Dick Cavaye has been an enthusiastic supporter of the United Way for most of his life, and he’s got the red feather to prove it.

It was about 10 years ago that the United Way started recognizing contributors who have offered their continuous support for 25 years or more by titling them ‘Red Feather Friends,’ complete with a red feather lapel pin. The title pays homage to the early days of the organization when they were known as the Red Feather Campaign.

Cavaye, 78, started donating through a payroll deduction in 1970 when he was

first exposed to the United Way through his company, and hasn’t looked back since.

“It’s local giving, with local results,” he said of why he’s so strongly supported the United Way all these years. “Everything given in Greater Victoria stays in Greater Victoria, and helps in Greater Victoria.”

It’s a way to know where donations are going, he said. “With a lot of campaigns, they’re national, and you don’t

always know what happened to the dollars you donated.” The United Way establishes between 90 to 100

partnerships each year with local organizations like the Cool Aid Society, Project Literacy and Our Place, and each partnership is re-evaluated each year, said Cavaye.

Brenda Richardson recently celebrated her 25th year of being a Jazzercise instructor, and spent the day doing what she loves most: teaching classes.

Richardson, who’s spent the past 14 years teaching at Oak Bay’s Henderson Recreation Centre, has dabbled in personal training, strength training and sports nutrition, but has always come back to her passion.

Jazzercise, a franchised program first developed in 1969, was founded by

Judi Sheppard Missett, a jazz dance teacher who found a lot of her students weren’t that serious about taking it to a professional level.

“They wanted to lose weight, maybe get in shape for a

wedding and have fun,” said Richardson. “So she simplified the choreography, took away the mirrors and set it to music. Next thing, she had 20, 30, 60 people taking her classes.”

Richardson has seen the same kind of popularity at Henderson, and said there’s no one type of person who jazzercises.

“We cater to everyone,” she said. “My youngest customer is in her teens and my eldest is 87.”

Along with the wide range of ages, Richardson has seen all manner of health and fitness levels come through her classes, and has survivors of stroke, heart attack and cancer regularly attend. She’s taught tennis players, golfers, a woman who claimed Jazzercise helped shorten her half-marathon time and even a class of 60 rugby players.

Richardson, who just turned 60, said she was never a committed gym-goer in her younger years, and never really had a fitness routine. Then a friend asked her to go to a Jazzercise class in 1986, but at first, she wasn’t completely sold.

“I didn’t totally have the routine down,

but my friend said ‘you have to give it a second chance,’ so I did.”

From that second class, the rest is history. In three years she was a certified instructor, and in 1999, she became an instructor trainer, and loved it.

“I trained most of the instructors on the west coast,” she said. “It’s so fun to share something you love with others.”

She stepped back from the heavy workload and time commitment of teaching instructors this year, and now teaches five of the 10 classes she owns, all with the complete support of her husband. “I’m very blessed in that he’s my biggest fan.”

When asked why she loves the classes so much, she emphasized that it’s more than just a physical class; the coordination and mental aspect is just as

challenging as the cardio and strength. “For me, it satisfies my brain as well as my body.”

It’s also offered her “an out” when life has taken a rough turn, dealing with family hardship and death.

“It’s saved me so many times,” she said. “You have to look after yourself first, because then everybody benefits.”

Richardson’s students are as enthusiastic about her as they are about the class.

“She’s just the best,” said Heather Sproule, who’s been jazzercising for 23 years, including through her breast cancer treatments. “That’s why I’ve followed her wherever she teaches. It’s fun, and exercise normally isn’t fun.”

Arts with his wife, has been attending Richardson’s classes since his retirement from the school in 2010.

“Brenda’s very inspiring. In order to inspire a class, she needs to give of herself, and I’ve never seen her on a bad day,” he said. “I’ve been teaching for 36 years. I can recognize a good teacher.”

The day of Richardson’s 25th teaching anniversary, her morning class surprised her with a framed poem and a silver bracelet inscribed with “Simply the Best” inside. At the start of her evening class, the gymnasium erupted in cheers of congratulations.

