ABOUT NURISH (www.nurishdc.com)

NURISH is a business incubator specifically geared to

supporting DC’s budding food entrepreneurs. Our program

includes a licensed commercial kitchen, a shared event

space, a pop-up restaurant for rotating concepts, business

education, youth foodforce development, mentoring

partnerships, and creative initiatives to promote small, local

restaurants and restaurateurs, as well as to promote the

creative culture of food. We are currently seeking

CAFÉ & BAR EXPERIENCEIn 2005 NURISH Food and Drink founder Kera Carpenter 

opened Domku (www.domkucafe.com), a bar and café in the

historic Petworth neighborhood of Washington, DC. Domku

provides comfort and sustenance in a relaxed setting where

locals mix with travelers looking to experience something off 

the beaten path. Housed in a former hardware store, Domku

retains the rough and ready feel if the building’s former years

Domku serves breakfast, lunch, and dinner and is located at

821 Upshur Street, NW, Washington DC 20011.

ABOUT THE ANACOSTIA ARTS CENTER (www.anacostiaartscenter.com)

During the summer of 2012 ARCH Developmen

Corporation held a series of community meetings

requesting Anacostia community feedback and suggestions

on current, past, and future ARCH projects via a community

survey. Anacostia residents, ANC commissioners, business

and organizations leaders completed surveys on ADC

programs and projects with the purpose of As formulating

a new ADC 3-year strategic plan. The strategic plan is

currently available on the ADC website awww.archdevelopment.org and is attached to this proposal.

In January 2013, ARCH presented during its regular quarterly community meeting plans to transform

the main floor of the former ARCH Training Center (1231 Good Hope Rd SE) into the Anacostia Arts

Center. The new arts center would feature 10,000 square feet of commercial art gallery and boutique

space for creative small businesses and organizations and would include a black box theater, and a

café. The goal of the Anacostia Arts Center is to provide an entertainment, dining, and retail cente

for the residents of Anacostia and Ward 8 and to encourage more economic developmen

opportunities for the Anacostia business and arts district.

The Anacostia Arts Center had a soft launch on April 26, 2013 with a free community jazz concert

and a pop-up chicken and waffle restaurants presented by NURISH FOOD AND DRINK. The

 Anacostia Arts Center grand opening is schedule to take place during the LUMEN8ANACOSTIA

festival on Saturday, June 22nd, 2013.

ANACOSTIA ARTS CENTER FLOORPLAN

PROPOSED OPERATING HOURSStandard Operating Hours are Tuesday – Saturday, 8am – 8pmHours may be extended for special events such as theater or concert performances. Those eventswill most likely take place on the weekends

PARKINGFree parking is available on Good Hope Rd and MLK Jr. Ave SE and paid parking is available in theunderground parking garage at 1800 MLK Jr. Ave SE (DHCD building). In addition, ARCH hasentered into an agreement with the AEDC, owners of 1800 MLK Jr. Ave SE to have the parkinggarage open later for special evening events at the Anacostia Arts Center such as plays andconcerts. As most special events will take place in the evening and on the weekends we do not

anticipate parking to be an issue or the neighborhood to be negatively effected in any way.

 COMMUNITY BENEFITSWhen complete, the AAC will provide arts, culture, retail, and dining options for the local communityand will become another destination station in the flourishing arts and business district of historic

 Anacostia. The ACC will have seating and Internet access and will provide a place for neighbors tomeet, enjoy quality entertainment, and to actively participate in the cultural and economicdevelopment opportunities developing in Anacostia. The black box theater will be available for local

organizations to hold events such as talks, discussions, training sessions, meetings, etc.

NURISH FOOD AND DRINK AT THE ANACOSTIA ARTS CENTER As yet unnamed, the café will be open Tuesday – Saturday, 8am – 8pm and will be located in theyear of the Anacostia Arts Center. NURISH Food and Drink is hoping to have the new café open for business early September 2013.

CAFE SEATINGWhen complete the café will be located in the rear of the Anacostia Arts Center on floorplan where itis marked “Café.” There will be additional seating in the form of café seating (small tables and chairs)in the rear of the Anacostia Arts Center as well as some café seating inside of the Anacostia ArtsCenter on the portion of the floor plan marked “Lounge.” The lounge will also have couches, andcoffee bar seating to give it the feel of a coffee shop cafe. People can sit at the café tables to eat their sandwiches, drink their coffee, and work on their laptops. We wanted to locate the seating in the

storefront windows of the Arts Center to add to the vibrant feeling of Anacostia being a businessdistrict on the rise. We want to encourage our neighbors, fellow property owners and businessowners to make their storefronts more appealing and accessible to the community and not hidebehind window bars. Please note that the Anacostia Art Center and the café are all located on onelevel and the doors are wide enough to accommodate those with wheel chairs, walkers, and other walking assistance devices. We want this facility to be enjoyable by all members of the community,especially our seniors.

