F i r s t off, we have some correc t ions from e r r a t a i n #6, t o whit: ' - The bDEA cl ipping was sent by Chas. Washburn, Perry, ME - The IBA c l ippings were sent by Geoff Fox, Cleveland, OH
) I ' 4 'fhk ~XUR cl ipping was from t h e Philadelphia of 11/7/73, and was sent by Dave Schmidt, New Cast le-Cast le H i l l s , DE
- A l l Broadcastine cl ippings from Bob Foxworth. Cur item a l s o sent by Stan Norss, Bradford, iU. . .
NOW fo f a correc t ion of an oversight i n our "Sta te of t h e NRC" message: One of t h e reasons why we had a zero growth r a t e dur ing t h e 1972-73 sea- son was t h e f a c t t h a t B E had not sent out any samples etc. between t h e April da t e they announced t h e i r retirement, and t h e time i n July when t h e NJFC f i l e d - a forms1 bid. This was because a t t h a t time t h e fu tu re of t h e c lub wa s most uncertain. Had t h i s not been t h e case, we might wel l have had a pos i t ive growth ra te .

Well thats it for this one, Several more bits of interest. Jon Pearkins writes to inform me he also receives CRTC info. Careful digging by both of us shows no info regarding the CFUN/CKVN 1410 & CFUN 790 mess. However he did contact a friend to find that on the same day CKVN bacame CFUN the NB 790 C R M became CFF. This noted in little note at bottom of the 790 NB stations SC. Details unknom on this but seeme CRTC doesn't know about it.
CHUM Inc. (CFUN 1410 owners) has done stuff like this in the past and then does the "Whatta you gonna do about it" bit. Anyhow present info sez CFUN is 1410 BC...AND...CFAN is 790 NB.
As you noted this one is a biggie (5% pages). Interesting point is Starr & I broke our butts last issue to clear all outstanding DDXD info so this one wouldn't be very large. Considering the screw-ups we hare it's gotta be improved conditions. Anyhow thanks for the support.
DON'T FORGET:: The FCC no longer requires the regular freq. measurement stuff. This rule should go into effect 11/29, or about 5 days agoo So watch for more frequency checks.
DX TEST INFO: WWNS 1240 Ca. listed in DX NEWS as 11/29 WAS NOT ON. Test was sked for MU 18/26 but somehow we did it again. I am trying to re-sked test for future MM shot.
lCLMO 1060 CO Will conduct a POP on 12/15 or 12/16. Will be 0200-0400+ w/ '
typical POP stuff then El' till 0400 or so. In both cases they rill give many IDS. This per CE there who is thinking of a MM test in Jan. but no answer on this yet. Even w/ KYW on the 10,000 watt nondirectional should be heard rather well.

radio preacher brands FCC By OHN G. m i E R s o N

The Rev. Dr. Carl McIn- h e , making a ra re stop in Honolulu, yes te rday un- leashed a vehement attack on the Federal Cammuni- cations Commission (FCC). . McIntire charaed the government agency with blochna the r ~ n h t s to free- dom o f speech and free- d o m of t h e p r e s s , a n d called the FCC "as politi- cally corrupt a s the rest of the government."
The controversial right- wing Presbyterian preach- e r , whose "'20th Century Reformation Hour" radio program is broadcast daily throughout the qation, said the FCC is suppress ing
broadcast freedo? with iti "Freedom Doctrine."
In a press conference a t Honolulu Airport , McIn- tire, 67, claimed that his over- the-air cr i t icism of the Nixon Administration has led to a reduction of nearly 25 r cent in the number o r r a d i o s t a t i y s which once broadcast h ~ s program.

McIntke said some of the 610 statlons w b e h c a r r i e d h i s s y n d i c a t e d program "will no longer

He added. that his sta- tions in Phdadelpha an& Seattle were forced out of business by FCC pressure.
WHEN McINTIRE re - sponded by b r o a d c a s b g from a ship off the New Jersey coast, the FCC o b tained a temporary court restraining ofder prevent- ing the offshore s t a t ion from owrating.