She smiled widely at the applause and adulation, and thanked her students for their support.

The original residence for St. Michaels school at 2176 Windsor Rd. is one step closer to becoming a registered heritage property. The residence has significant historical value, and in addition to housing St. Michaels school, was also the residence of headmaster and founder Kyrle C. Symons.

The present owner, Charles Blackhall, had requested in 2012 that Oak Bay council consider a possible Heritage Revitalization Agreement for the property, and also submitted an application for a preliminary subdivision assessment.

After confirming the heritage value of the property, the Heritage Commission recommended it be placed on the heritage register once written consent had been obtained by the owner, and confirmed its eligibility for an HRA.

A conservation plan was also created to be incorporated into the HRA to allow the subdivision while retaining and protecting the original building. The conservation plan includes

subdividing the property into two legal parcels, protecting a rare birch tree on the north side of the property, removing the garage, changing the location and style of the deck and replacing a vinyl window on the front face with a wooden-sash casement window.

Council was unanimous

in its support of a Heritage Revitalization Bylaw being drafted for the property to preserve the Symons residence and to facilitate the subdivision into two legal parcels, and once complete, to be sent onto the committee of the whole for further review. [email protected]

They embarked on a plan to get cyclists safer last year, first initiating a helmet program, then adding a lights initiative.

Both are seeing success.“We’re changing users

behaviours,” said Const. Rick Anthony, community liaison officer. “We’ve changed the mindset, riding culture with the one-year program.”

Under Operation Headstart launched late last summer, Oak Bay police officers offer cyclists flaunting the law of wearing a helmet a slight reprieve. If the cyclist breaking the law doesn’t own a helmet, he or she gets an opportunity to go out and buy one in lieu of a fine. The operation

is so far at 70 per cent compliance.

But that is only a $29 fine, Anthony noted.

When the fine outweighs the remedy four-to-one, the odds of compliance go sky high; Project Lumiere, which launched in February, boasts a 100 per cent compliance rate to date.

That bike safety program offers riders found without adequate lighting at night an opportunity to go out and prove they’ve purchased some in order to avoid the $129 ticket.

“We didn’t see as much of it in winter,” Anthony said. “It’s the more casual riders, who aren’t the adamant, sunshine or rain rider (who break the laws).”

Community concert great summer fun

Oak Bay is not known for being a fun place to live, but maybe it’s time to start spreading the news.

What a fabulous and fun community event the O’Brien family concert in Willows Park was.

The Community Association of Oak Bay is to be commended for

its effort in organizing the wonderful evening of music and camaraderie.

Hundreds turned out, couples, families, groups of friends – and even one or two single folks – to enjoy the warm summer night, the terrific entertainment and the chance to mix with neighbours or make new friends.

Some people brought chairs, some brought blankets, some went all out and brought a picnic dinner to enjoy.

There were kids running and having fun on the playground, the music spilled out to the beach where some enjoyed catching a few rays of sun before it dipped below the horizon.

The music was great. It provoked more than a few people to get up and boogie oogie oogie, ‘til they just couldn’t boogie no more.

Kids twirled, grandpas whirled and toddlers wiggled themselves to near exhaustion.

It was the perfect ending to a hot summer day.

Planning these events is not easy. It takes plenty of organization to set up the event space, arrange the sound system, book the band and make sure everything runs smoothly.

The Community Association of Oak Bay runs on a shoestring budget, under the power of a few volunteers. This type of community involvement takes a lot of personal time but benefits the community as a whole greatly.

The summer concert in the park (with a second to come in August) is a welcome addition to our community.

Speed reader devices like that Nils Jensen plays worker boy in front of (Speed reader flashes drivers, News, July 9) are a false notion.

