees,including the members of the judiciary, who are working in areas under theterritorial coverage of their Field Operating Depmiments. Under this policythe employees in the different regions, provinces, cities and municipalitiesoutside of the processing coverage of the GSrS Central Office in ManilaDistrict Office shall be serviced by a GSIS Field Operation Department.District Office, or Satellite Office which is geographically proximate to theplace of work of the employees.

To illustrate, couli employees in Cagayan de Oro City who used t()file their loan and claim applications in Manila' District Office shall, underthis new policy, now file the same with their Field Office at Cagayan de OroCity. In the same vein, the employees in the City of Manila shall continue totransact their loan and claim applications in Manila District Office. Forready reference, attached is a GSIS Processing Office Mapping Guide(Annex A) which can be used in identifying the GSIS Offices that willservice the employ~e based on their place of work assignment.

The general guidelines governing this policy shall be as follows:

] . All applications for loans and claims of the Lower Couliofficials and employees shall be authenticated/indorsed bythe Presiding Judges/Clerks of Court concerned before theapplications are.forwarded to. the Office of AdministrativeServices (OAS), Office' of the Court Administrator(OCA), Supreme Court;

2. After the applications have been' processed/signed by theauthorized OCA indorsing officials, the Accounting Div.,Financial Management Office, Office of the CourtAdministr8tor shall forward. once a week. the aoolications

J\copy of the designation shall be forwarded to OAS, OCAwithin two (2) days from the date of issuance. In case ofany change in the designation of Liaison Officer, theClerk of Court shall regularly inform and update the OAS,OCA' ,

4. The designated Liaison Officer shall secure with the GSOa tentative computation of the loan or claim amount,including other amounts to be deducted from the proceedsto update the borrower or claimant of his or her accountwith the GSIS;

5. After securing the tentative computation, the LiaisonOfficer is duty bound to inform the borrower or Claimantof the tentative computation of the proceeds of loans andclaims. Should the borrower or claimant fully conformswith the same, he or she may sign the tentativecomputation; otherwise, he or she may makerepresentation with the GSO;

6. The Liaison Officer shall hand-carry and deliver allapplication forms for loans and claims to the GSO withinthe province, with undertakings as stated in theapplication forms. Traveling expenses not exceedingonce a week shall be reimbursed by the OCA subject tothe submission of the supporting documents and pursuantto accounting rules and regulations. ForGSO locatedoutside the province, the liaison officer shall transmit theapplication forms to the concerned GSO by registeredmail.

7. The Liaison Officer shall not hand over loan/claimapplication of any employee who is not under theirterritorial/administrative jurisdiction; it is understood thatonly the appropriate applications duly accomplished andceliiJied by the authorized indorsing OCA officials shallbe forwarded to the GSO;

8. The net proceeds of the loans shall be credited to therespective GSIS E-card accounts of the borrowers;however, claims will be in the form of checks and shall bemailed by the GSIS to the respective addresses of theclaimants.

The new pol icy became effective on August 15, 2006.
