ADVANTAGES: ACCESS: is for those who served honorably in the

military; hospitals, clinics, and vet centers QUALITY: The VA Performance and Accountability

Report (PAC), full accreditation, top performer (U.S. Department of Veterans Affairs [VA], 2014).

COST: “means test” to determine co-pay ($8), out-patient primary care ($15), specialty ($50), current Medicare rate, long-term care (depends on type and eligibility to pay (Military and veteran benefits, 2014).

ACCESS: VA scandal: 51,000 waiting at least 3 months for doctor’s appointment (Cannon & Preble, 2014).

Long wait times and long distances to treatment facilities (Elnitsky, Andresen, Clark, McGarity, Hall, & Kerns, 2013).

QUALITY: Secretary Shinseki resigned, apologized for failures in VA system (Shinseki resigns, 2014).

COST: May cost taxpayers 500 billion over next decade (Cannon & Preble, 2014).