On Admirals Speedway in Saanich they only slowed traffic when placed close to a school zone sign – when across the street they had little effect. (Ones in Esquimalt might have somewhat more effect as they are in the median.) And their recording capability is not a good measure of effectiveness. Saanich government has not learned from those factors, can we hope Oak Bay will?

Recording speed is a fool’s game because congestion that greatly slows average speed is not recorded, vehicles slow near traffic lights and for other reasons and it is not the exceeding statistics that matter but the really fast drivers, no matter how few. (Some blow though playground zones at three times the limit.)

Police feet on the street can see so much more, including the driver who isn’t capable for whatever reason including intoxication, the novice driver who needs coaching early in her experience, the unsafe truck, and wanted persons. The

worst offenders know they are taking advantage of other people for their own convenience and psychological jollies, only police in their face repeatedly will stop them. (Note the experience on the Malahat Mountain Highway a few years ago – a dramatic reduction in accidents when more police were on the road.)

The root problem is that politicians like Jensen are too cheap to properly fund policing. They spend on glitz, handouts to moochers, micro-managing people trying to build and earn, and pet do-gooder projects.

Speed recording is one of several cheapskate programs by politicians who haven’t the guts to police properly.

I urge Oak Bay voters to foster and elect officials who will do something meaningful for human life by properly performing the purpose of government – protecting individuals.

How to live with a  lower carbon footprint

I couldn’t agree more with

Norman Morgenson’s letter Carbon emissions criminal (News July 18).

 Since industry and government are dragging their feet, here is what each of us should be doing:

Limit air travel to necessary only; Limit car travel to necessary trips with a 4 cylinder, hybrid or electric vehicle; Eat less meat; become a vegetarian; Become a minimalist consumer; buy for need not want; Choose a career with a low carbon footprint; Make your home energy efficient, heat non-fossil fuel to 66 F; Buy organic, local and sustainable; grow your own; Borrow, barter, rent, repair or buy used before buying new; Stay current re: climate change; act as a role model; discuss openly with others; Lobby/protest industry and government to stop expansion of fossil fuels and move quickly towards truly renewable and sustainable. 

 Many will see this list and continue eating the world. But this is how the next generation is going to be forced to live so we should get on with it now and share the change.

Trucking in style through the big wide openThere’s nothing like a summer road trip in British Columbia, where we are spoiled with some of the most scenic beauty the world has to offer.My last adventure was from Vancouver to Kelow-na to visit some friends and hang by the lake, get a bit of tubing time behind our gracious host’s boat and take full advantage of some B.C. wine. The wonderful thing about my job is that I get to hand pick the vehicle for heading out on the highway, and I always like something roomy and powerful with cars – with German often on the top of my list. Instead of an Audi A7 diesel, this time around I selected the full-size, truck-based Du-rango SUV from Dodge and surprisingly it does have some German roots. LooksMy family and I are no strangers to the latest Durango; we had the very same grey Citadel version over the Christmas break last year. Same thing, I wanted something big to move people around over the holidays. That stretch was mostly city driving – this time it was wide-open road. What many people might not realize is the basis of the Durango was developed by Mer-cedes-Benz for its GL-Class vehicle and Dodge in turn took that same platform and made it into the Durango. My two boys, Jack,12, and Charlie, nine, love

the big doors and the easy-to-access back seat, and were surprised at how huge the cargo area is when the third row of seats is folded flat. My youngest Charlie helped me load and unload and he noticed the low power lift gate switch that shorter people can access easily.InsideAny time you get four people in a car for over four hours the high and low points of the interior design bubble to the surface. My wife instant-ly loved the two-tone black and beige leather seats that are heated and, more importantly,

cooled for hot summer days. She also appreciated the big 8.4-inch uConnect screen that is only offered on this top Citadel trim; the lower trimmed cars get a 5-inch unit. The boys in the back noticed that the seats recline for more comfort and legroom is massive. On the way out of Vancouver, Charlie instantly fell asleep and didn’t wake up until Chilliwack for a Tim Horton’s break, so the seats must be comfy. Jack on the other hand spent the better part of the trip playing on his iPhone but the Citadel is equipped with flip-up screens for gaming consoles and DVD movies.DriveMy seat was a good spot to take stock of a few things, primarily fuel economy. This is a big rig and was equipped with