At the first day of hearings by the Cost of Living Council into the Postal Service's pro- posed higher rates, mail users said the in. cremes were inflationary, exorbitant, and would force m a y publicauons to go out of business or substantially change their distribu- tion operations.
Postal Senice officials will get an opportu- nity this to in support of their request to boost rates 51.8 billion annually, in- eluding raising flrst-class letter rates to 10 cents an ounce from the current eight cents.
Mail users testifying yesterday generally fa- yored the use by Postal Service of other means besides rate increases for meeting its budget. They recommended that the service either seek additional appropriations from Con. gress or sell bonds to raise revenue to pay for rising labor and other Costs.

"These would be foreign- owned stations," he said, "so the FCC can't touch them or me. I'll buy time on their stations.
"The harder (the FCC) hits me, I'll hit them twice as hard."
McINTIRE refused to go

to honor the Fairness Doc- trine," he said. "But i t has become the first and only station in the United States e v e r closed because of this."

"WE MAINTAIN t h a t the present licensing law (by which al l r ad io and television stations must be reviewed by the FCC every three years) has been ex- panded by the FCC under its 'Fairness Doctrine' to violate our First Amend- ment rights."
The FCC's Fairness Doc- trine "obligates a broad- caster presenting one side Of a controversial issue of public impor tance to a f - ford reasonable opportuni- ty in his over-all oroerarn- ming for the pre'senTat&n Of contrasting views."
McIntire says the doc- trine abridges the constitu- tionally guaranteed rights
McINVRE struck blows a t the Nixon Adminatra- tion's Vietnam policy say- ing he would have waged all-out war ; the Watergate affair, which he called "a breakdown of justice and self-respect"; and a t the Middle E a s t de ten te , of which he said "we've been sold down the river by the Russians."
He stopped short of advo- cating a Nixon resignation.
McIntire urged that the press be given total free- dom.
"The government is n! connoisseur of fairness he said. "We (as the ple) ought to tell them what's fair. They a re there to serve us."
"Wi thou t l i b e r t y y o u cannot have dissent, and without dissent. vou cannot . - have progress."
McIntire proposed that in lieu of regular licensing, the FCC should assign per- manent wave lenaths to all r ad io and televGion s ta - tions and allow them to op- erate as they see fit.

problems with the FCC, but he's moving ahead any- way.
He said Carl Lambert will become the station manager. "Conventional community programs" will be the station philosophy, with rehglous programs on Sunday and "maybe a strip during the week."
Meanwhile, Nicholls is talking about running for Congress and getting back into the media, probably - - print
From New York, the outspoken Rev. Everett C. Parker, the major nemesis of right-wing hate sta- tions, said: "It's tvpical of them; trying to flount the law. Nixon took iessons from these guys. The FCC has, peen very derelict in handling this case. Shock- l n ~ -..o.
And FCC Administrative Law Judge Ernest Nash. who oversaw the two hearings and recommended that KAYE's l i y n s e be lifted, had this to say: "I love the N n r t h w ~ c t . ."
The KAYE story is bizarre, to say the least, and it's not over yet. Both sides have claimed to be the champions of "free speech" and the Constitution; little or no light was shed on the controversial fajr- ness doctrine; the community remains violently divld- ed and the FCC, sooner or later, must make a decision - based largely on chaos.

I believe new FCC rules s t a t e that a modulation monitor nay no longer be diode shunt (straight off t h e XR] but a c t m l l y fed by a seperate antema. Our modulation meter a t WGAR i s such, therefore when we're off t h e a i r , we read modulation of aqyone (actually a product of everyone) on the channel. So a s more & more s tat ions convert t o t h e s t a t e of t h e a r t , we should f ind t h i s problem diminish*. Vnfortumtely those who a r e most likely t o have t h i s problem, which can easily be prevented by a good mintet?ance sked, don't have the inc l imt ion t o covert u n t i l the modulation m e t e r they now have m s t be replaced by t h e new type approved kind.
