    Lone Star Report Editor William Lutzto address May Meeting of NWARW

    William Lutz is the Managing Editor for The Lone Star Report, having been a regularcontributor to the publication since May 1998. Lutz has covered many policy issues for LSR,

    with a particular focus on public education, school finance, insurance, and regulatory issues. Heauthored LSR's May 2002 special issue on the Texas public school finance system. He regularlyappears as a guest on WFAAs Inside Texas Politics and his opinion columns have appeared in

    several Texas newspapers.

    In 1997, Lutz received his Master of Arts degree from the University of Washington where hemajored in economics. He also holds a certificate in Global Trade, Transportation, and Logistics

    Studies. While at UW, Lutz served first as opinion editor -- and later, news editor -- of The Dailyof the University of Washington. Lutz is a second-generation Longhorn, earning his bachelor'sdegree in economics from the University of Texas-Austin in 1994. He is a native of Las Cruces,

    New Mexico, where his parents still reside.

    Obama Pits the Dunes Sagebrush Lizard Against Texas JobsEPA is Threatening Oil & Gas Jobs in West Texas Counties

    The Obama Administration is at it again.

    Not content to destroy our economy through de-valuing our dollar, rampant inflation and profligate entitlement spen

    hrough Obamacare - now the Washington D.C. liberal elite are coming after jobs right here in Texas.

    The issue at hand is the proposal by the Obama Administration to list as federally endangered - the Dunes SagebrLizard, or sand dune lizard. Critics believe this proposal is an entirely politically motivated move to hurt the enendustry in America. Regardless, the listing of the sand dune lizard under the federal Endangered Species Act co

    devastate oil and gas production in the Permian Basin for at least two years. Production in the following counties woulamong the worst impacted: Gaines, Andrews, Ward, Winkler and Crane in Texas, and Lea, Chaves, Eddy and OterNew Mexico.

    Make no mistake - many businesses and jobs could be threatened by the potential eradication of oil and gas productiohe above-named counties!

    The U.S. Fish and Wildlife Service will hold a public information session and public hearing on the matter on WednesApril 27, at the Midland Center. The public information session will be from 3:30 to 5 p.m., and more importantly,public hearing will be held from 6:30 to 8 p.m. at which time speakers may provide two minutes of public testimoSimilar hearings will be held in New Mexico, the day after. If you can be in attendance at the public hearing, we encouryou to speak up and make your voice heard that the Obama administration should focus on saving American jobs businesses instead of embarking on another battle in their ongoing assault against the Texas oil and gas industry!

    Said RPT Chairman Steve Munisteri, "The United States is facing an energy crisis of enormous proportions. Our coununfortunately, is very dependent on foreign sources of oil from areas experiencing increased instability. This is bonational security problem and an economic problem for our country of great magnitude. We are already beginning toome of the disastrous results of the Obama administration not having a comprehensive energy policy. Gas prices at

    pump are approaching $4 a gallon, and could rise higher. More disturbingly, projections are, that by the end of the year,

    world will use approximately 90 million barrels of oil per day, despite the fact that the world production capabilitiesonly approximately 88 million barrels of oil per day. Needless to say, as oil supplies tighten, prices will go up furteopardizing what is an anemic economic recovery and possibly causing a double-dip recession. That is why mperative for our government to adopt policies which encourage, not discourage, domestic oil and gas exploration as w

    as the utilization of other domestic sources of energy."

    Munisteri continued, "Unfortunately, the policies of President Obama have actually worked to make the country mdependent and have deepened our crisis. In his first two years in office, his environmental Protection Agency propolassifying coal byproduct as a hazardous waste, thereby jeopardizing the economic viability of the utilization of coa

    placed a lengthy moratorium on offshore drilling permits, and now threatens the supply of oil from one of the mproductive areas of Texas in order to protect a lizard. These types of policies are why it is imperative that we all wogether to defeat President Obama next November, and in the meantime we ask all Republicans to stay engaged by rai

    opposition to this proposal."

    Former Midland Mayor Ernie Angelo echoed Munisteri's sentiments, saying "It, frankly, is unbelievable to me that in a twhen America is fighting at least two wars in the Middle East, offshore drilling in America has been severely diminishehe wake of the BP oil spill last year, the price of a barrel of WTI hovers at more than $110 and the price of a gallon of galose to $4 in some states, and the recession is still in full bloom, the federal government would propose such an act."

    It has been a very busy time for Republicans in Texas. We are fending off encroachments on ourfreedoms from the federal government, fighting to maintain a balanced budget without raising taxes inthe state legislature, and preparing for local elections across the state.

    Local elections are yearly elections for school boards, city councils, and other local governing entities.Early voting begins on May 2, and ends on May 10. Election Day is May 14.

    With members scattered across several entities conducting elections, it was difficult to compilecomplete information for publication in this newsletter. I encourage you to go to the Travis CountyElections website for information on what will be on your ballot.     At our May 2 meeting, we will welcome several local candidates. At the time of this writing, candidatesfor school board in Round Rock ISD and Leander ISD had confirmed attendance, as had candidates for

    Austin City Council.

    Local elections are non-partisan, meaning candidates do not file as Republicans or Democrats, and so

    our club cannot officially endorse any candidates in these races. I encourage you, however, to researchthe candidates, and talk to your neighbors and friends about the issues. This level of governmentaffects us more immediately than any other; our involvement is crucial. As Republican Women, wehave a particular duty to our fellow taxpayers, because we are in a position to get firsthandinformation and share it.

    We are also getting ready for our summer break. NWARW does not have regular meetings in June,July, or August. The executive board is considering options for events and meet-ups over the summer;please watch your email for more information. Just because we aren't meeting over the summer,doesn't mean there won't be opportunities for you to earn volunteer hours with campaigns, the countyparty, or TFRW! Summer is also a great time to serve our community - consider volunteering time at a

    local pregnancy resource center or at your local library. Remember to keep track of your hours andget them to Joyce Melugin, our Campaign Activities chairman ([email protected]).

    When we come back in the fall, expect us to hit the ground running as we prepare for the 2012elections. There are already at least seven announced candidates for U.S. Senate from Texas, and weare looking at a robust presidential primary as well. In fact, the first debate among potentialRepublican presidential candidates will be held May 5 in South Carolina and air on Fox News.

    Have a blessed and rejuvenating summer!! Take the time to get to know your neighbors - maybe you'llfind a friend or two, and a new Republican Woman to bring to our September meeting!

    The Forgotten Man: A New History of the Great Depressionby Amity Shlaes

    Democrat or Republican, candidates find themselves addressing the saproblem: on the one hand, voters have enormous faith in the private sector;the other, they expect government to provide them with ever more genero

    entitlements.

    In The Forgotten Man, Amity Shlaes takes us back to show us how the rootsour disillusionment can be found in a single election year, 1936. In that yeFranklin Roosevelt systematically established the modern political constituenfrom unions to artists, to senior citizens. Roosevelt's solution was to spend these groups, so extensively that federal spending that year outpaced state a

    local spending, for the first time ever in peacetime. The consequence was Roosevelt landslide of 1936 --but also the modern entitlement trap. Roosevoften spoke of the Forgotten Man, the man "at the bottom of the econompyramid." Yet, Miss Shlaes shows, his New Deal created a new forgotten man, man wh o subsidizes the funding of other constituencies -- and who hau

    politics in all developed nations today.