the 5.7L Hemi V8 with 360hp, moving all that power to four wheels through an 8-speed automatic. City fuel econ-omy can be frightening but I was sur-prised at how good this truck is, even when taking advantage of the new 120 km/h speed limit on the Coquihalla highway. The Durango put in a solid 11.8 L/100km, with more than 900 km driven. Keep in mind I didn’t soft foot my way to or from Kelowna. I did notice that the fuel economy improved vastly the closer I stayed to 100 km/h. The handling is a bit top-heavy in the corners, especially at higher speeds, but after some initial body roll, the Duran-go is very stable. One notable feature is the automatic fantastic adaptive cruise control, making the ride very enjoyable.

VerdictIf you drive in the city, the base 3.6L V6 engine might be a better choice based on fuel consumption but, if you drive a lot on the highway or tow a boat (3,265 kg towing capacity), the

Hemi is the right choice. Power was always there to pass and pull up a hill and the fuel economy can be good if the driver watches their speed. The V8 has the ability to switch off four of the eight cylinders when the truck is under light load and accessing this as often as possible makes a big difference. Another thing to consider is price: the Durango is not inexpensive, starting at $39,995 for the V6 and running up to $52,495 for the top Citadel V8. My family loved spending time in the Durango, we all had a lot of space and the trip was effortless. Our next adven-ture is to Portland, Oregon in the Jeep Grand Cherokee Diesel. St. John’s, Newfoundland: Atop Signal Hill is an arrow that points westward.It reads “Vancouver, 5,031 km/3,126 mi.” I’m a long way from home.But as I look over the rock wall of the historical land-mark in St. John’s, , I don’t feel so far away.As I walk towards the all-new 2015 Subaru Outback, I realize that this vehicle is also making its own little history. Touted as the world’s first sport utility wagon, it’s now 20 years old and better than ever.There’s an all-new exterior look, the interior is much more refined, there’s a vibrant gauge cluster, a new audio system, and around back, there’s a total of 1,005L of cargo capacity (that’s up 33L from the 2014 model.)There’s also a choice of two engines, a humble 2.5L, 4-cylinder with 175 horsepower and 174 lb-ft of torque, or a more potent 3.6L, 6-cylinder with 256 horsepower and 247 lb-ft of torque.The latter of the two en-gines is what powered me around The Rock.

Complete with a high-torque Lineartronic CVT, I had the option to up and downshift through the Outback’s simulated gears, in case I needed to pass cars en route to my various adventures. First: sea kayaking in Cape Broyle. Though the drive from downtown St. John’s is only about 66 km, I’ve learned that giving yourself a little extra time when going anywhere is a good idea.It’s amazing how serene the cabin remains even at highway speeds, with the wind blowing furiously.Furthermore, the Outback

has incredible off-road ca-pabilities, in case I needed to get to some hard to reach spots. With a ground clearance of 220mm – like the Forester and XV Cross-trek – it can tackle the trails without even break-ing a sweat. Thanks to the X-Mode feature, it allows for even more traction in high-slip environments. This all-wheel drive vehicle is just as happy being on the road as it is playing in the puddles, mud or climbing rocks. Another adventure that wasn’t as physically demanding took me to Fer-ryland, south of St. John’s.

After parking, it’s about a one-kilometre walk until you reach a lighthouse. Not just any lighthouse, but one that serves picnic lunches.A trip to Newfoundland wouldn’t be complete without a trip to Cape Spear; Canada’s eastern-most point. Looking out into the Atlantic, another iceberg lazily floats by as the humpback whales are out and breathing. A cool ocean breeze blows the salty air around.I could get used to this, along with the companion-ship of the 2015 Subaru Outback.

There’s a new crew member in Paralympic sailor John McRoberts’ boat.

