CAMPAIGN FINANCE TALE OF THE TAPEFOR 2014 ATTORNEY GENERAL AND COMPTROLLER RACES
An analysis of recent campaign finance filings reported to the Board of Elections shows that:1
Incumbents in both races are far outstripping their opponents in fundraising. Attorney General
Eric Schneiderman has raised $11,592,522 to John Cahills $1,683,103; NYS Comptroller Tom
DiNapoli has raised $5,002,761 to County Comptroller Bob Antonaccis $172,787.
New York City developer Leonard Litwin has been the biggest donor to both Schneiderman($240,000) and DiNapoli ($130,000). Buffalo developer Carl Paladino has been the biggest
donor to Antonacci ($8,050); 14 different donors have given Cahill between $41,000 and
$41,100.2
Schneiderman raised the most money from large donors, receiving over 73% of his funds from
contributors who have given aggregate amounts of $10,000 or more. DiNapoli received 63% of
his money from donors falling into this category, and Cahill, 59%. Antonacci received no money
from donors who have given aggregate amounts of more than $10,000.
Antonaccis fundraising has been limited by his decision to participate in the pilot public fin ancing
system. At this point, however, it seems unlikely that he will be able to reach the fundraising thresholdsnecessary to receive public funds. As of the most recent filing period, he had raised only $67,037
toward the threshold $200,000 to receive matching funds, though up to $42,016 of currently-unitemized
contributions might count if they are eventually itemized.
A Note on Super PACs
While GOP opponents of Schneiderman have threatened to use a Super PAC in the Attorney General
race,3this effort appears to have floundered. Communities for a Fair New York raised $5,000 in May
and has been idle since then.
1The totals in this analysis reflect contributions and contribution refunds made between the January 2011 and
2014 32 day pre general filing periods. This study excludes contribution refunds that resulted in more money
being refunded to the committee than given by the donor this election cycle, as these were presumably residuals
of the previous election cycle. It is possible that the identification of more vaguely-titled LLCs and other affiliates
will lead to an increase in the total money from large donors.2In most cases, donations from corporate and union affiliates were aggregated. If affiliates have a somewhat
autonomous entity in state politics, this was not always done. For example, different locals of the Service
Employees International Union were treated separately since these locals run separate lobbying campaigns, and
based on the dates of their donations, their contributions do not seem to have been coordinated.3See, e.g.,http://nypost.com/2014/04/27/gop-super-pac-to-launch-anti-schneiderman-campaign/.
