• Learn about the civil engineering associated with the project (which dictates height and size of buildings)• Provide insight into Oak Harbor’s existing architectural character• Help narrow choices for architectural design of the new Clean Water Facility
• Facility should set the stage for a community design aesthetic• A combination of both a campus and a courtyard with higher priority on
campus• Regional design as an architectural aesthetic, incorporate both
contemporary and traditional NW architecture • Open and light, enhance sight lines to water, park, and windmill• Allow for community interaction with facility, include educational
features• Varying heights of roof lines• Provide “camouflaging” – it should not advertise that it’s a sewage
treatment plant• Integrate with surroundings – Windjammer Park, harbor area,
downtown

• Check back on incorporation of group feedback for proposed architectural concept for the new Oak Harbor Clean Water Facility, furthering design team’s work.• Gather additional feedback on design refinements• Narrow options for landscape and hardscape to integrate into the Windjammer Park setting

• Celebrate City Beach corner as a gateway into the facility and park • Generate methods to break the façade into smaller sections • Continue to keep sightlines and views of the water and windmill in
mind • Think about methods to offer respite or cover for pedestrians (e.g.,
awnings)• Consider the architectural styles favored by charrette group:
contemporary and traditional Northwest• Allow for feedback on exterior building materials – stone and wood or
brick• Locate wayfinding and handicap parking locations

Siting a wastewater facility in Windjammer Park is an opportunity for community amenity that showcases design on our waterfront.
• The majority of cost of the treatment facility is driven by its mechanics and function to clean and treat wastewater.• Architectural design and landscaping is roughly 4 – 5.5% of construction cost.• Concept A and Concept B are similar enough in cost to both be evaluated by
the public at this time.