Or, one could say, Jackie Gay has found herself a new skip.

Either way you look at it, the partnership of McRoberts, a three-time Paralympian, and Gay, a promising crew member, is a boon for Canada.

McRoberts won bronze with Stacy Louttit in the Skud 18 at the Beijing Paralympic Games. They competed in London 2012 but fell just short, finishing fourth.

Now McRoberts has teamed up with Gay in a campaign for the Rio de Janeiro Paralympics in 2016. Their partnership in the boat was something the duo put off until they were sure it was a safe to test their other partnership: marriage.

They’re on the right track, having won gold against elite American boats at the Claggett Regatta in Rhode Island recently and are preparing for the world championships in Halifax, in August. A top-five spot will qualify them for Rio de Janeiro.

“On paper, we’re the right mix, I have a lot of sailing experience and she’s able to do the work, but then we have the marriage,” McRoberts said. “Our potential is huge. We didn’t know if the dynamic was going to work until the World Championships last year in Ireland when we finished third.

“The joke is we win a gold medal or divorce. But I’m kidding, we’d stop racing before that.”

McRoberts and Gay met sailing against each other in Miami, Fla., in 2007. McRoberts makes light of the fact it took some friends to point it out before he got the hint, but once he did, the couple entered into a successful long distance relationship that led Gay to relocate.

“We didn’t want to compete in sailing (as a team) until we were sure it could work and we waited to develop our marriage first. You don’t see a lot of husband and wife teams,” McRoberts said.

Gay lost her left leg in a 1994 car accident. She had sailed as a

youth but was timid about racing until the sport’s popularity and ease of access in Birmingham drew her back in, just prior to meeting McRoberts in 2007.

“I raced single-handed boats until I started with John,” Gay said. “In sailing terms I’m still a learner. It’s one of those sports you only begin to realize what you don’t know until five years in.”

As a creative and non-fiction writer, Gay is able to continue her work here, though sailing at the high performance level “basically takes over your life,” she said.

“We joke that the waters off Cadboro Bay and Oak Bay are our office now, we can’t complain about that.”

The dynamic in their two-person boat is based on each of their abilities. A quad C6-7, McRoberts is limited to piloting the rudder. He uses a modified seat on which he can swing back on forth at the stern.

“(Gay) is the brawn, she does all the sails and I point the boat in the right direction,” he said.

Together they come up with decisions but ultimately it falls on John’s experience to makes the calls.

“Things can go south really fast when you’re sailing and communication is key, so we are constantly working on that. And it actually improves our marriage at the same time, we’re learning lots about each other,” McRoberts added.

Sailing together isn’t the only mission the team has taken on. They are keen to see their sport grow.

There is too great a vacuum between them, and the beginner levels of competitive para-sailors in Canada, said Gay, who raced for Great Britain as a result of benefiting from its strong sailing and parasailing infrastructure.

Locally they train individually with a group in a small fleet of single-handed boats known simply by its size as a ‘2.4-meter.’

“John and I are heavily involved in trying to bring up the base in Canada but it has some ways to go. There’s ambition and movement to build what we need to build but nothing is quick or easy.”

Oak Bay High Barbarians Sean White and Connor Braid, who were both capped for the Canada 15s and sevens rugby squads,

are on the roster for the Canada Sevens team competing at the XX Commonwealth Games in Glasgow, Scotland this month.

Rugby Sevens is a sport on the rise in Canada, as was witnessed throughout the 2013/14 IRB Sevens World Series.

Canada’s men’s team finished a best-ever sixth place overall, with two top-three results (second – Glasgow, third – Las Vegas).

The 12-member squad assembled for the Commonwealth Games features many familiar faces from this record-breaking season. Leading Canada onto the pitch will be Captain John Moonlight (27, Pickering, ON) who was named to the 2013/14 IRB Sevens World Series Dream Team.

International sevens star Phil Mack (Oak Bay High) would certainly have been on the team had he not suffered an injury in the Pacific Nations Cup.