NURISH FOOD AND DRINK BEER + WINE MENU Currently there is only one establishment in all of Anacostia that is licensed to serve beer and wine ina “sit-down” environment, Big Chair Bar & Grill located at 2122 MLK Jr. Ave SE – nearly four blocksaway and with limited seating. We anticipate that when the Anacostia Playhouse (2020 ShannonPlace SE) opens their patrons will likely visit that location and hopefully the Cedar Hill Bar and Grillwhen they open for business. Currently there is no establishment on Good Hope Rd SE in Anacostiathat serves food in a sit-down capacity and beer and wine by the glass. With that in mind, andunderstanding that other arts and entertainment venues in the District either have multiple diningestablishments either in close proximity to their location or have a café/restaurant on site; ARCHincluded plans in the new art center to have a café on site to provide a quality food and drink option tothe community and to those that attend events such as art openings, theater performances, and jazzperformances at the Anacostia Arts Center. This request for more food and drink options camedirectly from the residents and business owners of Anacostia who have long had to leave their neighborhood to enjoy basic amenities such as having a quality sit-down place to eat and enjoying aglass of wine or beer before watching a show or concert.

To be clear, ARCH and NURISH FOOD AND DRINK have no desire to open a bar in the Anacostia Arts Center. Our goal is to have a café that serves light food and appetizers with options for a glass ofbeer or wine. As you know, ABRA does not have a beer and wine license, they provide only liquor licenses and as such NURISH FOOD AND DRINK is requesting a liquor license to allow it to servebeer and wine as part of their food menu. All parties agree they want the café to enhance the qualityof the Anacostia Arts Center and the Anacostia neighborhood and not be a distraction to it.

BEER + WINE TO BE LIMITED TO ANACOSTIA ARTS CENTER As will be outlined in the Voluntary Agreement (see below) NURISH FOOD AND DRINK and ARCHDevelopment Corporation agree to not allow beer and/or wine to be removed from the AAC premises.NURISH FOOD AND DRINK and ARCH will have a full-time staff in place to ensure this does nothappen. In the years ARCH has served beer and wine at its events no one has ever left our buildingswith a drink in hand and no minors have been served. On April 26 th NURISH FOOD AND DRINK

hosted a pop-up chicken and waffle restaurant in the Anacostia Arts Center and with a temporaryliquor permit that allowed NURISH FOOD AND DRINK to sell beer and wine with dinner. There wereno incidents during that event, no minors were served, all drinks stayed on the property and no onewas inebriated. Over 125 dinners were sold at that event, many if not most of the diners were fromWard 8 and East of the River.

VOLUNTARY AGREEMENTNURISH FOOD AND DRINK believes in being a responsible and community conscious café operatorand would agree to not only adhere to the laws and regulations affiliated with a liquor license operatorbut would happily enter into a community voluntary agreement that would ensure that the liquor license (if granted) is executed to ANC 8A’s satisfaction and that local residents would be givenpreference for job opportunities in the café. ARCH and NURISH FOOD AND DRINK have recentlyreceived a copy of the voluntary agreement recently approved by ANC 8A for Cedar Hill Bar & Grill.NURISH FOOD AND DRINK (as the café operator) and ARCH Development Corporation (as theproperty landlord) would be happy to sign such an agreement for the café, please note that theNURISH FOOD AND DRINK café will not have hours as late as the Cedar Hill Bar & Grill.

 EMPLOYMENT OPPORTUNITIES AT CAFENURISH FOOD AND DRINK agrees to give preference to Anacostia and Ward 8 residents for employment opportunities in the new café and is willing to include this in writing in a voluntaryagreement.

STATUS OF LIQUOR LICENSE APPLICATIONKera Carpenter of NURISH FOOD AND DRINK has not yet applied for a liquor license but would liketo do so immediately so as to have the new café open for business and contributing to the Anacostiacommunity and serving residents as soon as possible. Because of the at times lengthy ABRA processin obtaining a liquor license and ANC 8A’s impending summer hiatus ARCH and NURISH FOOD

 AND DRINK are requesting a letter of support from ANC 8A at the ANC 8A June 2013 meeting inhopes of having the liquor license application process started and being conducted at the same timeas construction on the café, thus keeping holding and overhead costs at manageable levels.

COMMUNITY ENAGEMENT AND NOTIFICATIONIn addition to the community meetings, notices, emails, and media articles ARCH is hosting acommunity meeting on Thursday, May 30th from 6:30pm – 8:30pm at the Anacostia Arts Center  (1231 Good Hope Rd SE) to discuss all of our projects including plans to open a café in the Anacostia

 Arts Center and NURISH FOOD AND DRINK’s request for a liquor license. Please note that Nikki

Peele, Director of Marketing and Business Development announced this meeting during the May ANC 8A meeting and ARCH will be distributing a flyer to the community in the coming days.

During the May 30th meeting we will be taking the community on a tour of the Anacostia Arts Center including the café space and will be presenting the proposed cafe floor plans and voluntaryagreement. Kera Carpenter of NURISH FOOD AND DRINK and Duane Gautier of ARCH will be on-hand to answer community questions and to present plans.