“This Canadian Sevens team has been playing at a world class level,” says Team Canada Chef de Mission, Chantal Petitclerc. “With their strong results on the IRB World Series this past season, those taking in the action at Ibrox Stadium are sure to be treated to exceptional games.”

The Canadian Sevens team has been placed in Pool A with four-time defending champions New Zealand, Barbados, and host-nation Scotland. The sevens tournament will run over two days with preliminary rounds the first day and tournament finals on the second.

“We’re excited about the team that has been selected for the Commonwealth Games and are eager to return to Glasgow,” said Steve Lancaster, Rugby Canada’s high performance manager. “Our previous trip to Scotland this year was very positive, and our guys proved that they can succeed against the best in the world. We see the Commonwealth Games as a big opportunity for this team, and will be looking for another strong result in Glasgow leading us into next year's Pan American Games in Toronto and the Rio Olympics in 2016.”

The Canadian side made history in Glasgow earlier this year by reaching the final for the first time. They edged Scotland in the semifinal before being topped 54-7 by New Zealand in the final. The Commonwealth Games Rugby Sevens matches are scheduled for July 26 and 27.

Help Prevent Heart Attacks with Vitamin C and Lysine Powder

Why is heart attack the number one killer in this

country? Ninety-nine percent of doctors say it’s due to athero-sclerosis (hardening of arteries) and that cholesterol lowering drugs are the primary way to treat it. But I suggest cardiolo-gists have closed minds and are ignoring facts that could save thousands of North Americans from coronary attack.

Vitamin C is required to manufacture healthy colla-gen, the glue that holds coronary cells together, just like mortar is needed for bricks. Lysine, like steel rods in cement, makes collagen stronger. Two-time Nobel Prize winner, Dr. Linus Pauling reported twenty-five years ago it takes a mere 10 milligrams to prevent scurvy, but several thousand to prevent heart attack.

Williams Stehbens, Professor of Anatomy at Welling-ton University in New Zealand, proved Pauling was right. Stebhens’ research showed that coronary arteries closest to the heart are under the greatest pressure. This causes collagen to fracture resulting in the formation of a blood clot and death.

Dr. Sydney Bush, an English researcher, has now proven that vitamin C can reverse atherosclerosis. Bush took retinal photographs, then started his patients on high doses of vitamin C and lysine. One year later additional pictures showed atherosclerosis had regressed in retinal arteries.

Sixteen years ago following my own coronary attack, cardiologists claimed it was sheer madness for me to refuse cholesterol-lowering drugs. Instead, I decided to take high doses of vitamin C plus lysine with breakfast and the evening meal.

I knew that Dr. Graveline, a physician and NASA astronaut, had twice developed transient global amnesia from taking cholesterol lowering drugs (CLD’s). I was also aware that patients have died from CLDs. Others have developed kidney, liver and muscle complications.

I also believed the research of Pauling and Stehbens ir-refutable. Now, the work of Dr. Bush has convinced me my decision was prudent.

But to take large doses of vitamin C and lysine requires swallowing many pills daily. It’s a tall order for those who dislike swallowing one pill. So for several years I’ve been trying to find a company that would manufacture a combination of vitamin C and lysine powder. The dosage for the Medi-C Plus combination is one flat scoop mixed with water or juice with breakfast and the evening meal. Those at greater risk should take one flat scoop three times a day.

The third-place Victoria Mariners and sixth-place Victoria Eagles will face each other in a best-of-three series this weekend beginning Saturday in the first round of the B.C. Premier Baseball League playoffs.

Games 1 and 2 go at noon and 2:30 p.m. at Henderson Park tomorrow. Game 3, if necessary, is noon on Sunday.

The Mariners set a new franchise record with 34 regular season wins as they wrapped up the season with a doubleheader sweep of the White Rock Tritons on Sunday, 7-1 and 5-4.

The defending league champion Eagles came a win shy of tying their previous win record (27) and instead ended the season tied with the same record as the fifth-place Vancouver Cannons 26-22. The Eagles split a pair of games with the North Shore Twins on Tuesday, winning 3-2 and losing 12-0.

It’s been an emotional season as Mariners player Zack Downey succumbed to non-Hodgkins lymphoma in June at just 18 years of age.

That same week pitchers Erik Skuja of the Eagles and Chris Fougner of the Mariners threw no-hitters, Skuja against the Langley Blaze and Fougner against the Parksville Royals.

When Lorie and Walter bought their home in Port Alberni 13 years ago they slowly began renovating the unfinished basement to accommodate Walter’s changing needs as his muscular dystrophy advanced.

“The basement was a black hole when we moved in,” recalled Walter. “After 12 years of skimping and saving, we made the downstairs completely wheelchair accessible, except for the bathroom. It was way too small. I could only stand for about a minute and a half without collapsing in the shower stall and I could no longer pull myself out of the tub in the upstairs’ bathroom, even with Lorie’s help.”

Through funding from BC Housing’s Home Adaptations for Independence (HAFI) program, Walter and Lorie were able to work with a contractor to transform the space. A wall was removed to make room for a wheel-in shower with benches, grab bars were installed, and the vanity and fixtures were relocated.

I just slide into the shower now,” said Walter. “I feel safer and no longer dread trying to wash myself. What was previously a dangerous chore for me is now a welcome treat.”

Walter and Lorie hope to spend the rest of their lives in their home.

The HAFI program provides financial assistance to help eligible low-income seniors and people with disabilities adapt their homes so they can continue to live independently.

It’s clear the long-time Oak Bay local plans to continue his support of the United Way, and makes the point that

anyone can benefit from the organization.

Even his parents took advantage, he said. When they got to a certain age and weren’t as able to cook, his mother signed up for Meals on Wheels.

Of Victoria’s waterfront properties, those in Oak Bay and Uplands are among the most sought-after in the real estate market these days. And, once acquired, a buyer often wants to invest in building or landscape projects that involve developing or renovating the property.

To dig or not to dig – that is the question that weighs heavily on waterfront property owners all over the southern tip of the island, including the municipality of Oak Bay.

Over the years we have discovered, or rather uncovered, artefacts and other vestiges that show this land is archaeologically sensitive. We know, for example, that Willows Beach and the Esplanade was once home to a native village, and there have been cairns found in the Uplands. These are our links to the province’s past, so before any renovation or property development gets under way, the first step for the owner is to find out if their property contains an

archaeological site. The province’s

Archaeology Branch advises property owners to start by going to their municipality or regional district, who can access provincial records of known archaeological site locations within their jurisdiction.

Roy Thomassen, Director of Building and Planning at Oak Bay’s municipal office,

confirmed that they have a map of archaeological sites, but that they are not allowed to share it with the public.

“We can look at it, and say to an owner, your property is close to an archaeological site, now go and contact the (Archaeology) Branch,” said Thomassen.

Then, if the owner finds

out that their property may contain an archaeological site, they must contact the provincial government’s Archaeology Branch, and hire a qualified archaeologist who will confirm the site location and assess the risks that may be incurred by carrying out the proposed project.

Thomassen says that

although there was an opportunity for the municipality to enter into an agreement with the province and make the map available online, they prefer to take a “hands-off” approach, redirecting owners to the government and its services, which are ultimately responsible for all heritage actions. As well, the discovery of any artefact on a piece of property leads to calling in other services

“We discovered a skull about a month ago, along the esplanade, while the services were digging,” he said. ”And when that happens, the police have to be called in.”

Another example occurred in 1996, when the skeletal remains of a Native female were found during some excavation work at a private home in the Uplands. At that time, the Oak Bay News reported that the archeological discovery lead to the coroner, the local police, members of the Songhees First Nation, Oak Bay’s building department and the province’s archaeology branch gathering to assess the next course of action.
